(odds are it would be a THIRD-tier tourney, as the Oxen Cup, the Oriental Cup and the de Brandini (u-21) Cups are probably the 2nd-tier tourneys right now.)

By my count, this is your third recent attempt to start up a football/soccer tournament, and your second on this thread.

I think you've also signed up for both World Cup 43 and Oxen Cup 8.
Now, there's nothing stopping you from running as many tournaments as you want, or from participating in as many tournaments as you'd like. Enthusiasm is (almost) always to be encouraged. But I'd still suggest that you may find it helpful to get a little more experience of how sporting tournaments are typically run in NationStates before trying to run a 20-team tournament.
How are you going to scorinate (ie, generate scores), for example?
Hope I'm not coming across as too bossy - I'm just trying to give you some constructive advice.

Never mind then this won't work you know after you see someone create a tournament or something you want to do the same.

Which I think is a perfectly worthy and commendable goal - I just think you need a bit more experience with NS tournaments before you're ready to run your own tournament.
But I hope you enjoy World Cup 43!
And after you've directly seen and experienced how other people run tournaments, you'll have a much better idea of how to do it yourself.
