i am soon to be a UN member how do i become the UN delegate for my region?

You are a Founder, so being Delegate will not confer any new powers upon you as far as Regional Controls are concerned. However, you do need to be a Delegate to vote on UN matters, maybe that's what you're after.
You need a few other UN members in your region to endorse you. Then provided you have the most endorsements, you will become the Delegate within a day.

You would have to collect as many endorsements form other countries as you can from other countries that are Un members in your region if you decide you want delegate :)
