Megabid — Capitalizt SLANI–Jasīʼyūn–Universitus University

In celebration of the sesquicentennial of Bedistani independence, the sexagennial of the modern Olympic movement, and whatever other excuses they could find for what will surely be a quite profitable venture, Capitalizt SLANI and Jasīʼyūn have teamed up to attempt something never done before—to host the five biggest international sporting events in the same city in a span of four years. In pursuit of this goal, SLANI, Jasīʼyūn, and Universitus University in Jey announce their bid for each of the three WCC tournaments in the next cycle—Baptism of Fire 29, World Cup 42, and Cup of Harmony 34. In addition, SLANI and Jasīʼyūn announce plans to hold a third Summer Olympic Games and the final of the 2154 (sixth) TakilQuip Champions’ Cup in Columbia, Bedistan.

General information

Scorinator
A new Olympic scorinator will be used for all of the tournaments in the Megabid. The association football scorinator has been thoroughly tested (the others less so, but they’re at least better than the previous Olympic scorinators), and will be just as balanced as existing dedicated football scorinators such as NSFS. For those of you interested in the technical details, you can read a detailed explanation of the formula (http://www.thirdgeek.com/ns/worldcup/42/formula/). For those less interested, there are two key differences between this and previous scorinators:
As the scorinator is based on RL data, including certain World Cup qualifying matches, it provides a very slight chance of a high-ranked team blowing out a low-ranked team by more than ten goals (for max KPB/max RP bonus vs 0 KPB/no RP bonus, that chance is about 0.4%; in normal situations, it is even less). It is unlikely that this will happen in any match in any of the tournaments, but the possibility is there.
Style modifiers (between −5 and +5) will be used, but without the problems of previous scorinators. The style modifier provides a chance of both teams’ scores being increased or decreased by some number of goals, but under no circumstances will this change the outcome (win/draw/loss) of the match.

RP bonus
A bonus for the overall quality of each player’s RPs so far will be multiplied by a modifier for RPing “frequently,” “occasionally,” or “never.” Someone that posts one great RP will get a larger bonus than someone who posts poor RPs every day, but someone who posts great RPs frequently will not have an overwhelming advantage. A similar scheme was used in World Cups 36 and 39.

Tiebreakers
For group stages in the WCC tournaments, the first tiebreaker will be number of wins, followed by head-to-head results (points, followed by goal difference, goals scored, and, in qualifying, away goals), goal difference, and goals scored. If two-legged playoffs are needed, away goals will be used if the aggregate score is tied, followed by extra time, away goals after extra time, and a penalty shootout.

Special circumstances
If a nation withdraws from one of the tournaments, then they will cease play and their matches in the current stage will be removed from consideration (i.e., their group will contain one less team, or their opponent in a knockout stage will receive a bye).
If a nation ceases to exist during one of the tournaments, then they will continue play, but receive an eighty-point penalty at the end of the current stage. If a nation ceases during a knockout stage, their opponent will receive a bye.
If two teams are exactly tied at the end of a group stage, and a winner needs to be determined to decide advancement, then a playoff match will be held in one of the host nations, with extra time and penalty kicks if needed. If more than two teams are tied, or if a tie is irrelevant to determining advancement, then drawing of lots will be used.

Past experience
Commerce Heights (aka Capitalizt SLANI/Jasīʼyūn/New Manhattan/UCS/whatever) has hosted the World Cup thrice (26 with Oliverry, 36 with Cafundéu, and 39 with ESF) and the Olympic Games thrice, as well as a Baptism of Fire (2, with Rejistania) and a Cup of Harmony (25), and is the ongoing host of two international club competitions, the TakilQuip Champions’ Cup and Samseong Series B Champions’ Cup. In contrast, Jey has yet to host a tournament. We hope this combination of experience and new blood helps to expand the seemingly limited pool of tournament hosts.

Capitalizt SLANI–Jasīʼyūn–Universitus University Bid for the Twenty-Ninth Baptism of Fire Tournament

The preferred format for the Baptism of Fire will be two groups of ten (for a total of twenty teams), with the top eight teams from each group advancing to a sixteen-team knockout stage. The format will be adjusted based on the number of teams, with large groups preferred to give more chances for RP (though not much larger than ten teams). The knockout stage will be seeded based on group stage performance (1 v 8, 4 v 5, et cetera).

Capitalizt SLANI–Jasīʼyūn–Universitus University Bid for the Forty-Second World Cup

The preferred format for World Cup qualifying will be ten groups of eight. If this is not possible, then ten, twelve, or fifteen groups of any size may be used, depending on the number of teams signed up. Groups will have an even number of teams if possible, to avoid bye days. If there are ten groups, the top three teams from each group will advance. If there are twelve groups, the top two teams from each group will advance and the third-place teams will play a two-leg qualification playoff. If there are fifteen groups, the top two teams from each group will advance.

All draws (for qualifying, the group stage, and, if needed, the playoffs) will have teams seeded using KPB ranks. Pre-qualifying rankings will be used throughout the tournament, and RPs made during the qualifiers will carry through to the finals.

As the bid involves three associations (though only two nations and OOC people), and there are only two auto-qualifier spots available in the World Cup, a playoff will be held between Capitalizt SLANI and Jasīʼyūn during the BoF to decide which will enter the World Cup directly; the other will participate in the qualifying phase. Universitus University will auto-qualify for the World Cup. The host teams will be seeded for the group draw according to their rank.

Unlike previous editions, the World Cup final will not be allowed to be decided by a penalty shootout. If the final ends in a draw after extra time, a replay will be held. If the replay is also a draw after ninety minutes, then a series of eight-minute golden-goal extra time periods will be held, with each team taking two players off the pitch at the end of each period (so that a goal becomes more likely as extra time progresses).

The preferred format for the Cup of Harmony will be four groups of six (for a total of twenty-four teams), with the top four teams from each group advancing to a sixteen-team knockout stage. The format will be adjusted based on the number of teams.

All nations having posted at least two RPs for World Cup 42 (including a roster) will be invited to the Cup of Harmony. Teams will not actually be entered into the tournament unless they explicitly accept the invitation. If the number of accepting teams is not conducive to a “nice” format, nations that do not post a roster for the CoH may be dropped out.

Unified Capitalizt States stadia for Megabid tournaments

Sokojito Überdome

Built for the infamous “CHO:P” World Cup 26 bid, the Sokojito Überdome is one of the largest football stadia in the world. To allow for its massive capacity, teleportation devices are used to get spectators into their seats, which are inaccessible by other means. Aside from the final of World Cup 26, the Überdome has hosted several matches between Capitalizt SLANI and Krytenia, which have earned the stadium a reputation for very high-scoring games. It was commonly used for domestic cup finals before the completion of Holmes Stadium.

Holmes Stadium is the centerpiece of the Megabid, trying to add the five tournaments to its already-impressive résumé of two World Cup finals and two TakilQuip Champions’ Cup finals. The current stadium has a history of home advantage, with Capitalizt SLANI thrashing Milchama in the World Cup 39 final and Yuba United tenaciously battling for a penalty-kick result against Olympique Protectorat in the first TQCC final. The original stadium on the site was quite the opposite, being the place where Liverpool England won over Bedistan 3–1 in the final of World Cup 8—the first of twelve meetings between the famous rivals of old. The stadium, which emulates the original’s distinctive design as closely as possible while accomodating a modern capacity, is named after its predecessor rather than whoever Holmes was (records from that era are a bit sporadic), a subtle distinction that was explained to bewildered reporters when the management announced that the word Olympic would not be added to the name.

Esther Marchese Memorial Stadium

Esther Marchese Memorial Stadium was the most ambitious in the CHEAT Alliance’s (parent company of Capitalizt SLANI) series of stadium construction projects in the former East Bedistan, which began shortly after the fall of the Grand Dominion. It is was the second-largest stadium in the nation when built, but is now third, behind Holmes Stadium. Though it does not quite meet the same high standards as Capitalizm or Drakcorp Querzakhi Olympic Stadium, it is still a top-tier venue.

Metropolitan Stadium, one of the new venues constructed for World Cup 36, was built on the site of Maxisoft Stadium, the original home stadium of the CHFF, and serves as a replacement for the demolished CDA Stadium in New Seoul. The famed Panthers are playing some matches here during 2147–49 due to the rebuilding of their (and Capitalizt SLANI’s) home ground, Anaphase Alchemy Stadium, though they are ground-sharing with the closer New Hampton Terrapins of League Two for most of their league games.

After over eight hundred consecutive sellouts at the old ground, the Sonoma Center Panthers board finally gave in to financial pressure and decided to rebuild the stadium, with more than double the capacity (though they did not give in to Septentrionian pressure to rename the club “Sonoma Centre”). Though the Élite League champions will not be able to mount their title defense here, they will return to the stadium next season. A transparent roof will cover the stadium, blocking out heat that would otherwise be absorbed by the all-black structure; this was reportedly cheaper than getting enough paint in the precise color of blue to match the team’s long-standing kit colors.

Sokojiʼwa Gyūŋgijaŋ was built by the Capitalizt Élite League club Sokojiʼwa Dosi CK, the first CEL club to construct a new stadium without outside funding. The stadium is the only of its size in Sokojiʼwa, and has raised the profile of the Syokaji club, building towards the board’s goal of gaining a reputation on par with the traditional giants of Yuba and Sonoma Center. The club submitted a bid to host the TakilQuip Champions’ Cup final at the stadium, but was ultimately rejected.

Capitalizm, named after the economic system that has brought great wealth to the people of the Unified Capitalizt States, was constructed at great expense for the CHFF’s World Cup 16 bid with Melmond, and was also once the national stadium. Though it is traditional in design and does not require teleporters like the Überdome, it does utilize a number of other sophisticated technologies to enhance the fans’ experience.

Drakcorp Querzakhi Olympic Stadium

Will host: WC group stage, second round
Drakcorp Querzakhi Olympic Stadium was built by the Spaamanian corporation Drakcorp for the Capitalizt club, Querzakhi United, that it purchased. It hosted the ceremonies and many of the events for the Games of the II Olympiad. Extensive renovation for the Olympics as well as an exceptional maintenance crew have made this venue much like a new stadium. It has some of the same advanced features as Capitalizm, and additionally has the ability to replace the pitch instantaneously by teleporting replacement pitches that are stored underground.

Stádie Montánire was funded by the Capitalizt Élite League, like Bætica Stadium, as part of its plan to improve the league’s standing. It is, in fact, built on Mount Hendricks, the “high mountain” for which the city is named. The stadium is built with a retractable roof and, though the Buffalo fully intend to use the high altitude to their advantage in club fixtures, the building will be pressurized for World Cup matches.

C4Stadion

C4Stadion, designed by the same architect that created Auswärtssieg Arena, is the newest of his state-of-the-art Lontorikan stadiums. The stadium is located inside a skyscraper (similar to a plan to rebuild Aeropag Olympic Stadium that never received funding), which includes parking and hotel accomodations. It is named after its sponsor, the Capitalizt Consolidated Conglomeration Corporation (C4), which is also responsible for the manufacture of Capitalizt SLANI’s kits.

JPL Paladin Stadium (자스연 (Jasīʼyūn) home stadium)
Location: Port Lusambo, Jativa

Will host: CoH group stage, first knockout round, semifinal
JPL (Jativa Power and Light) Paladin Stadium was built for the once-dominant Port Lusambo Paladins, who accumulated eight consecutive league titles back in the days of split UCS leagues and the IAFL and still sit third on the all-time honors list. Though both they and Capitalizt SLANI’s KQ Qidádire Putemo have been left behind by the expanding Capitalizt Élite League, the stadium should nonetheless be filled when 자스연 (Jasīʼyūn) comes to play. An article in the Aeropag Tribune about the RP bonus machine installed there has earned it the nickname “the Randome.”

Auswärtssieg Arena
Location: Natestadt, Lontorika

Will host: CoH group stage, quarterfinal
Given the limited success and fan base of the local team, the Natestadt Nationalisten, the club successfully lobbied the owners for it to be given the name Auswärtssieg Arena, meaning “arena of away wins.” Although Capitalizt SLANI has not encountered many away wins there, the name has stuck. It is of fairly advanced construction, but does not quite match Capitalizm in the technology used. Still, it is regarded by many as the best sports venue in the UCS.

Bætica Stadium
Location: Cordubovica, Bætica

Will host: CoH group stage, first knockout round; Olympics football
Bætica Stadium is one of the two new stadiums paid for by the Capitalizt Élite League after its first season in order to generate additional revenue. Although the source of the funding may have been a football league, the stadium is intended for several other sports, including Lontorikan-rules football and field hockey, as the reconstruction of Bætica has attracted diverse immigrants. The stadium could have held another 24 400, had its designer not felt it necessary to include a parking area for blimps.

Aeropag Olympic Stadium
Location: Aeropag, Jativa

Aeropag Olympic Stadium was originally named the Orange–Green Bowl—a reference to the original football team that played there, the Aeropag Hurricanes. As its current name suggests, it hosted the opening and closing ceremonies of the I Olympic Winter Games in Aeropag. It is a fairly average stadium, not using particularly extravagant technologies nor having a significant local fan base that attends games played there, but is well-maintained.

Due to a startling lapse of creativity, and a surprising lack of sponsors, CHEAT simply decided to name this stadium after its capacity. It seems to have been designed as an average stadium in every respect, with no significant architectural or other features to distinguish it from other oval-shaped venues.

Unity Stadium
Location: International City, Capital Territory

Unity Stadium was built as a neutral venue in the International City of Paripana, a city that was constructed between the UCS, Bedistan, and Lontorika that is jointly administered by the three nations. After the fall of Bedistan and Lontorika and their integration into the UCS, the city became the nation’s capital. Its first use was to host some group matches during World Cup 8 in Bedistan, including those of the Commerce Heights team. It has undergone a number of renovations over the years, though it would see its first capacity change if the Cup of Harmony bid is successful, with plans to expand it to 98 175 seats.

Noka Communications Stadium
Location: Noka, Jativa

Will host: BoF group stage, regional quarterfinal and semifinal
Noka Communications Stadium is an old, almost-forgotten venue in downtown Noka, originally constructed during the CHFF’s failed bid to host World Cup 13. It was brought up-to-date for World Cup 36, and Noka Mariners’ promotion to the Élite League has brought in additional revenues to help keep it in good condition.

Südweststadion
Location: Südtolzerio, Tarraconesis
Capacity: 66 600

Club teams: Südtolzerio Kreuzfahrer (L3), Eintracht Südtolzerio (L4)
Will host: BoF group stage, regional semifinal
Südweststadion was built shortly after the foundation of the Élite League as a joint venture between two clubs with dreams of greatness, but whose squads lack the same depth as their owners’ pockets. The stadium’s graceful design, but relative obscurity in the footballing world, has seen it feature in a number of movies, both domestic and foreign.

Keto Olympic Stadium

Built on top of an older, run-down stadium for the purpose of hosting the ceremonies of the II Olympic Winter Games, Keto Olympic Stadium has brought a significant amount of business to the city. New construction in former East Bedistan significantly reduced the importance of this venue, and it has failed to attract the interest of the national teams for the last two decades when selecting their qualifying venues.

Cirto Seaside Stadium

Will host: BoF group stage, regional quarterfinal
Despite its low capacity and comparatively inadequate facilites, Cirto Seaside Stadium has one of the best locations of any venue in the UCS. The stadium is designed so that most of the seats have a clear view of the Jativan Sea as well as the pitch.

Universitus University stadia for Megabid tournaments

Note: All of the following stadiums are members of the Universitus University Stadium System (UUSS), an organization designed for the coordination of Universitus athletic activities conducted throughout Jey. Though Universitus is situated in one state of Jey, the UUSS provides the school with the means to conduct athletic events throughout the country, with the purchases of satellite facilities.

Perfectus Stadium, Universitus University

Used sparingly, for the Championships at Universitus, and other high-profile events. Perfectus Stadium, with Stadiums 1 and 2, are known as the “Universitus Triumvirate,” as the three largest stadiums in Jey by large margins. All matches played in the actual City of Universitus will occur at one of these three locations.

The ancient historical site of the Domz Arena is easily the oldest venue in Jey, though still fully functional. It is a member of the UUSS, but Universitus officials did not want to tamper with the official iconic name and thus refrained from adding “, UUSS” to the end of it. It was built well before the first founding of Jey as a republic and remained the largest stadium in the land for several Jevian centuries.

The only large membership-required venue in the country. Tarsche City is so densely populated and in such a geographic position that constructing a larger stadium for one of the largest cities in Jey is impossible. To accommodate the incredibly large demand for seats in the Lake Tarsche Club, a membership fee was instituted in order to purchase seats to any event. Though, these tournaments will not be subject to these membership requirements.

The substance of your complaint (aside from the part about Jey, which, as you asked, I’ll let him answer) is that the scores thread might, if 218 minutes of simulated football turn out just right (about a 5% chance, I think), read “A 1–1 B (2–1 A2ET)” instead of “A 1–1 B (1–1 AET; 4–2 PKs)”? And that the teams involved might, if everything turns out right, have something a bit different to RP?

If I’m going to host, I want at least a chance of something new happening. If that’s not what you want, this may not be the right bid for you, and that’s okay.

I also question Universitus' involvement, but not because of the ranking or anything like that. I mean, psh, they're letting South Africa host the World Cup, and there's no way they're getting out of the first round.

It just seems to me like Universitus doesn't fit into the IC description of the reason for the bid and its goals. Something over the top, massive, profitable... that definitely fits Commerce Heights. I see no reason why it wouldn't go for broke and host all of these events. But then I see Universitus on there, and go "Huh?" Maybe for the Baptism of Fire, sure, to get that initial experience. But to also do the World Cup and Cup of Harmony is going overboard.

I'm also not a fan of there being three nations involved (even if it's only two RL people). On a technical level, the bid looks good, though. It would be interesting to see the new scorinator in action. (And I'm curious, have you been using it for the TakilQuip, or would this be its debut?)

I'll ignore the edit, and answer this anyway. It is customary for host nations to bypass qualifying. Universitus is willing to donate the use of its UUSS facilities in order to coordinate this event, and the customary benefits of auto-qualification, at least as far as I'm concerned, deserve to be applied. If Universitus isn't allowed the priveliges of other hosts, where do you draw the arbitrary ranking line of "legitimate" auto-qualification by host nations?

The university owns, at least in part, all of the stadiums listed above, and controls several parcels of land in the country that are larger than many Jevian States. The entire concept of IC Universitus is a ridiculously rich university.

I don’t think it makes any difference, since it’s only two IC nations and having the winner of a playoff auto-qualify isn’t really any different than if the loser of the playoff weren’t involved in the bid at all (like WC36 and WC39, when SLANI auto-qualified). Maybe you could elaborate?

And I'm curious, have you been using it for the TakilQuip, or would this be its debut?
I’ve been using the Schia–Qutar scorinator for the TQCC; I’ll probably continue to use it for the next one or two, since it’s a bit easier to set up currently and style modifiers aren’t an issue.

We’ll use −5 to +5 style modifiers; positive style modifiers will increase the chance of high-scoring games and negative style modifiers will increase the chance of low-scoring games (like they’re supposed to), but without affecting the chance of winning/losing (like NSFS does, which is why people have wanted to exterminate/reduce styles). The technical explanation of the formula (http://www.thirdgeek.com/ns/worldcup/42/formula/) contains more information on the exact method. Is there something else you want to know?

It's really just personal preference, I have no really good reason for it. (And while I'm on the subject, I don't really like dual hosting either, but whatever.) I did catch the playoff bit, so the autoberths weren't the concern... I suppose it's cosmetic more than anything. It just seems weird - to me - to have three host nations.

Thanks for the detailed reply. My only sight of Jey has been your return in WC 41, so if there's a more in-depth backstory, I probably missed it the first time around. That makes a little more sense, now.

I assume (and sincerely hope) that we will not have to be stuck with one bid, since I'm personally in favor (despite my own actions this past cup) of opening hosts to more than just two people/three nations at a time.

Otherwise, the bid makes some novel proposals that I think have some merit and deserve a chance. Whether it succeeds or fails will be for the hosts to decide :D.

Yes, this will be treated the same way, as three separate bids. (Not five, as of course the WCC has no jurisdiction over the Olympics or TQCC.)

The preferred format for the Baptism of Fire will be two groups of ten (for a total of twenty teams), with the top eight teams from each group advancing to a sixteen-team knockout stage. The format will be adjusted based on the number of teams, with large groups preferred to give more chances for RP (though not much larger than ten teams). The knockout stage will be seeded based on group stage performance (1 v 8, 4 v 5, et cetera).

In that specific situation—a nation being discovered to be ineligible for the BoF after the tournament begins (which we’ll do our best to check for…)—it would be handled the same way as a withdrawl; the team would be removed immediately and all matches played against it ignored.
In general, unexpected situations, if not covered by the bid thread or precedent, will be decided by consultation between the hosts, taking into consideration community discussion in the WCDT or on IRC when possible.
What is the one thing that should be improved in the BoF tournament in general for future reference?
In-character interaction by the hosts is sometimes overlooked, and I would consider Errinundera’s Baptism of Frost (http://forums2.jolt.co.uk/showthread.php?t=525935) a model in that respect. As the UCS and Jey are relatively unique RP environments, we will be looking to “paint the scene” in addition to explaining the mechanics of NS sports, providing opportunities for deeper RPs.

Puppets will be welcome. Every effort will be made to allow all teams entered before signups are closed to participate, but puppets will be removed before new nations if necessary (and if a nation ceases to exist after signups are closed but before the draw, they will be replaced by a new nation if possible).
What specifically makes this bid stronger than the other bids?
The bid provides the traditional BoF combination of an experienced host and a new host, both with well-developed IC environments. If the WC and CoH bids are successful, a degree of consistency can be provided as in WC40 (e.g., coördinated schedules). Proper style modifiers are also a benefit, though this is perhaps not as important for the BoF.
