why i can`t submit a proposal?

all the time that i try it says : uh oh you haven`t filed the form correctly,
but it is perfectly completely.

can you help me please.......

Did you leave any boxes blank?

Could you say what you put in the form? I see no reason why you shouldn't be able to submit a proposal.

Are you a U.N. Delegate or do you have endorsements? I believe you can only submit a proposal if you have endorsements or if you're a Delegate. I can;t remember which.

Any U.N. member with at least two endorsements can submit proposals
