Nearing the end of its third year, the Sel Appan Constitution has been found quite faulty. It was put into action after a series of governments that pushed Sel Appa from an oligarchic republic to a republic. The 351-member Parliament has been debating the proposal to adopt a new Constitution for months and may finally be closing in on a deal that would turn Sel Appa into a real parliamentary republic. Chancellor Ngu Phuok Dinh has championed the plan, saying Sel Appa needs government reform to work better. Several changes are almost certain:
Sel Appa will become a true parlimentary republic with a focus on the legislature
The executive branch will likely become a subunit of the legislature
Parliament will expand by 400 representatives to 751
The Chancellor will be the executive, but also the head of the plural party in Parliament
