I) The Alliance in Nationstates

Foundation of the Eastern Roman Empire region

The 01 Eastern Roman Empire was founded in November 2006 on the principles of freedom, independence, mutual self-respect, and for the common defence of all member nations.

The region is a proud member of the Defender Security Alliance and as such, is committed to defending the sovereignty of all peaceful regions.

The 01 Eastern Roman Empire is an Imperial Republic led by the Imperator, The Empire of Byzantine Glory, with the Senate representing the will of the People of the region.

II) Our Values

Expansion

We have reached our point where we are considering whether we require further members to the Alliance, as such we are thinking that perhaps new regions could at some stage merge into a member region to join the Alliance. We are interested in greater admittance to the UN and greater population in our Member regions.

Diplomacy

Through the Neutrality Bill passed by the Senate, we follow a policy of neutrality in Nationstates as much as we can within the confines of the Defender Security Alliance and friendly intra-regional relations.

Government

We follow a constitutional democracy partly modelled on the Roman Republic. As such each region has equal power in the Alliance, and each region elects at least one senator to represent them.

War & Peace

We feel that Peace is the best way for any region in Nationstates, although we reserve the right to protect our member regions, allies and friends, and for our allies and friends to help us.

III) Brief history behind the capital region

Foundation of the Eastern Roman Empire

The Eastern Roman Empire broke away from the Western Roman Empire after Emperor Constantine the Great (who spread and legalised Christianity across the Western and Eastern Roman Empire).

The Sole Emperor, Emperor Constantine was helped in various reforms by Diocletian to divide the Empire into West and East after they had reconquered most of the Empire from the barbarians. This was due to necessity because the East had to continually help out the West and thus weakened its own position. A new capital was founded at Byzantium and renamed Constantinople after Emperor Constantine.

Emperor Constantine with help from Diocletian also legalised Christianity as previous Emperors had executed Christians for their beliefs, but this changed under Emperor Constantine as he made Christianity the main religion of the Empire.

After Emperor Constantine the seat of power was switched between East and West, the East was usually in a better economic and military position than the West. The Capital of both was generally at Constantinople as the Eastern Roman Empire was the more powerful of the two.

Situation of the Western Roman Empire

The Western Roman Empire was under massive economic decline after being attacked by the Gauls, Vandals, Huns and various other barbarian chieftain clans. Plague was also widespread and the Roman population in the Western Roman Empire had been heavily impacted, also aqueducts and public works had been destroyed by barbarian attacks decreasing living standards. The Western Empire had to increasingly rely on foreigners because of shortage of Roman population to run administration and the army, the west become culturally and linguistically diluted as a result.

Eventually the Eastern Roman Empire became less and less involved with the Western Roman Empire, but did contribute vast resources towards the defeat of the Vandals who were bordering on the Eastern Roman Empire’s territory in Africa by Carthage and had conquered a large portion of the Western Roman Empire.

Collapse of the Western Roman Empire

Eventually the Western Roman Empire struggling from Civil War and from economic problems collapsed from the invasion of the Visgoths and various other Barbarians. The Western Roman Empire through its Pope appealed for help from the Eastern Roman Empire, but this time the West was refused help as the East had its own problems at the time. As a result the Western Roman Empire was overwhelmed and the Pope of Rome appealed for help from the newly Christian ruler of the Franks called Charlemagne.

Charlemagne liberated the Western Roman Empire and in a political (and/or religious) alliance with the Pope and formed what would eventually become the Holy Roman Empire. The catholic church of the former Western Roman Empire and the Orthodox church of the Eastern Roman Empire cut links with each other and ended their cultural ties. This was due to the Catholic and Orthodox churches viewing each other’s views of Christ eventually as heretical and competed for religious dominance.

The Golden Age of the Eastern Roman Empire

The Eastern Roman Empire thrived despite the end of the Western Roman Empire, as it was in a good position for trade and it had a very organised and successful military system. Constantinople became the trade and cultural centre of medieval Europe with the highest living standards.

The capital of the Eastern Roman Empire had the best public works such as a hippodrome that carried out chariot races and bathhouses that kept the people clean as opposed to the rest of Europe who to put it simply did not have good public hygiene.

The Sancta Sophia (Holy Wisdom) or Hagia Sophia church was built in Constantinople by Emperor Justinian as a great monument of the Orthodox religion and to the Eastern Roman Empire as a whole. It was the biggest construction project of its time and showed the cultural achievement of the Eastern Roman Empire.

Traders from Asia, Africa and Europe all went to Constantinople, all roads at this time led not to Rome but the new Rome “Constantinople”. Even the Mongol’s under Gengius Khan had great admiration and respect for the Eastern Roman Empire and despite invading parts of Asia and Europe left the Eastern Roman Empire alone.

Decline of the Eastern Roman Empire

The Eastern Roman Empire eventually went into decline when Emperor Heraclius reduced the Empire to Asia Minor, Greece, the Balkan coastline, Sicily and North Africa.

The Normans and other European powers attacks and conquests led to the Eastern Roman Empire under Emperor Heraclius to form an alliance with Venice. This was a very bad decision however and Venice gained a significant part of the city of Constantinople in exchange, along with special commercial rights resulting in severe damage to the Empire’s economy.

The End of the Eastern Roman Empire

The Eastern Roman Empire eventually crumbled due to a mix of invasions by European powers and the Ottoman Turks who were systematically conquering the Empire despite heavy resistance from the local populace and the army.

The Catholic Church led by the Franks in 1204 (including the betraying Venetians) sent a crusade into Constantinople and plundered a lot of the city and the Empire. Emperor Michael Palaeologus liberated it but at heavy cost in 1261 and for a brief period some of the former power of the Eastern Roman Empire returned.

However there was also a rise of the Ottoman Turks probably due to the religious intolerance in the Empire towards Islam; as Christianity was the major religion and any others threatened what held the Eastern Roman Empire together. When Emperor Heraclius was visited in the 620s by an Arabian sheik sent by the Prophet Mohammed who asked him to adopt Islam he declined. This gave the Eastern Roman Empire a negative image in the Arab world.

The pinnacle of Ottoman Turk success was when the city of Constantinople was limited to basically its city limits and a few outlying areas in Europe. In the spring of 1453 the Ottoman Turks led by Mohammed II conquered Constantinople using new weapons such as cannons as well as just superior numbers. He decided to make it the capital of his Empire renaming Constantinople and adopting “Istanbul” as the name for the city as we know it today.

Eventually the Eastern Roman Empire was defeated in 1461 at the city of Trebizond. Mohammed II of the Ottoman Turks eventually in weight of numbers conquered and plundered the Eastern Roman Empire and Roman civilisation ended after several thousand years.

The non-Muslims of the Empire were reduced religiously to the status of cattle as they were regarded as lacking of spirit (or of proper religious belief). The Koran however did also preach religious tolerance but at times the Ottomans ignored this. The Orthodox Church became a puppet of the Ottoman Empire government, and intellectuals of Greek other racial groups fled to Venice and to Moscow that called itself the “third Rome”.

The 01 Eastern Roman Empire was founded on the principles of freedom, independence, mutual self respect, and for the common defense of all member nations.

The region is a proud member of the Defender Security Alliance and as such, is committed to defending the sovereignty of all peaceful regions.

The 01 Eastern Roman Empire is an Imperial Republic led by the Imperator, The Empire of Byzantine Glory, with the Senate representing the will of the People of the region.

The Senate and the Roman People do hereby ordain and establish this Constitution for the 01 Eastern Roman Empire.

Article I.

The Imperium

I. The Imperator

The Empire of Byzantine Glory, shall be the regional Head of State, as well as commander of the 01 ERE’s glorious legions. As Head of State, he retains the final word in all foreign matters.

The Imperator shall appoint a Praetor to command the legions in his absence, or as he sees fit.

The Imperator shall serve for life. In the event that the Imperator dies, or becomes otherwise incapacitated, The Senate shall elect a new Imperator by special election. To become Imperator, a candidate must receive 3/4th of the votes from the Senators participating in the special election.

II. The Consul (Prime Minister)

Shall be the nation appointed as UN Delegate by simple majority vote of UN Members. The Prime Minister shall be required to implement the legislative decisions made by The Senate. In the event a Senate vote results in a tie, The Consul shall be required to cast the tie-breaking vote. Otherwise, the Consul shall not participate in Senatorial voting.

The Prime Minister shall also have the responsibility of announcing Senate elections, UN resolutions and the results of UN votes, and decrees by the Imperator.

The Prime Minister shall make all declarations of war, as decided by the Senate and the Imperator.

The Prime Minister shall be appointed through General Election every six months. There shall be no limit to the number of terms the Prime Minister can serve.

If the Prime Minister dies, or becomes otherwise incapacitated, he shall be replaced by special election of UN members 28 days after his death. The candidate receiving the second highest number of votes in the General election shall be named interim Prime Minister.

III. The Aedile (Minister of the Interior)

Shall be appointed by The Senate, requiring a simple majority vote. Voting shall take place every six months during the General Election.

The Aedile shall be responsible for maintaining order in the Empire, the Regional Message Board, and Forums.

The Speaker of the Senate will refer all cases of senatorial misconduct to the Aedile for review. If the Aedile feels that disciplinary action is warranted, he will refer the matter to the Magistratus Extraordinarii for disposition.

If the Aedile dies, or becomes incapacitated, The Senate will replace him via special election after a fortnights notice is given.

IV. The Tribune (recruiter)

Shall be appointed by The Senate by simple majority during the General election.

The Tribune is responsible for travelling to other regions to recruit new citizens. The Tribune must adhere to the NationStates rules regarding legal recruiting practices.

The Tribune shall serve a term of six months, but there shall be no limit to the number or terms the Tribune can serve.


Article II.

I. Senate

The regions of the 01 Eastern Roman Empire Alliance must have at least one Senator but one region on its own cannot have a senate majority.

A region elects its own Senators and announces them to the Alliance.

Each Senator shall represent 40 nations in each region, however Senators can represent nations more or less than this number with the Imperators agreement.

Senators relinquish their seats in the Concilium Plebis once elected.

During Every election the Senators will vote on whether there should be one more additional Senator. This motion will be considered to have passed if it receives two-thirds majority.

Members of the Senate shall approve all government appointments. An appointment succeeds if it receives a simple majority.

All diplomatic bills shall be approved by 2/3 majority, to be enacted upon approval of the Imperator.

The senate shall also be responsible for declarations of war and peace. This shall include the passage of treaties.

II. Concilium Plebis

The Concilium Plebis will be made up of all nations currently residing in 01 ERE, including all cabinet members. All members of the Concilium Plebis shall be considered citizens of 01 ERE.

The Concilium Plebis shall be responsible for drafting laws for 01 ERE. A law will be considered to have passed if it receives a simple majority.

The Concilium Plebis shall also be responsible for holding all elections for the Senate, and for constitutional amendments.

III. Interaction between the two houses

All appointments shall be confirmed if they receive a simple majority in the Concilium Plebis.

All diplomatic bills will likewise require 2/3 majority to be passed in the Concilium Plebis.

All laws shall be considered passed if they receive a simple majority the Senate.

Constitutional amendments shall pass if they receive 3/4 majority in both houses of the legislature.

IV. The Speaker of the Senate and Concilium Plebis Tribune

They shall both be voted in by their respective legislative members immediately after an election. They will be elected if they receive a simple majority.

They shall be responsible for keeping discipline and order, as well as managing votes and may have one vote when the vote is tied.

They shall be figureheads for 01 ERE and their respective house.

They may send members to the Magistratus for trial if they deem it necessary.


Article III.

Magistratus Extraordinarii

The Magistratus Extraordinarii shall serve as the special judiciary of the 01 Eastern Roman Empire. The Magistratus Extraordinarii shall consist of three Magistrates.

The Magistratus Extraordinarii shall settle all questions of constitutional law, as well as any general legal disputes.

The members of the Magistratus Extraordinarii shall be decided in the General Election, following confirmation by a simple majority of the Senate.


Article IV.

Foreign Minister

The Foreign Minister shall be responsible for coordinating all foreign affairs of the 01 Eastern Roman Empire, including, but not limited to: the creation and maintenance of regional alliances, the creation of embassies and appointment of ambassadors, and conveying all declarations of war.

The Foreign Minister shall be appointed by the Imperator following each General Election and upon confirmation by a simple majority of The Senate.

Article V.

Elections and Appointments

All members of the government will be appointed by the Imperator, excepting the Senators, and the Speakers.

After the Imperator appoints a nation, it must be approved by the Senate, and confirmed by the Concilium Plebis.

All appointments shall serve for six months. All senators serve for three months. There shall be a limit of two consecutive terms for every position, including Senators and Speakers. However there shall be no limit to non-consecutive terms.


Article VI.

I. Removal From Office

Any member of the Concilium Plebis may request an investigation of a member either of the Senate, or of the Concilium Plebis. All investigations shall be conducted by the Aedile, to be forwarded to the Magistratus Extroadinarii if deemed necessary.

Any Senator may request an investigation into any cabinet member, to be conducted by the Aedile, to be forwarded to the Magistratus Extroadinarii if deemed necessary.

The Magistratus will declare a defendant guilty if he receives a simple majority against him. All guilty verdicts will be referred to the Imperator for punishment, with a suggestion of sentence made by the Magistratus.

II. Imperators Right to Oversight

The Imperator may convene the Magistratus to try any member of 01 ERE, including appointed members and Senators. In all trials convened by the Imperator, he may choose to disregard verdict, and proceed as he sees fit. This includes banishment, removal from office, and rebuke.


Article VII.

I. Treasurer

The Treasurer is responsible for the currency of 01ERE, stock market, lottery, and Bank Accounts. The Treasurer shall manage inflation and deflation of the regional currency, the rate of rise and fall in the Stock Market, the regional lottery and the Reserve Bank of the Empire.

II. Ludicrum Dominus (Off Topic Mayor Amendment)

The Off-Topic Mayor regulates games. The games are created by those that are interested, that agree on common terms by which to run the games. The Off-Topic Mayor oversees these contests and has authority to regulate these games if the conditions previously created are not being adhered to.
