World Cup 45 Introduction:

For more information on the World Cup, its History, how it works, who runs it, and the competitions related to it, check out the World Cup Wiki Site (http://nswiki.net/index.php?title=World_Cup).

The NSWC is a tournament for any NS nation who signs up. This World Cup is about to start its 44th competition, and your nation can take part! Every team is given a rank based on their performances in previous Cups, and the starting rank is roughly 200 (the current "best team in the world" is Valanora, with a rank of 1) See: KPB Rankings (http://nswiki.net/index.php?title=KPB_ranking_system)

Scores are generated using either a Java program or through various or MS Excel sheet 'scorinators' which use random numbers, weighted by ranking and RP bonus to produce the scores.

It is encouraged for Nations to RP - roleplay - their matches, team rosters, players and such. Good RPs will help raise your chance of winning (especially in the Baptism of Fire). Please note: A lot of RPs does not guarantee goals or wins, but your chances are improved of this happening. i.e. Two debutant, non-ranked, nations play each other. One has RP'd a few times, the other has not. The nation who has participated should have the better probability of victory, but still has a chance of a Win, Loss or Draw.

RPs can be Team Roster announcements, fan comments, press conferences, media stories, anything about the game, as long as you've kept to the score as posted or TGd to you by the host/scorer.

For any other questions you may have, please see the World Cup FAQs article on NSwiki. (http://nswiki.net/index.php?title=World_Cup_FAQs) - Courtesy of Starblaydia

The longest-running sports competition in NationStates reaches its landmark forty-fifth tournament: the Football (Soccer) World Cup. Please do specify if you have not participated before.

If your nation is new to the World Cup, or if you have no KPB points, you may be able to take part in the preliminary Baptism of Fire Cup (http://nswiki.net/index.php?title=Baptism_of_Fire) competition.
If this is your first Cup, please indicate whether you wish to be registered for the Baptism of Fire or not. Please note that first time participants are ineligible to actually host or co-host the tournament

Puppets have to post with their nation and identify their master. Only one Puppet per Master nation is permitted, and you may only enter a puppet once you have already competed in a World Cup

OOC: Can we host these games in our countries?

First-time entrants are not allowed to host tournaments - even if you did submit a bid to host them I severely doubt that anyone would vote for it - as we like people to get comfortable with the way things work already before they try their hand at hosting.

When the World Cup Qualifiers come around, half of your country's games will be in Australiah, and the other half in the nation of your opponent.

West Newmanistan

West Newmanistan signs up. (yes, this is obviously a puppet of Newmanistan). It will also sign up for the Baptism of Fire.

There is a regional story behind this nation being RP'd. To make a long story short, it's a haven for Newmanistanians who want to get away from the rule of the Empress. Now, why I am making things more complicated for myself when in the real world I will get much busier in March, I do not know. But this seemed like a logical step for this country.

Quick question: Would there be objection to a player or two who has played for the Newmanistanian team, to jump ship and play for this team if it participated in the BoF?
Newmanistan
21-01-2009, 07:23
Empress Jessica completely denies any puppethood of West Newmanistan to the Empire of Newmanistan and does not recognize its existence.

However other sources have told us that it is indeed a puppet of Newmanistan.

I don't think there's any strict IC rules on this but generally speaking once a player has been capped for a certain country, (s)he can't play for another. There are notable exceptions, both IRL and on NS, to this rule of course.

LE is correct that the current real life rule is that players currently capped for one country can't then play for another (unless, in some cases, the first cap was at the junior under-16 level; see Tim Cahill).

This hasn't always been the case, however. Ferenc Puskas, for example, played for both Hungary and Spain in the post-WW II era.

I can think of IC reasons why this might be acceptable in RP if handled well (Giant Zucchini legend Urk has played for at least two Holy Empire squads, though the first time this led to an RP'd scandal), and since we have no rules about it, it's really up to each nation to decide policy where appropriate.

But I wouldn't necessarily encourage it becoming a widespread practice, especially between puppets, as it does sort of run counter to the unwritten spirit of the tournament.

And players from other active nations should never be used or poached without the permission of that nation.

Edit:
I promise a sign-up update by this evening UK time.

NEW NATIONS AND FIRST TIME PARTICIPANTS:

Do please explicitly indicate whether or not you want to participate in the Baptism of Fire tournament if you're participating in the World Cup for the first time. The BoF (as we call it) is explicitly designed to give you a small ranking boost, and to give you some World Cup RP experience before you get thrown in the deep end. Please look at the first post in this thread for more details.

This is an RL rule, of course, but there are a lot of NS exceptions - Anatoly Titov, for example, was originally capped for Squonshelous, but now plays for Cafundeu. Many NS nations don't really follow RL in this regard.
Liventia
21-01-2009, 14:41
The NS exceptions, though, tend to be (like the RL ones) when the original nation no longer exists (or in Puskas's case, it was just not possible for him to play for them).

Alright that's enough for me not to then. What I was going to do was have a player or two (not one of the better players) play for the West Newmanistan team as a protest since that's what that nation is about right now. I know this generally wouldn't happen in RL but I was figuring our rosters are more lenient here so it'd be worth the ask. I'll stay away from doing it and find a work around. Thanks!

There's nothing to stop them coaching, training, advising, etc, the West Newmanistan side, though.

If it's a brand new nation formed outside of Newmanistan, I'd say its a spiritual violation of the 'rules'. But, if it's a nation that's broken away and kept a hold of some former-Newmanistanian territory, then players born in that area could switch to West Newmanistan (I'm thinking of the break-up of the Soviet Union, in this instance).

To confirm a separate point, first time participants are ineligible to host the BoF. Perhaps I need to make this clearer in the OP.

OOC puppet of Krytenia. IC, we've got nothing to to with them.

We'll sign up provisionally for the BoF, but will withdraw if numbers are awkward.

If BoF32 still needs more teams, Allemenschen will rescind its earlier decision not to participate. If not, then we rescind that rescission to participate. If not but then not not, then we rescind the rescission of that rescission. If not but then not not yet not not not, then you're going to need a ton of aspirin tablets.

Glad to see that your disappearance from international affairs was only temporary.
I don't know how much catching-upon recent events you've done, but while you were busy putting down that rebellion_

Your athletes at the 4th Winter Olympics won a total of 1 silver medal & 3 bronzes, placing you 31st in the overall table of medal-winners (out of 34 nations that won any medals at all, & 45 nations present in total).

Your NSWCC ranking is now 61st, down from the 55th at which you entered the 44th World Cup.

And there's a message (http://forums.jolt.co.uk/showthread.php?p=14373889&highlight=Bears+Armed#post14373889) in your Foreign Ministry's in-tray...

The World Cup Qualifiers will begin once this tournament has finished.

It’s just been far too long since the Autocracy’s finest failed miserably at a NS sports competition. Far too long, which is why the Hyppos are dusting off their retro Ediraf kits and the Hyppodrome is being taken out of mothballs.

But I wonder if one of you nice veterans would answer a question from this old newb. I know Star and Spaam played in the BoF ather their ranking went keputnik, but I believe neither had featured in a BoF before. Would Hypocria be eligible for the BoF (the next one) despite having featured (and failed would you believe?) at a previous BoF?

If that’s a big no to being eligible for the BoF we’d like to sign up for this Cup proper. If it’s a yes we’ll dig out a good book and wait for the next one . . .

I think it depends on the BoF host, TBH. The general rule I've seen is if you've participated in a Baptism of Fire Cup once, you're not eligible to play again. However, if you haven't participated in the Baptism of Fire Cup before and you come back with a KPB point total of zero, you can.

However, I don't know if the powers that be have settled that issue or not.

Thanks Sarz. And thinking about it just from a sporting point of view (and my own British sense of fair play!) it doesn’t seem right to compete in a second BoF.

So after a break of a whole lorra cups Hypocria would like to sign up for World Cup 45.

I got nixed from WC38's Baptism on this very rule (host discretion at the time, but I believe codified since).

Incidently, can you be mobbed by one person?

I believe there was one provisional sign up on the list so Ierissos could probably take that place if they wished. While Noasahi would be on the waiting list in case anybody drops out or ceases.

Although the BoF for new nations is definitely closed so if you wanted to compete in that you’d have to wait for World Cup 46. All the useful info’s at the front of the thread . . .
