OFFICIAL CUP OF HARMONY 33 BID


Now that we know where World Cup 41 will be, the nations of Newmanistan and Zwangzug are proud to present to you this official bid for Cup of Harmony 33.

Members of the World Cup Committee:

I present before you today an official bid for hosting the 33rd Edition of the prestigious Cup of Harmony within the Empire of Newmanistan and the nation of Zwangzug. Before we get into the specifics of this proposal, I want to point out one thing. World Assembly reports list both nations as being totally safe, classifying each as having an “unknown” crime rate. If we are going to prioritize the safety of visiting fans, you can’t ask for much better then two nations where there is no crime to speak of. Now as for the important issues that will factor in your decision:

I) Scorination
Both co-hosts will use the most stable version of NSFootySim which exists at the time the tournament is to begin.

II) Roleplay
RP bonus will be cumulative, and quality of RP will be valued more then the sheer quantity. Factors such as interaction with RP’s of other nations and originality will be valued and rewarded. As we well know, RP will not guarantee that you have any success, as ultimately Margaret will have the final word.

III) Modifiers
Modifiers will range from +2 to -2, and decimals will be accepted (rounded to the nearest thousandth). This opens up a little more variety then the +1 to -1 system while still keeping things relatively close together.

IV) Experience
A) Zwangzug- Co-Hosted the 26th Baptism of Fire alongside Liverpool England. This tournament used NSFootySim.
B) Newmanistan- The Empire has yet to host an official WCC sanctioned event. No, wait! Please keep reading! Thanks! Newmanistan successfully hosted World Bowl I, a tournament that went very smoothly, was active, and will return. World Bowl I also used NSFootySim, as its base for scorination, so the nation has experience in using the actual system that will be used in the Cup of Harmony. This user has also hosted regional events, including two seasons of a racing league (stock car), and two baseball tournaments.

V) Format
All nations that do not qualify for the World Cup, but yet posted a minimum of one RP towards qualifying (that one RP can be a roster), will receive an invitation. We will aim to get a minimum of 24, but will work with a larger or smaller number if necessary. 32 will be the target number. The amount of teams advancing to the knockouts will be decided by the amount of entries. If 24 or under, eight teams will advance.

A few questions:

(1) What will be the official anthem of the CoH33?

(2) What is your official stance on bye matches?

(3) How many matches would each participant be guaranteed (that is, the minimum number of matches for which a participant would receive credit)?

(4) Will chessmeisters be allowed to coach teams?

(5) If the hosts are slated to participate in the Cup of Harmony, how will they be slotted for the Group Draw (as top seeds or as seeded normally)?

(6) Would either of the hosts be interested in some of our rejected non-citizens?

(7) When invitations are sent to the teams, how will the invitations be accepted? Accepted until officially denied or denied until officially accepted?

I can't think of any other questions that other people would imagine at the moment; but hopefully this is a good starting point (witty questions need no response). And thanks for submitting a bid so early in advance, as to give people ample time to consider the options.

(2) What is your official stance on bye matches? I like the idea in theory, but if used, the top ranked team in one group would play the bottom ranked in the other, and working on an inverse deal like that. However, I am hesitant to use them in the CoH, but I could be won over. Though I am really hoping for 4 groups of 6.

(3) How many matches would each participant be guaranteed (that is, the minimum number of matches for which a participant would receive credit)? Four would be a minimum, there will be no groups smaller then five.

(4) Will chessmeisters be allowed to coach teams? Well, we won't hold a grudge against that guy from Prazkoy who spoiled our CoH last tournament, so I suppose so.

(5) If the hosts are slated to participate in the Cup of Harmony, how will they be slotted for the Group Draw (as top seeds or as seeded normally)? Seeded normally in this instance. I don't know Zwangzug's official ranking offhand, but it's not in the best interest of the tournament if the #48 seed (us) is drawn as a top seed, in my opinion. That said, Newmanistan intends to be playing in the World Cup. ;)

(6) Would either of the hosts be interested in some of our rejected non-citizens? Us, no. Not sure about my partner.

(7) When invitations are sent to the teams, how will the invitations be accepted? Accepted until officially denied or denied until officially accepted? Applications will have to be officially accepted, yes. Much the way it was done in CoH 32.

Absolutely not. That was just something I threw out there yesterday to see what people would say and has absolutely no bearing on this bid, in any way.

Timewarps are fun! But no, that was something threw out their as a suggestion. Implementing such a thing without people agreeing with it would be future host suicide.

Again, post timewarp, that post has no bearing on this bid in any way.

The EWCC, or Emergency World Cup Committee, is comprised of nations that have hosted a World Cup in the past. They are the only ones allowed to vote on Baptism of Fire and Cup of Harmony bids.

I find it sort of amusing that we have regularly scheduled emergencies twice a World Cup cycle, but that's probably just me. :)

What's the problem with two regular ones per cycle when you have to factor in the dozens of irregular ones?! Anyways...


I'd vote for this bid - in only a small part because as this one is the only bid on the table at the moment - but I don't want to stop anyone else from offering a competing bid, either.

of course I know, but is my private opinion, so.

Any way I want to be a EWCC member as well, but I affraid its not possible now.

If I have a choice (and I'm not too certain of that yet), this bid would have my support. It's got good support (as in people running the show), and one new guy with a veteran can't be half bad (not as bad as the one writing this stuff anyway...). Anyway, as long as Zwangzug reminds Newmanistan that the resume.xml file is in the %$#^ NSFS folder in which the program operates, we'll be fine (and no more business of Kose and the Turkomans winning 3 games out of two).

And as to Lovisa's remark...

Looks like Jeru FC will support this bid (but we can't vote anyway).
Jeru FC will be in the CoH unless Casari trips over a landmine and loses it's last two games and Jeru FC qualify somehow (with help from Maggie or the Goddess).
