Unified Capitalizt States–Valanora World Cup 39 bid

Capitalizt SLANI and the Valanora Football Association (that’s Commerce Heights and Elves Security Forces OOCly) submit this bid to host the thirty-ninth World Cup in their respective nations.

Scorinator
A spreadsheet using the Schiavone International Scorinator formula, as used in World Cups 30 and 36, will be used. This scorinator is based on the ratio between the competing teams’ KPB scores, i.e, the difference between a team with a KPB score of 1.00 (a typical BoF participant) and 7.00 (roughly equal to #57 The Pazhujeb Islands) is the same as the difference between the 7.00 team and a 49.00 team (roughly equal to #2 Az-cz). This makes RP bonus particularly helpful to new teams. Style modifiers between −5 and +5 will be used.

Qualifying structure
Ten groups of eight is the preferred format for qualifying. If this is not possible, then ten, twelve, or fifteen groups of any size may be used, depending on the number of teams signed up. Groups will have an even number of teams if possible, to avoid bye days. If there are ten groups, the top three teams from each group will advance. If there are twelve groups, the top two teams from each group will advance and the third-place teams will play a two-leg qualification playoff. If there are fifteen groups, the top two teams from each group will advance.

The first tiebreaker, if teams in a group have the same number of points, will be number of wins, followed by head-to-head results (points, followed by number of wins, goal difference, goals scored, and [in qualifying] away goals), goal difference, and goals scored. If a relevant tie between two teams cannot be resolved, then a single playoff match at a neutral site will be used to determine who advances. If a tie between three or more teams cannot be resolved, or if a tie is irrelevant to determining which teams advance, then it will be resolved by drawing of lots.

All draws (for qualifying, the group stage, and, if twelve groups are used, the playoffs) will have teams seeded using KPB ranks. Pre-qualifying rankings will be used throughout the tournament.

RP bonus
A bonus for the overall quality of each player’s RPs so far will be multiplied by a modifier for RPing “frequently,” “occasionally,” or “never.” Someone that posts one great RP will get a larger bonus than someone who posts poor RPs every day, but someone who posts great RPs frequently will not have an overwhelming advantage. RPs posted during qualifying will be included in determining the bonus for the finals.

Previous experience
Both co-hosts have prior experience with WCC competitions. ESF co-hosted the twenty-third Baptism of Fire tournament. CH has co-hosted two World Cups and hosted three Olympic Games.
