I, His Majesty's duly appointed Secretary of State am charged with all correspondence relating to the establishment of and the maintenance of diplomatic relations between the Kingdom of Novus Anglia and the Sovereign States that the King's Majesty has deemed worthy of such relations.
Such correspondence to the Kingdom of Novus Anglia may be addressed to any of the following Officers of State:

The King's Majesty has seen fit to seek out individual Governments with whom diplomatic relations are sought. The respective Heads of State and Government shall be contcted by His Majesty's appointed servants.
Requests for correspondence from His Majesty should be made through the Lord Great Chamberlain's Office.

As His Majesty's Secretary of State, I am responsible for the security of all correspondence to and from His Majesty, His Majesty's Most Honourable Privy Council, His Majesty's Officers of State, et cetera. Therefore, all communications to the Crown will be held by His Majesty's Secretariat of State.

I trust this document finds Your Majesty well and in good health. I write to you Sire at the request of His Majesty King Edward III and VIII. The King’s Majesty has commanded me to inquire as to the possibility of establishing diplomatic relations between the Kingdom of Novus Anglia and the Holy and Most August Empire of Pantocratoria.
His Majesty is a great admirer of Your Majesty and has spoken of you with only the highest regard. His Majesty’s Most Honourable Privy Council has concurred with His Majesty that the establishment of diplomatic relations would be for the greater benefit of both Kingdom and Empire.
Of course, the level of diplomacy you may wish to engage in is entirely at Your Majesty’s discretion, and the Kingdom of Novus Anglia shall respectfully accept your decision.
His Majesty and His Majesty’s Most Honourable Privy Council await Your Majesty’s reply with great eagerness.

It was with great pleasure that His Most Catholic and Imperial Majesty received your letter sent on behalf of His Majesty the King. It has pleased His Majesty my master to respond to the King's letter. His Imperial Majesty's response was written in council and is included with this letter for delivery to the King via His Majesty's Secretariat of State.

In council it also pleased His Majesty to direct me to oversee negotiations leading to the establishment of an embassy from His Majesty the King to the Imperial Court of Christ Pantocratoria. For this purpose, His Majesty offers the Dominican Convent of St Marc at New Rome, a disused religious house presently closed and awaiting restoration in the Old Quarter of the capital. His Majesty only asks that if the convent be accepted as the site of the King's embassy, that the historic nature of the convent be preserved. Such an imposition, for which I am asked to humbly apologise, exists in order to preserve the character of the Old Quarter of New Rome. Should the convent and its grounds be unsuitable for this or any other reason, other arrangements outside of the Old Quarter are possible, which would allow complete freedom in the construction of a new building.

His Majesty also directs me to oversee on His behalf the detail of all negotiations regarding reciprocal embassies from His Majesty, and any other diplomatic agreement or arrangement between Pantocratoria and Novus Anglia.

I am instructed, in my capacity as Lord High Steward of the Kingdom of Novus Anglia, to accept His Most Catholic and Imperial Majesty's gracious offer of establishing an embassy in Pantocratoria.
His Majesty is humbled by the offer of, and is delighted to accept St Marc's Convent as the site of said establishment. Further, I am to assure His Catholic Majesty that the historical and cultural importance of St Marc's Convent shall be maintained.

The Lord High Chancellor humbly requests a brief description of St Marc's Convent, a list of ambassadorial obligations and details pertaining to any requirements His Catholic Majesty may have regarding embassy staff.

His Majesty cordially invites His Catholic Majesty's Government to assign an ambassador to present himself at His Majesty's Royal Palace and Fortress, New London. Your ambassador shall be granted chambers at court and with His Catholic Majesty's permission, an establishment to serve as the Pantocratorian Embassy.

The King would like to offer His Catholic Majesty the honour of establishing the Pantocratorian embassy within the grounds of His Majesty's Royal Palace and Fortress. The former Chancery is currently vacant, and His Majesty is sure it will provide convenient and comfortable office space for your ambassador and his staff. The former Chancery shall be renamed The Andreus Wing in honour of Emperor Andreus. Should His Catholic Majesty seek the establishment of an embassy beyond the grounds of His Majesty's Royal Palace and Fortress, I shall endeavor to seek out an alternative location.

The King's Majesty is in the process of appointing an ambassador to the Imperial Court of Christ Pantocrator, I shall inform you Sir when that appointment has been confirmed.

• The 600 acres surrounding Sanford House
• Chaplain, Officer and Retinue befitting Your Catholic Majesty's station

All gifts bestowed upon Your Catholic Majesty shall be maintained at the expense of the King’s Majesty.

It is with great pleasure that I write to you on behalf of the Confederal Council and in the name of His Royal and Imperial Majesty, Owain ap Cunedda, by the Grace of God High King of the Confederated Peoples, Emperor of Nabarro Abarca and King of His Other Realms and Territories. Although this is the first formal contact between our two nations, we have watched the emergence of Novus Anglia with great interest and it is our sincere hope that we might establish normal relations with His Majesty's Government in the near future.

To be precise, we would wish to schedule a visit to Novus Anglia in order to initially establish relations and an exchange of embassies to be followed by what arrangements might at that stage seem proper. I have conferred with His Majesty and with Her Imperial Highness the Infanta Isabel, daughter of the late Emperor Danilo of Nabarro Abarca, and both have agreed that, should His Majesty of Novus Anglia be agreeable to the prospect, Her Imperial Highness should be named ambassador to Novus Anglia.

We believe that the hope of humanity lies in cooperation and constructive engagement between nations and we believe particularly that our two nations have much to offer one another. We eagerly await your reply.

I am instructed to indicate to the Confederal Council and His Royal and Imperial Majesty, the King’s acceptance of the terms listed in your recent communication via His Majesty’s Secretariat of State.

I have instructed the Lords Steward and Chamberlain of the Household, on behalf of the King’s Majesty, to prepare apartments within His Majesty's Royal palace and Fortress for Her Highness Infanta Isabel. Her Highness being of Royal Blood, His Majesty has insisted upon her maintaining residence at Court.

Ambassadorial offices shall also be established within the grounds of His Majesty’s Royal Palace and Fortress.

The King’s Majesty has decreed that Her Highness is created ‘Titular Princess of the Blood’, and is therefore accorded the same rights, priveleges and courtesies as any one of His Majesty’s daughters.

The Constable of the Tower has thus ordered a detachment of Royal Men-at-Arms formed for the close protection Her Highness.

His Majesty shall, in due course consider the appointment of an appopriate ambassador to attend upon His Royal and Imperial Majesty.

We are most honoured to accept His Majesty your master's generous gift of the title of Duke of Lancastria.

With His Majesty's most gracious permission, We should like to confer this title upon Our youngest daughter, the Princess Zoë, who yet has no estate. Naturally We would not think to cause offence by disposing of the King's gift in anyway not pleasing to His Majesty, and if your master prefers not to grant leave for the title of Lancastria to be conferred upon Our daughter, then We shall completely understand and still be enormously grateful to the King for his gift.

The King’s Majesty is delighted and humbled by His Most Catholic and Imperial Majesty’s acceptance of Novus Anglia’s gift of the Duchy of Lancastria. I am instructed to offer His Majesty’s approval of Her Royal Highness Princess Zoë as Duchess of Lancastria. Should Her Highness choose to reside at her establishment at Sanford House, His Majesty would further create Her Highness ‘Titular Princess of the Blood’. If not, as previously explained, her establishment will be maintained at the expense of the King’s Majesty.

The Marquessate, Earldom, Viscountcy and Barony of Lancastria are at His Most Catholic and Imperial Majesty's disposal. The Crown of Novus Anglia asks however, that the estates are bestowed upon members of the Imperial Family and not for the purpose of ennoblement.

His Majesty extends his most profound thanks to His Most Catholic and Imperial Majesty for the bestowal of the Most Holy and Chivalric Order of the Pantocrator upon the Crown of Novus Anglia. His Majesty has decreed that the order shall be bestowed upon those who distinguish themselves in diplomatic service to Novus Anglia.

With regards to the reciprocal establishment of diplomatic missions, the Lord High Chancellor is patiently awaiting the description of St Marc's Convent, a list of ambassadorial obligations and details pertaining to any requirements His Catholic Majesty may have regarding embassy staff, as was requested through the Lord High Steward.

The Lord High Steward inquires as to His Catholic Majesty’s response to His Majesty the King’s proposals for the establishment of the Pantocratorian embassy.

His Majesty has appointed The Right Honourable Trevor Vencente, Viscount Treston, Kt.Rlm, KSC, OR as ambassador to The Most Holy and August Empire of Pantocratoria, who shall be dispatched immediately to the Imperial Court of Christ Pantocrator upon the receipt of the Lord High Chancellor’s requests.

I am commanded by the King’s Majesty, out of respect to His Most Catholic and Imperial Majesty to inform the Pantocratorian Imperial Government that His Majesty the King has accepted the appointment of Her Highness Infanta Isabel as ambassador of His Royal and Imperial Majesty, Owain ap Cunedda, by the Grace of God High King of the Confederated Peoples, Emperor of Nabarro Abarca and King of His Other Realms and Territories.

It is with great gratitude to His Majesty for both the gift and the gracious leave that His Majesty has bestowed upon Her Imperial Highness the Princess Zoë the title Duchess of Lancastria. Her Highness accepted the high honour with the greatest humility, and sincerely desires to visit the Kingdom of Novus Anglia to thank and pay tribute to His Majesty the King in person, without wishing to impose upon His Majesty's hospitality.

In accordance with Pantocratorian practice with regards to courtesy titles, the titles Marquis, Comte, Vicomte, and Baron of Lancastria cannot be bestowed except upon the eldest child, grand child, great grand child, and great great grand child of the holder of the ducal title. His Imperial Majesty hopes to bestow those titles, the generous gifts of the King, upon such heirs and successors as Her Imperial Highness, Mademoiselle la Duchesse de Lancastrie, may have. For the very great kindness and courtesy of His Majesty the King, His Imperial Majesty is a thousand times grateful.

I have written to your lordship's colleague, the Marquess of Mansborough and Lord High Steward, to advise him that upon the advice of the Imperial Government, His Imperial Majesty has appointed as His Ambassador to His Majesty the King Sir Henri Angelus GPE, former Ambassador to the Teutonic Empire of Lavenrunz. Sir Henri's experience and credentials are impeccable and the Imperial Government sincerely hopes that His Majesty the King will find him an excellent ambassador.

Further, the Imperial Government believes that His Majesty will also find Her Highness l'Infante Isabel agreeable and a most satisfactory ambassador, and I thank your lordship for the courtesy of informing the Imperial Government of her appointment.

The Imperial Government is delighted that His Majesty has accepted the offer of the Convent of St Marc, in the Old Quarter of New Rome, for the establishment of his embassy to the Imperial Court of Christ Pantocrator.

The Convent of St Marc, located within walking distance of both the Imperial Court of Christ Pantocrator itself and the Palais du Parlement, is a former religious house built in the Pantobyzantine style. A convent was first built on the site in 1526, although there is a dedication stone in the convent's south wing which dates to 1607. It is unclear whether just the south wing was completed in 1607 or whether the entire convent was rebuilt. At its peak in the mid-17th Century, the Convent of St Marc housed seventy two religious sisters. After the settlement of the region of Montmanuel in the 18th Century, the religious community housed at the convent was moved to Manuelville to assist the settlers. The sacrament in the convent's chapel was removed at this time.

Due to its proximity to the Palais du Parlement, it briefly served as a civil service office in the early 19th Century, and in the mid-20th Century the building housed several ministerial offices until the Parliamentary Offices annex was completed in 1974. In this latter period both electricity and indoor plumbing were added to the building. The convent's cells are generously sized and were thought to be generally suitable personal offices at that time. The communal areas, including the chapel, were used for meeting rooms and/or typing pools, although they were adapted to these purposes without significant renovation. The office facilities in the cells have been allowed to remain, albeit unmaintained, since 1974, but restoration work undertaken in the 1990s restored the chapel and removed all office fittings in the other communal areas, sparing electrical fittings and electric lights.

The convent has retained its Government-building status (until it was offered for use as His Majesty's embassy), and consequently, its structure, electrics and plumbing have been maintained and inspected for safety every three months. In 2006, the Department of Administrative Affairs estimated that it would cost ∂3,430,553 to return the convent to full use as a Government building to house the Director-General of the Department of the Imperial Chancellor and Cabinet's personal staff. Informally, my departmental staff believe it would be possible for the building to be renovated to standards appropriate for an embassy for considerably less, providing the work was not carried out by any Imperial Government Department.

His Majesty the King's Ambassador shall be able to make whatever determinations he sees fit regarding the staff he may be able to house at the embassy. The Imperial Government imposes no restrictions on non-military personnel, although it requires that all embassies be able to process passport and visa requests by citizens of their nations, and by Pantocratorian citizens seeking visas and such permissions as may be appropriate to visit their nations. The Imperial Government cannot allow more than twelve military personnel to be assigned to foreign embassies, and requires that they be equipped with nothing heavier than conventional small arms. This general restriction exists as a result of the danger posed by large numbers of foreign troops of various erratic and unpredictable powers, and should not be construed in any way as an expression of mistrust in the intentions of His Majesty the King or any of his agents.

We ask that shortly after his arrival in Pantocratoria, the Ambassador present his credentials and letters to His Majesty at the Imperial Court of Christ Pantocrator. It is not required by protocol that ambassadors wait until the Emperor returns to the Imperial Court of Christ Pantocrator if He is in residence outside the capital upon the ambassador's arrival there, but it is preferred by His Majesty that He not receive ambassadors except in the Imperial Court of Christ Pantocrator, barring some emergency. If, then, when Monsieur le Vicomte arrives in Pantocratoria, the Emperor is in residence elsewhere (say Chantouillet), we humbly request that His Excellency awaits His Majesty's return to the capital to present his credentials at the Imperial Court of Christ Pantocrator.

It is my pleasure to inform you, Monsieur le Marquis, that His Imperial Majesty the Emperor has accepted the recommendation of the Imperial Government to appoint Sir Henri Angelus GPE as His Ambassador Extraordinary and Plenipotentiary to His Majesty the King of Novus Anglia. Sir Henri has long experience in His Majesty's diplomatic service, and was previously the Imperial Ambassador to the Teutonic Empire of Lavenrunz. It is the belief of the Imperial Government that Sir Henri will prove a tireless diplomat in all ways satisfactory to you and to His Majesty.

Sir Henri will at once establish an embassy in the Chancery of His Majesty's Royal Palace and Fortress at New London, now named the Andreus Wing. If you would be so kind as to advise as to any requirements or restrictions upon the embassy which Sir Henri will lead on behalf of His Majesty, I will ensure that they are passed on and respected.
