Liverpool England

To: All interested nations
Ladies and Gentlemen,
My name is Justin Hunt. I am the newly-elected President of the Association of Other Sports (AOS) in Liverpool England. Recently, the board members of my association, including myself, discussed the need for an international field hockey tournament.
The last Field Hockey World Cup - hosted here in Liverpool England - was over a hundred years ago. In this period of time no attempts have been made to organise any national-level competitive field hockey event, except at the Olympic Games in Ashford and Querzakhi and the Tyrellian Ylompic Games.
It has been far too long since this great sport - one of skill and agility - has had a competition anything like this. And so, after a vote, the AOS approved the Liverpool England bid to host the Twelfth Field Hockey World Cup - to be named the World Championship in Hockey.
I would like to extend an invitation to all interested nations to register their participation in the World Championship in Hockey. Should not enough nations express an interest, those which agreed to participate will take part in a friendly tournament instead. Of course, I sincerely hope this will not be the case, and I hope to see everyone in Liverpool England soon.
Yours,
Justin Hunt
President, Liverpool England Association of Other Sports
Chairman, Organising Committee, World Championship in Hockey

OOC: Estimated RL timeline -
Signups close 3 Jan 2008 (3 week signup period)
Pool stage draw, if necessary, on 5 Jan 2008
First knockout round draw on 5 Jan 2008
Matchday 1 on 6 Jan 2008
Every team will start on equal footing with no rank, meaning RP bonus and skill/formation modifiers will play a bigger part than normal for this cup. Games last for 70 minutes (35 minutes each way). For the purposes of this tournament each team must field a minimum of 8 players on the pitch at the start of each match, although the standard is 11. Rolling substitutions will be used.
If there is pool play, a win will count for three points and a draw for one. In the knockout rounds, if a game is tied after 70 minutes a golden-goal (sudden death) extra time period will be played until a team scores, or until 15 minutes of such is played, at which point both teams will settle the game on penalty strokes (similar to football's penalty shootout).
For the other rules, use your RP imagination. ;)
