The Shadow Counsel

IC: Various reports are leaking out that the Shadow Counselor has finally decided that Their nation is ready to open its borders. Before this point, only neutral merchants were allowed past the gates of this country. All others either turned away, or in some cases, taken away by the Shadow Hands, the secretive division of the Counselor's Guard.
Now apparently, those unhappy days of a Xenophobic society that would shun any not of their own soil are over, with a new Embassy opened in the just allocated Diplomatic section.
The Shadow Council, the Capital City, is split into Districts according, to an extent, to what service they provide. These Districts are formed into semi-circles, with the Counsel Tower looming high above the city at its center. Then the prestigious Home District, Food, Office, Diplomatic and then Factory Districts spreading out around it, in that order. What is now called the Diplomatic District was once the Religious District. However, in the recent reform, all temples, churches and Cathedrals have become Museums and opulent condominiums, with the housing of any representatives who cannot find places in the Embassy in mind.
"Our economy is flowering, with independent companies increasing in size and popularity every day," says the Shadow Counselor, our nations leader. "Commerce is an all time high, and our military strength has reached proportions unheard of in our nations short history."
Outside the Factory area is what is commonly referred to as Shanty Town. A sprawl of shacks and huts belonging to lower, working class. Plans are being laid to demolish this black mark on the record of our great nation, and construct a second Home District where it lies.
And we come full circle back to the Embassy. The Embassy is a beautiful structure, with expansive gardens and more than adequate working and living space for any Ambassadors that arrive to represent their nation. More Embassy buildings are being contracted, with two already beginning to take shape. We hope that soon these will be put to use to unite the Shadow Counsel with the rest of the civilized world.

"Those who would aid Us in Our goal to become a world power, We ask that you send your Ambassadors and Emissaries soon, that treaties can be made with the future in mind. We offer this Embassy as a place of protection and peacemaking. Fill this form that We can begin."
