Demot–Capitalizt SLANI World Cup 45 bid

The Demot Football Association and Capitalizt SLANI (Commerce Heights OOCly) submit this bid to host the forty-fifth World Cup in Demot and Paripana (aka the Unified Capitalizt States).

Scorinator
A somewhat modified version of xkoranate (the Olympic scorinator) using the Schiavone International Scorinator formula, as seen every third Cup since WC36, will be used. This formula is based on the ratio between the competing teams’ KPB scores, i.e, the difference between a team with a KPB score of 1.00 (a typical BoF participant) and 7.00 (roughly equal to #55 Akbarabad) is the same as the difference between the 7.00 team and a 49.00 team (roughly equal to #2 Demot). This makes RP bonus particularly helpful to new teams. Style modifiers between −5 and +5 will be used with the xkoranate style modifier system, such that style modifiers have no effect on the outcome (win/draw/loss) of the match.

Qualifying structure
Ten groups of eight is the preferred format for qualifying. If this is not possible, then ten, twelve, or fifteen groups of any size may be used, depending on the number of teams signed up. Groups will have an even number of teams if possible, to avoid bye days. If there are ten groups, the top three teams from each group will advance. If there are twelve groups, the top two teams from each group will advance and the third-place teams will play a two-leg qualification playoff. If there are fifteen groups, the top two teams from each group will advance.

The first tiebreaker, if teams in a group have the same number of points, will be number of wins, followed by head-to-head results (points, followed by number of wins, goal difference, goals scored, and [in qualifying] away goals), goal difference, goals scored, and (in qualifying) away goals. If a relevant tie between two teams cannot be resolved, then a single playoff match at a neutral site will be used to determine who advances. If a tie between three or more teams cannot be resolved, or if a two-way tie is irrelevant to determining which teams advance, then it will be resolved by drawing of lots.

All draws (for qualifying, the group stage, and, if twelve groups are used, the playoffs) will have teams seeded using KPB ranks. Pre-qualifying rankings will be used throughout the tournament.

RP bonus
A bonus for the overall quality of each player’s RPs so far will be multiplied by a modifier for RPing “frequently,” “occasionally,” or “never.” Someone that posts one great RP will get a larger bonus than someone who posts poor RPs every day, but someone who posts great RPs frequently will not have an overwhelming advantage. RPs posted during qualifying will be included in determining the bonus for the finals.

Previous experience
Both co-hosts have hosted the World Cup before. Demot (as ESF/Valanora) hosted WC39, WC43, and BoF23, while CH hosted WC26, WC36, WC39, CoH25, and BoF2, as well as four Olympic Games and nine TakilQuip Champions’ Cups.

You're not going to start shooting your own people if they insist that sapient Bears exist, as a certain host for WC44 has done, are you? And it's okay by you if they believe in Invisible Wabbits, too?

What sort of climate & weather conditions could we expect?

Demot’s tourism brochure is remarkably vague, so I’ll only attempt to answer your queries with respect to Paripana.

Some people around here believe in all sorts of crazy stuff—that they’ve been abducted by flying saucers, that their mom’s been abducted by flying saucers, that they’ve been abducted by the flying saucers’ mom (what the slani hell?), that someone known only as Margaret has been fixing the World Cup for over a century, that a number of referees secretly have Aquillan ancestry (Köselı and Septentrionian refugees seem quite fond of this idea), et cetera. Sapient bears and invisible wabbits seem quite normal in comparison. In addition, the number of shootings over beliefs seems to have gone down drastically in the region ever since it was discovered that people with costumes could be held accountable for their actions.

Paripana has a highly diverse climate, ranging from subarctic to subtropical to arid, though large portions of the islands are temperate. We have not yet selected the venues for the World Cup, so we cannot provide more detailed information on expected conditions. As in World Cups 36 and 39, venues in Paripana will likely be divided regionally for the group stage, with the group winners continuing to play in the same region for the second round. Most major venues are covered, so weather will likely not play a significant role during matches.

If we vote for this bid, will we see the return of "the IRC" (http://forums.jolt.co.uk/showthread.php?p=13826550#post13826550)?

Demot has weather conditions ranging from tropical paradise to a frozen tundra. If the bid is approved, typical weather conditions of the cities will be posted with their associated stadium.

As for the existance of sentient bears or invisible wabbits, I'm sure the Druids will be most interested in studying them!

A WC45 edition is quite possible, though I might wait for WC49.0 and the succeeding 2186 WC. Are you volunteering to produce the requisite typos? :p

Honestly, do you guys feel that the bolded section is playing out? Obviously I am biased by my own results but to me it does not seem to be happening. I am requesting, and I know you are not obligated to do this, to see you guys break down some results of other teams ranked between 30 and 45 only and their comparisons to teams ranked 46 and below, in broken down intervals of 46-55, 56-65, 66-80, 81 and worse, please.

I don’t understand what rank intervals like you’re talking about have to do with whether the ratio-based scorinator is working. If you could explain better what it is you’re looking for, then I might be willing to help.

The tables as they stand now look fairly okay to me (except for Jasīʼyūn :p ), with no top teams really failing and no newbies really dominating, and the expected randomness at the halfway stage for teams somewhere in between.
