The tried-and-true NSFootySim is tentatively slated to be used for this event. The default formulae are expected to be used. The version of NSFS to be used is the 2.0.7 which can be located here. (http://www.prism.gatech.edu/~gth681k/nsfs/nsfs207.zip)
Noting the arguments regarding the existing style modifier implementation being somewhat broken, we will proceed with a reduced range of permissible modifiers (+-3).
Scorination will likely be between the hours of 4 and 6 pm CST.
Format
My preferred format for qualifying would consist of four uniformly-sized groups. Groups of four (requiring 16 participants) or six (24) would be preferred. Other formats may be taken into consideration, however. If awarded the tournament, invitations via telegram will be sent out within 24 hours of being awarded the tournament. Participants of the World Cup Qualifying stage who have at least two RPs (or one RP + roster) will be invited. The tournament will be an opt in, first come first served basis. This means the first sixteen, twenty-four, or X number of participants to join will be those that will comprise the field. Tiebreakers will be the default NSFS tiebreakers.
Seeding for the tournament will be based on post-qualifying KPB rankings.
RP bonus
A simple cumulative RP bonus will be used, with RPs graded on a four to five level system based on both quality and quantity.

I have hosted several previous tournaments with this and other nations: WC39,43,45; BoF23; WCoH VIII; the Vahala Invitational; DBC IX; and TYWC IV.
