I always liked Invisionfree, but lately they've been replaced by Zetaboards, which is actually much superior surprisingly.
So i'd recommend you visit Zetaboards (http://www.zetaboards.com) - its free and easy to set up a good, quality board.
Good luck on your region... setting up a forum is an important step in letting your community grow and increasing your region's longevity. :)
I'd recommend visiting other regions' forums too, I remember I got a lot of cool ideas for my regional forums from some of them.
