If that were to be done, I think the population should be boosted to a minimum of 1 billion.
But, this would also put more weight on the mod's shoulders because they would have to do stuff if there was an offensive or all together bad custom name. I care not if it is done or not.

Completely different issue, though. Involves changing the phpBB code, which isn't currently designed to do anything like that. I also don't think there are any mods on the market that do that, although I'm only partially active in that respect, so I'm not totally sure
