Meanwhile, at Zhamssassar...

Navarrone waited patiently. The bunker in which the meeting was to take place was already thick with smoke, Sheikh was smoking pack after pack. He was anxious. He understood fully what the ramifications of a war such as this were, and he didn't like it one bit. After awhile delegates from both of the warring parties arrived and sat at opposite ends of the long conference table. Navarrone, obviously seated at the head of the table, pushed his ashtray to the side and looked at both of his guests carefully.

'You.' said Sheikh sternly. 'What is going on here?' he asked like a scolding father.

Khan Alexandria looked at Navarrone. " I like to explan that The Terran Federation has attacked us, we were building a Colony on The Planet Mordor whne The Terrans attacked it. All Because he thinks we are building a Superweapon against Him."

Navarrone's eyes drifted towards the Federal delegate. 'Is this correct?' he asked politely.

"This would indeed be true, mister Navarrone. However, the source of the intelligence regarding said weapon is very reliable."

Stepping calmly into the smoke filled room, the Avatar took it's seat at the table.

I apologise for my lateness. I am Harbinger of Terminal Inconvenience, and have been appointed as representative of the Otagian Regency. The Chronosian Imperium, a neutral third party in this event, was provided with information (http://forums.jolt.co.uk/showpost.php?p=13585245&postcount=11) regarding said weapon by the Hyperborians, which it kindly forwarded to the galaxy at large. The message is genuine, our forensic cryptographers assure you. The message contains numerous known hallmarks of Hyperborean communication systems, and it's origin point has been determined to be within Hyperborean space. Acknowledging these fact, it is a perfectly acceptable casus belli for any reasonable sentient."

"the Weapon is not real, It was bait for a Trap for Chronosia." She soon pulled out a Holoprojecter. "This is what We were in fact building." the Hologram appered and show a Mecha, a Giant Robotic Two headed Chinese Dragon. "Our first Anti-Titan Weapon, The Dairyuujin-Kami. It can't destroy a Planet unless you had trillions of them, and there isn't enough Metal to build that many in the Universe."

Navarrone read through the message and let out a deep sigh. 'Well, that's some pretty damning stuff.' said Sheikh in a solemn tone. 'However, the Aumanii military often conducts field exercises. And in most of those instances, against a force designed to simulate a likely adversary. Just because the Hyperboreans have created a weapon that is designed to destroy a likely adversary's defenses, doesn't necessarily mean there is any imminent danger to the Federal Union. I'm sure the Otagians do the same, just as the Federals and any other nation with an armed forces as well. What I don't understand is why the first instinct of the Federal Union was to draw weapons as opposed to confronting the Hyperborean Empire with this evidence and trying to talk it out.'

Navarrone lit another cigarette hastily before continuing 'But really, it's not my interest how this thing started, but how it can end. The belligerants can choose to fight this out and win glory at the expense of sentient life. Or they can talk out this problem now and find some sort of amicable solution to this entire thing.'

Sheikh took a long drag from his smoke.

'Call me a humanitarian.'

The Avatar cocked it's head at the dragon... thing.

"How delightfully tacky... Regardless of whether the Hyperboreans possess the weapon, they deliberately provoked an attack by the Terran Federation and it's allies with their alleged lure. After all, what purpose would it serve the Chronosian Imperium, no friends of my Terran compatriots, to assault this world? It was far more likely that the Imperium would merely forward the information to the Federation in order to garner influence amongst the Terran ranks, and indeed this is what occurred. In addition, the choice of the Federation as the fictional target of this attack is highly suspect. Why not choose a close ally of the Imperium? Or why not Chronosia itself? Are we to believe that the Hyperboreans believed that, when this information was inevitably leaked, the Federation would take no action to defend it's homeworld? To believe that any rational being would delay in countering a direct threat to it's very existence by wasting time with frivolous banter with a power that has shown nothing but hostility in the past? To think so would be foolish."

The Avatar paused for a moment, glancing at it's Terran counterpart, who nodded.

"As for a peaceful solution, we would readily agree to one. Our terms are thus: the Hyperborean Empire will relinquish all holdings and their current inhabitants to the Terran Federation, to do with as they please. The Hyperborean Empire will surrender the planets Tankai and Jalbam, along with their current inhabitants. The Hyperborean Empire will pay reparations to the states and families of those injured either bodily or fiscally by their commerce raiders, to the sum of five million Otagian Nuyen per loss of life, and a three-to-one ratio for fiscal damages. Finally, the Hyperborean Empire will formally agree to cancel all hostilities, present and future, against the Terran Federation and it's allies. In return, the Hyperborean Empire will be allowed to continue it's existence."

"We will never agree to those Terms, Since The Terrans are a Dishonorable race." Alexandria said, "As for Chronosia, why would he, a worshiper of Chaos, help a nation that doesn't?"

'I don't think these demands are very acceptable. In fact, they're so unreasonable that I don't believe you guys are really taking this seriously at all.' said Sheikh dejectedly. 'If this conflict was about self defense, what's with all these demands for territory? It makes no damn sense to me. Reparations for what? The daily lives of the citizens of Mordor, Tankai and Jablam have been turned upside down by this whole thing. And for what? How many nuclear weapons does the Federal Union have? How many other exotic weapons do they have in their arsenal capable of destruction on that scale? Your argument falls flat, comrade. You're infringing on the Hyperborean's sovereign right to defend itself. Testing and video taping the detonation of a weapon for demonstration purposes doesn't really stand out in my mind as an act of war. This is just a knee jerk reaction to a Federal inadequacy in regards to weapons manufacturing.'

Navarrone leaned back in his seat, scowling at the Otagian. 'You're both setting a very dangerous precedent. One that may come back to bite you and the Union in the ass. If you guys are allowed to pre-emptively strike a nation for maintaining a strong armed forces, what's to stop someone from doing it to you?'

Navarrone gestured to the Dragon with his cigarette, 'If this thing sets you guys off, you better get rid of every single weapon in your nation now. Because if this is grounds for war, what's next? Kitchen utensils?'

"Dishonorable how? You are the ones that have lied your way into your current position, after all. Where is the honor in provoking the aggression of the Chronosians? Where is the honor in risking the lives of a planet full of civilians to Chronosian virus bombs just to test a single weapon? As for the Chronosians, perhaps for the same reasons they are allied with a number of nations that are not. The Otagian Regency. The Republic. The Ilë Sornë. The Realm. The Sskiss. Shall I go on, or has my point been sufficiently illustrated? The Chronosians are power-brokers, schemers, gatherers of favors. It is in their interest to cultivate as many markers as possible in order to further their own schemes, markers such as that the Federation seemingly owes them now."

"Hardly. The Federation received a copy of a message containing not only news of a weapon in the possession of the Hyperboreans, but one that was explicitly designed to be used against their capitol, with strong implications that it would be used to do so. If a pistol is pointed at your head by a madman, do you stand there grinning as you ignore its existence, or do you strike before the gunman can fire? The actions of the Federation and its allies are completely within their right to continued existence, or as you put it, to self defense."

Testing and video taping the detonation of a weapon for demonstration purposes does really stand out in my mind as an act of war.
"If it were merely testing and recording said detonation, there would be no conflict. But to threaten the use of such a weapon during a period of already heightened tensions due to the Hyperborean governments childish antics and expect no armed response is simply idiocy!"

'Are you going to sit here and tell me none of your military doctrines are geared towards defeating a certain opponent?' Navarrone said with an incredulous grin on his face. 'You'd have to be joking if you said none of your military equipment or weapons were designed to defeat likely opponents. Once again, I can't go along with your argument. It just doesn't make sense to ignore potential enemies and, like you said, pretend like a madman isn't holding a gun to your head. We're both leaders here...and I'm a military man by trade...cut the shit. You have to be pulling my leg. Because I cannot believe you can actually come to my house and tell me these things like you actually believe them. I maintain that this is a dangerous precedent.'

Navarrone finally extinguished his cigarette. 'If the issue is weapons of mass destruction, like you have so readily explained, I have a few suggestions that may solve the issue. First off, the colony of Mordor is entirely demilitarized. The Federal reasoning behind the annexation was to prevent its use as a base against them in the event of war. I understand that. But as my first suggestion I'd like to put forward the notion that a multinational peacekeeping force be deployed to Mordor and Federal troops be withdrawn.'

Navarrone could hear the sounds of disapproval already.

'Secondly, a ceasefire should be called immediately. At which time a neutral multinational investigatorial team will be sent to the Hyperborean Empire to search for weapons of mass destruction...also, one could assume that if there are any such programs actually in place, they be discontinued.' Navarrone shot a knowing glare towards Khan Alexandria.

'Observers from the Federal Union and any other nation may accompany the investigation and record their findings for their own records.' Sheikh exhaled deeply, expecting a flurry of disapprovals and condemnations. Because he already knew in his mind what was going on here. There was no fear of an extermination scale event, none at all.

'This sounds like a very fine solution, don't you think?'

Mike Logan sat back in his chair, he wondered what arrogant stupidity the aumani, delegation had in store, and never the less he waved his hand over his other one on the table his eyes locking on the arguing delegates back and forth. He replied his voice reserved, yet strong but not so much loud his pressed suit was rather well ironed.

“The simple fact remains, the steppe empire provoked the attack, we simply wanted to remove the threat of a forward base, and since steppe has a history of unwittingly attacking nations at a whim, we believe our action was justified.”

He coughed a bit folding his rough hands in to a ball as he sat up from the chair, he shoot a rather deep seeded dead eye look to the aumani.

“I know exactly what your people want, but with all due respect, you are making gross assumptions on a situation you have no business being in, you have been played a fool the steppe machine, the Terran Federation seeks to set an example. We do not wish to take over the entirety of the steppe empire, but make them learn not to mess with the UTF or its allies, and you will not stand in our way.”

He said it with a reserved yet harsh tone, almost staring down the toughness of the “scolding” he was given, in his mind he could deal with this situation in several ways, tough talk, concede, or stall until the operation was complete.

"Again with these words of honor, from a race of liars and cheats, words of evil from warmongers and tyrants. You are outnumbered and outgunned by vast margins, yet you continue this irrational and suicidal path. I try to let your kind survive without further bloodshed, yet you demand that we slaughter you to the last."

The Avatar turned to the Aumani mediator.

"Ah, a military man you say? Tell me, who knows war better: the soldier, who chooses his profession on a whim, then retires on the same; or the weapon itself, created for war, perfect in it's lethal nature and honed to a killing sheen? I am the Harbinger of Terminal Inconvenience, an Achilles class corvette. The body you see before you is a Herakles Mk. IV Combat Avatar, equipped with vasers, microdrones and, my favorite, a conversion generator, capable of being overloaded at a whim, with a dialable yield of up to fifty megatons. If I so wished, I could destroy this room and it's occupants, and reduce anything within a hundred kilometers to ash and slag."

The Avatar sat back in its chair, tenting it's fingers before its blank flowmetal face.
