If a Delegate ejects a founder from a region, does that nation lose their founder-based power and become another common nation upon their re-entering the region? In this way, can a Delegate acquire unchallenged control?

A founder has regional control no matter what region he's in, it seems. Foundership is only terminated by ceasing to exist. That's why raiding/defending is centered around founderless regions where the founder has stopped playing, thus leaving the delegate with full regional control.

The Founder has to be actually inside the region to bar the Delegate from access to the regional controls, but they can do everything else -- such as reversing any attempts by the Delegate to ban their return -- from outside.
