Unless there is a real need for one (ex. Illegal invasion). I again point to the case of the region of Anarchy. It was invaded and its natives were kicked out. One of the mods became the founder for a while until the nations of Anarchy "elected" a founder.
So, it can happen if there is a GOOD reason and stability is a major problem in the region due to illegal invasions and such.

To get a new Founder follow this procedure:
1) Evacuate the region and set a password on the region. All nations in the region must leave willingly. Either that, or the current Founder has to ban them (if you have a Founder). If you don't have a Founder*, then all nations in the region have to leave willingly.
* Note: I said Founder, not Delegate; Delegate isn't good enough, here.
2) Wait for the region to self-delete.
3) Have the nation you want to be Founder recreate the region after the region is deleted.

Long enough for one update to occur. If you time it well, you can pull it off in a minute or two. More realistically, the gap will be no worse than 12 hours (and 6 on average).
