The recent history of the multiverse is perhaps notable for its unique levels of relative quiet. While earlier eras were marked by interstellar conflict or tense negotiations between competing blocs, the modern sphere has experienced a Pax Socius. With this air of calm, Tiburon could now turn to the ever-expanding goal of improving relations and establishing new relations with other states- including a state that had long been an ally of many other allies; a state which, upon inspection, appears to be very closely in line culturally and ideologically with Tiburon's own national ideals. A nation which prizes merit and intelligence, which seeks wise governance as the metric for best rule, which seems to differ from Tiburon by very little, primarily only the voting process. A nation which seems like a natural friend, ally, and partner for Tiburon, given the similarities in political philosophy.

Diplomats are left to wonder why they didn't think of it earlier.

Greetings from the government and the people of the United Solaris Federation of Tiburon. My name is Sayaka Chaturvedi, and in my capacity as president of the United Solaris Federation of Tiburon, I wish to invite you to Tiburon for a meeting between ourselves to discuss greater ties between our two nations.

Our nations share a common interest in the safeguarding of international institutions and international peace that has remained in place, but above and beyond this- and, in our opinion, a key to the possible development of extremely close ties between our nations in the future- is a common belief in the importance of merit. The role of meritocracy in the Tsarainese governance system and identity is well-documented- and closely mirrors the role that technocracy plays in shaping the Tiburonese identity. Much like in Tsaraine, intellectualism plays a paramount role in Tiburonese culture and society- indeed, the concept of the technocracy is central to the Tiburonese practice of the technocratic democracy.

Out of a desire to advance our common cultural heritage and to use this heritage as a platform to embark on positive relations between our nations, I wish to invite you to New York City in order to advance ties between our nations and to advance our common ideal of meritocratic governance.
