Yes, you need other UN member nations to enter the region and endorse you. Having 2 or more endorsements will allow you to submit proposals to the UN. Delegacy will also allow you to vote on UN resolutions. Needless to say, you should bear in mind that you can only have one nation in the UN at any one time.
