CAFUNDÉU-SEPTENTRIONIE: the hosting bid for World Cup 41

That's it. We said that there would be at least one bid. Cafundéu and Septentrionia (also known as Oliverry) are proud to announce their hosting bid for the next World Cup:

---> Scorinator to be Used: World Cup 36 scorinator. Cafundéu used this scorinator in both WC36 and CoH31, and this scorinator was also used in World Cup 39.

---> Group Format (qualifiers): preferred number is of 10 groups between 8 and 10 teams. In this format, the best three countries of each group get qualified for the World Cup automatically, without the need of playoffs. With the current number of sign-ups being over 82, the expected number of sign-ups is currently 92 (10 groups of 9 nations).

Tiebreaking criteria, in order: points; number of wins; goal difference; goals scored; head-to-head results; playoff game.

---> RP bonus: using the WC36 scorinator, the RP bonus will be determined by two factors: the frequency of the posts and their quality (four levels of RP quality). The RP bonus works increasing a team's KPB points. The bonus can give more chances to weaker teams against superpowers, and can be decisive in close games.

---> Scorination time: the games will be scorinated in the time zone between 00:00 and 02:00 GMT (both hosts will scorinate at approximately the same time).

---> Previous Experience: Septentrionia, in its Oliverry days, hosted World Cup 26 and many other events (2 Cherry Cups, 2 Hockey WCs, 3 NS Bowls [Gridiron] and 1 Oliverry Cup). Cafundéu hosted World Cup 36, the BoF for WC34 and the 31st Cup of Harmony (also, hosted the 8th Women's World Cup). So, both are experienced nations in hosting.

---> Other Things: it is extremely easy to reach Cafundéu by plane or other means, as the country is really a good place for tourism. Also, the people there loves tourists (after all, they'll bring money to the country!). Also, visitors won't have problems in entering Cafundéu, as there isn't fear of terrorism or something like that. The same happens with Septentrionia, which welcomes warmly the visitors, without adding barriers to their entrance in the country. Although the country seems an island a bit isolated in the north of Atlantian Oceania, it wouldn't be difficult to reach it. Both countries are also very different. Most of Cafundéu is hot, and that's why its beaches are famous, while in Septentrionia the people face low temperatures.

So, why would they unite to make a hosting bid? First of all, there was the need of both countries to strengthen diplomatic relations. After all, it's a new market for Cafundéu and a good ally for Septentrionia. Besides that, there is a commercial deal involved. Cafundéu will use its strong economy to help improve the Septentrionia football and, in exchange, will receive large amounts of ice, to use in caipirinhas, to keep the beer cold and the meat cold while it isn't being used for making a churrasco.

Caf-Computers also had agreed to make a WC41 version of the well-known NSWC Manager game if the competition is going to be held in Cafundéu and Septentrionia.

Situation of Football Association in the country: Soccer is not the most followed sport, but is gaining in popularity, thanks to the hockey teams creating soccer sides. The broadcast of the World Cup (known as Coupe du Monde) on TVNord (The national State Broadcasting service) got some interesting ratings, but it's nothing compared to the ratings got for the World Cup of Hockey, hosted in the nation. The Fédération Septentrionienne de Soccer, the national organisational body, is hoping for the same thing to happen in soccer. The national team's relatively good showing in the World Cup Qualifiers for the 40th World Cup has brought faith in the eventuality that it might become one of the most popular sports in the nation.

As well, there is currently a Stadium-building craze in the nation. Everything started when CS Ourseville 1093 built their first stadium, Stade 1093. When teams used to play in municipal parks with stands being erected on one side of the pitch, teams have begun to build their own stadia since the level of development of the nation has risen. Stade 1093 was built in a collaboration between the FSS and CS 1093. It was built at a capacity of 74,000 people. The second such stadium was built by CS Sept-Onze, always in Ourseville. This time built in the Bostopian style, with 4 distinct stands, it can host 60,000 people. Stade du Dauphin is being renovated to bring its capacity from 10,000 to 50,000 people. Other stadia are being built all around the nation to bring it to level with the best leagues in the world, and with the Cafundelense help, that should even happen faster than expected.

Other information: Septentrionia is a socialist-enclined nation. In here, healthcare and education are free for everybody. Selling water is illegal, as it is considered as a common good for everybody to use. Industries are regulated so much that foreign companies are almost scared to invest in there. Soft drugs, tobacco, alcohol and gambling are fully legal, but strictly regulated so that no exaggeration occurs. For example, there are casinos, but they're run by the state-owned Société des Lotos Nationales (SLN). Socially, Septentrionia is a liberal country. Rights and Freedoms are the basis of the society here. That's why the State doesn't really make laws about the people. Well, aside from guns restrictions (prohibited, aside from policemen and hunters). Prisons are built for rehabilitation in mind, not coercition. Death penalty is not applied here, but robbing or killing will lead you straight to jail. The press is free, but a recently adopted law against any attempt to destroy one's reputation will lead the reporter to big troubles, including a job loss, a fine by the government and even jail sentences. The septentrionian government is a liberal democratic republic. Presidential elections happen at a fix day, every 4 years, where everybody over 16 may vote. The president is purely symbolic, as most of the powers are given to the Prime Minister and his cabinet, whose members are all members of the Parlement. These "députés" are elected using a mixed proportional representation/electoral districts system. The party or the coalition with the most members form the government, who can be defeated by a single vote from the parliament. There are also provincial governments which all have parliaments and institutions similar to the federal government's. As you can see, Septentrionia is a fully free and liberal democracy, but where businesses are fully regulated.

Transportation is easy in Septentrionia: Air carriers usually charge less than the market regulated price to stay competitive with the government-owned Air Septentrionie. Autoroutes are free to use, as long as you have a car. Public transportation is well developped and you'll regularly see people using it, especially in Ourseville and Septentrionalis, as getting from an area to another in these cities can be a nightmare, especially in a car. Bicycles are also a good way to get from a point to another, but you'll have to get one yourself as they're not available on rent yet. Septentrionians eat a lot from the sea, but also some Polar Bear, being very present in this northern piece of land. Also some fruits and vegetables, when available (only two or three months a year, but the recent improvements in raising them brings their consumption to almost all year long). The most consumed plate, however, is French Fries with cheese and gravy called Poutine (OOC: yes, rip-off from Québec). It's been popularized by a fast-food chain called Bouff'tout, who also serve hamburgers, breakfasts, sandwiches and, a new thing for this nation, steak, from the recently-imported beef. You're likely to get a varied nutrition when in visit in here. Some nations might find criminality a bit high, but the government is trying to rule that out, as new laws are being done. That's the consequences of having a "conservative" government in this traditionally left-enclined island.

Situation of Football in the country: Cafundéu's football is extremely developed. Since the entrance of the CCFM (Confederação Cafundelense de Futebol Masculino) in the WCC, Cafundéu's domestic football rose with incredible speed. From a average nation in domestic football, the country fastly built up a reputation in this area. Using the strong economical power of the country (one of the richest in the WCC - probably second just behind the UCS - or even the first, maybe), the CCFM started to buy foreign players to make the domestic teams stronger. Suddenly players from many powerful countries came: from Ariddia, Squornshelous, Wentland, Jeruselem, Capitalizt SLANI... soon the league was being called the best of the world by many experts. Now, with the rise of new strong domestic leagues, many people wonder if Cafundéu still retains this title, as leagues like C&M's and Kura-Pelland's seem stronger than ever, although the CCFM continues using the money that exists in the country and the support of big companies to buy foreign players, from countries like Candelaria And Marquez, Valanora, Vephrall, Kura-Pelland, Newmanistan, Bettia, Starblaydia, Dancougar, Yafor 2 and others. The current champion of the TQCC (the only international competition of domestic teams) comes from Cafundéu, and it's Petardos S/A, which has as key players the midfielder Laborious Hawk and the legend Lennie Newton (which is going to retire soon, unfortunately). New countries must be aware that they soon will be visited by The Scout...

About the National Team, it is another story of fast improvement. The first official competition of the National Team in a WCC event was in the Baptism of Fire, in which the country got the second place, after losing a final against a much weaker nation, that isn't anymore in the WCC. After that, Cafundéu made the fantastic achievement of qualifying for the World Cup in its first attempt, participating in the 32nd edition, winning a point in the group stages. After that, the country made good performances in the 33rd (3 points in group stage) and 34th (5 points in group stage, eliminated by Milchama in the second round), before failing to qualify for the 35th edition of the World Cup (winning the Cup of Harmony in that same year). After that, the country hosted the 36th World Cup (NT won 6 points in group stage, eliminated by Zwangzug in the quarterfinals) and participated in all the other editions: 37th (3 points in group stage, eliminated by Zwangzug in the quarterfinals again), 38th (9 points in group stage, eliminated by Az-cz in the second round), 39th (6 points in group stage) and 40th (3 points in group stage). The team was able to get into the top 10 in the KPB rankings once. Lately, Cafundéu is having some bad performances, and is desperately looking for a reaction.

Background Detail: Nothing too absurd happens in Cafundéu. But please note that in Cafundéu you'll have to pay for almost everything. You'll have to pay for the water, food, transport, products, to walk in the road, to receive an answer about something, to complain, to thank, and many other things. Cafundéu is also looking to profit in any competition, so any country with good economy is free to invest here or buy some of our products. Drugs are prohibited and the laws are very strict. The prisons are horrible and the prisoners live in bad conditions, but they have the right to watch the games in Carandirú City for free. Cafundéu's press is also very annoying, as they'll make everything to get some news. The government is an Empire, divided in states. The Emperor has many powers, but he divides them with the Counselor-Ministers (there are 20 of them). But the only Counselor-Minister that can disagree with the Emperor is the Head Counselor (because all the other Counselor-Ministers can be fired by the Emperor at any time). Also, as Cafundéu is a big country, it has been divided in 8 states, and each state has its Governor and Senators. Elections happen in Cafundéu, and the people elect the Governors, Senators, Deputies, Mayors, Aldermen and the Head Counselor.

About travelling, it's very easy to find planes going to Cafundéu. But, once inside the country, poor people will find many difficulties in travelling. To use the highways, you need to pay. To use the streets, you need to pay. About food, there are many restaurants that serve different kinds of food. But the common Cafundelense usually eats a lot of rice, beans, meat (especially this, visit a Cafundelense "churrascaria" to see it) and potato-related food. Criminality is average. You also will have to hear many beggars asking for help as you walk on the street.

City Detials: this city is known for its strange division of neighborhoods. Each neighborhood has a respective leader, which represents it in the city hall. And most leaders represent a family. These families are very powerful in the city and control almost everything. The city is very big, but has some old traditions that are still unchanged. The Arena América is currently considered the 2nd best stadium of the country, just behind the Obelisco Monumental. Many people say that you can see many UFOs in the sky while in Abadia, so the media call Abadia the E.T. city.

City Details: has the highest IDH in the country and one of the highest in the world. So, it’s considered one of the best cities to live. It has good security, education and healthcare, but nothing very interesting to tourists. The stadium was built to hold different sports, but became immediately famous for the comfort that it offers to the supporters. The Emperor himself likes to visit Lux, so he can see some games in this stadium.

City: Lasft
City Details: second biggest city of the country, Lasft is more beautiful than Cafundó do Juta, since it’s on the seaside. People from all around the world come to Lasft every year because of its marvelous beaches. It also is the headquarters of the CCFM, so most of the football-related decisions are made there. The stadium is the most beautiful of the country, with clean bathrooms and an organized restaurant, and the Empire doubled the number of seats for the World Cup 36, changing the appearance of the stadium completely. The number of seats was mantained this time, as it can't be expanded anymore. It’s also the capital of sports in Cafundéu.

City: Espinal
City Details: tourists come to Espinal because of its big local parties. As the city is located on the seaside, its beaches are much visited too, although the government has some problems with violence. The city is also respected because of its social programs, giving assistance to the poorer citizens, and is the home of the republican leaders. But the country isn’t much important for businesses. The stadium is considered a good one to play in, due to the good conditions of the field. The name is an homage to the old CCFM president.

City: Carandirú City
City Details: this city was very interesting in the past, but now it’s only used to hold prisoners. Cafundéu’s main police station is located there, too. It’s the prison city, but is very safe and has many exotic food shops. The stadium is located inside the main prison of the city, and most of the prisoners see the games, so, some players can have some problems in holding the pressure, as the prisoners usually like to shout at the players. Outside the prison, you can see some museums about the police and the prison.

City: Dunboor
City Details: this city is big, but it isn’t too visited by tourists, because of its very cold climate. But it’s good for the industry and has the biggest mines of the country. It’s jewelry and coal factories are the most important of the country. During the winter, it snows nearly everyday in Dunboor. The supporters there like to bring musical instruments to the stadium. It also has many theaters, and good plays are held there. The stadium is perfectly round and very beautiful. Was expanded, and completely changed. So, a city with love for art and music.

What about style modifiers?

It's no secret that I'm now convinced that they don't work as currently conceived, and that they work to the advantage of higher-ranked teams using high style modifiers.

While I won't actively vote against you if you propose to use style mods and you're the only bid (you've both proven your ability to host), I would vote to re-open bids in that situation.

Reg: Style modifiers will be used, indeed. So feel free to vote against us if you want. I'm just going to tell you, however, that styles modifiers are now an integral part of the World Cup and we're not going to change this.

LE: I don't think that nation enters this WC :p . Jk. Well, we'll be applying the usual penalty and claim that the ceased nation forfeited the game (so, basically a 3-0 win for the still existing nation and 3 points removed from the ceased nation)

Here's a scenario:

The Macabees - Septentrionia: 1-0

The Macabees dies and LE, the next nation to play The Macabees, gets 3 points because TM forfeited. This is an unfair for Septentrionia. I'm assuming that nations that played before the death of X nation will also get the 3 points back?

Also, as a general newb to this type of sports RP, could you further explain how you, specifically, will use the style modifiers and explain the scale.

About the RPs, most of the RPs will be put as level 2 or 3. A 2 would be a common short match summary, or a short/simple RP of other event. A 3 would be a long match summary with a good amount of information, or an interesting or long RP of other event. Length usually will be the factor that will separate 2 from 3.

1 would be those RPs that are too limited. Like you said, a poorly written reaction.

Only really impressive RPs would be put in the 4th level. Although the factor that separates 2 from 3 would be usually length, the one that separates 3 from 4 would be mostly the creativity.

About the style modifiers, the scorinator has a place for putting the modifier of a team. The scorinator doesn't put a limit (no minimum or maximum modifier numbers), but we will put a limit. The style will have to be between -5 and +5. Teams that don't post a style will stay with a 0 one. The modifiers work this way: a negative modifier will decrease the probability of goal of both teams, while a positive one increases the probability of goal of both teams too.

I don't know the exact calculations done in the scorinator, but it works this way.

But they haven't always been, and they needn't always be. Including something merely because its traditional when the tradition in question is actively working in favour of a small number of teams, alors, ce n'est pas juste, non? Style modifiers in their current form are broken, though feel free to convince me that your style modifiers work better than the NSFS style modifiers recently comprehensively deconstructed by Legalese in the discussion thread.


But, as noted, I'm not going to vote against you just because you use style modifiers if you're the only bid - I think that otherwise you'll do a fine job - I'll simply vote to re-open bids if you are the only bid. And I'll almost certainly lose that vote, but I think a small stand needs to be made against a statistical aberration that's hurting the tournament in the long run.

They'll receive the points back too at the end of the stage (after all the games), should the ceased nation doesn't get recovered.

City Details: capital of the country, is a big metropolis, with many things to do, many clubs, good nightlife and shops, and also many points for tourism. The police is well funded. The city is the most important for the economy of the country. It is the headquarters of the Bovacaf, Cafundéu’s stock market’s main building. The choice of the Rei Albieri Van Tocco stadium to represent the country capital surprised many supporters, who were expecting to see the Praça Maior again hosting. But the stadium gained new seats and is now with approximately the same capacity of the Praça Maior.

City: Porto Lacruz
City Details: an interesting choice for a host city. Porto Lacruz is one of the most visited countries of Cafundéu, and the number one for tourism. Its wonderful beaches became the dream of every rich traveller, who can stay in one of its expensive hotels. Apart from tourism activity, there isn't much to do in Porto Lacruz. It is really famous just because of it: beaches, women, parties at night, an excellent place to spend some time. It also is called the "coconut city". The stadium is big, but not so good.

City Details: another surprising decision of the CCFM. During the last years, the Aquário Nacional stadium in Submiria was considered untouched, a stadium that would never leave the list. But now, the flooded city (Submiria) won't have a representative. Instead, Ilha Eremita will represent the Coast State, a city located in an island, with some tourist activity but more famous for being the headquarters of the country's navy. The stadium is good, although needs improvements.

Toca do Tatu (Bola)
City: Central City
City Details: as the name says, this city is located in the centre of the country. It has one of the biggest airports of the country and has a chaotic traffic. As the city is located in an area of mountains, it has many tunnels. Its altitude is very high, so some players can have difficulties in playing in this city, as they can lose breath very fast. Central City is also a place where different cultures meet, so the scenery of the city can change suddenly, but it is a good place to buy a present, as there is a big variety of goods. The stadium is a completely new one, but has the same name of the old stadium, due to its similar architecture.

Training centres available for the World Cup: 16 of the teams qualified for the World Cup would have to play in Cafundéu to participate in the final stage of the competition. So, they'd have to have a good place to train while in the country. So, the CCFM, in a deal with the teams, could make many training centres available. If the WC happens in Cafundéu and Septentrionia, teams put in Cafundéu's groups will be able to choose their training centre, according to the group they're into (which would be explained further in the right time). 1- Daily? Well, I don't think so. I'll check before the qualifying stage, in the middle of it and in the end of it. The same in WC proper stages. We can also check when someone warns us about a ceasing too.

2- Maybe. I'll discuss it with Oli. -----> discussed and agreed. The modifier limit is now from -3 to +3

3- Try the referees, they're usually a good option. If not, check if any of the players of the opposing team is desperately needing some money... you'll see that this can work very well.

Of course not! We're really open for sponsorship from foreign companies, in fact we'd like to see this happening. After all, sponsorship generates money, and that's what the CCFM is looking for. The more, the better.

About sponsorship, there aren't exact "rules" about which companies can apply to sponsor the tournament. The necessary info is the name of the company, the area where it works in and its home country. It'd be nice too if you said the size of the company (big, medium or small), as there can be many sponsors and it'd be better to divide them in both size and area.

What's the importance of the sponsor? The importance is only RP-wise. Having sponsors provide more details about the competition and can be used in RPs. ICly, the sponsors also will be cited by Breno Gavião during his comments, and will be ever present during the WC updates (naming the WC prizes, the WC rounds...)

Star, in your post it seemed to me that you've wanted your sponsors to be the only ones in their acting area. Is that right? If this is so, that won't be possible. Canabrava Cachaça is already a sponsor and is a producer of cachaça, an alcoholic drink. Your company wouldn't be the only sponsor of drinks. Also, Penalty ME is a sponsor too, related with sports equipment. Ediraf would be selected to produce the equipment for the officials, linesmen and ball boys, but Penalty would be a sponsor too, although not offering the equipment.

I understand. If that's the case, there is no problem, they can become sponsors. Ediraf would surely be one of the main ones, due to its fame around the sports world. About breaking "alcoholic drinks" in different kinds: if someone wants to specify the drink that their company produces, it'd be great. But some companies make different kinds of drinks, so it's up to the company to present itself as producer of drinks in general or a specific one.

The organization prefers to have the SuperKolo brand as just a sponsor instead of a supplier, as there are many companies in this area. If no other cola company want to sponsor the cup, this decision can be changed.
