I've read all about people's complaints about the many, many proposals. Searching is a very useful aid, but I also think some basic sorting would be helpful, or at least searching by other attributes of the proposals other than just its name. For example, if I could get a list sorted by whether or not I, personally, approved the proposal. Or maybe I would like to search for all those proposals that have a strong impact on human rights. The easiest kind of sort I can think of is like that of most download sites: sort by popularity, or in this case: search by number of approvals.
I can agree that there are WAY too many UN proposals going around, but I think that some sorting like this might make the numbers feel more manageable, and, at least until and unless anything else is done, still allow freedom in who posts, and how often, etc, etc.
Another, partially related idea, would be to list the proposals that a region delegate has approved in that region (with links to the details, or whatever) - it would allow for the citizens of the region to post their complaints and comments to the UN delegate on just how well they think s/he's representing the region :)
