My brother used to play NS before and he was in the WA. He doesn't play anymore and his nation now ceases to exist. Does that mean I am now allowed to join the WA or should I stay away?

You are now allowed to join the WA.
You would not be allowed to if his nation was still alive and in the WA, because technically there cannot be two nations on the same internet connection in the WA.
