Months ago I have banned cars in my country. Now, I wan't to unban them again but I never get the issue, it seems something "tels" the game not to give this issue to people who already outlawed cars but this seems quite unfair to me.

My puppet nation has banned cars too, but I got the issue angain, got confused and I unbanned them again. You will get it some day, but remember that the issue distributing is randomly. You could just be unlucky.

I haven't received the issue since November. :cry:
I think there's probably something wrong with the rotation. I remember it was a few months I had to wait for the Death Penalty issue, an then I got it three times on the same week!
You've just gotta wait, I guess.
