Was an E-mail address supplied in the Settings (http://www.nationstates.net/cgi-bin/index.cgi/page=settings) page for the nation Volgar when Volgar last logged on?
This is more of a Technical problem than a Moderation problem, so I'm moving this over to Technical.

In that case, someone can send a report through the Getting Help (http://www.nationstates.net/cgi-bin/index.cgi/page=help) page asking the Game Moderators to send a new password to Volgar's E-mail account. Since it's Volgar's E-mail account, only Volgar could possibly get the new password.
Remember, it will be sent to the E-mail account that Volgar specified in the Settings page.
I hope this helps. Post in this topic to let me know if it does or does not help. Remember that it may take some time; wait a couple of days after filing the Getting Help report.

This should serve as a reminder to all players to specify an active e-mail address in the Settings page of their nations. Because if you are new to the game or have made a new puppet or two, it will take a while to get used to the new password. Better be on the safe side. Someone always forgets.

And passwords are "case sensitive" :P

Actually I think you can just use this http://www.nationstates.net/cgi-bin/index.cgi/page=forgot_password rather than the getting help page, its a link that appears on the incorrect password page
