World Cup 40 Referee Thread

Every major football tournament requires referees, and World Cup 40 requires some! If your nation has credited football referees that you would like to be eligible to take control of World Cup 40 Qualifying Matches, please post them in this thread.

The top-performing referees will be selected by the hosts to take control of the 40th World Cup Finals. You do not need to be entered in the 40th World Cup to be allowed to submit a referee. When submitting your referee, please include a two-digit style ranking, such as 4:7

1-9 for the first number: meaning how closely the referee follows the written laws of the game. 9 is very strict, 1 is very lenient.

1-9 for the second number: meaning ability to call a match fairly / make the right calls based on their previous style - 9 being Fairest, 1 being Unfair/Bad Calls.

If you have any special notes about your referee(s) that may be relevant to roleplayers, such as they dislike a type of foul, or if they are bias towards specific teams/players/nations. Please try to keep them short.

Joan Jacques 5:9 A little French female referee who only calls what she thinks is worh calling. She's a bit lenient as she's a bit lazy on marginal calls.

Bob "the Bastard" Jones 9:3 Some idiot who ruins good football games. The only ref in Jeruselem who got punched out by Kate Dallas.

Yibbie Yose 5:5 Failed football player who became a ref. Likes a flowing game with few calls.

Daveed Limbader 1:9 He feels like every game is different and that the laws make everything too strict. However, each game should be governed by it's own unique unbendable code.

Cafundéu's top 5 referees:

Alceu Braga Mendes (7:9)
Linesmen: Natália Gomes (6:9) and Olívio de Barcellos (7:6)
Style: likes to show that he is in the command of the game since the start of the first half. So, if someone starts discussing with him or making provocations or fouls in the beginning of the game, will probably receive a card. But, after he controls the game, he'll let the game flow in a good pace, only stopping the game in dangerous fouls. He also trusts his linesmen, so will accept most of their calls. He is a calm person, who doesn't get nervous with coaches or players. Is bald and has good speed.

José Eduardo Carrasco (9:6)
Linesmen: Mauro Henning (4:7) and Tarcísio Ananiel Nussuarena (7:7)
Style: Carrasco is a referee that doesn't like to see anyone arguing with him. If a player complains, he'll receive a yellow card. If a coach complains, can be sent off. Violent fouls and slides can result in an immediate red card, an involuntary handball inside the area will result in a penalty. He has a huge knowledge of the rules and will follow them strictly, and won't let the players try to command the game. Has good positioning, so will be close of most plays. Has average confidence for his linesmen.

Márcio Plenário (5:8)
Linesmen: Anita Linhares (3:8) and Renato Santiago Kasten (8:6)
Style: many people doubt Plenário's ability, together with the ability of his linesmen, the beautiful and young lineswoman Anita and the intelligent Kasten. Plenário's style changes with his mood. In one day he can be extremely calm, listening to the complaints of the players and not stopping the game very much, but in other day he can be extremely difficult to deal with, showing cards to anyone and making controversial calls. He trusts Anita, but has some doubts about Renato.

Fábio Luís Miykazashi Schneider (6:7)
Linesmen: Guilherme Barbosa Zanin (7:7) and Ed Banana (1:9)
Style: this referee is one of the most respected from Cafundéu, thanks to his balanced style that mixes knowledge of the rules and good interpretation of them. A calm referee, will only show cards in really violent fouls, and will let the players complain (although it won't result in nothing). Usually has the control of the game, and doesn't lose it. He knows when to stop a play, so is a good choice for games between rivals, when there's a lot of pressure. Zanin is balanced like him, but Banana... is a crazy linesman.

Colonel Francisco Murchid Fatah (9:8)
Linesmen: Henrique Moreira Diani (9:4) and Wilson Jette (9:6)
Style: strict but efficient. For Fatah, the rules are laws, and must be followed. Complaints will result in yellow cards, explosive complaints will result in red cards. Can order supporters to leave the stadium, send ballboys off, anything that can violate the rules will be removed. His linesmen are like him, extremely strict, but have less quality than Fatah, who at least makes good calls. Not a good choice for calm games, as a referee like him isn't necessary in this kind of game.

Garth Valxen (8:3) - from Wentland
Linesmen: Erik Marshall (5:5) and Raddent Lukstef (7:8)
Style: Valxen is known as the "worst nightmare of the Cafundelenses", as he was the one that whistled the game in the World Cup 35 qualifiers that eliminated Cafundéu and ended in a brawl (he had to end the game before the 90th minute). Since then, was involved in many controversial calls, mostly in games involving Cafundéu (the CCFM hates him). But is a famous coach, good with rules, but that doesn't resist to the pressure. Good for controversial games. He is bald and a bit overweight.

Father Lucas the Fair One (9:9) - from The Archregimancy
Linesmen: Fr. Bartholomeu with Good Vision (9:9) and Fr. John the Rule-Follower (9:9)
Style: considered a nearly-perfect referee (perfect by some experts), Father Lucas is extremely strict, following the rules closely. And it's difficult for him to make a mistake (I've never heard of a mistake of him). Extremely fair, calm and good with words, knows how to deal with players and coaches, and how to whistle a game. Likes to talk to violent players, trying to make them apologize for their errors. Before and after the game, he prays. His linesmen are excellent too.

Pai Fagundes de Xangô (2:8)
Linesmen: Seu Jorge (6:6) and Severino Chiliquento (8:7)
Style: Pai Fagundes de Xangô is an Umbanda terreiro leader, one of the most respected religious leaders of Terreiro de Ogum. He is very fair, and knows when someone plays fair or not. He doesn't have a good physical condition, but his spiritual strength helps him to gather the energy to whistle during a whole game, thanks to Xangô!

Salvador Necchi (7:7)
Linesmen: Porteiro (9:5) and Portela (8:6)
Style: Necchi is a guardian of one of the most influential terreiros of Terreiro de Ogum, the terreiro of Mãe Naninha de Dividim. He is good at using the rules to make the right calls, and is praised in the country for his good performances. His linesmen are terreiro guardians too, the brothers Porteiro and Portela.

Professor Lúcio Gimenez (8:5) - from the Landau Institute (LID)
Linesmen: Doctor Cristina Bueno (4:6) and Doctor Marcos Farías (7:8)
Style: very intelligent, remembers of all the rules, but has some difficulties in adapting them to the different situations of a game. He is also a very good doctor, especially in the area of physical injuries, so he can help an injured player. His assistants aren't very experienced, and this can be a problem too.

Graeme Toll 9:1, For some reason is regarded by football authorities as the best ref around. Fans, players, and managers however seem to disagree, many thinking of him as an attention seeking wanker. Occasionally forgets that two yellow cards should be a red.

Alan O'Myre 1:4, A drunkard, is never seen refereeing without a hipflask, O'Myre is in reality a rugby referee, who has no idea of football's rules so generally plays to rugby rules.

John Gentry, 9:9, Is from Swinedon and therefore hates the rest of Sorthern Northland, so if he is refereeing a game which could affect SN he is sure to be biased to the team for whom a win would be a disadvantage to Sorthern Northland. Will send players off if they come anywhere remotely close to questioning his decisions or back chatting him. Unless they are from Swinedon.

The Empire shall be sending a crew of some of the most well known referees in the homeland. Well known, not necessarily for good reasons.

Kyle Lewis (7:9) Respected by pretty much all players and coaches in the Empire, as he goes by the book. Though if something didn't impact the play, he can let something slide. What he does call though, when the game is over, players and coaches generally look back and agree with his judgement.

Jason McElroy (6:4) Goes with the flow of the game. If its physical, he calls a lot, if its not he really just lets them play. Though he seems to enjoy calling fouls against the home team for some reason. Visiting teams tend to like hearing he's going to do their game.

Bart DeGrace: (5:3) Also nicknamed "Disgrace". He gets a five for the first number because he is very inconsistent. Some days he calls everything, some days he forgets he has cards in his pocket.

Garth Valxen: 7-5, known for controversy in Cafundeu games (I think 8-3 was how he used to be? He's got better since).

Pat Elms-Lester: 8-9, very strict but known for his fairness, has a military bearing befitting his status as a former colonel, pencil moustache and crewcut, tall and thin. In his early 40s.

Mr. J. W. Grace - 6:9 - A referee from the 1880/1881 Association Football League season of Bostopian football. He threatened to smoke his pipe inside Heartwick House until he was given F.A. approval.

Graham Jackwick - 9:9 - The perfect referee in the eyes of the F.A., though the fans tend to dislike what they see as nitpicking, blowing his whistle significantly often.

Peter Hurst - 8:7 - One of the more popular referees, Hurst tends to play the game to the book, though tends to ignore goalkeepers who go down in the area from a little bit of contact. Hurst is very strict on carding players, sending off two players so far this season for two bookable offences within the first ten minutes.

Fr. Athanasius the Jurist 9:8
Like virtually all Archregimancy international referees, Fr. Athanasius is scrupilously strict and utterly fair, following the letter of the law. His 8 ranking for fairness merely reflects that despite a reputation for fairness, he's statistically ever so slightly more prone to showing yellow cards to Catholics.

Fr. Sophronius the Merciful 6:9
Fr. Sophronius takes the laws of the game very seriously indeed, but where some of his fellow Orthodox referees might show a straight red or yellow, Fr. Sophronius might just let a player get away with a mere free kick the first time so long as the offending player shows genuine contrition and remorse for his sin. But at least he's fair about it.

And granting Caf's Archregimancy referees official status, but de-lusophoning their names:

PRESS RELEASE
LA LIGUE PANTOCRATORIENNE DE FOOTBALL

In the Baptism of Fire cup match-day eleven match-up between the Pantocratorian Peacocks and Terreiro de Ogum, referee Edmund Lassani issued a red card to Monsieur le Vicomte de Verdeflotte-sous-Montmanuel. Monsieur de Verdeflotte-sous-Montmanuel had just been fouled by an opposing player, and was angered by the deliberate nature of the foul, leading him to employing a stern tone of voice in addressing opposing players, who were jeering him after the foul. Whether as a result of misunderstanding, poor hearing, or deliberate misconstruing of the stern language, the referee issued a red penalty card to the Pantocratorian captain. This decision had an untold impact on the outcome of the game and a devastating impact upon player and fan morale. Additionally, the decision is a profound slander upon the reputation of Monsieur de Verdeflotte-sous-Montmanuel, who is a gentleman and a sportsman of the highest calibre and moral integrity.

The Pantocratorian Football League will be demanding that referee Edmund Lassani be prohibited from further involvement in any match in which the Pantocratorian national team takes part in the 27th Baptism of Fire cup, and expresses serious concerns about the prospect of him serving as a referee in World Cup XL.

Miika Rikelainen 9:8
Very strict, follows the play closely and consistently books those she thinks are diving. She often considers a team as a whole when deciding what warrants the first yellow. If two players have made bad plays and gotten off, the next one to put a toe out of line is likely to get booked.

Fjotried Arnesson 5:9
Much more lenient than Rikelainen, likes the game to flow. Plays advantage a lot, allowing the attack to break down before he sees fit to stop play. Very consistent in his rulings.

Peter Hanson 8:7
Hanson is quick with the whistle, but slow to reach for his pocket. He will take a moment to talk to players to try to keep control of the match. However, once things get out of hand and he's forced to book somone, the cards can come fast and furious.

A huge disciple of the let-them-play-to-the-point-of-bodies-strewn-about-the-pitch school of refereeing, Pinaknayan is one of the most hated sports figures in the Pazhujeb Islands for the scarcity with which he produces yellow and red cards. Hot tempered and judgmental, he is not beyond giving away a foul or two, but will only show a yellow on rare occasions, and even then, it will be for dissent, or someone has simply pissed him off. He often will arbitrarily call fouls simply because he doesn’t like supporters’ chants in the stand.

Even more lenient with his refereeing than Pinaknayan, but considerably less hotheaded, Khapjana is very fair but conservative. For every offside call a defense will scream for and not get, the opposing side will have an equally valid complaint. Khapjana is obsessed with being invisible. He is, at least when he referees Ivheshbu A matches. While Pinaknayan has a nation-wide reputation for letting obvious fouls go, and unfairly so, Khapjana calls even less, averaging a microscopic 3.2 fouls called per game and 0.3 cards per game, for both sides combined.

Many people suspect that the Holy Empire doesn't always understand Ordinary Reality. Their single representative on this year's referee panel won't change anyone's mind.

Jorge Botaniates: 9/1 Excessively follows the letter of the law, and is liable to show a red card for the mildest of infractions; he easily holds the record for the number of Imperial League matches called off due to excessive sendings off. Mr. Botaniates is also wildly biased against ninjas, porn stars, any team that wears blue, stripes, or green, and any players with blonde hair, or who were born on a Tuesday, and he refuses to referee during a full moon (or your reality's nearest equivalent).

Other than that, he's a splendid chap.

The Valerian Empire has a few refs. Three, actually. The one calling the matches on home games is usually drawn playing Rock Paper Scissors.

Platon Gerasimov: 7:1
An avid fanatic of Valerian football, Platon Gerasimov is likely to make rather shady calls in favor of the Boyars. Usually seen drowning in wine after matches, his days with VIFA as an official referee might be numbered if he doesn't shape up and sober up.

Kwanghae Mun: 6:5
Or Mun Kwanghae. A Valerian-born Korean with some taste for football. He has a tendency to be lenient, since he hated strictness when he played junior league football. He is still quite young, too, at 20. He might possibly join a football club in VIFA not as a team ref but as a player and aspires to join the national team someday in the footsteps of fellow Korean-Valerian Dimitri Kim.

Aristoteles Kantakouzenos: 8:7
Aristoteles Kantakouzenos is perhaps the strictest of all the referees in VIFA. He follows the doctrine of football almost as a religion word-for-word. He is quite violent too, often causing a ruckus and occasionally roughing up players. At least he makes fair, good calls most of the time. Often mocks Platon Gerasimov when Gerasimov is refereeing.
