The Great Han Empire wishes to submit its bid for the 28th installment of the Baptism of Fire

Why?

The Han Empire has a natural aversion to certain things, namely numbers. In this case, we have a number that is divisible by 4, of which "death" is a famous cognate. However, the number itself - read in the old northern dialect (Mandarin) reads "er shi ba" - which can be loosely translated with some bad ears "A second try is good luck!" So we feel that this, our second try at a WCC-sponsored event, will be great for us and the world.

Who?

Me of course. Maybe I'll run with someone else, but I haven't received any invitations for a co-sponsor bid.

If you need proof of our capability to host a tournament, we do have a resume:

OFC Tournaments (will be going into our 5th season coming up very soon!)
Cup of Harmony 31 (with Cafundeu).

As a potential bonus (not for anyone in particular...), I will try to make the host's position more interactive with the participating countries. If anyone is familiar with the recent CoH31, they will perhaps remember the Group Draw. And yes, unfortunately, I don't have IRC, so it cannot be done live (unless someone is willing to go through the handles with me...I doubt it). But rest assured, the BoF will be fun and hopefully it will be educational as well (not necessarily in the way that you actually learn anything...). If there is any reason why any person believes that I am not capable of hosting this tournament (hopefully none...), please let know why you think that so I can at least make an effort to redress these issues.

Where?

The friendly monks and the Daroe Rama of Seojang Province have offered to host the Baptism of Fire with the Imperial Football Association of the Han Empire. The Group Stage matches will all occur within the confines of the newly constructed football fields at the Football Academy Complex at the Potala Palace in Lasa. The complex itself is set high upon the Tibetan Plateau (over 10000m in elevation), so the players will have to spend an extra week acclimating to the elevation. Nonetheless, the players will be fresh and invigorated for the elimination stages, which are to be set at the other National Academy sites - in Namgyeong, in Gwangju, in Malla, and in Jangjun. The final will be set for Hangyeong, at the newly constructed Cha Beomgeun Memorial Stadium.

How?

Scorinator is still to be determined but will likely follow the traditional NS Footy format. RP bonuses will be factored cumulative and weighed strongly (since there isn't much else to factor anyway). Placement in groups will be decided at random, with sequence preference directed to the sign-up order (that is, the order in which the countries signed-up will determine in what manner the order will drawn at random - if you need me to explain, I will attempt to do so...). The number of teams will be decided at a latter time, with a preference for multiples of 8, although any more or less at the time of cutoff will not be rejected solely because of convenience; we believe in giving all new participants an opportunity to engage in a preliminary tournament to get experience.

When?

Well, we haven't decided on a schedule (since WC40 isn't over yet...), but we will likely follow a simple format, as follows:

Day 1 - Group Draw
Day 2 - BYE
Day 3 - Group MD1
Day 4 - Group MD2
...
Day ? - Last Group MD
Day ?+1 - BYE
Day ?+2 - Second Round Match
Day ?+3 - Next Match
...
Day ?? - Final match

Basically, the Group Draw will be set at a certain time, and the Group matches will be played consecutively two days after the Draw. After the last Group Draw match, a resting period of one day will be allowed (mostly to get the scorinator into proper settings, but also to give the players a breather). Depending on the Group Stage format (that dependent upon the number of participant teams), there might be a rearrangement for the Second Round, after which, the BYE day after the last Group Stage match will be the Elimination Round Draw, and the subsequent day reserved as the BYE before beginning the second round. If this needs to be better elicited, I can be prompted to do so.

What if?

The Baptism of Fire is traditionally reserved for new teams who have absolutely no experience whatsoever. However, recent Cup seasons have proven to break a number of conventions. In an effort to address a number of these in advance, I will state my position on these issues and state my policy as a bidding host on the proposed resolution of these issues. Note that these are opinions and while are not likely to be shattered, careful and constructive debate can cause an adjustment in the policies to be taken in their insistence.

* "My country has never participated in the BoF! Can I give it a shot?"

--- Erm, yes. BUT only if you have absolutely no KPB points. And don't expect any consolation point for having participated in the World Cup before, even if you were a World Champion; the point of this tournament is provide an equal opportunity to new countries that constructively RP. If you have KPB points, you must forfeit them before entering the tournament.

* "I've got a puppet that's never participated in the BoF or the World Cup at all! Can I give it a shot?"

--- Well, I guess so. BUT only if that country doesn't have any KPB points (of course, if it's never played in any World Cup matches...). And again, don't expect any preference for countries that have participated in the World Cup - every participant in the BoF shall be weighed equally until they RP (and RPs judged by a standard to be set and never divulged).

* "There's a %$#^ who doesn't RP in my group, and he's winning the Group!"

--- And so... one of the many questions that has caused a recent stir. My policy will be to ignore the non-RPers, and let their luck continue to ride, because they still have the capacity to RP; there is no reason to punish a country that has the capacity to RP.

* "But he's gone on DEAT mode! CtE! WTF mate?"

--- Okay, in that case, I will abide by some conventions adopted by other members of the community in issuing a 80 point penalty for ceasing to exist during the BoF at the end of the group stage. If any countries cease to exist by the end of the tournament, I will make a personal recommendation to the WC Hosts to disallow any of the non-existing teams from the WC qualification tour. To ensure the fairest enforcement of this policy (which may or may not be perceived as fair at all), I will be checking the participating countries in advance of the BoF (by sending a TG to the respective countries), checking after the midpoint in the Group Stage (TBD), checking at the close of the Group Stage, and checking at the Quarterfinal Stage. Countries that have a high date count (i.e. NS shows that they've been away for so and so days) will be noted in a separate record, but as the countries are not penalized for not RPing (actually they are, but in a more positive manner via RP points), they will not suffer any negative effects.

* "Holy %$#^! I've just drawn into a group and we've all got the same exact number of points! Points!!!! How the %$#^ is that possible?

--- *sneezes* Bless me. Okay, so you're trying to get to the next stage, but you all have the same amount of points, and there's no real way to discern any difference among you? Well, this is where random really gets random, because we're going to have the Tibetan monks line up, assign each a team, and tell them to start blowing their horns. The ones that blow the longest are the winners of the group!

No, not really. First of all, what are our tiebreaking criteria?

(1) Points! (of course)
(2) Number of wins
(3) Goal Difference
(4) Goals Fielded
(5) H2H results
(6) Amount of tribute offer to the Emperor (which should be zero, because of the Empire's policy of rejecting tribute)

If all else fails, we'll reserve a sudden death round between the teams and somehow arrange the teams in a manner that separates the teams on the field. If after a sudden death round we still can't get it (i.e. the PK round will last to eternity if we try it...), we'll draw random lots, and use a lot of crayons doing it. But honestly, we'll have the draw. Teams will face each other in sequence of alphabetical preference (i.e. A team plays B team | D team plays G team | Ro team plays Ru team). This policy is flexible nonetheless and hopefully will not be necessary.

* "Are media reporters allowed? And fans?"

--- Well, you can buy reporters from the Han, and fans are pretty cheap too, but you're welcome to bring them. The Football Academy complexes are not completely closed to the public (in fact, they are public grounds on generously donated private property...); we'd just ask that you clean up after yourselves.

Oh, and behave too! The mob has considerable power away from the cities (although a city devoted to Buddhist ideals is not considerably bad considering the alternative locations). Oh, and if you're looking for other things to do while staying here, there's the mountains to the south, the whitewater to the east, the deserts to the north, and the plains to the east. Of course, we recommend that you find a Han sponsor to help you during your stay, since it's the safest and cheapest way to stay in the Han Empire (all football clubs and their associated personnel will be accompanied by Han guards - and no, your 50000-member football fan club is not included in associated personnel).

--- Well... if I didn't get all of the details, it's probably because I didn't imagine that it would be a problem. If it is a problem, ask the question and I'll try answering it. Besides, if you're looking for FAIL, they're somewhere in Yafalonia and Bazor 2, or somewhere else...


FYI, if you have problems with the format of this tournament, please use this thread to iron them out. If you have problems with opinions, please find another thread (preferably in NS General), because this is not a debate forum for opinions.

The new Academy of Football in the Han Empire is set to be the primary staging area for the Baptism of Fire. Complete with 8 fields available for use - each with a spectator capacity of approximately 10,000 - and a principal football field, with a spectator capacity of approximately 34,000, the Academy Grounds have plenty of training fields available for use by any and all of the visiting teams. The fields are arranged aesthetically in circular formation around the principal stadium, in a similar as shown in the Yeok-gyeong (I-jing (http://www.rightreading.com/yi-jing/trigrams.jpg)) In the shadow of the Potala Palace, teams and players will also have plenty of opportunities to see more than just football and explore the neighboring communities.
