Protests threaten coalition government

SARGEDAIN- Thousands of demonstrators thronged through central Sargedain this weekend, calling for new elections in the Assembly of Deputies amidst rampant social violence and fears of national destabilisation.

"The ineffectual leadership of the Liberal Democratic Party and their Progressive allies has weakened our nation, so that average citizens cannot walk the street without fear!" said Wálløm Toömœð, Nationalist Party chairman and Deputy from Yâigö, Sring Issa, during a speech on Saturday. "Provost Sárdavär and his supporters have enacted policies that threaten the very fabric of our society- it is time they realized this and resigned!"

The demonstrations, the largest of several in the past month, is a manifestation of discontent with the increasingly ineffectual parliament. The tenous majority of the ruling coalition in the Assembly was strengthened by the integration of the Agricultural Alliance and Fair Trade Coalition parties into the Progressive wing, raising the coalition's majority by a huge number. Their policies, largely at odds with the stated goals of Lord Chancellor Anzapahhâdu Mugałlu's government, have slashed defense and police budgets at the national level, leaving the anemic regional governments to pick up the slack.

The Deputies have been largely unopposed due to fractured debating in the Chamber of Regents, which is typically unattended and below quorum- making it difficult for the assembly to veto the laws.

Protesters mass in front of the Grand Chamber of the Parliament, calling for new elections

Also a bone of contention were the taxes-rising for the first time in six months, on everything from food to public transportation.

"First we are robbed and the police can do nothing." said Arnuwanda Pintas, who came from Washukanni to protest. "Now, they raise the taxes, and we have nothing to show for it! With Aatem Nal, we had safety! We didn't mind the tax! These politicians are destroying Snefaldia!"

In front of a statue of famous revolutionary Dain-da-Hol, Grand Librarian Andrew Holbrook, representing Aatem Nal's party in government, spoke to a crowd of five thousand Sunday. "The world is watching Snefaldia. How will we respond to these threats from within? By showing our strength- the strength of the people! The Tuhran Bel believes in democracy- I believe in democracy! Let us have it!"

If the government is brought down, new elections could be on track as soon as October.

...the city government indicated it took the report under advisement. Moving now to politics, demonstrations in the capital that began on Friday have continued unabated, with nearly 30,000 protestors surging into the city on Monday morning. The calls for new elections are now being chanted day and night, with tent cities housing the protestors. The city police have formed a basic perimeter around the Chamber of the Parliament, which has been blockaded since early Saturday...

The television muted. Anzapahhâdu Mugałlu sat at his desk, looking at Kuweená Ÿll, Chairwoman of the Liberal Democatic Party, and Astár Sárdavär, Provost of Deputies and head of the hated Progressive-Lib/Dem coalition. The Neeri man leaned forward, pleadingly.

"We need this, Ano. It's lawlessness out there! They'll break down the doors if we don't do something!"

Mugałlu leaned back, looking out the third-story window of his office at the undulating mass of people and national flags waving.

"And you want me to call out the Army? I am the one who has to rectify this, Astár? They're not asking for the Chancellor to do anything. Are they, Kuweena?"

The Liberal Democratic leader stopped tapping her finger on her chair, suddenly jerked out of deep thought. "We are doing this for the nation!" she spat. "Three hundred thousand in a city of two million-"

"-is a message." the Chancellor finished. "I will not call out the army. The soldiers of Snefaldia will not be asked to trample the citizens of Snefaldia."

"This is outrageous! You can't even control the Regents, why should you think you can control the army? The Iron Witch isn't here to help you anymore" trembled the elderly Provost of Deputies. "Giving in to these dissidents is a betrayal of our law-"

The Chancellor stood sharply. "The people are the law. You two have a choice to make. Make it, or they-" he gestured to the window-"will make it for you."

"Is that a threat?"

"I think you know what it is. Now get out of my office, I have work to do."

...the protestors have refused to allow the Assembly to adjourn until the coalition relinquishes power and calls a new election. Moving now to foreign news; Kelssek's embattled PM Gautain made an announcement early this morning...

"...and not since my youth have I seen so many people in the streets..."

Tasir Dirh shook his head imperceptibly. The speaker was the nonagenarian Jeroen Seefeikh, a former member of the Tuhran Bel and the last of the First Bel members alive during the famines of the early sixties when the Republic collapsed. Seefeikh was, until last year, the oldest member of the Bel and a constant of the political landscape- one of the pillars of the religious government alongside Master Reijihan Herad and Yu Renzhie.

"Tasir, you aren't old enough to remember the food riots in Bae... but you know, I was there when the Bel marched on Sargedain and overthrew the Republic. The streets were deserted. But now- this democracy thing, I've never seen people so committed."

The elderly Seefeikh looked very much like an ancient buzzard, thin and gaunt, with pointy features and piercing eyes. He gazed out the window of his home in the East Door district of Sargedain at the mass of people on the other side of the river and shook his head.

"My father was alive when the Republic was formed. One of the old guard, really, from right here in Sargedain. Ema Taranton was Grand Librarian then, had the Bel in his pocket. My father told me how angry people were, how much they wanted democracy and republic... he said hundreds of thousands had marched with the Republican Army to siege Serasarda, I never believed him until today..."

The old man's caretaker leaned forward, chuckling. "What does the Medrahov say about that? That "a lifetime of learning is nothing before an instant of understanding," isn't it."

The old priest nodded his head. "I think Reijihan and I helped do the right thing. I'd like to think so. All these years, and at least we did one thing right."

"...and we're now seeing flares going off... it now looks like the motorcade has been stopped by the protestors, who are forcing the politicians out of the vehicles. This could turn ugly without police protection. We're having trouble seeing who exactly they people are, they seem to be Imperial Party Deputies who weren't in session when the Assembly was blockaded on Saturday..."

The Chancellor chewed his thumb absently. Ånienë. Wołlmænö. Tarhuntassa. Hômëðæ Fåm. The protests were spreading, and now this. What the hell were those Imperialists doing, riding around in the city like that?

The phone rang.

"Mugałlu. Yes, I'm seeing it too. Of course we should do something, but what? It's not like I have anyone to send over there. No, I don't think they'll hurt them. Of course I'm serious! Look- look at the television."

"...it looks like the protestors are arguing with the deputies... we can't make out what they're saying in the studio, here... are those flags? Yes, yes, it looks like the protestors have given those deputies Snefaldian flags... this is unprecedented, really- the deputies have joined the protests! This is amazing..."

"Of course I wasn't going to say I told you so. An ultimatum? They had their ultimatum yesterday. What do you mean, call new elections? I don't have enough Regents to do that.

..."State of emergency? That'll mean soldiers. No soldi- no, I haven't heard from the Foreign Ministry. Alana Kasimira? We can't have her visiting with this crisis on our ha- stop, stop- don't interrupt me! Look, Ren can tell me himself. In the meantime, get what policemen you can and clear the Court of Honor- everybody. Yes, you heard me. Goodbye."

"...now reporting live from Ånienë, where the protests gridlocking the nation's capital have spread, bringing hundreds of thousands of people out to continue the demonstrations against the government, which are now spreading across the country and entering the 8th day..."

Chasseur Befert Koltch took a swig from his flaks and pinched his cheeks, trying to wake himself up and fight away the cold rain that had covered Sargedain for the entire day.

"Worst day of my life..."

The Court of Honor- the central square in the Capitol District of the city, surrounded on all sides by the various Ministry buildings, the Chancellor's office, and the Chamber of Parliament- was devoid of people, excepting the small groups of municipal police officers the captains had been able to scrounge from around the city. The chanting and slogans from the hundreds of thousands of protesters had been dampened by the rain, but their presence was still apparent. Koltch looked over at the office next to him- Telmar Bahhat, a thirty-year veteran of the police force and due for retirement in another year- and smiled.

"Wish you'd taken that early retirement package they offered you in April, huh? Could be sitting in the sun, sipping tea in Beldäburö right now."

The older officer shot him a dirty look, then threw his overcloak on over the ceremonial chasseur's breastplate.

"Koltch, put that booze away. We're here to do a job, not party it up- look, here he comes- straighten up!"

The two officers straightened at the approach of a thin man swathed in black, with a black umbrella hoisted over his head. It was the Lord Chancellor.

"Evening, gentlemen. I want to thank you personally for your good work. Captain Ondarjabello has further orders for you."

He kept walking, toward the side entrance to the Grand Chamber of the Parliament. Behind him, a man that was obviously a highly-ranked chasseur stopped, adjusting his wide hat and cloak. Captain Vetal Ondarjabello was originally from Kubamshexa in east Neer Dal, but had been a part of the Sargedain Chasseurs since 1995.

"Befert, Telmar. In an hour, you're going to let the demonstrators into the Court. Yes, you heard me. Chancellor's orders. You hear me? One hour."

The two sharply saluted. "Yes, Captain."

The Sendaren officer nodded grimly. "Good job this week, gentlemen. I think it's going to end soon."

He walked away in the direction of the Chamber, leaving the two officers to think to themselves.

Paradise City, OMGTKK

In her hotel room, Alana Kasimira reclined comfortably in a chair, removing her shoes and stretching a bit. Her overseas visit (http://z11.invisionfree.com/Antarctic_Oasis/index.php?showtopic=913) was going quite well so far, but it had been a bit hectic. The chance to relax, even briefly, was a welcome one. Reaching over to the laptop placed conveniently on the desk next to her, she began playing Hills of the Eagle, the latest piece by Altanari composer Avren Trenel. Smiling, she leaned back and closed her eyes.

Her reverie was broken by her executive assistant, Altynshash Tileukhan, walking into the room and tapping her gently on the shoulder. "Madam President, i'm sorry to interrupt your rest, but we have a problem," Tileukhan said, a pensive expression on her face. "Secretary Khiskithy needs to see you in the conference room urgently, and Secretary Kashar is with him."

Kashar? Why is he here? Kasimira thought. "Is there a problem back home?" she asked Tileukhan, standing up and shutting off the music.

"No, Madam President....the problem is with one of our destinations," Tileukhan said.

The two of them walked into the conference room adjacent to Kasimira's suite. Nelron Khiskithy, the Secretary of State, and Heram Kashar, the Secretary of National Security, stood up to greet her. "Madam President, sorry for the disruption to your schedule, but we have an emerging situation you need to be aware of," Khiskithy said.

"It's allright, Nelron," Kasimira said, sitting down and gesturing to everyone else to do the same. "What's the problem?"

"There is a great deal of unrest emerging in Snefaldia, Madam President," Kashar said, reaching over to another laptop to display pictures on a nearby viewscreen. "Protests against the government. They're growing and becoming increasingly violent. They started in Sargedain, but have since spread to these cities as well," Kashar said as red dots lit up on a map of Snefaldia to indicate the rising protests. "With respect, Madam President, it is the consensus of both myself and FSI Director Marven that you should call off your planned visit there. The situation is simply too unstable. You can always give a statement about the situation from here in Paradise City, or even back home, which would frankly be our preferred option," Kashar finished.

"What's causing all this unrest?" Kasimira asked Khiskithy.

"It appears that a combination of tax increases and cuts to the police and military are behind it, Madam President," Khiskithy said. "Increasing crime and deteriorating public safety also seem to be an issue. Ultimately, it seems that the protesters are demanding new elections for the Snefaldian parliament."

Kasimira pondered for a moment. Finally, she looked squarely at Kashar. "If I decide to go through with my visit, Heram, can your people keep my delegation safe?"

Kashar looked squarely back at the President. "We can't promise anything, but we will do everything we can to keep you all safe, even with our lives if we have to. We've taken the liberty of reinforcing your FSI contingent with increased manpower and more...robust equipment."

"Then we're not calling anything off. The Snefaldians have helped us out of jams in the past. If I can help them out of one, we owe it to them. Nelron, get in touch with the Snefaldians and see if they even still want us to visit. But if they do, we're going," the President said firmly.

Khiskithy nodded and left the room to contact his Snefaldian counterpart. This is going to be one interesting trip, he thought.

History tends to repeat itself in rather obvious ways. Of course, history tends to repeat itself period, but sometimes people aren't really paying attention when they make the repeat the biggest, dumbest mistakes of the past. Like feeding and paying your soldiers.

The Lord Chancellor had talking for several hours in the morning with Tås Rataä, the Lord Fleet Admiral of the Snefaldian Navy and the head of the High Command. He had been promoted following the successful actions against the rebellious Altanari colonies in the Malibu Islands, and was now a few months into the top office of the Snefaldian military. The subject of most of their talk was military action in regards to the government crisis; the besieged Deputies were calling for the armed forces to force the demonstrators to return to their homes, the Chancellery refusing to call out the army, and the demonstrators demanding the soldiers join them.

"...Ano, I know this situation is precarious. I know you're hanging on by a shoestring, and I know the Deputies are hanging on by even less than that... but to be frank, if you don't do something soon the situation will be beyond my control."

The white-haired Sringi Chancellor sighed heavily. The past few months had made him look a decade older than he really was, the lines on his face multiplying, it seemed, with every day the crisis went on.

"It's been two months since we've paid the soldiers. They're on deferment, but without a new government and emergency funding, I don't think I can prevent a mutiny."

"Mutiny!? Mutiny! Wonderful news, a mutiny. I don't have enough power to call in the delinquent Regents, and the LDP and Progressives have barricaded themselves into the Chamber... the only legal way for this to happen is for Astár to end it."

The Admiral shook his head. "Ano, the Republicans established a new government with two things- people and guns. The Tuhran Bel did the same thing- we both marched with General Alaksandu in '63, don't you forget. I want this state to stand, and the High Command does too... but we can't wait any more."

"What do you expect me to do?" the dejected politician rapsed.

"If you don't dissolve the Assembly the state will collapse. The army will riot and the demonstrations will turn violent. There will be nothing to support the Chancellery or the Regents, and from what Holbrook has said he doubts the will of Serasarda will be enough to stop a wholesale decline into anarchy."

The Chancellor slammed his hand on his desk. "WHAT do you expect me to do?!?" he shouted.

"Stand with me in the Court of Honor and speak to the people. For the safety of the nation, you will assume emergency powers and call a new election, with an immediate reversion to last year's budget. The army will be called out, with full payment, to stop the crime. But... Ano..."

The old man shook his head slowly, as if he was a child pretending not to hear the truth his parents were telling him, grimacing.

"I know, I know, I know... I've tried so hard, Ratta, I really have. I was no Kellerman or Herad." he gritted his teeth. "But it will be done. When President Kasimira arrives, it will be to a country emerging from crisis... and to a completely new government."

He stood, walking to the window. The city was still mobbed, cooking fires spread throughout the streets as the farmers and rural folk fed their fellow countrymen to sustain their first real exercise of rights in almost forty years.

"May the Motions bless us."

The Court of Honor, Sargedain, Snefaldia
7:00 PM, September 18, 2008

The microphone itself was stood up on the granite block that supported a huge statue of the guardian spirit of Sargedain, the Ta'us. There hadn't been time to build a proper dais for the speech, and instead they made do. The city's loudspeaker system had been tapped into, as well as the broadcasting networks of all the television channels, radios, and sattelites. The words spoken were going to be heard in the entire country, by the entire city, and by the people inside the Chamber of the Assembly across the shimmering pond.

There were perhaps three thousand demonstrators crammed into the sacred space between the central government buildings, so many they were almost falling into the Grand Basin itself. A ring of Chasseurs circled the statue of the Ta'us, decked in their ceremonial garb.

From a side door, the Chancellor and the Lord Fleet Admiral emerged with the various ministers of the Civil Administration, and Grand Librarian Andrew Holbrook, representing the Tuhran Bel. and with help the elderly Chancellor scrambled up to the feet of the huge guardian spirit, the Admiral and Grand Librarian following him.

The crowd fell silent. This was the first time they had seen the Chancellor in over three weeks, and the change was immediatly seen in him- the formerly energetic and vibrant man was a shell of himself, drained by the crisis that beset his country.

"We are gathered today" he began. "At the footsteps of the great spirit that guards this city, in the heart of the birthplace of the Great Reformer. My Snefaldian brothers, these past weeks have tried us all, they have put the bonds of our nation to the greatest test imaginable. I have watched the people emerge from their homes in defense of their country, with a belief that their voices can change the world. Those people-" he pointed across the basin to the Chamber- "have not heard you, though you shout loudly. They came to me, and begged me to call out the army to clear you from the streets. I refused. Some came to me and begged me to go to the Bel at Serasarda and ask for help, and I refused. I refused, because any action I took would not be against rebellion, or unrest, but against the common people of Snefaldia, the farmer and the merchant, the mother and the father, the student, the soldier, the worker, the priest. It would have been against you!"

"They have still refused to listen to the speeches given in front of the Shrine of Dain-da-Hol, the Library of Sargedain, the temples of the guardian spirits of our city. The refused to listen to the voice of the people. But, I am complicit in their refusal to hear your voices. I was weak, and could not act, but now I have seen the truth and have been spurred to action. When I was young, I marched with the army of the Tuhran Bel against the last remnants of the imploding Republican government, as did countless others. We did what we thought would save Snefaldia, and it is that same belief that drives me forward today. I prayed to the Motions to bless our people, brought together in the spirit of democracy to demand that their voices be heard, and I believe they have answered."

"Henceforth, in my capacity as Lord High Chancellor of the States-Federation of Snefaldia, elected by popular vote of the people to this high office, I declare that for the safety of the nation and its people the Parliament is hereby dissolved-"

cheers erupted from the whole city it seemed, but the outstretched hands of the Chancellor called peace.

"-with elections to be held, for each seat of the Assembly and Chamber, as soon as possible. The Army of Snefaldia, with immediate payment of delinquent salary, is mustered out to quell the violence and crime rampant in the countryside. And lastly, I will resign my position as Lord High Chancellor of the Chamber of Regents and the States-Federation. Now, my brethren- your voices have been heard and the final remnants of the old thinking are thrown off. This is the century of the people, let us inaugurate it, not as a collection of Neeri, Sringi, Allashans or Bajeong, but as one people- we are Snefaldian! And we are free!"

IT'S OVER!

SARGEDAIN- After two solid weeks of public demonstrations and protests spreading across Snefaldia, the political crisis wracking Snefaldia is over. Lord High Chancellor Anzapahhâdu Mugałlu, in a speech at the feet of the Statue of the Ta'us in the center of Sargedain, assumed emergency powers and declared the government dissolved, calling for new elections and a constitutional convention to resolve the issues that gridlocked the new government.

"This is the will of the people of Snefaldia." said the Chancellor after the speech. "In the future, the ability of a narrow majority to control and dominate the common people will not be allowed to reign unchecked, nor will the delinquency of elected officials go unpunished."

Fleet Lord Admiral Tås Rataä, head of the High Command, announced that the Army would be called out to restore order in the nation, and that under the directives of the Chancellor new elections would be held in mid-October.

"Yes, the timeline is very contracted. But the government must continue to function, and we believe the people who are truly committed to democracy will take the time and effort to run for office." The Admiral said. "Right now, the plan is to hold full elections for all seats in the Assembly, and in the Chamber elections will be held for all seats delinquent for more than a month, meaning those Regents who decided not to fulfill their responsibilities will find themselves out of a job. The Chancellor will also resign his post and not seek further office, he believes it is for the good of Snefaldia that a new body fill the office."

Grand Librarian Andrew Holbrook, speaking on behalf of Aatem Nal, guaranteed the Faith's complete support for the Chancellor's actions.

"This is a democracy in it's infancy, and the Bel is going to do all it can do ensure the safe and healthy growth of the system. The Motions have blessed this nation by allowing us a peaceful transition, and the Arsathaes would be remiss in ignoring that."

The hundreds of thousands of civilian protesters that thronged cities across the nation had largely dissipated over the weekend, an indicator that the demands had largely been met. Police were surprised to see a lack of damage or vandalism after the demonstrators vacated, especially to the central government district of Sargedain where the Deputies were blockaded.

Kuweená Ÿll, Chairwoman of the Liberal Democatic Party, and Astár Sárdavär, Provost of Deputies, are reported to have immediatly returned to their homes in Sring Issa and Neer Dal respectively. The Chancellor has ordered police protection for them, and issued gag orders against media harassment.

Two jet-black planes cruised towards the Snefaldian capital, their wings emblazoned with the new Red Phoenix seal of the Federation. One of them, a MC-130H Combat Talon II, carried a small contingent of Federation Guards, the beefed-up security detail for the Presidential delegation. The crew and passengers aboard that plane sat silently, waiting for arrival and hoping that they wouldn't have any occasion to disembark. If they did, that meant that all hell had broken loose.

Aboard the other plane, the VC-25 that was the Presidential transport, there was a much more considerable conversation taking place. Secretary Khiskithy had just finished updating the President about the latest developments in the crisis. "Things seem to have resolved themselves peacefully and in a democratic fashion. It's really an ideal end to a situation that could have gotten quite ugly," Khiskithy said enthusiastically.

"Let's not call the ball game before we're sure it's not going into overtime, Nelron. The situation seems to have stabilized itself, Madam President, but I still don't think this trip is a good idea. I still advise extreme caution, and cutting things short if you can," Secretary Kashar said.

Alana Kasimira nodded absently, her eyes leaving Kashar's face to look out the window at the approaching Snefaldian landscape.

"You know, gentlemen, the situation in Snefaldia isn't so very different from our own," she said after a moment. "They seem to be going through the same kind of painful evolution that we went through. Let's hope that theirs goes as well as ours did," the President finished quietly.

The conversation ended at that point, as the two planes began to land.

Constitutional changes alter political landscape

SARGEDAIN- The Civil Administration released it's report on the suggested changes to the popular branch of government today, following on the heels of the assumption of emergency powers by the Chancellery and the dissolution of the Parliament.

Seeking to address the legal issues that sparked what is being called the "September Crisis," the Cabinet Ministries proffered several key changes to the structure of Parliament and seperation of powers, while largely keeping the makeup and organization of the democratic bodies the same.

In the proposed changes, the Chancellery would be seperated from the Chamber of Regents and become a position elected by national vote, rather than chosen from within the Chamber. The Chancellor would remain as head of the Civil Administration, given veto power over legislation, serve as head of state, and be elected for a term of four years. The Chancellery's duties within the Chamber of Regents would be fulfilled by a new office- the Grand Chamberlain, who would serve as a speaker of the house to conduct debate and organize voting. The Chancellor has also been given the power to dissolve both houses of government and call new elections.

Further, Regents would be required by law to attend all meetings of the Chamber, with exceptions being given for medical or personal emergencies. This change is to combat the rampant delinquency of the previous Chamber, where quorum was regularly unachieved. The Chamberlain will be given the power to call a vote of confidence in the Chamber, which if successful will bring new elections.

In the Assembly of Deputies, the Provost will remain the the leader of the Deputies, chosen from the majority party or suitable coalition. The Provost has the ability to call votes of confidence, and thus new elections. However, the Provost will not be able to defer motions for a vote of no-confidence from the opposition, a legal loophole exploited by the LDP-Progressive leadership of the previous Parliament.

Minister of Foreign Affairs Ren Dirh, spokesman for the Civil Administration's report, indicated that the aim of the reforms was "to fix the problems that sparked the crisis and allow room for future problems to be resolved." When asked further about the the changes, the Minister indicated that the systems employed by other governments had been taken into consideration.

"Yes, we have looked at our allies and close friends abroad for ideas to resolve the issues; particularly Kelssek and the Altani. I must stress, though, that the course of action we've suggested is the one we think is best for Snefaldia- everything is tailored for our nation; we don't believe in porting over foreign ideas without considering the needs of our people."

The Chancellor has indicated the "September Amendments" have his support, and will be put up for referendum within two weeks. General elections will be held October 21, independent of the ratification of the changes. If the proposed changes are not accepted by referendum, the Parliament to seat on the 28th will have the opportunity to enact the changes themselves.

The Altani delegation landed on a special airstrip of the Sargedain International Airport, escorted over the country by a special detachment of Naval Airforce jets. The High Command knew the importance of the visit and had taken pains to ensure that nothing would happen to damage the image of Snefaldia in the eyes of such important allies.

On the tarmac, the President's delegation was met with due fanfare. a detachment of the 3rd Special Battallion of the Faithful Hussars, in full dress armor astride their black chargers, held at attention in a line in front of a saffron carpet. The Chancellor, the Foreign Minister, and Lord Fleet Admiral Tåswaited at the end of the carpet near several identical black limousines.

Conspicuously present were black-armored soldiers of the Møtyå Brigade of the Taegyong Legion, soldiers that had seen action as part of Admiral Tås' fleet during the Poivre Atoll rebellions. The choice had been calculated, knowing the Snefaldian support of the Altanari forces during that crisis as well as the Lord Admiral's own command of the forces. The presence of the troops was, ostensibly, to fulfill the promise of the Chancellor last Thursday to the people of Sargedain, but also to provide needed security for Kasimira's visit as well as project an image of security and stability.

The white-haired Chancellor straightened as the Altani President's group disembarked and proceeded. He turned imperceptibly to the Admiral.

"Here we go. Let's hope we can assure them."

He smiled as the President approached, bowing.

"Madame President, I am Anzapahhadu Mugallu, currently serving as Chancellor. Welcome to Snefaldia."
The Altan Steppes

Kasimira returned the bow gracefully, as did the two people standing next to her. The rest of her delegation hung a few paces back, watching.

"Thank you for the welcome, Chancellor Mugallu," Kasimira said with a warm smile. "This is Secretary of State Nelron Khiskithy, and Secretary of National Security Heram Kashar," she said, gesturing to the two men next to her. "We're very glad to be here, and also glad that things seem to be returning to normal. Our nation is ready to help with that if we can."

The elderly politician chuckled. "Yes, as normal as they can be for a nation in metamorphosis. May I introduce- First Minister of Foreign Affairs, the Honorable Ren Dirh, and Chief of the General Staff of the High Command, Fleet Lord Admiral Tås Rataä. We are quite grateful for you promises of support- the friendship the Snefaldian people have with those of the Altan Federation is one we value highly and wish to see extended."

He gestured to the waiting limousines.

"Please, this way. We have a procession route laid out for your entry into Sargedain- don't worry, the necessary precautions have been taken. The soldiers of the 2nd Legion are your personal security during this visit."

Kasimira nodded politely. "I have the utmost confidence in your soldiers, Chancellor," she said, reviewing the troops lined up as the group proceeded to the limousines. "These are some of the same troops that helped Altanari forces during the colonial rebellion, if I'm not mistaken, along with the Admiral's fine sailors as well," she said, with another polite nod towards Admiral Tås. "They certainly proved their mettle during that incident," Kasimira added, as the group reached the vehicles.

"You noticed! I'm quite impressed. Now then, madame, a quick catch-up. You've heard our domestic news, and we've gotten a lot of covered with kbc (http://kelssek.tripod.com/kbc/index.html), which we're really quite grateful for. The over and under of the situation is that everything has stabilised."

"Naturally, it's not quite as simple as all that." interjected the Foreign Minister. "The Civil Administration's proposals for changes to the government aren't going to meet much resistance, but we're just a little concerned with the future of the Liberal Democratic and Progressive Parties. They're essentially devastated- any popular support they had left during their brief tenure is gone. What we're looking at is a massive Nationalist victory, a definite supermajority of seats in the Assembly are expected to turn blue."

The cars turned emerged from a tunnel, and the city was suddenly upon them. Sargedain was a maddening amalgamation of old and new- the shining, ultramodern skyscapers of the financial and shopping districts clashed with the antique stone & brickwork of the government's blocks, and across the river tall residential blocks dripped with green plants and sprouted trees from their rooftops. On the left was the Saard River, famed for flooding, a dozen meters below the raised surface of the capital.

The Chancellor continued. "I'm stepping down in a few weeks, to take a long-deserved vacation." he chuckled. "But the changes proposed will separate the Chancellery from the Parliament, creating a stronger central executive with the power to dissolve the government will mean we need someone to run for the office who will have the strength and experience to stare down a Nationalist Assembly. I think that person is the Foreign Minister here."

The weakness of the choice, Mugallu didn't say, was that Dirh was controversial during his tenure as Foreign Minister. He would also be identified as part of the old Chancellor's cabinet, a continuation of the older policies. The Nationalists would spend money to put someone else in the Chancellery- someone they could count on to give them free reign in the Assembly.

The Admiral chimed in. "Pardon me- I would like to specify, the armed forces of Snefaldia do not favor any program or candidate. Neither myself, or anyone in the High Command, will do anything to harm the independent democratic nature of these elections. It's a precarious time, Madame President, and we need to act carefully."

"Precisely." the conversation shifted again to Dirh. "I will be frank- we need outside support to make this all work. Political capital is running thin in Snefaldia, and we need something from the outside to bolster the Ministry's image in the country. Nothing extreme- soft power is quite useful when it's managed properly."

They fell silent, ending the barrage of information and allowing the President to speak.

"We will be happy to provide any support we can, of course," Kasimira said. "We also agree that soft power would be preferable in this situation. I think that a good place to start would be to find ways to show Minister Dirh in a positive light, in a leadership role. If we show him working positively with us to expand diplomatic relations and trade, that would be an easy and effective way to boost the Foreign Ministry's image. That would also tie into our desire to expand our relations with Snefaldia. Perhaps we could come to some formalized agreements on trade and foreign relations, exchange ambassadors, that sort of thing," Kasimira added.

Kasimira paused for a moment. "From the looks of things, your Nationalists would have a dominant position politically once everything's said and done. How would that affect Minister Dirh's chances of winning the Chancellery? And is there anything more we can do to help? While we don't want to interfere with your internal politics, we can vouch for the fact that having one party control all the reins of power is a bad thing from our own history," she said.

The Foreign Minister gave a self-effacing grimace.

"I'm at fault for the lack of 'normal' diplomatic relations with your country. Granted, things haven't been easy for either of our governments- if we did have an ambassador, he'd have been sent to Altanar. Certainly, standardization of diplomatic (http://forums.jolt.co.uk/showthread.php?t=537293) relations is in order, and I'm certain trade agreements are also important. We can talk the specifics later."

With the tone shifting to the political scene, The Chancellor returned to the conversation.

"Snefaldia is an odd bird, Ma'am, an amalgamation of many different legal codes and peoples- our first 'national' legal code was authored in 1305 by one of the first converts to Aatem Nal, amusingly. There is a maddening tendency toward excessive titles, sinecures, and positions in the government, and we're going to use that fondness to our advantage to prevent uniparty politics."

"The Assembly is the only partisan organ of government, the Chamber is legally nonpartisan and the Civil Administration officials are headed by Chancellery appointees. The position of Regent's Chamberlain is similarly appointed. Now, we expect that Ren will be running largely unopposed, and we're taking steps to lure longtime politicians into his cabinet pool to prevent them from showing- most of the Ministers and civil officials have been in office since the early 90's. Showing strong friendship with your people, as well as opening lucrative trade deals, will make him almost a shoe-in."

They were entering the government district now, shorter buildings from another age and greenery lining the streets. There was a block of stately residences- ambassadorial residences- and the limousine stopped in front of a particularly quaint building wreathed with ivy.

"Here we are- 9 Tåsæn Boulevard (http://i11.photobucket.com/albums/a188/kuroutesshin/9TausanStreet.jpg). This is our official residence for visiting dignitaries, you'll be staying here during the visit. Are you hungry? There's a lunch prepared on the veranda, and we can discuss more there. There are important issues in both of our countries, and I think we both need to have something to eat before we talk about radical politicians or violent protesters." he chuckled, gesturing to the driver to let them out.

"Good afternoon, happy Friday, and welcome to "Twenty Questions," on SMC Channel 10, I'm your host Alaksandu Hadaar. With me tonight is former First Minister of War Andras Horanyi- welcome."

"Please to be here."

"Now then, let's launch right into it. Your opinion, sir, of the Chancellor's handling of the political crisis of the past few weeks?"

"There are some who might think he deserves criticism for his governance, but I don't think there's anything that can be said about his maneuvering other than it was skillful. He took the best of a bad situation- one that the law created, I might add- and resolved it.

"But, don't you think he could have acted sooner, and without involving the military?"

"Hindsight is the most clear of all, naturally, and knowing what we know now yes, we can say he should have acted sooner- but the government doesn't revolve around one man. I know for a fact the Chancellor refused to call on the army for support until it became clear there would be dire consequences for the nation if he didn't. And, I might add, the High Command came to him first."

"About that. The Fleet Lord Admiral said that if action wasn't taken, the army might mutiny. You spent nearly three decades working in the Ministry of War, and almost 10 years as First Minister there. What can you say about the Admiral's suggestions?"

"There's always a need to pay and feed the men and women who are laying down their lives for the nation. And it is absolutely true the LDP leadership slashed budgets to nothing. It's clear-cut."

"Sir, what can you say about the visit of Altani President Kasimira?"

"This country is a good friend to the Altani, we supported them during the Poivre Rebellions, and we have fine relations with them. I'm hoping to meet the President myself at a state dinner this weekend."

"Don't you think it's a bit hasty to seek closer relations with such a troubled nation? They have some security issues over in the steppes- an assassin murdered the King's father recently."

"Well, "birds of a feather flock together" as the English idiom goes."

[laughter in the studio]

"Quite right. Are you planning to seek another term as Regent in October, or are you holding out for an appointment from whoever wins the Chancellery?"

"It's no secret my first love is 11 Ministry Circle... but I was proud to be one of the few Regents who did their duty to show up and form government. It's too soon to tell, really- it might be time for me to retire completely, I don't know."

"Well, that's the time for us today, thank you for joining us, Minister."

"My pleasure."

"Join us next Friday for another installment of "Twenty Questions," when our guest will be Zhongren folk musician Gao Wenzhong. Stay tuned next for the international news from PINA. I'm Alaksandu Hadaar."

Kasimira gave a rare grin. "I think lunch sounds like a great idea," she said, as the group got out. "I have to say, this is a lovely residence," she added, looking around as they walked. "Our new capital at Natascora, being a brand-new city, is almost relentlessly modernistic in its architecture. That was a deliberate choice, as the city is supposed to represent a clean break from our past, but sometimes I do miss the charm of older places such as this. I grew up in the old city area of Kyrinia, so this sort of place seems a lot more like home."

Mugallu smiled as they walked up the stairs to the veranda. A spread had been prepared, a mixture of typical regional lunches- fresh greens from the Dayan fields, papaya, raspberries, and fruit juice from the Neer Dal forests, sliced venison from Sring Issa, and rice cakes from Bae, among others.

"Our city of Taxilha is much the same way, a monstrous amalgamation of so-called "modern" design. That's what we get, I suppose, for the largest port city in the nation."

"It's the only port city in the nation." the Foreign Minister corrected. "Please, have a seat. We may be joined by Ambassador Jagern from Aerion- so now's your chance to have some of the fruit." he chuckled, as he and the Chancellor sat. The Admiral gave a curt bow, deigning to sit.

"I'm afraid I have other engagements. A pleasure to meet you, Madame President." he said, turning and leaving. The Chancellor poured himself a glass of pomegranate juice and sat back.

"This business of embezzlement in Akamia seems like a serious matter. KBC reported (http://media.switchpod.com/users/kelssek/kbcworldservice21sep2008.mp3) the Justice department was declining to intervene... but it seems like an important situation which warrants your attention nonetheless. Granted, I don't know much about the vagaries of Altani law... but it seems unlikely Vinrabin would be inclined to investigate properly."
The Altan Steppes
29-09-2008, 19:53
Kasimira smiled and helped herself to a piece of fruit. "The situation in Akamia is a bit delicate. Constituent state government spending, under our constitution, is technically under the authority of that government, and not the Federation. We're still trying to see what legal grounds we have to intervene in the matter, but with a government as new as ours, these things often get decided through trial and error. There's also the the touchy relations that still exist between Akamians and Altanari - some segments of the Akamian population would interpret Federation intervention as more 'Altanari imperialism'. However, we're confident that we'll find a legal and fair way to deal with Vinrabin. We just need to tread cautiously for now."

Kashar gave a soft hharumph under his breath. "I frankly feel that Vinrabin is a serious threat to the stability of the Federation and should be removed from office. We just don't have a good reason to do so at the moment. But if he keeps up the thinly disguised sedition that he likes to spout at political rallies, then he'll provide the rope to hang himself."

Kasimira nodded at that. "Either way, we'll deal with Vinrabin, you can rest assured of that. Speaking of stability, how do things appear to be holding up here? The general consensus is that things are returning to normal, but we know all too well in the Altan Steppes that things can change in the blink of an eye."

Dirh nodded. "We haven't had much of a problem with regional discontent since the mid-1800s. The background, of course, is slightly different- the five regions were brought under direct national control by Aatem Nal, not the democratic government. The word "Snefaldia" only came to be used in reference to the nation in 1895, when the Republicans set up their government. Naturally, the situation is quite different in your country, both time and place."

The Chancellor chuckled at Kashar's comment. "Removing elected officials is a bit more difficult than it seems, isn't it?" he opined, referencing the difficult of the central government in dissolving the stalwart Assembly. "The week has been largely quiet. There were some economic scares the other day... the markets fell when we refused to deal with the Forensathans, but your visit is keeping people interested in something other than our internal problems."

He nibbled on a rice ball. "Right now, things are more stable than I could have hoped for. The referendum will be held on the 3rd of next month, and the general election, regardless of it's passage, will be held on the 10th at the earliest, even earlier if things go well. There have been a few surprises- the Imperialist chief died yesterday of a heart attack, the stock scare. But other than that... well, there's the adage- 'after the battle, tighten your helmet-strings.'" he laughed.

Another sip of pomegranate juice. "In regards to trade, how are the Steppes faring?"

"Things are actually going well for us in that arena," Kasimira said. "We've signed trade agreements with several nations over the past few months, and our economy is doing quite well right now. We're hoping that while I'm here, our two nations can reach agreements on trade as well, as well as possibly lowering or eliminating tariffs and other trade barriers. Increased trade would benefit both of our nations. It would also no doubt please our domestic populations, which is never a bad thing," Kasimira added with a soft chuckle.

Polls open tomorrow on referendum

Polls open tomorrow across Snefaldia for the constitutional referendum vote on the plan set forward by the Civil Administration to reform the popular government, and already people are lining up to vote.

"I don't want to be caught in the throng" said Wollmaeno resident Najdahol. "Everyone I know is going to vote, and it's going to take a long time, so I want to be one of the first ones." Mr. Najdahol has been waiting since 1:00, when he set up camp outside his polling station in the city. He's one of about 100 or so other people that have made sure they're going to be the first to vote tomorrow, and the number is growing.

"This is really a new phenomenon." said Auniene Chief Librarian Anzatannu Mudawatti. "People lining up a day in advance to vote- we didn't even see this sort of behavior during the first parliamentary election."

Among the changes proposed in the referendum is the separation of the Chancellery from the Chamber of Regents and the creation of a Chamberlain's office to lead that body, as well giving the Chancellor power to call votes of confidence. In the Assembly, the Provost of Deputies will be made a political appointee, with some of their duties being assigned to the newly-created "Party-Major" position, the nominal leader of the majority party in Parliament.

The changes, formulated under the direction of Foreign Minister Ren Dirh, will ostensibly make the kind of deadlock that threatened the country a few weeks ago less frequent by reducing the bottlenecks in government.

The referendum requires a simple majority to pass. Polls open at 6:00 AM tomorrow morning.

"The Civil Government is proceeding with full elections plans in the face of an overwhelming approval of constitutional amendments last Friday which adjusted electoral procedure and seperated the Chancellery from the Parliament itself. In the future, the Lord High Chancellor will be elected in a national election of single non-transferable vote for an individual candidate, rather than selected from within the Chamber of Regents by that body. Foreign Minister Ren Dirh, one of the chief proponents of the change, announced both his happiness at the change, as well as his intent to seek the Staff:

"Naturally we're all very pleased on Ministry Circle, myself, the Lord Chancellor... and we're looking at this very proactively, very positively, that with an 85% mandate the people approve of this administration. I don't think it's too early to say, either that I intend to run for the office of the Chancellor."

His announcement brought some criticism from Nationalist party members now gearing up for the new elections, especially party chairman Wálløm Toömœð.

"I think it's frankly irresponsible to author the bill and abuse your position when the people are supposed to benefit. He's writing the rules as he goes along!

"Minister Dirh already announced some preliminary choices for his civil cabinet- current ambassador to Kelssek Jan Smyczek would serve as First Minister of Foreign Affairs, and former Regent Tahyë Wølmeý has been asked to serve as First Minister of State. Rumours suggest longtime War Minister Andras Horanyi might be on the shortlist for the new Chancellery position, but insiders say former Mugallu Minister Analas "Iron Annie" Ubathavar has been paying visits to Ministry Circle all week."

"So far, no other individuals have announced their desire to run for office. It's a quarter before the hour, next up are selections from PINA's world news service. You're listening to SPM, I'm Johnathon Levy sitting in for Kastec Fouray."

"Happily it is so, I think. We'll begin drawing up the appropriate papers in the Ministry of Commerce..." the Foreign Minister laughed. "The rest of your itinerary is somewhat boring, I'm afraid, though we have scheduled a joint speech with yourself and the Chancellor to the Congress of Notables in Mavátêisnáya this evening- it's in the south, and that means a nice long airship ride over the countryside. After that you have the rest of the weekend for the typical stops... which your itinerary is so nicely full of." He gave a chuckle in the direction of Khiskithy.

The Chancellor took a sip of coffee, then stood. "Madame President, it's been a pleasure. The requirements of office force my departure- a trade dispute between Neeri from Beladaburo and shippers out of the Port City. Enjoy your stay and your trip- I'll enjoy seeing your tomorrow."

Kasimira and her delegation stood as well. "I look forward to the trip, and to meeting with you tomorrow. Thank you for the lovely luncheon," she said, as everyone shook hands and finished exchanging pleasantries.

The next day, Kasimira and her delegation arrived in Mavátêisnáya. The trip was something of a minor revelation to the Altani group - airships were typically seen as nothing more than floating advertising platforms back home. Aside from the brief encounter during the colonial rebellion, however, very few Altani had encountered Snefaldian airships. Kasimira reflected briefly on the trip as she ascended the podium to give her speech. Such an interesting place, she thought. We've been interacting with other nations for years now, but we still have so much to learn, and to teach other places about us...let's hope I'm up to the task, she thought as she began her speech.

"Good evening. I'd like to thank Chancellor Mugallu, Foreign Minister Dirh and their government for being such gracious hosts to myself and my companions on this visit. I would also like to thank this honorable Congress for giving me the opportunity to address all of you today.

"One of the cornerstones on which I sought the Presidency of my nation has been expanding our relations with other nations, particularly friendly ones such as Snefaldia. This has been born out a deep belief of mine - that great nations can achieve great things when they work in concert together. Snefaldia and the Altan Steppes have enjoyed a strong friendship through some difficult times. It is my hope, and that of my nation, that we can continue those ties and expand upon them.

"There are great things we can achieve together, but there are also great challenges that the flow of the times call upon us to address. Stability, prosperity, economic growth, curbing terrorism and rogue states, and building a stronger and better international community are paramount among those challenges. With our new government in place, the Altan Steppes has committed itself to meeting those challenges head-on. It is our sincere hope that we can help Snefaldia address those challenges as well. I am pleased to announce that we are working with your government to come to agreement on exchanging ambassadors and on formulating understandings on trade which should greatly benefit both our peoples.

"Our two great nations, diverse and different though they are, share a common tie. We have both endured strife and unrest, have worked to overcome internal differences, and have sought new forms of government in order to lead our nations into a better future. The government and people of the Altan Steppes hope that our nation and yours can build on that shared commonality, and stand together in the manner of friends and allies to reach that future together.

"Thank you for taking the time to listen to my words. May the gods - and the Motions - bless both of our great nations."

Kasimira stepped away from the podium. Khiskithy stood next to her and whispered so that no one else could hear. "Not a bad speech," he said with a slight smirk.

Kasimira gave a small grin of her own. "Let's just hope it plays the way we intended, both here and at home. We've still got that meeting tomorrow to contend with," she replied in the same whisper.

Chancellery candidates step up

Three candidates for the position of Lord High Chancellor have announced their intent to run for the position, and the Snefaldia Times decided to give you the lowdown on their positions and background.

Ren Dirh
http://i11.photobucket.com/albums/a188/kuroutesshin/link11181.jpg

The current First Minister of Foreign Affairs and a close advisor of the former government, Ren Dirh has served in the Civil Administration for nearly a decade, moving from his hometown of Korsahad, Allasha to the capital to pursue first his education in Aatem Nal and then a career in government.

Dirh has been known for his inflammatory comments as Foreign Minister, but has been credited with orchestrating Snefaldia's current diplomatic success with other nations- notably the Altan Steppes and Kelssek. The main author behind the recently approved constitutional amendments, Dirh has a strong resume as a political operator and administrator. He is unaffiliated with any national party.

Márkës Vinsëłmø-Ŕymè
http://i11.photobucket.com/albums/a188/kuroutesshin/6238PaleBlueweb.jpg

Former Nationalist Deputy from Thiestilm in Sring Issa, Márkës Vinsëłmø-Ŕymè was a founding member of the Nationalist Party after the reorganization, prior to which he had been a popular writer and political theorist. Educated at the College of Aatem Nal at Thiestilm, he was an intstructor for many years before deciding to follow government more closely.

Representing the Snefaldian National Party in the Assembly of Deputies, he was a vocal opponent of the LDP-Progressive coalition and attempted numerous confidence votes, which were hamstrung by the Provost's office. A tough debater and experienced orator, he was well-known in Thiestilm for his favored tactic of drawing his opponent into the open and then attacking their weaknesses.

Farancose Quellut
http://i11.photobucket.com/albums/a188/kuroutesshin/praying.jpg

Former Ambassador to West Ariddia (http://forums.jolt.co.uk/showpost.php?p=13294770&postcount=299), Ms. Quellut returned to the country after the reunification of Ariddia and West Ariddia and her embassy was downgraded to Consulate status. Of Ariddian descent, she helped her father establish the Public University of Taxilha in 1972, and served a five-year term in the Tuhran Bel from 1990-1995.

A professor of international relations and political science at the Taxilha University, she was chosen to represent Snefaldia in West Ariddia because of her moderate policies and administrative skills. She was elected Deputy representing the Fair Trade Coalition in the 2008 elections following her return from embassy work, and is now affiliated with the Republican Party of Snefaldia.

Parties announce intent to run

The national political parties finalized their paperwork for the upcoming elections today, and by law they have announced their platforms. These elections are seeing the introduction of several new political organizations and the disappearance of others, either due to internal discord or reorganization.

National Party of Snefaldia
The National Party of Snefaldia, or Hoptögĕn Päkmåpłln (HPM), is the largest political party in Snefaldia and arguably the most powerful. Though a the technical majority party of the First Election, it was forced to yield power to a minority coalition government. Chances of winning large numbers are expected, and the HPM is campaigning on a platform of strong diplomatic and economic relations with the international community, moderate deregulation of the economy, and further standardization of Snefaldian law.

Liberal Democratic Party
the Liberal Democratic Party (LDP), or Þogmŭb Dâmotämåpłln, is the former second-largest party in the nation, and former leader of the Assembly ruling coalition of the First Assembly. Fallout from the September Crisis has reduced the LDP's polling power and electoral hold, and they are expected to see poor support in the cities and countryside. The LDP favors heavy regulation of the economy, but does favor stronger alliances and trade agreements with nations adhering to Fair Trade requirements. They also support greater involvement in the World Assembly, seeking to put more proposals before the assembly. The LDP favors a weak military, and would like to increase public transport spending.

Republican Party of Snefaldia
The Republican Party, or Hoptögĕn Meŗëčmåpłln (HMM) is a new party espousing the tenets of the old Snefaldian Republic, formed out of the ashes of the Hadash party, deserters of the LDP and Progressives, and former supporters of the Republican government. Emphasizing increased strides toward parliamentary democracy and national unity, the Republicans favor a protectionist policy aimed at strengthening Snefaldian industry and agriculture, as well as a strong military. Internationally, Republicans favor hegemonic alliances and power-oriented relations with other nations. Like most Snefaldian political parties, they don't have social agendas other than the preservation of "traditional" ways of life.

Communist Party
Reorganized after a poor showing in the last election, the Communists have turned a more moderate leaf and gained supporters looking for tighter regulation of the government and more income equality. Though still polling unfavorably in some parts of the nation, they have increased their base and are attempting to pick up at least ten more seats in the new assembly. Pursuing a less revolutionary course than most communists, they favor international relations with communist or socialist countries only, and would highly regulate both the economy, raise taxes, and reduce the integration of Aatem Nal and the state.

Citizen's Alliance
The National Labour Alliance is the product of a union between the Fair Trade Coalition and the Agricultural Alliance. A meld of the previous parties, they favor strong subsidies to agriculture and small business, protectionism for native industries, and fair trade policies when trading exists.

Aatem Nal
A party representing the interests of Aatem Nal. The party has no official platform, and is registered only to provide a party for those Arsaths seeking office.

Imperial Party
The Imperial Party, weakened after the death of their founder and the emergence of a more conservative Republican party, has attempted to stem their losses by taking a more moderate stance, backing away from some of Manakhart's hard-line policies. Still favoring a strong military and the increase of Snefaldia's foreign holdings, they have now advocated a stronger role for Aatem Nal in the government, while distancing themselves from anti-foreign and anti-liberal statements.

Other Parties
Some parties have lost much public support or fail to poll well, however they are recorded here. The Progressive Party lost much support after their disastrous policy course in the Assembly, but filed papers for election anyway. The Bajeong Liberation Party, which was soundly chastised in the polls in the First Election, filed similar papers. There is a new party, the Federal Party, which filed papers but failed to indicate policy or platforms. They are registered in Tawsanggai, and attempts to reach their office have been unsuccessful.

Dirh announces cabinet choices

SARGEDAIN- Foreign Minister and Chancellery candidate Ren Dirh announced his picks for several key cabinet positions this morning, a day after announcing intent to run for the office. Confirming rumours, he named current ambassador to Kelssek Jan Krzysztof Smyczek as First Foreign Minister, and former Regent Tahyë Wølmeý as First State Minister. His office hasn't released choices for the Commerce, War, or Finance Ministries.

Under the new constitution, the Chancellor also has the right to appoint both a Provost of Deputies and the Grand Chamberlain, which Minister Dirh hasn't commented on thus far. Rumours are swirling around his choices for War Minister, which some suggest would be former Minister Andrâs Horânyi, with others suggesting the recently retired Análás Ubäthávär, nicknamed "Iron Annie," who left office to care for her late husband, is on the short list.

Opponents Márkës Vinsëłmø-Ŕymè and Farancose Quellut haven't yet released their choices.

The world doesn't stop working when the sun goes down. Neither do we. Your news, now. SBC.

"Good evening, and welcome to SBC news, I'm Merçeł Ÿeŕ. Tonight I'm speaking with Chancellery candidate Márkës Vinsëłmø-Ŕymè about his policies and proposed course if elected next week. Mr. Vinsëłmø-Ŕymè, welcome."

"It's a pleasure to be here."

"Let's talk a bit about your experience. You served as a Deputy in the First Parliament as part of the Nationalist bloc, where you gained some recognition for your numerous attempts to bring votes of no-confidence against the Provost's administration. Each time, they would be deferred by the Provost. Some would call that futile."

"And they would be the kind of people who I was opposed to in government. There's nothing futile in trying to end a dangerous and undemocratic government. I did not, and still don't, believe that democracy was being served by the prior government."

"How do you view, then, Astár Sárdavär as we near the election? The Progressives are still fielding candidates."

"I won't lie, I respect Astár for his courage and belief. He seriously believed that he was doing the right thing for the country. We realize now that he was completely wrong- him, the LDP, and the Progressives. And that sort of discontent is going to show in the elections."

"Elections. Your opponent, Foreign Minister Dirh, has already announced some of his candidates for Ministry positions if elected. Most of them are political veterans or highly experienced scholars. Your reaction?"

"Ren Dirh knows that he needs to surround himself with experienced people, I'll say it right out. He's a very experienced man, but his career is very meteoric- short, and fast, he was an appointee of the Bel and only became First Minister because of scandal. Naturally, I will seek the most qualified individuals for the spot- and I do have a list- but I'm not about to continue the careers of many relics of the Bel era."

"You're referring to Andrâs Horânyi?"

"Minister Horânyi served this nation for many years with distinction, but I hope the rumours surrounding his appointment are just that, rumours. We need fresh faces and new ideas in government, not a continuation of Bel policies and career politicians."

"Are you planning on continuing Mugallu policies, then, or reworking the system, perhaps in the ideals of the Nationalist party?"

"While I am a National Party member, I'm not about to be their mouthpiece. But I will say, if I didn't believe in economic freedom, labor rights, and strong international relations with other democratic countries I would have joined the Imperialists."

[laughter]

"Anzapahhadu Mugallu, despite his short term, did a lot of good for our international reputation and our trade status with other countries, and I want to continue the success he had."

"When can we expect your cabinet announcements, then?"

"Over the weekend, we'll have finalized our choices."

"Excellent, we'll look forward to it. Márkës Vinsëłmø-Ŕymè, thank you for taking the time to talk to us today."

"It was my pleasure."

[cue ending music]

"That's all the time we have for today, up next is the SBC World Service- the world, to you. Thanks for watching, I'm Merçeł Ÿeŕ."

"...and with that, you're listening to the English-language broadcast of SPM news- 104.1 in Sargedain, 106.2 in Ånienë. 88.1 in Wołlmænö and 102.5 in Tarhuntassa. It's quarter past the hour, I'm Kastec Fouray."

"Preliminary polling data from across the nation is pouring in this evening, as last minute reports are being compiled before the ballot boxes open for the General Election at 7:00 tomorrow morning, and the data is astounding. According to the Grand Library Institute for Statistics, the Snefaldian National Party is expected to win 170 seats in the Assembly of Deputies, roughly 42% of the available seats. The Liberal Democratic Party, formerly coalition leader with the Progressives, is expected to take only 15 seats."

"The independent polling arm of Dai Zhong University is reporting large victories for the newly-formed Republican party as well as a surprising resurgence in the popularity of the Communists, who at this stage are expected to win 30 seats. The Citizen's Party, a combination of the Fair Trade Coalition and Agricultural Alliance, are polling strongly- reports suggest they will pick up 50 seats."

"In the Chancellery election, it appears to be a close race between Foreign Minister Ren Dirh and former Deputy Márkës Vinsëłmø-Ŕymè, with former ambassador Farancose Quellut trailing behind. With a +/- 5% margin of error, Minister Dirh is predicted to win with 55% of the national vote."

"SPM news will be bringing you updates from the polling stations throughout the day tomorrow, so tune in to catch hourly reports on the status of the election. We'll also be bringing you coverage from some contested Regency districts, and our field team will be in Maldawang to get the reactions of Kawaiians if they vote."

"It's half past the hour, up next is KBC World Service. You're listening to SPM news, I'm Kastec Fouray."

Dirh smashes, Nationalists stumble

SARGEDAIN- Foreign Minister Ren Dirh won a landslide victory today in the election for the Chancellery, blowing opponents Márkës Vinsëłmø-Ŕymè and Farancose Quellut out of the water with a solid 65% of the national vote. Vinsëłmø-Ŕymè and Quellut recieved 20% and 15% of the total respectively.

"This is my mandate from the people of Snefaldia to continue the policies which gained their support" said Dirh to the press after official totals were released. "My plans to increase international cooperation, strengthen the economy, and reform the government are what the citizens want, and I'm going to give it to them."

http://i11.photobucket.com/albums/a188/kuroutesshin/chancelleryelection08percentage.png

The day held more disappointment for the Nationalist Party, of which Vinsëłmø-Ŕymè is a member, as their expected victories failed to materialize in the polls and voters defied early predictions to give the HPM less than a dozen more seats in the Assembly of Deputies than they held in the last election. The big winner was the new Republican party, winning control of 84 seats in the Assembly. Another big winner was the resurgent Communist party, taking 55 seats, more than tripling their stake from the last Parliament.

The Liberal Democratic and Progressive Party, former minority coalition leaders , recieved the expected shock at the polls as voters took out residual anger from the September Crisis and reduced the electoral power of the parties by a huge margin, with the LDP and PPS recieving only 22 and 18 seats respectively. The Citizen's Coalition, a combination of the SAA and FTP, also failed to gain expected support and recieved 30 seats.

http://i11.photobucket.com/albums/a188/kuroutesshin/Deputyelection08-seats.png

Hemhorraging support after the death of outspoken leader Cheshathan Manakhart, the Imperial Party recieved only 22 seats. The nearly unknown Federal Party won 5 seats, all from the Tawsanggai grant, and the Bajeong Liberation Party took 8 seats. Aatem Nal, a stalwart in Sring Issa and Dayan, won 52 seats, a small improvement from the early '08 election.

The Chamber of Regents elections completed quietly with nearly a complete turnover in the seats, with the exception of the Kawaiian Regents, whose results have not been reported.

Dirh offers post to defeated opponent

SARGEDAIN- Victorious Chancellor-elect Ren Dirh announced an hour after reports of his victory that he had offered the post of Provost of Deputies to defeated rival Márkës Vinsëłmø-Ŕymè, former Deputy for the Nationalist Party.

"He is a strong, intelligent, and respectable politician, and I would be stupid if I didn't try and get him in my camp. I offered him the post of Provost because I know he will do all he can to ensure fair debate and work with the Chancellery to ensure the business of Snefaldia is done."

When questioned about the political efficacy of appointing a Nationalist, who nominally opposed Dirh's candidacy, the Chancellor-elect brushed off any suggestion of politicking.

"My politics are not party based, they're citizen based. We both want a strong, safe, and prosperous Snefaldia, and I'm going to appoint the best people to help us achieve that."

Dirh did not rule out offering a position to third candidate Farancose Quellut. "We're considering our options, but right now nothing is cemented."

Vinsëłmø-Ŕymè's campaign office responded to questions by saying "We are discussing the offer with Mr. Dirh and his advisors, and will arrive at a conclusion soon."

Kasimira congratulates Dirh on victory

NATASCORA - Federation President Alana Kasimira issued a statement today congratulating Snefaldian Foreign Minister Ren Dirh on his victory in that nation's race for Chancellor.

"I have had the pleasure of meeting with the Chancellor-elect and getting to know him through my recent visit to Snefaldia. I am confident that he will prove to be the strong and capable leader that Snefaldia needs at this moment in its history. I look forward to working with him and maintaining the ties of friendship that our two nations have forged," the President said.

The President's statement, and the results of the Snefaldian elections, briefly bumped the ongoing political crisis in Akamia, and rising discontent with tax rates, from the spotlight.

The world doesn't stop working when the sun goes down. Neither do we. Your news, now. SBC.

"Good evening, and welcome to SBC news, I'm Merçeł Ÿeŕ. Tonight- the elections are over and the results have been finalized. Foreign Minister Ren Dirh will be initiated as Lord High Chancellor Monday morning, and on Tuesday will preside over the opening ceremonies for the Second Parliament. With us today is noted political commentator Shai la-Zy, to talk about the results of the election. Ms. la-Zy, welcome."

"It's a great pleasure."

"Now, this election defied the statisticians and pollsters, in that they were incredibly off base in their predictions. Specifically, what does this mean for the Nationalist party, which was largely expected to win huge majorities?"

"I think the failure of the HPM majority to realize was due in large part to the ability of the Republicans to get their message out and attract voters with their appeal to the past and message of stability. The median age of the Republican voters is 56, people who would have been alive during the Republic itself. The appeal to tradition is very strong."

"How does that account for the success of the Communists, then?"

"Looking again at median age, which was around 25 for the Communists, it's a question of changing values- young people are flocking to the Communist Party because it purports to offer a change, and they blamed the Nationalists equally with the LDP for the failure of the First Parliament."

"Minister Dirh announced he wanted his rival Márkës Vinsëłmø-Ŕymè as Provost of Deputies. Just this morning, Vinsëłmø-Ŕymè announced he'd accept the post. As a National Party member, what does this say about Dirh's policy position?"

"I don't think it's a case of conciliation, if that's what you're suggesting. In my opinion, Dirh thinks Vinsëłmø-Ŕymè really is the best person for the job. The former deputy has also stated on numerous occasions that he votes for himself and not for his party, so with the weakened state of the Nationalists I think it's a very good move."

"Dirh also announced this morning he was chosing a relative unknown for the position of Grand Chamberlain, one Tarsaras Kakammes Tigrakash. What can you tell us about him?"

"Oh yes, this is really quite interesting- he's a Tawsini politician from Thiestilm and a recognized expert on parliamentary procedure. I've met him, a very intelligent and erudite gentleman- he's referred to by his Tawsini courtesy name "Tarkati," which is a contraction of his three names. Minister Dirh must have good advisors if he picked Tarkati."

"Well, how about the news of his picks for War Minister and Minister of the Interior?"

"Two surprises- former War Minister Ubathavar is coming back to politics, and taking up the War Ministry position. She's the mastermind behind the intervention in the Poivre Atoll affair and the regeneration of the military. The Interior Minister is going to be another big surprise- the Bajeong aristocrat Niuhuru, Gobulo Nurhaci. Nurhaci is well-known in Bae as a conservationist and land administrator for the Pholimjung regional government."

"Fascinating stuff. Ms. la-Zy, thank you for speaking with us today."

"My pleasure."

-- Portion of a transcript of Fox News-NS's "Get to the Point Already! with Kendra Holloway" --

Kendra Holloway: We're back with our panel. Our next topic: the Snefaldian chancellery elections -- Ren Dirh makes the also-rans his bitch and they enjoy it! What impact would a Dirh chancellorship have on Kennyite relations with the States-Federation? Assemblyman?

Assemblyman Gil Notimportant: This should be very interesting, especially considering the ramifications it could have on the Regional Delegacy. If you remember, First Minister Dirh snagged his current position in the middle of a Kennyite fundraising scandal in which his predecessor was implicat--

Woman Pundit: This is a disaster! Ren Dirh is young and untested! He's inexperienced! He doesn't look like the other chancellors you see on dollar bills! And did I mention he's a homo--?

Holloway: This is your last warning, Ms. Coulter. If you can't stop interrupting people, I'm going to have your mike cut...

Coulter: But he's been a cabinet minister all of five months now, and most of that time he was running for chancellor! Lack of experience and lack of judgment--it's like electing Manuelo Fernanda, and at least he's experienced in bed--

Holloway: [talking over Coulter:] Assemblyman, do you think Dirh's election is an affirmation of the ideals of the Saffron Revolution, and if so, does that spell good news or bad news for the Fernanda Administration?

Notimportant: I think the administration should take some time to feel things out with Snefaldia's new ambassador before making any rash decisions--

Coulter: You wanna talk "rash"? Let's look at all those past associations Dirh refuses to talk about! Whose skeletons does he have hiding in his closet? What did he know and when did he know it?! And tell me why the Courier-Sarge still refuses to release a video of our Mr. Dirh at the World Assembly, interacting with a known terrorist...

Holloway: A known terrorist at the World Assembly? You mean Ambassador Batko-Yovino?

Coulter: He pals around with terrorists! This Batko guy isn't just "some person in the neighborhood"; he tried to blow up the queen of Karmicaria!

Holloway: Oh, thank God. My producers are interrupting me; they say we have a special guest joining us live via satellite, Mr. Sammy Faisano, secretary of state of the Federal Republic. Good evening, Mr. Secretary.

[Split screen reveals an inattentive Sammy, talking into his cell phone.]

Faisano: No, I can't come home tomorrow, I told you; I have work to do! ... I know you're lonely, and I'm sorry, but I can't just teleport myself like you can! ... Don't threaten me, Avaya! We both know you're harmless! And besides, one inkling that there's trouble in paradise and the Ardchoillean tabloids will jump on us faster than Lindsay Lohan backstage at a P.O.D. concert...

Holloway: Um, Secretary Faisano? Can you hear me? Mr. Secretary?

Faisano: [still talking to his cell:] Sell my drums?! You wouldn't dare! My fishnet stockings and feather boas?! [growls] Stay away from my stuff Avaya!!

Holloway: Mr. Secretary? How do you think relations with Snefaldia will fare now that they have a new chancellor?

Faisano: A lot better than they are with Ardchoille, I can tell you right now, Kendra ... Hang on a sec ... [returns to cell] Avaya? ... Avaya? ... Avaya, answer me!! ...

Holloway: I'll turn this back over to our panel now, I guess.

Coulter: [pointing hysterically to Faisano on screen:] He pals around with witches! STONE HIM!!
