...When I dismiss issues, does it have any effect on the UN ratings (political, civil freedom and economy) or do they simply remain constant? Also, does dismissing issues count as inactivity that will eventually cause a nation to be deleted?

It has no effect on the UN ratings.
While I don't know whether it counts as activity or not, logging in counts as activity, so I wouldn't worry about losing your nation from not answering issues if I were you.
Activity counts the last time you log in, nothing else.

the only thing affected is that little paragraph where it says stuff like x natins naitonal animal is the rat , and is also its favorite food, and the three stats in the box below your motto,
dismissing them does nothing else,
