Official Bid for Baptism of Fire 31

The Kingdom of Dancougar announces its intention to bid for the right to host Baptism of Fire 31, a football tournament for nations making their debut in World Cup 44. OOC Details

Scorination: The tournament will be scored using a stable version of NSFootySim. The version I currently have is 2.0.6. The default settings will be used.

Style Modifiers: Teams may choose a style modifier in the range [-1, +1], with negative values corresponding to a stronger defensive preference and positive corresponding to offense. Teams which do not state their preference before the tournament begins will be assigned the default of 0. Once the tournament has started, teams may change their style modifier once if an in-character RP describing the change is provided.

RP Bonus: Teams improve their chances of winning by roleplaying the games, circumstances surrounding the game and their nation, or whatever the heck they want. They are graded on a scale of 1-5 based on quality. Participants may post multiple RPs per matchday, although for the purposes of bonus, they will all be graded together and receive a single score. RP bonus accumulates throughout the tournament, but to encourage participation, cumulative bonus also degrades every day according to the formula RP(n) = score_n + 3/4 RP(n-1).

Format: This figures to be a pretty small tournament; as of this posting, only 7 nations are signed up. The following scenarios are being considered.

7-9 teams: 1 group, all teams play each other once, top four are seeded for a playoff bracket
10-16 teams: 2 groups, teams play everyone in their group once, top four in each group are seeded for a playoff bracket
17-21 teams: 3 groups, teams play everyone in their group once, top two in each group and two best third-place teams are seeded for a playoff bracket
22+ teams: 4 groups, teams play everyone in their group once, top four from each group are seeded for a playoff bracket

Groups will be at least 5 teams and no more than 9. Groups may be unbalanced; in that case, for seeding purposes, teams in the larger group will have the game with the lowest-ranked team discarded. The order for tiebreakers is the head-to-head result, goal differential, goals scored, and then a special playoff game.

Previous Experience: The Kingdom of Dancougar has hosted two basketball tournaments using a custom-written simple simulator, the International Basketball Championships (http://forums.jolt.co.uk/showthread.php?t=558384) and International Basketball Championships II (http://forums.jolt.co.uk/showthread.php?t=564056).

Dates: The tournament can start at any time. It looks like I'll be away from home the weekend December 5-7, so if the the tournament begins before then, there will be at least two IC "off days." Scorination will take place roughly between 8-10 PM EST (0100-0200 GMT), except Saturdays, which will occur after midnight EST. Any other delays will be announced beforehand in the Baptism of Fire thread.

IC Details

The Kingdom of Dancougar is a modernizing monarchy with principle cultural ties to the British and Japanese, with pockets of other nationalities found throughout the nation. The majority of the yearly budget goes to law, order, and security, so visitors can expect to be under constant surveillance. (Although that's not to say the system is bulletproof, as hooligans from Rennidan gleefully discovered during World Bowl II qualifiers.) People have a fair amount of freedom in their private lives, and public displays are expected to be low-key if they're permitted at all. There is no government support for religion.

Football is the most popular sport, with nationwide coverage via the college system, semi-pro and amateur leagues, and the professional D-League. It is one of the few releases that the people have. The national team is closely followed and has legions of loyal fans who can be identified by their black "Horrible Hand Towels." The team was victorious in Baptism of Fire 26 and failed to qualify for World Cup 39; since then it has reached four straight World Cup tournaments.

All eighteen D-League stadia were considered for the Baptism of Fire, and the FA has settled on eight for the bid. More can be allocated if necessary, fewer may be used depending on the number of entries.

Notes: The National Stadium is the nation's largest and hosts all of the national team's matches. It has also been the site of a TakilQuip Champions' Cup final. The National Stadium's open south end gives a stunning view of the nation's capital across the Kishin River.

Notes: Located at the waterfront of this eastern port city, near the Leonard Sweetwater Arena and the city's prime nightlife destinations.

Notes: In the past, Dancougar's highest industrial output came from this region, which retains its blue collar identity despite efforts to remake itself with a modern technology-based economy. They also put french fries on their sandwiches.

Notes: Located fifteen miles east of the capital just outside the beltway, Kishin is an affluent borough with a more oriental flavor.

Notes: The stadium is part of the expansive Grandborough Athletic Complex located five miles north of the city. Organizers plan to use the nearby facilities as a "fan zone" during the Baptism of Fire tournament.

Notes: Eastport and Port Royal are the twin cities of the east, with Eastport occupying the northern bank of the Kishin River Delta. The Muni is the only stadium besides the National Stadium to host the national team; it saw a friendly against Arroza and a playoff against Kereca.

Notes: Located in the state capital of Hazuki, the Nomura also serves as the home of Hazuki State University, making it the largest college stadium in the nation. The lively college population makes the city one of the more vibrant in the central valley.
