Who
Ad’ihan, currently ranked in the world top 15. Ad’ihan has hosted the World Cup twice previously in this guise; World Cup 37 with Novapsolu and World Cup 41 with Daehanjeiguk, as well as World Cup-related tournaments. It is made up of two islands, Grand and Barrier, and is situated in The Heartland. It has a population (IC) of around 85 million people.

Kelssek, currently ranked in the world top 30. Kelssek has no prior World Cup, Cup of Harmony or Baptism of Fire hosting experience. However, the nation successfully hosted the Fourth Winter Olympics, one of the biggest undertakings anyone could ever think of, short of perhaps only the Summer Olympics. Kelssek is a large nation of 230 million in the East Pacific, a multicultural, democratic, tolerant society full of Commies. Cute, lovely, fluffy Commies.

How
Teams and format As of this writing there are 79 nations signed up for the 46th World Cup, including Ad’ihan and Kelssek. This number may include already-expired nations. The aim is for groups of six where possible, as we'd like to keep the number of matchdays down, although groups of eight are also feasible.

This means the following numbers (including Ad’ihan and Kelssek) are good: 74 (12 groups of 6), 82 (10 groups of 8), 92 (15 groups of 6). An alternative would be odd-numbered groups, which we will consider working with depending on the schedule and number of signups.

Scorination and RP bonus Scorination will be done using Commerce Heights/New Manhattan/Paripana's Olympic scorinator, called xkoranate. This marks a departure from the usage of NationStates FootySim in the past two World Cups Ad’ihan has hosted.

RP bonus will be cumulative, using an updated and modified version of the RP bonus calculation sheet used in World Cup 37 and WC41. In those two World Cups, every single matchday was considered, with newer matchdays being weighted more.

The modified sheet will tentatively take into account only the last four matchdays (for the qualifiers). This should ensure no team will get by solely on the strength of posting two or three RPs near the start before disappearing. At the end of qualifying, RP bonuses will be reset, and for the finals every RP will count.

CTE nations Nations that cease to exist before the end of qualifying or the end of the finals group stage and that are not restored before the scorination on these dates will receive an 80 point penalty. Nations that cease to exist before scorination of a kncokout round match will be excluded from their match.

Tiebreaking The following tiebreaking criteria shall be used:
Points, goal difference, goals for, head-to-head between tied nations, games won. If two teams are still tied, a playoff shall take place. If three or more teams are still tied at this point, lots will be drawn.

The tentative schedule is for the qualifiers to start as soon as possible, within this month, likely in the last week of April (or earlier if possible). The Cup final will be held no later than the third week of June due to RL.

Um well okay on that likeness. Next um can i have a link to the scorinator, (eith my new net might be able to use it) and What is the basis of the taking only the past four days. Sometimes things come up ya know. and otherwise it seems pretty good.

Most of the large stadiums in Kelssek are primarily used for rugby (union). We will grow the grass and use green paint as necessary, however, if your players report seeing the ghostly apparitions of extra lines across the pitch, kindly consult the groundskeeping staff, an opthamologist, or possibly a telephone psychic (30 cents per minute).

Stade Outineau (75,500) - Outineau, Beaulac. This newly-built stadium located in Kelssek's second-largest city has, deliberately, no English name so as to force anglos to pronounce the city's name properly for once.

Exhibition Place (26,000) - Kirkenes, Noua Cymru. The smallest stadium of the lot, which is in Kelssek's largest city, has been included mainly for sentimental reasons and will only be used for the group matches.

The Sky Dome (52,000) - Kirkenes, Noua Cymru. More decent sized and to be used for later stages. Retractable roof, bitches!

Canada Stadium (68,000) - Neorvins. Located in the national capital, the stadium was recently bought by a Pacitalian technology billionaire and has thus lost a bit of commie street cred.

Macquarie Docklands Stadium (56,000) - Latrobe, Etnier. The locals think they're funny by referring to this as "the dock", as in the place in court where the accused sits.

Konoha Place (59,000) - Burnaby, Konoha. The stupid inflatable roof keeps ripping. This time it's personal.

Stadium of the Stars (45,000) - Ulyanov, Lupinissia. They must've been hitting the bottle hard when they named this one, but it is quite nice. Financed by a big grain cooperative, it's made of wheat (metaphorically).

Commonwealth Stadium (60,000) - Vickery, Conroy. Located on Stadium Road and served by Stadium Station, this is clearly a stadium of some kind, we think.

Parc Desjardins (54,000) - Dieppe, Roites. It is yet to be determined if this stadium is named after the first president of the nation or the fact that it is located next to a park with gardens called Parc Desjardins, or perhaps the park itself is named after the president, and the stadium named after the park, but that brings into question whether the park is named after its gardens or... never mind.
