It is assumed to be so great it is 'frightening' to your rivals/enemies, in the same way some people find Microsoft's enormous wealth, influence and virtual software monopoloy 'frightening', or the military might of the US 'frightening'.
As opposed to 'frightening' in a bad way, like people find the disastrous state of Russia 'frightening'.
