CAFUNDÉU - ESTRESSE INTENSO
HOSTING BID FOR BOF 30

Something that never seemed possible to happen is happening right now. The Monarchists and capitalists of Cafundéu working on an event together with the Anarchy that is Estresse Intenso. How can something like this happen? Well, it's related with the events that happened in Cafundéu nearly 3 years ago: the change of the Monarchy leader changed some of the objectives of the Empire. The new ruler, the Empress Alice Van Tocco, is determined to improve relations with the neighbour countries, and Estresse Intenso is on the list.

On other way, the sports association of Estresse Intenso welcomes the opportunity of hosting an event. As the government of the country doesn't control anything (is useless, that's why the country can be considered nearly an anarchy), it is the AEEI that is willing to organize the Estresse Intenso part of the bid. Although many people of the country are furious with the fact that the country is joining Cafundéu on something, others are happy with the fact that a good competition can be hosted in the country.

So, these two countries with opposite styles are now ready to work together. Cafundéu would use its excellent infrastructure and stadiums, while in Estresse Intenso half of the venues would be in the Landau Institute, a place where people that succumbed to the intense stress that everyone suffer in the country go. It is a mix of psychiatric institute and common hospital, ruled by doctors. The infrastructure there is excellent, but the patients are far from healthy or sane. The current doctor leader, Doctor Letícia Sabin, also supports the BoF bid idea, and is one of the organization commitee leaders (together with the Empress Alice I and the President of the AEEI). The other half of the venues aren't located in safe places, and doesn't have good infrastructure, but the Cafundéu government is ready to help.

---> Scorinator to be Used: World Cup 36 scorinator. Cafundéu used this scorinator in WCs 36/42 and in CoH31, and this scorinator was also used in World Cup 39.

---> Competition Format: of course, it depends on the number of sign-ups. Preferable formats are:

- 16 teams: 4 groups of 4 countries, teams play each other twice, top 2 qualify for the quarterfinals.

- 20 teams: 4 groups of 5 countries, teams play each other twice, top 2 qualify for the quarterfinals.

- 24 teams: 4 groups of 6 countries, teams play each other once, top 4 qualify for Round of 16.

- 28 teams: 4 groups of 7 countries, teams play each other once, top 4 qualify for Round of 16.

- 32 teams: 4 groups of 8 countries, teams play each other once, top 4 qualify for round of 16.

Tiebreaking criteria, in order: points; number of wins; goal difference; goals scored; head-to-head results; playoff game.

---> RP bonus: using the WC36 scorinator, the RP bonus will be determined by frequency and quality of the posts. As it is the BoF, teams won't have KPB points, so RP bonuses will of course greatly increase the winning chances of a team.

---> Scorination time: the games will be scorinated in the time zone between 01:00 - 03:00 (GMT timezone).

---> Previous Experience: Cafundéu hosted two World Cups, the 36th and the 42nd edition (that is still being played), the BoF for WC34 and the 31st Cup of Harmony (also, hosted the 8th Women's World Cup). Estresse Intenso is, in fact, a puppet of Cafundéu, so there's only one person behind both countries. About performance in cups, Cafundéu participates since WC32, qualifying 10 times and reaching the quarterfinals twice (WC42 still not finished). Estresse Intenso doesn't participate in the cup anymore, due to the death of the former coach The Machine (which lead to the lack of the motivation of the doctors and patients about football - only the Landau Institute represented the country in football). They participated from WC33 to WC39, qualifying only once.

Situation of Football in the country: Cafundéu's football is extremely developed. Since the entrance of the CCFM (Confederação Cafundelense de Futebol Masculino) in the WCC, Cafundéu's domestic football rose with incredible speed. From a average nation in domestic football, the country fastly built up a reputation in this area. Using the strong economical power of the country (one of the richest in the WCC - probably second just behind the UCS - or even the first, maybe), the CCFM started to buy foreign players to make the domestic teams stronger. Suddenly players from many powerful countries came: from Ariddia, Squornshelous, Wentland, Jeruselem, Capitalizt SLANI... soon the league was being called the best of the world by many experts. Now, with the rise of new strong domestic leagues, many people wonder if Cafundéu still retains this title, as leagues like C&M's and Kura-Pelland's seem stronger than ever, although the CCFM continues using the money that exists in the country and the support of big companies to buy foreign players, from countries like Candelaria And Marquez, Valanora, Vephrall, Kura-Pelland, Newmanistan, Bettia, Starblaydia, Dancougar, Yafor 2 and others. The champion of the 2nd and the 4th TQCC comes from Cafundéu, and it's Petardos S/A. New countries must be aware that they soon will be visited by The Scout...

About the National Team, it is another story of fast improvement. The first official competition of the National Team in a WCC event was in the Baptism of Fire, in which the country got the second place, after losing a final against a much weaker nation, that isn't anymore in the WCC. After that, Cafundéu made the fantastic achievement of qualifying for the World Cup in its first attempt, participating in the 32nd edition, winning a point in the group stages. After that, the country made good performances in the 33rd (3 points in group stage) and 34th (5 points in group stage, eliminated by Milchama in the second round), before failing to qualify for the 35th edition of the World Cup (winning the Cup of Harmony in that same year). After that, the country hosted the 36th World Cup (NT won 6 points in group stage, eliminated by Zwangzug in the quarterfinals) and participated in all the other editions: 37th (3 points in group stage, eliminated by Zwangzug in the quarterfinals again), 38th (9 points in group stage, eliminated by Az-cz in the second round), 39th (6 points in group stage), 40th (3 points in group stage) and 41st (5 points in group stage, eliminated by Qazox in the second round). The team was able to get into the top 10 in the KPB rankings once. Lately, Cafundéu is having some bad performances, and is desperately looking for a reaction.

Background Detail: Nothing too absurd happens in Cafundéu. But please note that in Cafundéu you'll have to pay for almost everything. You'll have to pay for the water, food, transport, products, to walk in the road, to receive an answer about something, to complain, to thank, and many other things. Cafundéu is also looking to profit in any competition, so any country with good economy is free to invest here or buy some of our products. Drugs are prohibited and the laws are very strict. The prisons are horrible and the prisoners live in bad conditions, but they have the right to watch the games in Carandirú City for free. Cafundéu's press is also very annoying, as they'll make everything to get some news. The government is an Empire, divided in states. The Emperor has many powers, but he divides them with the Counselor-Ministers (there are 20 of them). But the only Counselor-Minister that can disagree with the Emperor is the Head Counselor (because all the other Counselor-Ministers can be fired by the Emperor at any time). Also, as Cafundéu is a big country, it has been divided in 8 states, and each state has its Governor and Senators. Elections happen in Cafundéu, and the people elect the Governors, Senators, Deputies, Mayors, Aldermen and the Head Counselor.

About travelling, it's very easy to find planes going to Cafundéu. But, once inside the country, poor people will find many difficulties in travelling. To use the highways, you need to pay. To use the streets, you need to pay. About food, there are many restaurants that serve different kinds of food. But the common Cafundelense usually eats a lot of rice, beans, meat (especially this, visit a Cafundelense "churrascaria" to see it) and potato-related food. Criminality is average. You also will have to hear many beggars asking for help as you walk on the street.

City: Abadia
City Detials: this city is known for its strange division of neighborhoods. Each neighborhood has a respective leader, which represents it in the city hall. And most leaders represent a family. These families are very powerful in the city and control almost everything. The city is very big, but has some old traditions that are still unchanged. The Arena América is currently considered the 2nd best stadium of the country, just behind the Obelisco Monumental. Many people say that you can see many UFOs in the sky while in Abadia, so the media call Abadia the E.T. city.

Obelisco Monumental
City: Lasft
City Details: second biggest city of the country, Lasft is more beautiful than Cafundó do Juta, since it’s on the seaside. People from all around the world come to Lasft every year because of its marvelous beaches. It also is the headquarters of the CCFM, so most of the football-related decisions are made there. The stadium is the most beautiful of the country, with clean bathrooms and an organized restaurant, and the Empire doubled the number of seats for the World Cup 36, changing the appearance of the stadium completely. The number of seats was mantained this time, as it can't be expanded anymore. It’s also the capital of sports in Cafundéu.

City: Carandirú City
City Details: this city was very interesting in the past, but now it’s only used to hold prisoners. Cafundéu’s main police station is located there, too. It’s the prison city, but is very safe and has many exotic food shops. The stadium is located inside the main prison of the city, and most of the prisoners see the games, so, some players can have some problems in holding the pressure, as the prisoners usually like to shout at the players. Outside the prison, you can see some museums about the police and the prison.

City: Dunboor
City Details: this city is big, but it isn’t too visited by tourists, because of its very cold climate. But it’s good for the industry and has the biggest mines of the country. It’s jewelry and coal factories are the most important of the country. During the winter, it snows nearly everyday in Dunboor. The supporters there like to bring musical instruments to the stadium. It also has many theaters, and good plays are held there. The stadium is perfectly round and very beautiful. Was expanded, and completely changed. So, a city with love for art and music.

City: Cafundó do Juta
City Details: capital of the country, is a big metropolis, with many things to do, many clubs, good nightlife and shops, and also many points for tourism. The police is well funded. The city is the most important for the economy of the country. It is the headquarters of the Bovacaf, Cafundéu’s stock market’s main building. The choice of the Rei Albieri Van Tocco stadium to represent the country capital surprised many supporters, who were expecting to see the Praça Maior again hosting. But the stadium gained new seats and is now with approximately the same capacity of the Praça Maior.

City: Porto Lacruz
City Details: an interesting choice for a host city. Porto Lacruz is one of the most visited countries of Cafundéu, and the number one for tourism. Its wonderful beaches became the dream of every rich traveller, who can stay in one of its expensive hotels. Apart from tourism activity, there isn't much to do in Porto Lacruz. It is really famous just because of it: beaches, women, parties at night, an excellent place to spend some time. It also is called the "coconut city". The stadium is big, but not so good.

City: Central City
City Details: as the name says, this city is located in the centre of the country. It has one of the biggest airports of the country and has a chaotic traffic. As the city is located in an area of mountains, it has many tunnels. Its altitude is very high, so some players can have difficulties in playing in this city, as they can lose breath very fast. Central City is also a place where different cultures meet, so the scenery of the city can change suddenly, but it is a good place to buy a present, as there is a big variety of goods. The stadium is a completely new one, but has the same name of the old stadium, due to its similar architecture.

City: Astari
City Details: another economic centre, is the home of two of the biggest companies of Cafundéu: the C-Electronics and the Uranium Kings. Businesses are constant there and the nightlife is very good. It’s called the “city of colourful lights”, as the public lights are of many colours. Its roads are very interesting too. Most games in this stadium will be played at night. It is also the city of the best casinos of the country, where many big shows and sporting events happen. The stadium can hold any kind of sport and event, and can be called just "Arena Multiuso".

Government type: Federal Constitutional Republic - in theory - but in reality, it is a semi-anarchy, with some organizations having some power, which is the reason that the country isn't a complete anarchy.

Capital: Acropolis

Official language: Portuguese

Main National Holidays: Carnival (a whole week in February or March); Holy Day (12/10); Independence Day (05/05); Institute's Day (01/08); Freedom Day (20/06).

National sports: Football (2nd: Handball; 3rd: Judo; 4th: Volleyball; 5th: Archery; 6th: Dodgeball; 7th: Basketball; 8th: Futsal; 9th: Cock-Fighting; 10th: Boxing).

Situation of Football in the country: about domestic football, Estresse Intenso has two different leagues that doesn't have relations one to another. In fact, one is an unofficial one that is trying to be recognized by the AEEI, without success. This one is the Estresse Intenso League (EIL), which continues with amateur status, with teams from all around the country, but without the right of putting teams in the TQCC or in the Globe Cup, but recently got the right of sending teams for the SBCC. This league is badly organized, with bad referees, bad players, bad stadiums, which often leads to many confusions that aren't controlled. A mess.

The other league is the Landau Institute Football Division (nicknamed Laifódi). In this one, only teams from the Landau Institute can participate, and there's only two teams for patients. The others teams are only for doctors, being divided according to their specialities (ex: Cardiologists, Neurologists, Pulmonologists...), the best teams being the Neurologists and Psychiatrists, as most patients have mental disorders, so these specialities are most needed. This league is well-organized, very disputed and exciting, and can send teams to the TQCC and Globe Cup.

Estresse Intenso's National Team was, in fact, the NT of the Landau Institute, composed by the doctors and their patients. The doctors struggled to make a good job in the international scene, qualifying to the World Cup only once (and losing all the games in the group stage). Then, after World Cup 39 qualifiers, the coach The Machine died, and this destroyed all the motivation of the team, which abandoned the WCC competitions.

Background Detail: differently from Cafundéu, Estresse Intenso is an absurd place. In every corner, you'll find riots, prophets saying that the world will end soon, crazy people walking on the streets, cars being exploded, huge holes on the ground that probably lead to Hell, big helicopters sending the most different types of messages to the people. No police. No proper government to contain the people. A true chaos. The only place where the people can find protection is inside the office buildings, huge skyscrapers controlled by Cafundelense companies estabilished in Estresse Intenso. These office buildings have security guards that defend the place and negotiate with the gangs that "work" on the streets. These normal people that decide to live in the office buildings have to work to "pay" for their stay, food and security. In fact, there is no money in Estresse Intenso. This situation comes close to slavery. Because of that, the office buildings have some influence in the country.

Inside the Landau Institute, things are different. The Institute is a place where the people that succumbed to the stress (or became crazy in the middle of the chaos) go to get a treatment. The doctors there are excellent, and the patients well-treated, receiving attention and the help necessary. A much better and calm place to live, the Landau Institute is a paradise in the middle of Hell. The doctors control the place, but they don't live in better conditions than the patients.

The president exists... only this. He lives inside an office building without doing anything all day.

City: Acropolis
City Details: the capital of the country, Acropolis is a country full of office buildings, who can make this city safer than the others. People there doesn't have to see riots or brawls everyday, but have to work much harder. Because of that, the citizens of Acropolis are potential patients for the Landau Institute. This city, actually, has some organization, differently from many others. The office buildings improve the infrastructure of the city and keep the president of the country, currently Marco Salomão, safe. It is a modern city, with many big and expensive buildings. Acropolis is also where all the media companies from Estresse Intenso are based.

City: Neblina
City Details: biggest city of the country, without counting the places inside the Landau Institute (that are much, much more crowded than any city in Estresse Intenso), is a city without rules or laws. Everybody is free to do whatever they want to, and this includes things that are illegal and considered incorrect in most countries. Only real big office buildings can estabilish themselves in Neblina, as the small ones tend to be completely destroyed by the gangs. All citizens in Neblina live in constant fear, as they can be attacked anytime. Anything can happen in this place, anyone is free but, at the same time, needs to take care of themselves to avoid being harmed while the others are practising their freedom. The city is half-destroyed, many ruins and few places in good conditions. Everything seems to be on fire or being attacked by someone. Not many people from Neblina go to the Institute, as they die before that.

City: Rio Pardo
City Details: not a very big city, but it's the one that makes the contact between Estresse Intenso and the Landau Institute. In this city, doctors and citizens from the country can contact each other, and that's the place where potential patients are analyzed to see if they're going to enter in the Institute (something that they'd love to). The city is a nice one, insecure as nearly any city in the country, but with less violence than in other cities due to it not being a huge city. Some smaller office buildings are estabilished there, and employ most of the population from there. A clean river crosses the city, and it becomes a point for people to go on weekends. The stadium is well-conserved, but isn't a good one.

City: Limbo
City Details: a city located in the border between Estresse Intenso and Assegai Developments, is called "the end of the world" by its citizens. It is located in the opposite side from the border between EI and Cafundéu, which is where the biggest cities are located. It is nearly a desert city, no office buildings want to go there, and its citizens live like if they were in a western movie. Violence and social problems, like in the rest of the country, are huge. The stadium of Limbo, if we can call it a stadium, is a landfill located in the centre of the city. There is no grass, no stands (the capacity is the amount of people that can, standing up near the playing area, watch the game without problems), no chairs, zero infrastructure. The game is played over the dirt (which is over the litter that was buried).

Sector Delta Sporting Field
Institute Area: Doctors'
Area Details: the doctors' area of the Landau Institute is where the doctors live. There, they sleep, eat, talk without having to deal with patients and have fun. In this sector, there are no clinics or exam rooms, not even research rooms. It's a place for the doctors to enjoy and live without worries. Usually the doctors don't spend much time in this sector, only really to sleep. It is a very clean and calm place, and modern. The football games of the Laifódi are in the Sector Delta Sporting Field, a perfect field (perfect grass and structure for players, officials and coaches) that can be only entered by the players and people involved in the game (not for supporters). Because of that, all the work can be focused on the football field, and that's why the quality of it is so excellent. Also, it's an indoor field, so the temperature there can be regulated.
Climate: it's indoor, so there's air conditioning, the climate is ever good.
Stadium Capacity: zero (people can watch using a giant screen located in the Institute).

Sector Zeta Football Place
Institute Area: Patients'
Area Details: the patients' area is the same of the doctors' area, with just one difference: instead of doctors, it is the living place of all the patients of the Landau Institute. Full with bedrooms, communitary places for eating and places for the patients to distract themselves. Different from the doctors, the patients spend most of their time in this sector, unless they are seriously disturbed and in need of an intense treatment. This sector isn't so clean and some things there are damaged, but they're quickly repaired by the Institute workers. The football field is an indoor one too, but with stands for supporters, and in worse conditions than the others.
Climate: indoor, but usually hot and dry.
Stadium Capacity: 50,000.

Sector Psi Sports Area
Institute Area: Intensive Treatment
Area Details: this area is the most unstable one of the Institute. There, all the seriously disturbed patients are held for treatment. Potential killers, maniacs, arsonists are mantained there, so they can't harm the other patients or doctors. Any other patient with a really serious psychological problems are mantained in this area too, but away from the most dangerous ones. They don't have much freedom, and have to pass through many exams (in sector Lambda - examination one) and intensive brain analysis and treatments (in sector Omega - brain issues), and have to take many medicines in order to control their psychological problems. There is a football field there, that isn't much used, but is a average one.
Climate: indoor, but usually cold.
Stadium Capacity: zero (the screen can be used in games here too).

Sector Sigma Competitions Arena
Institute Area: Landau University
Area Details: area for all the studies involving patients and the ones that want to be doctors of the Institute. The University is a huge (very, by the way) place for the professors and doctors to make some researches about the patients' cases and to discover more things about their psychological problems, discovering many new medicines and treatments (but their clinics are located in sector Rho). Also, it has a big library full of medical books. For the more young, the University is the place where they can study to become a doctor, and start working inside the Institute. There, they can have classes with the most respected doctors and professors of the Institute, and become competent professionals. They have to study hard, and many are ejected from the area, where the students also live. The football field is for the use of the students, and has some space for supporters, but not a big one. Due to that, the infrastructure isn't perfect.
Climate: indoor, with air conditioning - climate is ever good.
