Even when two countries have absolutely no diplomatic relations, there are always ways to get a message through. And the Allaneans of course are – as any government – aware of such ways. As such, upon a designated date, a stack of DVD's makes its way towards the relevant offices of the Yaforite government.
The DVD's contain, first and foremost, a short presentation of the changes that occurred in the Allanean government since the days of the Reich War – the implementation of the Johnson Program and Sakkran Reforms, and the renewed dedication of the nation to the ideals of peace and foreign trade.
Should the Yaforites be further intrigued, the disks contain literally gigabytes upon gigabytes of data – mostly newspaper clippings from independent media – containing evidence about the reforms. Furthermore, the DVD's explain that the Allaneans no longer hold a grudge against the Yaforites for siding with the people who wanted to kill them all.
The final disk contains a recorded message by Secretary of State Maverick Monningham, explaining his view on the benefits of mutual free trade and embassy exchange as the necessary tools for peace, prosperity, and goodwill towards all men.
Finally, it contains the outline of a mutual free trade and cooperation treaty.
1.The two nations will eliminate import tariffs on each other's respective goods.
2.The Allaneans will create a student visa program to acommodate for up to 500,000 Yaforite students every year, and a similar program will be created by the Yaforites.
3.An embassy exchange will occur between the two nations, and visa-based non-resident ttravel will be established on a mutual basis.
4.Allanean diplomats in Yafor 2, and, conversely, Yaforite diplomats in Allanea, will enjoy the usual benefits of diplomatic immunity.
5.The Allaneans will not extradite any Yaforite citizens to any third-party nation for any reason, and vice versa.
