I want to recruit some new members for a region I started, but it seems every nation I click on has a population of over a billion. Is there any way I can view just the newer nations?

Go to the feeder regions. The ones at the top of the list is where new nations spawn, so you'll find new nations there. Make sure you type on the name correctly.
The Pacific
The North Pacific
The South Pacific
The West Pacific
The East Pacific

You're only allowed to send recruiting messages to nations that are located in the Pacific, the South Pacific, the West Pacific, the North Pacific, the East Pacific, or (although they're more likely to contain older nations, whose players already know what they want to do with them) Lazarus or the Rejected Realms.
Watch the 'Regional Events' logs for the first five of those regions and you'll see when new nations are created there...
