Social welfare bug
My nation says it's notable for it's complete absence of social welfare, and my crime is low thanks to my progessive policy in social welfare.
I suppose the total elimination of could be called "progressive" but I think it's just a bug.

The System isn't perfect,the descriptions occasionally conflict themselves
It says that Social Welfare recieves little funds but it is not completly absent. Also, some issues might also lead to some surprising things popping up on your nations description. When you first create your country and you answer those questions, some things will stay on your nations description unless you get a issue that changes it.
