TWO EMPIRES HOSTING BID - FOR THE 31st CUP OF HARMONY

Bid Details

1- Scorinator to be Used: World Cup 36 scorinator (the one that is being used in this World Cup too [39]).

2- Group Format: depends on the number of countries selected. These are the most probable (and possible) scenarios. We'll invite countries that have RPed in the qualifiers. The invited countries that wouldn't like to participate will have to TG me or Dae (like what happened in CasaNova CoH 30 competition):

20 countries: four groups of 5, teams play each other once, best 2 of each group advance to quarterfinals.

24 countries: four groups of 6, teams play each other once, best 2 of each group advance to quarterfinals.

30 countries: five groups of 6, teams play each other once, best 3 of each group advance to oitavas-de-final (second round). Best 4th placed advances too.

Tiebreaking criteria, in order: points; number of wins; goal difference; goals scored; head-to-head results; playoff game.

3- Knockout Round: draw with teams divided in pots according to performance in group stage (1st against 2nd).

4- RP bonus: using the WC36 scorinator, the RP bonus will be determined by two factors: the frequency of the posts and their quality (four levels of RP quality) - the two most important factors that will be counted to give a RP a good level of quality will be length and creativity.

The RP bonus works increasing a team's KPB points. So, although the number of points added depending on the factors will be the same of the World Cup, the RP bonus will have more importance than in the WC, as the countries involved in a CoH usually have less KPB points than a country in the WC. So, the RP bonus will represent a higher percentage of a country's KPB points in this CoH than in WC36, for example.

5- Scorination time and schedule: the games will be scorinated at approximately 23:00 GMT, with both hosts scorinating at approximately the same time (probably Cafundéu first and Daehanjeiguk after ).

The schedule of course depends on when the vote to choose the host will end. The first plan is to open the CoH thread and send the invites after the end of the qualifiers (if not possible, after the WC group draw). Then, the CoH would start after the group stage of the World Cup. The schedule will be posted together with the CoH thread, and will be followed strictly.

[B]6- RP Background: Cafundéu and Daehanjeiguk have lots of stadiums ready to be used in a Cup of Harmony (as Cafundéu hosted World Cup 36/BoF for WC34 and Daehanjeiguk hosted the Oriental Cup). Besides the stadiums and country details, both countries are ready to interact with the other countries in RPs.

The countries have different cultures, so the experience of being in one of the countries is probably completely different from the experience of being in the other.

Cafundéu's main interest is to profit with the Cup of Harmony, with sponsorship from private companies and increase of tourism. Yes, we want you to spend your money here.

[B]7- Other Things: this CoH can be a chance to give Daehanjeiguk some experience in hosting a WCC-sanctioned event, and to give Cafundéu the chance of hosting a competition that the country haven't hosted before.

Two points of the bid: first, there will be a lot of information about the schedule of the cup, and much information about stadiums, cities, etc. Second, the hosts promise few to none (I just won't post the word "no" because emergencies can happen) delays in scorination.

Stadiums Used: Cafundéu has many stadiums that are in good conditions to be used. But, as these stadiums are located in big cities and are the best of the country, the CCFM decided to use the same 12 stadiums that were used in World Cup 36:

Praça Maior
City: Cafundó do Juta
City Details: capital of the country, is a big metropolis, with many things to do, many clubs, good nightlife and shops, and also many points for tourism. The police is well funded. The city is the most important for the economy of the country. The stadium is very nice and has excellent infrastructure, and is often used for other events, as shows. It is close of the Bovacaf, Cafundéu’s stock market’s main building.
Climate: warm and wet(high rain probability).

City: Elville
City Details: a peaceful city, with few high buildings and many farms. But its citizens love sports. There you can buy some homemade products, like desserts and craft. The citizens of this city are very nice and most of the population live in the rural zone. The stadium is good. The city’s environment is protected by the government and its citizens are very linked to the nature, and have a good relationship with wild animals.

Arena América
City: Abadia
City Detials: this city is known for its strange division of neighborhoods. Each neighborhood has a respective leader, which represents it in the city hall. And most leaders represent a family. These families are very powerful in the city and control almost everything. The city is very big, but has some old traditions that are still unchanged. A new stadium (one of many Arena Américas of the county) will be used to hold the games. Many people say that you can see many UFOs in the sky while in Abadia, so the media call Abadia the E.T. city.

Olímpico Imperial
City: Lux
City Details: has the highest IDH in the country and one of the highest in the world. So, it’s considered one of the best cities to live. It has good security, education and healthcare, but nothing very interesting to tourists. The stadium is new, built to hold different sports. The Emperor himself likes to visit Lux, so he can see some games in this stadium.
Climate: cold and wet(medium rain probability).
Stadium Capacity: 80,000.

Obelisco Monumental
City: Lasft
City Details: second biggest city of the country, Lasft is more beautiful than Cafundó do Juta, since it’s on the seaside. People from all around the world come to Lasft every year because of its marvelous beaches. It also is the headquarters of the CCFM. The stadium is the most beautiful of the country, with clean bathrooms and an organized restaurant, and the Empire doubled the number of seats for the World Cup, changing the appearance of the stadium completely. It’s also the capital of sports in Cafundéu.
Climate: hot and wet(medium rain probability).
Capacity: 220,000.

Estádio Erasmo Carlos Jowenguard
City: Espinal
City Details: tourists come to Espinal because of its big local parties. As the city is located on the seaside, its beaches are much visited too, although the government has some problems with violence. The city is also respected because of its social programs, giving assistance to the poorer citizens, and is the home of the republican leaders. But the country isn’t much important for businesses. The stadium is completely new, but not so good.
Climate: hot and wet(medium rain probability).
Stadium Capacity: 60,000.

Aquário Nacional
City: Submiria
City Details: Submiria is on the seaside, but has only one beach, as the other parts of the city are completely flooded (see that in the map, Submiria is on the sea). Special houses are built on these parts. The city is very interesting and has good music. It’s interesting to see the flooded parts of the city. Nearly 80% of the city’s population is of women. The stadium is located in a flooded part of the city, but there are no problems in its structure.
Climate: warm and wet(high rain probability).
Stadium Capacity: 70,000.

Toca do Tatu
City: Central City
City Details: as the name says, this city is located in the centre of the country. It has one of the biggest airports of the country and has a chaotic traffic. As the city is located in an area of mountains, it has many tunnels. Its altitude is very high, so some players can have difficulties in playing in this city, as they can lose breath very fast. Central City is also a place where different cultures meet, so the scenery of the city can change suddenly, but it is a good place to buy a present, as there is a big variety of goods. The stadium has a modern architeture, and was expanded for the World Cup.
Climate: cold and dry(low rain probability).
Stadium Capacity: 114,000.
Infrastructure: *****

Presídio
City: Carandirú City
City Details: this city was very interesting in the past, but now it’s only used to hold prisoners. Cafundéu’s main police station is located there, too. It’s the prison city, but is very safe and has many exotic food shops. The stadium is located inside the main prison of the city, and most of the prisoners see the games. Outside the prison, you can see some museums about the police and the prison.
Climate: hot and dry(low rain probability).

Maracatuzão
City: Dunboor
City Details: this city is big, but it isn’t too visited by tourists, because of its very cold climate. But it’s good for the industry and has the biggest mines of the country. It’s jewelry and coal factories are the most important of the country. During the winter, it snows nearly everyday in Dunboor. The supporters there like to bring musical instruments to the stadium. It also has many theaters, and good plays are held there. The stadium is perfectly round and very beautiful. Was expanded, and completely changed.
Climate: extremely cold and dry(low rain probability).
Stadium Capacity: 135,000.
Infrastructure: *****

Estádio Pioneiro
City: São José
City Details: the oldest city of the country, São José has many historic buildings. But nowadays it doesn’t have any political importance. But has a religious importance, as it is the headquarters of most churches in Cafundéu. The stadium is very old, but is big. The infrastructure isn’t so good and there aren’t chairs for the supporters.
Climate: extremely cold and wet(medium rain probability).
Stadium Capacity: 120,000.
Infrastructure: ***

C-Electronics Stadium
City: Astari
City Details: another economic centre, is the home of two of the biggest companies of Cafundéu: the C-Electronics and the Uranium Kings. Businesses are constant there and the nightlife is very good. It’s called the “city of colourful lights”, as the public lights are of many colours. Its roads are very interesting too. Most games in this stadium will be played at night. It is also the city of the best casinos of the country, where many big shows and sporting events happen.
Climate: extremely hot and wet(high rain probability).
Capacity: 80,000.

Background Detail (more complete than WC's one): Nothing too absurd happens in Cafundéu. But please note that in Cafundéu you'll have to pay for almost everything. You'll have to pay for the water, food, transport, products, to walk in the road, to receive an answer about something, to complain, to thank, and many other things. Cafundéu is also looking to profit in any competition, so any country with good economy is free to invest here or buy some of our products. Drugs are prohibited and the laws are very strict. The prisons are horrible and the prisoners live in bad conditions, but they have the right to watch the games in Carandirú City for free. Cafundéu's press is also very annoying, as they'll make everything to get some news. The government is composed of an Emperor (currently the 3rd Emperor of history, Hector Van Tocco). The Emperor has many powers, but he divides them with the Counselor-Ministers (there are 20 of them). But the only Counselor-Minister that can disagree with the Emperor is the Head Counselor (because all the other Counselor-Ministers can be fired by the Emperor at any time). Also, as Cafundéu is a big country, it has been divided in 8 states, and each state has its Governor and Senators. Elections happen in Cafundéu, and the people elect the Governors, Senators, Deputies, Mayors, Aldermen and the Head Counselor.

About travelling, it's very easy to find planes going to Cafundéu. But, once inside the country, poor people will find many difficulties in travelling. To use the highways, you need to pay. To use the streets, you need to pay. About food, there are many restaurants that serve different kinds of food. But the common Cafundelense usually eats a lot of rice, beans, meat (especially this, visit a Cafundelense "churrascaria" to see it) and potato-related food. Criminality is average. You also will have to hear many beggars asking for help as you walk on the street.

Notes about the Han Empire

The Han Empire goes by many names. "Daehanjeiguk" is the official and formal name of the Empire. "Hanguk" is the unofficial short name of the Empire. "Jungguk" is an unofficial archaic term that still in use in anywhere west of Joseon and Manju. "Gukcheon" is actually not a name, but it's sometimes said in reference to the land. The point being is that while mostly homogenous, the Han are culturally diverse and many of the people you will meet here are friendly. Some foreigners in the past have taken this attitude falsely as an indication to the submissive culture present, but those seeking to take advantage of the Han will find that the society works well together and people will hunt you if they perceive that you cheated them. For this reason, do not cheat anyone or Imperial authorities will have a hard time trying to guarantee your safety.

There are a number of characteristics that make the Han unique. First of all, there is the National Conscription Law, which basically states that every citizen must be trained in the arts of war. While not every citizen becomes a soldier, every citizen is trained in martial arts of many types, depending on the capability of each person. The majority of the men are trained in physical combat, so attempting to make a fool out of anyone might result in about 20 people kicking and beating you. The majority of the women are trained in special spiritual aspects of combat, so even the women have some modes of self-defense that the foreigner should be wary of when attempting to do harm to them.

But aside from the negative, the Han are friendly, as long as you are friendly. And you will find many of the country-folk - sometimes called "gukmin" - are willing to invite you to their homes for a special meal. Another characteristic that all visitors should be keen about is the fact that public facilities are usually non-existent. This is not because the Empire is too poor to support it, but mostly because everyone shares everything anyway, especially in the country, so there is no reason for the state to provide bathrooms at every opportunity to all citizens, because everyone knows that you can find someone to share a room (for a price of course). This communal style of living has been mistaken for a rudimentary form of communism in some Western cults, but it is not ideologically the same. Of the services you should expect from the state include police protection, transportation in the cities (and we mean the really big ones), and sometimes housing. For a full list of amenities provided publicly, please consult the Foreign Ministry or your nearest consulate if your country has outstanding diplomatic relations with the Han Empire.

Another peculiar habit of the Han involves the nature of citizenship. In fact, anyone can become a citizen, but the process of becoming a citizen is very hard. The first step to being a citizen is to pass a test, which judges a person's intellectual capacity, moral capacity, physical capacity, and ethical capacity. This test is written in standard Han languages, including Spanish if you're from Jonam Islands (RL Philippines), Hanjamun (standard Chinese), and Joseoneo (Korean). The speaking portion of the test is taken in Spanish, Joseoneo, Gwangdongmun (Cantonese), and Bukgukmun (Mandarin). If you fail to pass this test, you cannot receive a certificate of citizenship. The youngest citizen ever was a 5-year-old boy from Manju, so it is possible that a child can be a citizen and have all the privileges of citizenships - such as free thought, free practice of religion, free access to public facilities, and free access to government services. However, there are many people in the Empire who are not official citizens, because they failed this test. If any non-citizen is found in the Empire without the sponsorship of a citizen, they are sent to education centers where they are taught the ways of being a citizen. In your travels, you may encounter people called "babosangmin" - who are not citizens. In any case, they are not citizens and cannot enjoy the services of being a citizen, which may or may not include many things. Please do not harm these non-citizens, as they have no official protection offered by the state, and are left to the protection of responsible citizens. If you are caught injuring a non-citizen, you will be reprimanded for disorderly conduct (and again, any person responsible for the non-citizen's welfare may chase with a mob - perfectly legal).

The fourth characteristic is that every service you get is never free. There is always a cost, but unless Western societies, money is not the only solution. In fact, currency is only a guarantee for an equitable exchange by the state. When in the Han Empire, currency is useful in the cities primarily, but when venturing into the countryside, currency loses value very quickly, and most citizens there prefer labor as their form of payment. While most Han are familiar with this, it is important to note that most hotels are found in cities and are required by Imperial law to accept currency for rooming. If you decide to visit to the countryside and are invited by a "gukmin", should you accept their hospitality, you will likely be paying their hospitality back in the form of labor. Now, you should not refuse a person's hospitality more than three times, but be wary of any person who invites you into their house, because it probably means that they want you to do something for them. If you decide to go into the country, please hire a personal guard who can translate these things for you, and be nice to them because they can guide to safe places or they can make your visit a living hell, and because there is no law governing how people can treat one another, it's perfectly legal. Of course, we remind all visitors that good and honorable acts are paid in kind.

The most important thing to remember during your visit is that disruptive behavior will not be tolerated. Unlike in Western societies, citizens have the right to dispense with troublemakers as they see fit, as long as the police are present to give a full account to the local magistrate. Foreigners are not exempt from this habit, and the State accepts no responsibilities for any injuries incurred during your stay. In fact, if you have to visit the doctor, you will likely pay the doctor in the form of an organ of your choice (choose kidney, because you have two of them!). Of course, we remind all visitors that good and honorable acts are paid in kind. So be mindful of others and have fun while not being a complete idiot or a$$hole.

Emperor Gojong Football Stadium

Details: Built about 50 years ago, the Gojong Football Stadium is the largest stadium in the Empire. It is also the HQ for the IFA of the Han Empire. The stadium is located near the downtown district in Hangyeong, about 15 km from the airport with access to main thoroughfares and the metropolitan transportation system. The market at the ground level features local cuisine, local crafts, and the only set of public bathrooms in the entire district.
Capacity: 150,000 people
Quality: Very good!

Gwangdong Imperial Sports Complex and Stadium

Details: One of the newest stadium facilities, the Gwangdong Imperial Sports Complex and Stadium is one of the best facilities in the Empire. The stadium accommodates more than just football fans, and the seats are all covered as well. Public transportation is widely accessible. Be mindful of the storms though!
Capacity: 80,000 people
Quality: Excellent!

Sanghae National Football Stadium

Details: Another fine facility, Sanghae National Football Stadium is a very popular destination during the football season, and surprisingly, people are attracted to the nearby ocean. You can easily take a beach stroll, but the view isn't really that great - except at sunrise. Public transportation is also very good, as the sub-floor has direct access to the city's subway infrastructure, along with a full megamall.
Capacity: 80,000 people
Quality: Very good!

Munhwa Football Stadium

Details: The best stadium in Joseon, Munhwa is another popular stadium. Built recently, it has many modern conveniences including a restaurant floor, direct access to public transportation, and souvenir shops that feature local crafts and football garb from all over the Empire. Munhwa is also a cultural center in Joseon, so you can visit the local movie theater as well (screens around the theater have a live feed to any football matches at Munhwa)!
Capacity: 65,000 people
Quality: Very good!

King Kim Iljei Memorial Football Stadium

Details: The biggest and best stadium in the Jonam Islands, the stadium takes its name from the Islands' most celebrated king and avid fan of football. Since then, people have taken to the sport in record numbers and many cities on the islands have facilities dedicated to football. Of course, as the Jonam Islands are distinct from the Empire proper, there are many different cultural aspects of the Islands, adding a bit of Western influence and Polynesian influences to the traditional Han culture. The stadium itself boasts a bar level (only citizens and their guests are allowed on this level), and public transportation is of course always present.
Capacity: 55,000 people
Quality: Excellent!

Goguryeo Football Stadium

Details: This stadium really doesn't have much to celebrate, other than the fact that the fans here are continually at odds with the fans at Munhwa. So you do come here, expect to have a "Munhwa Bash" somewhere sometime. Of course, the standards amenities of public transportation and a megamall on the ground floor is always a pleasant must.
Capacity: 52,000 people
Quality: Very good!

Sanhaemun Football Stadium

Details: Not too far from the always impressive Gojong Football Stadium, the Stadium is named for the final gate of the Great Northern Wall, a popular tourist attraction itself. The gate is not far from the stadium, and the stadium itself is not far from other tourist attractions in the city. Again, public transportation is very convenient but there isn't too much on the order of malls and shopping opportunities
Capacity: 60,000 people
Quality: Very good!

Oromokjei Football Stadium

City: Oromokjei
Details: Not much more than a simple plot of grass and fencing, Oromokjei is famous more for the ambience of being in the western most urbanization in the Han Empire. The land is parch dry and there's no way to get to the city except by plane. Nonetheless, there are plenty of opportunities for people to get out and view the magnificent terrain of the West. Mountains abound in every direction and the desert is also a nice view. Unfortunately, if you were ever to encounter any bad things during your stay, this is where it would be.
