Dear Friends!
As you know, despite all the attempts of the civilized nations of the world to end the practice, the trade in sapient beings – especially women – continues still. Even in those nations where slavery has been made illegal, the trade often continues underground. We in the United States have a system of harsh punishments in place for slaveowners, slave traffickers, and those who cooperate with them - yet we realize that multinational cooperation is necessary to improve the state of the world in regards to this issue.
As such, we wish to build on the success that the Theeb Accords (http://forums.jolt.co.uk/showthread.php?t=536111) had in the de-legitimization of slavery. By this we mean both that we desire to bring more nations into the circle of anti-slavery nations, and further to promote additional international agreements that will improve global cooperation against slavery and, in particular, the more insidious, underground type of slavery – sapient trafficking.
We believe that it would be useful to stage a conference in our capital, in Liberty-City, to try and discuss these issues. We would like to formulate a new international treaty to deal specifically with this underground, illegal mode of slavery, to ease cooperations between law enforcement and aid agencies in the struggle against this 'peculiar institution'.
I would not like to spend too much of this letter expounding upon Allanea's proposed solutions – rather, I would like the diplomats from attending countries to expound upon their own variants of the solution. That said, I believe such a solution requires at the bare minimum the allocation of aid funds to areas where an emergency, economic or otherwise, has contributed to the growth of this crime, the cooperation between enforcement agencies, and the allocation of funds to help in the rehabilitation of the victims.
I will be happy to hear your opinions on the issue and see your diplomats at the Hotel Coral Essex, Liberty City Promenade, 346, three weeks from now.

The letter was distributed to hundreds of nations across the globe. Especially invited to attend were diplomats from nations that had signed the Kingston Pact, the Theeb Accords, or members of the APN. Diplomats of slavery-practicing nations were prohibited from attending, of course.
And so, on the day of the conference, the doors of the giant conference room at the Hotel Coral Essex were opened. It was time to begin.
