CAFUNDÉU-SEPTENTRIONIE: hosting bid for World Cup 42

If you want to do something, you don't give up. So Cafundéu and Septentrionie are back with the same bid for the World Cup, but this time for the 42nd edition:

---> Scorinator to be Used: World Cup 36 scorinator. Cafundéu used this scorinator in both WC36 and CoH31, and this scorinator was also used in World Cup 39.

---> Group Format (qualifiers): preferred number is of 10 groups between 8 and 10 teams. In this format, the best three countries of each group get qualified for the World Cup automatically, without the need of playoffs. With the current number of sign-ups being over 82, the expected number of sign-ups is currently 92 (10 groups of 9 nations).

Tiebreaking criteria, in order: points; number of wins; goal difference; goals scored; head-to-head results; playoff game.

---> RP bonus: using the WC36 scorinator, the RP bonus will be determined by two factors: the frequency of the posts and their quality (four levels of RP quality). The RP bonus works increasing a team's KPB points. The bonus can give more chances to weaker teams against superpowers, and can be decisive in close games.

---> Scorination time: the games will be scorinated in the time zone between 00:00 and 02:00 GMT (both hosts will scorinate at approximately the same time).

---> Previous Experience: Septentrionia, in its Oliverry days, hosted World Cup 26 and many other events (2 Cherry Cups, 2 Hockey WCs, 3 NS Bowls [Gridiron] and 1 Oliverry Cup). Cafundéu hosted World Cup 36, the BoF for WC34 and the 31st Cup of Harmony (also, hosted the 8th Women's World Cup). So, both are experienced nations in hosting.

---> Other Things: it is extremely easy to reach Cafundéu by plane or other means, as the country is really a good place for tourism. Also, the people there loves tourists (after all, they'll bring money to the country!). Also, visitors won't have problems in entering Cafundéu, as there isn't fear of terrorism or something like that. The same happens with Septentrionia, which welcomes warmly the visitors, without adding barriers to their entrance in the country. Although the country seems an island a bit isolated in the north of Atlantian Oceania, it wouldn't be difficult to reach it. Both countries are also very different. Most of Cafundéu is hot, and that's why its beaches are famous, while in Septentrionia the people face low temperatures.

So, why would they unite to make a hosting bid? First of all, there was the need of both countries to strengthen diplomatic relations. After all, it's a new market for Cafundéu and a good ally for Septentrionia. Besides that, there is a commercial deal involved. Cafundéu will use its strong economy to help improve the Septentrionia football and, in exchange, will receive large amounts of ice, to use in caipirinhas, to keep the beer cold and the meat cold while it isn't being used for making a churrasco.

Caf-Computers also had agreed to make a WC42 version of the well-known NSWC Manager game if the competition is going to be held in Cafundéu and Septentrionia.

Situation of Football in the country: Cafundéu's football is extremely developed. Since the entrance of the CCFM (Confederação Cafundelense de Futebol Masculino) in the WCC, Cafundéu's domestic football rose with incredible speed. From a average nation in domestic football, the country fastly built up a reputation in this area. Using the strong economical power of the country (one of the richest in the WCC - probably second just behind the UCS - or even the first, maybe), the CCFM started to buy foreign players to make the domestic teams stronger. Suddenly players from many powerful countries came: from Ariddia, Squornshelous, Wentland, Jeruselem, Capitalizt SLANI... soon the league was being called the best of the world by many experts. Now, with the rise of new strong domestic leagues, many people wonder if Cafundéu still retains this title, as leagues like C&M's and Kura-Pelland's seem stronger than ever, although the CCFM continues using the money that exists in the country and the support of big companies to buy foreign players, from countries like Candelaria And Marquez, Valanora, Vephrall, Kura-Pelland, Newmanistan, Bettia, Starblaydia, Dancougar, Yafor 2 and others. The champion of the second TQCC (the biggest international competition of domestic teams) comes from Cafundéu, and it's Petardos S/A, which has as key players the midfielder Laborious Hawk and the legend Lennie Newton (who is retiring, unfortunately). New countries must be aware that they soon will be visited by The Scout...

About the National Team, it is another story of fast improvement. The first official competition of the National Team in a WCC event was in the Baptism of Fire, in which the country got the second place, after losing a final against a much weaker nation, that isn't anymore in the WCC. After that, Cafundéu made the fantastic achievement of qualifying for the World Cup in its first attempt, participating in the 32nd edition, winning a point in the group stages. After that, the country made good performances in the 33rd (3 points in group stage) and 34th (5 points in group stage, eliminated by Milchama in the second round), before failing to qualify for the 35th edition of the World Cup (winning the Cup of Harmony in that same year). After that, the country hosted the 36th World Cup (NT won 6 points in group stage, eliminated by Zwangzug in the quarterfinals) and participated in all the other editions: 37th (3 points in group stage, eliminated by Zwangzug in the quarterfinals again), 38th (9 points in group stage, eliminated by Az-cz in the second round), 39th (6 points in group stage), 40th (3 points in group stage) and 41st (5 points in group stage, out in the second round). The team was able to get into the top 10 in the KPB rankings once. Lately, Cafundéu is having some bad performances, and is desperately looking for a reaction.

Background Detail: Nothing too absurd happens in Cafundéu. But please note that in Cafundéu you'll have to pay for almost everything. You'll have to pay for the water, food, transport, products, to walk in the road, to receive an answer about something, to complain, to thank, and many other things. Cafundéu is also looking to profit in any competition, so any country with good economy is free to invest here or buy some of our products. Drugs are prohibited and the laws are very strict. The prisons are horrible and the prisoners live in bad conditions, but they have the right to watch the games in Carandirú City for free. Cafundéu's press is also very annoying, as they'll make everything to get some news. The government is an Empire, divided in states. The Emperor has many powers, but he divides them with the Counselor-Ministers (there are 20 of them). But the only Counselor-Minister that can disagree with the Emperor is the Head Counselor (because all the other Counselor-Ministers can be fired by the Emperor at any time - currently Erasmo Carlos Jowenguard). Also, as Cafundéu is a big country, it has been divided in 8 states, and each state has its Governor and Senators. Elections happen in Cafundéu, and the people elect the Governors, Senators, Deputies, Mayors, Aldermen and the Head Counselor.

About travelling, it's very easy to find planes going to Cafundéu. But, once inside the country, poor people will find many difficulties in travelling. To use the highways, you need to pay. To use the streets, you need to pay. About food, there are many restaurants that serve different kinds of food. But the common Cafundelense usually eats a lot of rice, beans, meat (especially this, visit a Cafundelense "churrascaria" to see it) and potato-related food. Criminality is average. You also will have to hear many beggars asking for help as you walk on the street.

Stadiums Used: Cafundéu has many stadiums that are in good conditions to be used. This time, the CCFM has decided to use new stadiums in this cup. But others will be returning. See here the 6 stadiums from WC36 that will be used again:

Arena América
City: Abadia
City Detials: this city is known for its strange division of neighborhoods. Each neighborhood has a respective leader, which represents it in the city hall. And most leaders represent a family. These families are very powerful in the city and control almost everything. The city is very big, but has some old traditions that are still unchanged. The Arena América is currently considered the 2nd best stadium of the country, just behind the Obelisco Monumental. Many people say that you can see many UFOs in the sky while in Abadia, so the media call Abadia the E.T. city.

Olímpico Imperial
City: Lux
City Details: has the highest IDH in the country and one of the highest in the world. So, it’s considered one of the best cities to live. It has good security, education and healthcare, but nothing very interesting to tourists. The stadium was built to hold different sports, but became immediately famous for the comfort that it offers to the supporters. The Emperor himself likes to visit Lux, so he can see some games in this stadium.

Obelisco Monumental
City: Lasft
City Details: second biggest city of the country, Lasft is more beautiful than Cafundó do Juta, since it’s on the seaside. People from all around the world come to Lasft every year because of its marvelous beaches. It also is the headquarters of the CCFM, so most of the football-related decisions are made there. The stadium is the most beautiful of the country, with clean bathrooms and an organized restaurant, and the Empire doubled the number of seats for the World Cup 36, changing the appearance of the stadium completely. The number of seats was mantained this time, as it can't be expanded anymore. It’s also the capital of sports in Cafundéu.

Estádio Erasmo Carlos Jowenguard
City: Espinal
City Details: tourists come to Espinal because of its big local parties. As the city is located on the seaside, its beaches are much visited too, although the government has some problems with violence. The city is also respected because of its social programs, giving assistance to the poorer citizens, and is the home of the republican leaders. But the country isn’t much important for businesses. The stadium is considered a good one to play in, due to the good conditions of the field. The name is an homage to the old CCFM president.

Presídio
City: Carandirú City
City Details: this city was very interesting in the past, but now it’s only used to hold prisoners. Cafundéu’s main police station is located there, too. It’s the prison city, but is very safe and has many exotic food shops. The stadium is located inside the main prison of the city, and most of the prisoners see the games, so, some players can have some problems in holding the pressure, as the prisoners usually like to shout at the players. Outside the prison, you can see some museums about the police and the prison.

Maracatuzão
City: Dunboor
City Details: this city is big, but it isn’t too visited by tourists, because of its very cold climate. But it’s good for the industry and has the biggest mines of the country. It’s jewelry and coal factories are the most important of the country. During the winter, it snows nearly everyday in Dunboor. The supporters there like to bring musical instruments to the stadium. It also has many theaters, and good plays are held there. The stadium is perfectly round and very beautiful. Was expanded, and completely changed. So, a city with love for art and music.

Estádio Rei Albieri Van Tocco
City: Cafundó do Juta
City Details: capital of the country, is a big metropolis, with many things to do, many clubs, good nightlife and shops, and also many points for tourism. The police is well funded. The city is the most important for the economy of the country. It is the headquarters of the Bovacaf, Cafundéu’s stock market’s main building. The choice of the Rei Albieri Van Tocco stadium to represent the country capital surprised many supporters, who were expecting to see the Praça Maior again hosting. But the stadium gained new seats and is now with approximately the same capacity of the Praça Maior.

City: Porto Lacruz
City Details: an interesting choice for a host city. Porto Lacruz is one of the most visited countries of Cafundéu, and the number one for tourism. Its wonderful beaches became the dream of every rich traveller, who can stay in one of its expensive hotels. Apart from tourism activity, there isn't much to do in Porto Lacruz. It is really famous just because of it: beaches, women, parties at night, an excellent place to spend some time. It also is called the "coconut city". The stadium is big, but not so good.

City: Ilha Eremita
City Details: another surprising decision of the CCFM. During the last years, the Aquário Nacional stadium in Submiria was considered untouched, a stadium that would never leave the list. But now, the flooded city (Submiria) won't have a representative. Instead, Ilha Eremita will represent the Coast State, a city located in an island, with some tourist activity but more famous for being the headquarters of the country's navy. The stadium is good, although needs improvements.

Toca do Tatu (Bola)
City: Central City
City Details: as the name says, this city is located in the centre of the country. It has one of the biggest airports of the country and has a chaotic traffic. As the city is located in an area of mountains, it has many tunnels. Its altitude is very high, so some players can have difficulties in playing in this city, as they can lose breath very fast. Central City is also a place where different cultures meet, so the scenery of the city can change suddenly, but it is a good place to buy a present, as there is a big variety of goods. The stadium is a completely new one, but has the same name of the old stadium, due to its similar architecture.

City: Santo Galvão
City Details: this one is the most recently built stadium in the country. The Gigantão was built especially for the possibility of Cafundéu hosting a World Cup, and is an excellent stadium. This stadium has the best view that a supporter can ask: he can see the field very close from him, a wonder for some football fans. The city, Santo Galvão, is a city with fast growing and improvement, and the city that has most headquarters of foreign companies. Also, this city is the place where the national saint is thought to have born in, and the pope Linus V often visits this place. This city is very close to an important city that isn't in the map: Haja Coração.

City: Astari
City Details: another economic centre, is the home of two of the biggest companies of Cafundéu: the C-Electronics and the Uranium Kings. Businesses are constant there and the nightlife is very good. It’s called the “city of colourful lights”, as the public lights are of many colours. Its roads are very interesting too. Most games in this stadium will be played at night. It is also the city of the best casinos of the country, where many big shows and sporting events happen. The stadium can hold any kind of sport and event, and can be called just "Arena Multiuso".

Training centres available for the World Cup: 16 of the teams qualified for the World Cup would have to play in Cafundéu to participate in the final stage of the competition. So, they'd have to have a good place to train while in the country. So, the CCFM, in a deal with the teams, could make many training centres available. If the WC happens in Cafundéu and Septentrionia, teams put in Cafundéu's groups will be able to choose their training centre, according to the group they're into (which would be explained further in the right time). Are style modifiers to be used?

As with WC41, I will be unable to bring myself to vote for bid which uses the statistically-flawed style modifier system that's been in use recently, especially when there's an alternative bid that's trying to address the problem.

That is, of course, your prerogative.

But with it now widely accepted, following conclusive statistical proof in the discussion thread, that the style modifier system as recently applied - and as will be applied in your bid - is fatally flawed, open to manipulation, and favours high-ranked attacking teams....

It's a regrettable choice on the part of your bid, especially given the presence of another bid that's attempting to address the problem while also permitting style modifiers.

I think the two of you would host a fantastic cup from an organisational perspective, but your decision to basically ignore the style modifier problem is unfortunate.
