Only participants in the Alliance of International Drum & Bugle Corps World Tour I have a voice here. If you participate in a future World Tour, you will be permitted to participate in future annual meetings.
This is OOC because, frankly, I don't feel like RP'ing Robert's Rules of Order.
As I see it, we should divide our rules up into three sets:
Performance rules--the actual rules of what equipment you can use in your performance, defining the field, judging system, timing, etc.
Tour rules--Rules and requirements for being allowed to enter into the tour
Bylaws--Rules for how the AIDBCA operates internally
I propose using the same set of performance rules for World Tour II as we used for World Tour I, without modification; you can view them at http://wikistates.outwardhosting.com/wiki/AIDBCA_World_Tour_I.
As for Tour rules, here is what I had in mind:
Any country may participate, whether it is an AIDBCA member or not, provided it has a bona fide domestic drum & bugle corps circuit (we won't expect people to RP their domestic circuit; we'll just take their word for it). However, once a country has participated in one AIDBCA World Tour, it must agree to join the AIDBCA in order to participate in future tours (membership will be automatically granted in almost any circumstance, but they must AGREE to it). If a country leaves the AIDBCA or refuses to join, it must sit out three World Tours before it can participate in another World Tour, and then must agree to re-join the AIDBCA after that tour.
Each country is allowed to send up to three corps to the World Tour. These corps must be corps that are otherwise active participants in their country's domestic circuit; "all-star" corps are not permitted
A corps may not participate in its country's domestic circuit in a year it participates in the World Tour
The lowest-finishing corps from each country at the conclusion of the World Tour will not be allowed to participate in the following year's World Tour, even if that corps was the country's sole representative. The remaining corps (up to two) may return the following year, at the discretion of the country's governing body
Each country may use its own method for deciding which corps to send to the World Tour, subject to the constraints above
The World Tour championship process will consist of three stages: Quarterfinals, Semifinals, and Finals. The precise layout and format of those stages shall be determined at the conclusion of the annual World Tour registration period, based on the level of participation in the World Tour.
Each corps shall participate in exactly ten World Tour competitions prior to Quarterfinals
Each country must host at least one competition in, or relatively near to, the home city of each corps it sends to the World Tour, known as that corps' "home show."
No more than eight corps may participate at a single World Tour competition, except Quarterfinals, Semifinals, or Finals.
Corps shall be assigned to World Tour competitions randomly, except that each corps will be assigned to compete at its "home show."
Countries that send corps (including non-AIDBCA member countries) shall be prepared and willing to host additional competitions apart from their respective corps' home shows in order to meet the requirement of each corps performing ten times, with no more than eight corps at a given competition.
A corps' placement at the conclusion of the World Tour shall be based on cumulative weighted medal count (gold=3, silver=2, bronze=1) as of the last competition BEFORE World Tour Quarterfinals. The tiebreaker shall be cumulative score across the ten World Tour competitions.
I think that's about everything I had in mind...if you've got suggestions or questions or comments, let me know...once we reach a final decision, I'll open up registration for World Tour II, to take place next month.
I also plan on modifying the scorinator, to eliminate the huge discrepancies that often arose between Individual and Ensemble scores within a single caption.
Also, for this tour I calculated scores for the first competition by making caption scores a random number in the range 55-60 for the strongest caption, 53-58 for the second-strongest caption, then 51-56, 49-54, 47-52. I plan to stick with that basic system, but for corps that participated the previous year giving them an added boost based on their final placement.
