SARGEDAIN- His Holiness Councillor Reijihan Telbarat Herad, one of the most presitigous and senior leaders of the Central Council of Fifty within the Tuhran Bel, announced this morning that he will be retiring once the current conclave of the Bel comes to a close.

"I have served the Bel and Snefaldia for 55 years" said His Holiness Herad in an interview on the steps of the Hall of the Tuhran Bel, "And I feel that it is time for me to step aside and let the next generation come to the fore."

Herad, who turns eighty-three in December, was first called to the Tuhran Bel in 1952. At age 26, he had been appointed Prefect of Administration at the Grand Library, and two years later then-Grand Librarian Andrew Holmwood recommended him for a seat in the Bel, then the administrative council of Aatem Nal. When the Republic collapsed in 1963, Herad was part of the First Bel that took power, and was instrumental in effecting the Act of Assembly in 1966, which reformed the Bel and established it as the highest government in Snefaldia.

Herad served as a Bel shahry, (junior member) until 1974, when he was chosen for a seat on the Central Council. He continued to rise in importance after the assasination of Councillor Edric Mal in 1980, and was instrumental in forging legislation reducing goverment involvement in daily life, giving more powers to the regional governments, reducing the tax, establishing the national corvee and military service requirement. Often controversial for his support of free-market economics, and open society and foreign relations, Herad never apologized for his stances and maintains that he did what he believed was best for Snefaldia.

One of his most publicized efforts was his leadership in the 1995 Assembly Expulsions. After a plot by members of the Council and the lower Bel to expel all foreigners, reinstate the death penalty, and eliminate all non-Native faiths was informed, Herad declared a state of emergency and called out the army and militia to preempt the conspirators. Calling a session of the Bel in the middle of flood season, under his direction the Bel condemned, expelled, and subsequently exiled 95 members of the Bel from the nation.

Since the 90s Herad began to step back from active legislation. When he turned 75 in 2000, he used his influence to replace many of the longer-serving Councillors, appointed many younger and more vigorous Arsathaes in their place. He was instrumental in the opening of official diplomatic relations with foreign countries; most notably the Federal Republic of Omigodtheykilledkenny; and steered the Bel to align the country with the region of the Antarctic Oasis. Nuclear Debate Planned for Bel

SARGEDAIN- The office of the Lord High Chancellor released the agenda for the December Conclave this morning, and among the various religious discussions, arbitrations, and legislative sessions were several days set aside for a debate on the issue of nuclear development.

"Snefaldia has come to the stage of development when we must look critically at nuclear development. We must ask ourselves if nuclear power and atomics are proper- the Bel must decide both the religious implications as well as the practical uses." said Chancellery spokesman A't Wen. "This is clearly a very important topic for the nation, and the Bel feels it should address the issues."

The news sent shockwaves through Sargedain's political circles, and several groups supporting and opposing the use of nuclear power and atomic weapons issued statements.

"The application of nuclear power is both dangerous and ill-advised. We cannot risk the beauty and natural bliss of our great nation by constructing nuclear plants; and we cannot fathom the development of atomic weapons for use in war- such thoughts are contradictory to the Snefaldian mindset, and should be condemned." read a statement from the People's Anti-Nuclear Development Alliance.

An opposing group, the Association for Snefaldian Security, issued this statement: "It is clear that the safety of the Centralized Mountain States is dependent on the development of new and advanced weaponry with which we might arm our soldiers, and to provide energy to the whole of the nation. With nuclear power, we can finally bring our village-bound people out of the darkness and into the future."

The A.S.S statement brought condemnation from various religious officials, advocacy groups, and traditionalists. Most traditional villages (http://ns.goobergunch.net/wiki/index.php/Traditional_Snefaldian_village) aren't electrified and don't have indoor plumbing, but polls of "village folk" indicate there is no desire to modernize and there are many who advocate the village life as superior to big-city dwelling.

The issue of nuclear power seems to be drawing the most attention, largely due to the support of aformentioned parties for the traditional Snefaldian way of life. When asked on the street, the majority of people polled expressed discontent with the idea of developing the nation's energy grid, and were less concerned with the development of nuclear weapons.

Scholars discover lost city!
Aatem Nal uncovers lost Taaru metropolis

KORSAHAD- Top Arsathaes in Allasha announced today that their field research teams had uncovered an entire city buried beneath the sands of Allasha, and indicated they believe it to be a part of the ancient Taaru Civilization of Allasha.

"This is amazing, just amazing. This is the largest archaeological discovery in hundreds of years- a complete city, hidden beneath the sands of Allasha." said Chief Excavator Lien ad-Majil. "We are the first people to see this city in almost three thousand years."

The city, some 50 miles west of the regional seat of Korsahad, has been identified as part of the ancient Taaru Civlization, a pre-Snefaldian civilization that developed in ancient Allasha four thousand years ago. In that time a river, dubbed the Taaru, flowed through Allasha and branched into the region, making it fertile and productive. The ancient people built huge stone cities with Zogor stone, developing a highly advanced society and organized city plans.

Some 2500 years ago, an earthquake cut off the Taaru river in the mountain and Allasha dried out, and within a short period of time the cities were abandoned. As Allasha desertified, they became forgotten and inaccessible, being covered in sand only the largest remained visible over the years.

Despite the difficulty in reaching the sites people always knew they existed, and in 1500 Aatem Nal dispatched the first teams to investigate the ancient cities. They were charted, named, and excavated, and to this day there is ongoing analysis of the Taaru language and civilization. No new cities have ever been discovered before.

"It's abolutely amazing. We have no idea what we're going to find- this city, which we're calling Kaitan, could hold ancient records that would cast greater light on the ancient history of Snefaldia. Cities like Terangal, Serangadai, and Walad have been exposed to the elements for thousands of years- and now we find a city that has been preserved by the elements. The possibilities are amazing." said ad-Majil.

Indeed, the discovery could shed light on the language of the Taaru people, which is unknown to this day. Research at other sites, like the immense Terangal complex or at Walad, the oldest identified city, continues as new buildings, rooms, and roads are uncovered each day. Hopefully, the mysteries of the ancient Allashans won't be hidden for long.

Ethnic tension in Sring Ißa
Mallashan clash with Sringi interlopers

ISAARDLANG- The Council of Cities has reacted with outrage over reports today that government officials have been conducting pogroms against ethnic mallash people in the northern reaches of the region.

"These reports, though unverified, detail behavior that is absolutely not part of the Council's official policy." said Teshibal Ortur, spokesman for the Council. "The representatives of the Cities have expressed their unhappiness that such behavior is still ocurring in this day and age."

The reports, coming from sources involved with the mallash peoples, who live in mountain oases and are generally isolated from the Snefaldian administration, indicate that regional officials have been using govenrment forces to extort money from smaller, undefended villages, as well as conducting pogroms against people of mallash descent.

The mallash are an anciet ethnic group with roots going back thousands of years; although they have lived in and around the mountains longer than most Sringi they are still regarded with suspicion and distrust for their refusal to adopt Aatem Nal or Endiri practices. Sometimes persecuted with the full support of the government, the mallash that have not retreated into their mountain villages have integrated into Snefaldian society.

"This is just more evidence that the government can do nothing to ensure the independence of the mallash people" declared Bashanbar Umdiroplach, head of the Isaardland Mallash Confederation, or IMC, an social organization devoted to protecting and promoting mallash culture in Snefaldian society. "Our people have lived in these lands for thousands of years, made great contributions to the greatness of Snefaldia, and we are still treated as criminals and second-class citizens."

Other groups are quick to denounce the reports and the IMC as falsifying events in a bid for sympathy. A press release from the Society for the Protection of Sring Issa, a group extolling the virtues of Sring Issan culture and largely viewed as xenophobic and racist, said that "these 'reports' are just a ploy by the IMC to elicit government protection where none is needed, clearly revealing their intent to poison our culture with their degraded practices and rituals. May the Motions reveal their deception!"

While there is a fair amount of friction between radical Sringi and city-dwelling mallash, the mountaineers themselves tend to keep to their isolated communities, maintaining their own rituals, language, alphabet, and writings. There isn't much information about the mallash, largely due to the persecutions of previous centuries, the refusal of many communities to allow non-mallash enter, and the inaccessibility of mallashan itself. Last year, five researchers died trying to traverse the Velnar mountain passes beyond Snefaldia's borders in a bid to reach isolated mallash villages.

"These reports highlight a need for greater dialogue. Aatem Nal is supportive of all cultures and faiths, and treats them all equally, as a scholar should" said Librarian Uirin na Trou. "In the greater search for knowledge and understanding, no people are better than another, and we must reject the radicalised thinking that leads to these encounters. It's certainly not the Snefaldian way."

Spirit Days Festival hits high point

SERASARDA- The Spirit Days Festival, which closes up the three-day holiday of Sangi-Nergal, began this morning in earnest as the nomadic Cahn tribes arrived on the plains outside Serasarda to perform the ancient rites honoring the dead and hold the festival which they are famous for.

"I just love when the horse-men come!" said Tala Bin, age 7. "All the ladies are so pretty in their robes, and the big men with their swords and furry hats!"

Sangi-Nergal, or "Spirit Days," take place on the 29th, 30th, and 31st of October and are ancient holidays honoring the dead and preparing for the winter to come. The holidays originally developed in Sring Issa in the early 1st century CE, but grew, evolved, and spread to other regions as nomadic pastoralists adopted old Sringi practices. The Cahn, who traditionally inhabit the steppes of northern Allasha and eastern Sring Issa, have been holding their great festival for almost a thousand years. The Cahn Sangi, as it has become known, was not the only such nomadic spirit festival, but it has become the largest and most important, drawing thousands of people to Serasarda for the festivities each year.

On the 29th families go to shrines and graveyards to pay homage to their ancestors, the Endiri spirits, and to make talismans for a good winter and protection against evil spirits. The 30th, which is called Uutino, is considered an unlucky day and most people try to stay inside. Legends say that when night falls on the 30th the spirits arise and have the run of the town until morning. Seddehr Wrask, approaching eighty, fondly remembers the first time he saw the Cahn Sangi. "I must have been seven or eight years old, and my mother had bought me a little coin from the shrine... when the nomads came the earth shook so much I thought it was an earthquake. I remember, I had gotten lost and ended up in the yurt of some Cahn warrior, and oh boy was I scared out of my mind when I looked up into the face of this big horseman, with his long black hair and huge furs, with all sorts of magical trinkets and colors cloths on him. We just stood there, staring for a moment, and then I lifted up my little hand and gave him the coin. He smiled, took the coin, pulled off his big fur hat and plopped it on my head." Wrask said his mother was angry at first, but "when she saw that hat she was amazed. I've still got it, after 80 years."

The Cahn set up their tents and yurts, roping off areas and setting up stalls for food and merchants, and being the day with a ritual called the "Cahndal Hutyu," where hundreds of male warriors ride in giant concentric circles, simulating the whirlpool of the Well of Souls, which symbolizes drawing wayward souls and evil spirits down from the land of the living. The festivities start after the Hutyu, and dances, singing, and general merriment is had by all people coming to the festival.

Aatem Nal figures perform the Motions at various times throughout the day, with the Grand Librarian leading his Arsathaes in the choreographed movements intended to bring good effects on the entire country. In the evening, when the sun dips down, the Cahn pack up and ride off, and the Sringi light huge fires and the children are given sacred sticks and dress like esoteric Draghas, chasing malevolent spirits and trying to banish them from the city. The conclusion of the evening is another trip to the shrines and temples, making offerings to the dead, and ritually prepare for the coming of the winter snows.

"These festivals hold our people together." said Archivist Jun Summa. "When we all come out to honor our ancestors and celebrate with everybody, regardless of where they came from, it fills my heart with happiness. By the Motions, it's an amazing sight."

Construction yields new information
Neeri ruins see light of day

MAHAVISJAYA- City officials confirmed today that recent construction work had uncovered parts of the royal palaces of Ráes Dá Têisnáyán, the Great King of Têisnáya from 1300-1369. Parts of the original capital of Mavátêisnáya were burned during the Àtaléin War, and the ensuing fires consumed parts of the royal palaces and ancient forest at the center of the city.

"While not as grand or ancient as the discoveries in Allasha (http://forums.jolt.co.uk/showpost.php?p=13172743&postcount=4), this find will definitely shed more light on the great Têisnáya dynasty." said Moriel Bacanö, Chief Excavator for the Mahavisjaya Library. "The calamities in the O Àtaléin unfortunately obliterated some wondrous works of art and architecture. Hopefully, we will be able to reconstruct what the palaces of Ráes Dá looked like... with some luck, we may find the Grove of Kings!"

According to traditional Neeri religious practices, now part of Endiri, a person's body would be buried in the ground with their finest clothing, armor, weapons, and jewelry, and a sacred tree would be planted over their corpse. The belief is that the soul of the deceased enters the tree and becomes a sort of totem spirit, the tree protecting and absorbing the earthly remains of the person. The kings of Têisnáya were buried in a "Grove of Kings" on the palace grounds, with their trees being maintained religiously. The largest and oldest of the trees was said to be that of Nál Dá Têisnáyán, the founder of the Great Kingdom.

"What we know of Têisnáyan architecture is that it was very natural and environmentally friendly. Buildings were made with natural materials, blending with their natural surroundings. The buildings that survive from the Têisnáyan are very organic, with naturalistic decorations and a style that blended with nature rather than dominating it." said Bacanö. "The ruins we have found are stone with burnt wood, and from the initial dimensions we believe it may be one of the towers reputed to have risen from the forest."

Aatem Nal has been rigorously pursuing preservation and documentation of ancient and archaeologically significant sites since the population has begun to grow and foreign policy taken off. The Tuhran Bel itself has issued decrees placing certain sites in Snefaldia in protected status, and some sites have been place on the Ariddian World Heritage Sites & Treasures List (http://forums.jolt.co.uk/showthread.php?t=534394), including the "Shrine of Nál Dá," a construction of the 1500s meant to honor the Great King and replace his lost tree.

Earthquake shakes Korsahad

DANAPPA'E- An earthquake shook the regional seat of Korsahad Monday, disrupting communication lines across Allasha and raising fears of further earthly calamities.

The quake struck in the early hours of the day, as most businesses were opening and herders were turning out their flocks. The shaking, according to eyewitness reports, started small and then built up into a powerful rumble, registering a 3 on the Richter scale. Not dangerous, but for most Allashan cities built of traditional materials shaking can dislodge bricks and stones and cause serious damage.

"By the spirits I've never felt anything like it." said 30-year-old Nashi Rashkaj. "My great-grandfather told me stories about the great earthquakes of 1915, but I never thought I'd feel one for myself."

In 1915 three earthquakes shook Allasha, raising fears of an environmental catastrophe. Earhquakes are an occasional happening in the region, with the most dangerous being in 500 b.c.e. That earthquake cut off the headwaters of the Taaru river and turned Allasha into a desert land, causing the collapse of the stone cities of the Taaru Civilization.

"Damage is minimal, thank the Motions, and whatever is broken will be repaired." said municipal spokesman Wallish Shambahr. "The Tuhran Bel has offered the assistance of the national government, but we our municipal response has been overwhelming. No one has died, and all injured people were tansferred to hospital and treated within and hour of the quake."

Allasha is the most earthquake-prone region in Snefaldia.

The following in an excerpt from the account of Song Qian, a citizen in the Bae city of Shangtie, written in 1962. Shangtie, though an ethnically and historically Zhong city, had been administered by the Bajeong Republican Authority since 1895, and when the famines of the early 6o's struck riots and ethnic warfare broke out.

Father and I were going down to Wang's store again today, like we had the day before, to talk with Wang Yu. Father told me not to ask about food, because Wang would just get angry and yell about everyone else asking for food. The last time we were there Mrs. Hsun asked for some rice and Wang Yu yelled at her, saying "there's no rice to buy! Any rice goes to the south, the Authority taxes me dry! Get out of here, no rice!"

Mother told us not to go, she had heard from Mrs. Kou next door that the Authority had sent police into the town to prevent "looting of stores," which we know was a lie because the stores didn't have anything to loot. Father waved her off and we went. We hadn't had much to eat so we were a little tired, but mother gave me a pinch of rice and told me not to tell.

I wished I could go back to school, that was the worst part of it. I hadn't seen any of my friends from the academy because they're all from the countryside, and the Authority issued directives to go to the fields. Father said this was stupid too, because there wasn't any water to irrigate the fields, so there wouldn't be any farming to be done. "Fat Bajeong, sitting pretty in the wet lands while we starve up here." he had said. I just wanted to go back to school because I'd be 17 next year and be able to join Aatem Nal.

We were going down the avenue to butter Mr. Wang up when I saw the people. It was a crowd of our neighbors and other people from the city, at least four hundred other Zhong. Father fell in, looking for someone we knew, and found Bai Lu, the Secondary Archivist. "Bai Lu, Bai Lu, what's all this?" my father asked earnestly. "We're marching. They came this morning and carted off Wang Yu's shipment! Took everything! Didn't even say it was for tax, and when he protested they beat him! Come on, Song, join us! They're starving us!"

We didn't have much of a choice, the crowd had sort of pushed along and we followed them down the avenue to the government building. I didn't think much of it at the time because the people were those I knew- parents of neighbours, schoolmates, clan members, all that. But by the spirits when we got to the government square and I saw the soldiers there I was scared out of my mind.

There they were, regional soldiers, with their armor and guns and swords and everything. Black and green, like the colors of the flag of Bae, I'll never forget the color. They all had those helmets and masks on, so we couldn't see who they were. I grabbed my father's arm and yanked, I remember, but he didn't notice, just staring ahead and looking at the line of soldiers, two deep, about 70 of them, just standing at attention, waiting. The crowd had slowed, and Bai Lu was muttering to himself about the "damned Governor Thun, trying to starve us, now he's trying to keep us from speaking."

When I look back on that day, having read all the books and accounts I have of violence around the world and the cruelty that humans show to each other, I still cannot quite fathom what happened next. The soldiers drew their long curved swords and shouted without a word rushed into the crowd, swinging and hacking at the people there. We were unarmed! Unarmed and hungry! We just wanted food, that's all. They just stabbed and swung, blood flying everywhere. My father grabbed me, I think, and flattened down on the ground and I could just see the feet of the rest of the crowd start to scatter and break and run in every which way.

The pounding of the combat boots and the sound of weapons slicing into bodies was all I could hear, that and the screaming and moaning. I looked up and saw Bai Lu, just standing there, gaping at what was going on around him. He was still wearing his Arsathae's robes, with the traditional Zhong hat, standing and staring at the carnage. Then the sword sliced into his chest and he dropped like a stone, still staring and gaping.

By the spirits it was over soon. The crowd fleed, leaving the piles of bodies and limbs behind and the soldiers retired, not saying anything, leaving everything behind. We laied there for almost a half-hour until my father pulled me up and we ran back home, passing people we knew writhing on the ground, bleeding from who knows where. Wang Yu was slumped against a wall with a gash in his head and I stared as my father dragged me past.

I don't quite remember what happenend next. I still think back and wonder- how could they do it? Governor Thun We just ordered the soldiers to attack with swords, not guns, and to cut us down like cattle. We were peaceful, and he had them go in and slice at us like rice stalks. I always thought about that, about what kind of human being could just take a piece of metal and put it into another person, just an arm's length away, and watch them scream and die. With a gun it's different, they're just like an image in a painting or a movie, almost not real. You don't hear them or see them up close, don't get their blood on you. 150 people were dead, 20 more would die from their wounds.

What kind of human does that?

That was the start of it all. The riots. The people came back that night and set fire to the police headquarters and the government building, but the riots didn't stop. They wouldn't stop for another three months.


The riots in 1962 continued for three whole months, largely ethnic violence between the Bajeong and Zhong who shared administrative duties. Governor Thun She was arrested by the Republican government for "crimes against a neighbour" and sentenced to exile. He returned to Snefaldia in 1974 and was murdered by unknown assassins.

The droughts and famines that wracked Snefaldia from 1960-1963 eventually brought about the collapse of the Republic of Snefaldia and the formation of the Centralized Mountain States. Song Qian and his family survived the chaos, and he joined Aatem Nal. He currently serves as the Chief Archivist for Shangtie, and in 1995 successfully lobbied the shrines to add Bai Lu to the rolls of "honored ancestors" of the city for his death in the attacks.

Snefaldia turns colonial

SARGEDAIN- The Office of the Lord High Chancellor released briefs today indicating that the Centralized Mountain States, in concert with other nations in the Antarctic Oasis, has established colonies (http://z11.invisionfree.com/Antarctic_Oasis/index.php?showtopic=694) in the recently-liberated Malibu Islands, a former proctorate-region of the Antarctic Oasis which was seized by the DEN, and subsequently liberated after the collapse of DEN invaders.

The Malibu Islands of Praslin, Curieuse, and Aride, and the radius surrounding them, have been claimed as colonies by the government and incorporated into the administration of the nation. According to the Chancellor's office, the islands will be renamed Sotahr, Iwa't, and Tálwinquë respectively, comprising what is now called the Sotahr Islands. The three will be incorporated into the Mountain States as the Sotahr Dependent Territory, pursuant to the Uniform Laws on Civil Organization of 1965.

The news is momentous, as it marks the first expansion of the nation since Unification, and the first time in history an area not identified with the traditional Snefaldian mainland of four mountains will be called "Snefaldia." Plans are already in place to implement Snefaldian governing practices, construct an institution of Aatem Nal, introduce the me-wak currency, and put in an airship mooring station on the main island of Sotahr.

There are rumours that a group of refugees from The Eternal Kawaii will be settled on the islands, but the Chancellor's spokesman was quick to deny the rumours as "premature," saying that the colonization effort "is not for the benefit of the Kawaiians. This is for the greater good of Snefaldia." Some in the Bel are unhappy regarding the move, criticizing what is seen as a shift toward Imperialism from the Central Councillors left in power after the retirement of Councillor Herad, while others are championing the colonization as a way to spread Aatem Nal abroad.

Riots in Sargedain

SARGEDAIN- Panic tore through the capital today as hundreds of rioters swept through the streets of the West Bank, setting fires and attacking municipal offices before a panicked police force took to the streets in force.

Preliminary reports are still hazy, but sources say the rioters originated in the southern districts and spread to the rest of the western parts of the city, causing damage to property and injuries to civilians. Four of the rioters were trampled after an explosion stampeded some horses.

"At this time the cause of the riot is unclear." said Artay Uta'at, Chief of the municipal gendarmerie. "The attacks were largely perpetrated by young people armed with non-projectile weapons and homemade explosives. At this time we do not know if the aims were political or motivated by other purposes, but rest assured that we are doing everything in our power to investigate." The Chief also indicated that almost 200 people had been arrested following concerted anti-riot action.

Some pundits called the riots an indicator of dissatisfaction with the leadership of the Tuhran Bel, which has been struggling with the effects of foreign trade and industrial development. The southern districts of the capital are poorer compared to there rest of the city, with an increasing number of people unable to find work on the farms. In a country where the ability to buy food is dependent on agricultural labor, this spells disaster for some.

"It's just too bad they didn't get to the Chamber of the Bel." said one shop owner who wished to remain anonymous. "Those Councillors need to see that not everyone is happy. We never had problems like this with Master Herad."

"The fact that the violence and despair has spread to the capital speaks volumes about the policies of this Council." said Honored Arsaþæ Cheshaþan Manakharð, a five-year member of the Bel and part of the pro-Imperialism faction in the government. "Taxilha has become a hive of foreign influence and moral laxity, and now that is spreading to the heart of our country. It's time for a change!"

Whatever the facts of the riot, it's clear that the violence will have far-reaching ramifications for the Bel.

End of an Era

SARGEDAIN- The nation is in mourning today as it was announced that Honored Arsaþæ Reijihan Herad, the long-serving and respected Councillor of the Tuhran Bel, died over the weekend in the presence of his family in his home. He was 83.

Herad, who retired before his birthday in December, had spent almost 55 years serving in the Tuhran Bel government, and was one of the few Ha'ad who served in the First Bel after the collapse of the Republic, and one of even fewer who served continuously since the establishment of the Mountain States. His effect on the country is almost unmeasurable- at times acting as just another councillor of the Bel, and at others leading the entire body through his strength of character. The Tuhran Bel voted unanimously to bestow upon him the posthumous title of "Professor and Master," the highest possible position a man of Aatem Nal can reach- joining such distinguished scholars as Ta'us Ash àn and Dain-da-Hol.

Herad's era was one of peace and development for the country, his name even becoming a byword for "stability." His retirement saw his total removal from government- he refused to even meet with current members of the Bel excepting his closest and most personal friends after he left Sargedain- and the gradual dissolution of his old cadre of supporters and councillors. Jeroen Seefeikh III, the longest-serving Councillor and Ha'ad of the modern era, announced his own retirement only a week after Herad, and Councillor Yu Renzhie, nicknamed "Herad's Tiger" for his conviction and support for the man, quietly left the Bel and returned to Zhong to lecture at his hometown's Library.

The death of the politician sometimes called "Cornerstone Herad" marks a change in the political system, and seems to sit at the start of a new period of worrying political change. With the growth of a powerful right-wing faction in the Bel and discontent brewing about the effectiveness of the Bel to handle the needs of the people, the funeral procession of Master Herad will turly be the end of a long era of peace and stability for the nation- the next day the Bel will be holding a long-awaited debate on nuclear power, long postponed by the Master himself.

May the prayers of the people guide the Master in death, and may his spirit and soul rejoin the sublime Motions.

New rules released

SERASARDA- A team led by noted linguist and historian Dr. Wilhelm Kolbmann has released a new work handling the rendering of certain Snefaldian words in latin letters, entitled "The Representation of Snefaldian names, titles, and letters in foreign languages." This work follows the 1835 Convention on Standard Bagura in updating the rendition of words, letters, and sounds using international characters. The Snefaldian Foreign Ministry (http://z11.invisionfree.com/Antarctic_Oasis/index.php?showtopic=750&st=0&#first) has already released a memo adopting the new rules for immediate use.

The changes are immaterial for those who use the traditional Snefaldian scripts; the rules only affect latinised spellings- names like Ta'us will be rendered as Tås and th sounds will be represented with Þ and ð respectively.

Early flood possible

TEKSA HEADWATERS- With warm weather coming early this year, scientists are warning the Spring Flood could come much earlier than expected, predicting a series of smaller flood if the higher temperatures persist.

The bi-yearly floods in Snefaldia are vital to the agricultural health of the nation, as the floodwaters replenish lost nutrients in the soil of the Dayan basin and make the area more fertile. The flood is so central to Snefaldian life that Dayan towns and cities have been built on large platforms to avoid the floodwaters, and the capital of Sargedain, which sits astride the river, has a complex system of water management that derives power from the flood and focuses the water in the surrounding countryside.

If the floods come early, unprepared farms could be washed away or lose some of their herds, which are traditionally left to graze in the basin, which is less snowy than the northern areas. Flash flood could damage cities that haven't prepared their flood systems as well.

Kellerman announces resignation plans

SARGEDAIN- Lord Chancellor William Kellerman announced that he will resign from government at the end of the month today, ending a tenure he began in 1998.

"I've decided that I've served long enough" he said after the announcement. "Ten years is a long time in this government, and I want other, younger people to have a chance to lead the people of Snefaldia."

Kellerman, 56, became Chancellor after the sudden death of Lord Chancellor Abulurd Oståmen from heart disease, hand-picked by the late Master Reijihan Herad. He was previously the Second Minister of Agriculture, making his promotion a sensation in the civil service. Kellerman worked in concert with Master Herad to open the country to world, and sacked the famous politican Parepåresanna-vohu-manar from his post as Foreign Minister for trying to influence (http://forums.jolt.co.uk/showpost.php?p=13002145&postcount=4) the Congressional Elections in Omigodtheykilledkenny, replacing him with the controversial Second Minister Ren Dirh, who has caused ruffled feather in the Ariddian Ruenification affair.

Kellerman is the first Lord Chancellor whose family is not native Snefaldian. His German grandparents emigrated to the country in 1885. He has not given any clues as to who his replacement will be, saying only "It's up to the Bel to decide."

Bel says: No Nukes!

SARGEDAIN- In a monumental debate that lasted three days, the Tuhran Bel declared that the Centralized Mountain States would not seek to develop nuclear technology, either for war or for peaceful purposes.

"This decision is a monumental step in the development of our country" said Lord Chancellor William Kellerman in one of his last speeches from the steps of the Hall of the Bel. "The government has come together, debated the merits of nuclear developement, and agreed that the harm is greater than the benefit- Snefaldia will not, and should never, develop or use nuclear power for any purpose."

According to the voting rolls, the 300-member Bel voted 195-105 against nuclear development. The 105 vote 'aye' bloc was largely composed of the Imperial Faction and their supporters, who have been growing in strength since the retirement of Master Herad. Although the vast majority was on the 'nay' side, the leaders of the right-wing faction threatened retribution in the next election cycle; since the retirement of many long-serving Haäd from the Central Council the makeup of that body has shifted further to the right.

"This irresponsible decision will harm our nation, and open us to our enemies! Ships will run on oil, power will be ages in the past; and we are threatened by the weapons of our enemies." shouted Bel Haäd Orþilås Tarƕent, a rising star in the Bel since his election last year. "These decisions will harm Snefaldia, and if we are weak we will fall!"

Public opinion is largely good. The vast majority of people interviewed expressed glee that the Bel had chosen to reject what they saw as "dangerous power" outright. "I'm ecstatic. I will never have to worry about the environment being poisoned by a plant, or a missile destroying millions of people." said Tae Ruan, a mother and clerk.

"I'm not so sure it's necessary... but I'm glad they made the decision." said 76-year-old Taran Dahol. "We've always done things the old-fashioned way, saving the environment and natural beauty and all... I'm just glad those 'Imperialists' didn't win."

"My children can play by the river just down from the dam, and I will know that my electricity comes from the river and not from a reactor. And that's wonderful." said Mrs. Tae.

Mugałlu succeed Kellerman

SARGEDAIN- Lord Chancellor William Kellerman officially stepped down from his post today, ending his ten-year term as the government's Chancellor.

The Tuhran Bel, in a ceremony honoring the outgoing Chancellor, officially installed his successor, Loremaster Anzapahhâdu Mugałlu in a two-hundred year old ritual symbolizing a renewing of the office. Kellerman symbolically passed the Yångnam Øtye, the Chancellor's Staff, to Mugałlu.

"I have the greatest confidence in the Honored ArsaÞæ and his ability to serve in the position of Lord Chancellor." said Kellerman after the ceremony. "Anzapahhâdu is a devoted and talented man, and I expect him to exceed the expectations of the Bel in every way."

Loremaster Mugałlu has served as Bel Ha'ad for 12 years, three of which he has spent as a member of the Central Council, one of the youngest members. Born and raised in Sring Ißa, he studied at the Library of Saná and achieved the Loremaster grade 9 in 1997, before he joined the Bel at the invitation of the Council under the late Master Herad.

"Lord Kellerman will be a hard act to follow." said Mugałlu in a press conference. "He was a devoted civil servant. I can only hope to live up to his name, and serve the Bel as best I can. Have no doubt that the good works of Chancellor Kellerman will be continued under my tenure, and my mission will be to make life for the Snefaldian people prosperous, safe, and happy to the best of my ability."

Bel approves military expenditures

SARGEDAIN- With civil unrest (http://z11.invisionfree.com/Antarctic_Oasis/index.php?showtopic=773) threatening the stability of the Snefaldian colonies in the Malibu Islands, and with military endeavors apparently on the horizon, the Tuhran Bel approved a 77 billion me-wak (http://forums.jolt.co.uk/showpost.php?p=13425351&postcount=513) (28 billion USD) order from the Royal Shipyards of Isselmere-Nieland to strengthen the aging Snefaldian Navy.

"It's quite clear that our existing ships are outdated and in need of replacement." said War Minister András Horânyi in a press conference today. "The purchase of two aircraft carriers several years ago- the Dain-da-Hol and the Trimna Kelangat was not enough- our navy lags behind the other two branches much too far. It was time to reinvigorate out forces, and the Bel agreed."

Not all were happy with the decision, however. As expected, the more right-wing members of the Bel, including the entire Imperialist faction, voted to approve the expenditure from the defense budget, which is nearing a thousand billion me-wak (674 billion USD). Many of the more pacifistic member questioned the need to become militarily strong in any capacity.

"We are members of the regional defense treaty. We are on good terms with multiple nations with strong militaries." argued Honored Arsaþæ Yimäwn Ƕtö. "We are a peaceful nation, and we have not had conflict on our soil since 1845. Why should we cross our fingers now, and invite disaster with this buildup?"

Ultimately, the Bel voted 205-95 to approved the extra expenditure, despite impassioned speeches from opponents, claiming extra spending on armed forces would take money away from other vital services, wasting the taxes of the people on military adventures.

In Snefaldia, citizens have the opportunity of choosing their method of taxation- monetary, or through corveé labour.


Citizenship bill proposed by Chancellery

SARGEDAIN- The Chancellery announced today plans to bring a new citizenship bill before the Tuhran Bel for approval, said spokesmen for Lord Chancellor Mugałlu.

"The new legislation would change our existing citizenship laws, allowing easier access to Snefaldian citizenship, as well as giving official status to many of the national groups left out of the current legal definition."

The legislation aims to fix problems with the 1983 Citizenship Code, which excluded the mallash and Cahn people, as well as other groups, from official citizenship on the grounds that they were not "indigenous Snefaldian" and forced them to apply for the right in what was a rigorous and often unfair approval system. Although the system was reformed in 1995, the derogratory and biased language was left on the books.

The greater access of foreign people to Snefaldia since 1995 has also given the Chancellery cause to look for ways or opening the country further to foreigners, and giving those who wish it citizenship. "Our public services are some of the best in the region." said Chancellery spokesmen. "We have wide support nets for society, and every citizen knows that they must contribute to our society to get care in return. Anyone who wants to live a better life can come to Snefaldia, become a citizen, and be accepted."

The C.M.S. heads for space!

TAXILHA- In a fanfare-filled press conference today, spokesmen from Kømyëh, an international business consortium, announced that the Tuhran Bel had approved plans for the company to move ahead with an ambitious new project- the constrution of a supermodern "space elevator," designed to give the nation a technological and cosmological advance.

"This project has been in the works for almost ten years now." said Lal Torka, spokesman for Kømyëh, in the televised announcement. "We have finally gotten the approval from the Snefaldian government to begin construction on this monumental new project- it is the next step in technology and science."

According to Kømyëh press releases, the elevator will be attached to a counterweight space station, the first such space station under the control of the Centralized Mountain States. Carbon nanotubes will form the structure, with an autonomous climber that will deliver payloads to and from the station. The company has indicated the station will have habitation areas, scientific laboratories, and hinted at the possibility of a biodome in the station complex.

The Chancellor's office released a statement of support, saying that the "Bel has agreed to support this great endeavor, which will be of great use to the Snefaldian people and mean improvements in the quality of life for all who live in our borders. This is the next step in science!"

Some were critical of the plans, arguing that the dangers and problems posed by the elevator- power, structural security, and viability- outweighed the supposed benefits. Kømyëh was quick to discount such fears, and Mr. Torka was very clear on why the company was pursuing the project. "This is not a question of risk versus reward. We understand the risk. But the reward is much greater- we are looking at the next step in technological evolution. The ability to safely and cheaply travel to space without having to rely on expensive rockets and pollutant fuels means everything- when construction is finished in ten years, the benefits will be immediate."

Kømyëh is a large international consortium, based in Taxilha, that specializes in high-tech systems and futuristic construction, and has drawn top scientists for the twenty years they've been in business. They group is rumoured to have connexions with businesses of the former Great Star Empire of Allech-Atreus, a highly advanced former member-state of the United Nations and ally of the Antarctic Oasis.

Government announces changes

SARGEDAIN- the Tuhran Bel announced early today that the Centralized Mountain States of Snefaldia would be re-organized as the Federated States of Snefaldia, and a new government would be formed to replace the Bel as the head of the state of Snefaldia.

Lord Chancellor Mugałlu spoke from the steps of the Hall of the Bel early this morning, announcing the move with the fifty members of the Central Council behind him. "It is time for Snefaldia to move forward into the future, and fully embrace the democratic values of the modern world. All citizens of Snefaldia will finally have the right to elect their own representatives in their government."

The Chancellor went on to praise the Tuhran Bel for the near fifty years of good governance and the slow move toward democracy the religious body oversaw. He also introduced the format the new government would take- a plan in the works for almost a year.

"The legislature will be a bicameral National Parliament, divided into the upper Chamber of Regents and the lower Chamber of Deputies. 100 Regents will be elected from the constituent states of the Federation on a non-partisan ticket, and the Deputies will be assigned by proportional vote from a national list of parties. The position of Chancellor will remain as the head of the Chamber of Regents, and the head of the various ministries."

Political campaigns heat up

SARGEDAIN- With the elections for the National Parliament coming in only a week, the newly-formed national political parties are stepping up their campaigns for seats in the Chamber of Deputies, the partisan house of the Parliament. There are currently ten parties which have registered in all states and territories of the Federation, and all of them are putting up a strong lists and making their platforms known.

Political experts are predicting that the three largest parties- the National Party of Snefaldia (NPS), the Liberal Democratic Party (LDP) and Aatem Nal- will win large precentages of the 400 seats available in the Chamber of Deputies. Largely made up of civil servants, educators, and former politicians, the NPS and LDP are predicted to win at least 25-30% of the Chamber respectively, while Aatem Nal's collection of Arsaþæs and other religious figures is polling at 15-20%. The "Imperial Faction" of the Tuhran Bel formed a political party as well, advocating robust foreign policy and increased military spenditures as an "Imperial Party."

One of the more radical political groups is the Bajeong Liberation Party, composed largely of politicians and officials from Bae State. The BLP calls for the immediate secession of Bae from the Federated States of Snefaldia, the return of tracts of land from Sring Issa, Neer Dal, and Dayan, and the dissolution of the Federated States. BLP party head Lue Phan appeared on Sangita News last night advocating just such policies.

A surprising favorite among metropolitan voters seems to be the Jewish Democratic Front for Peace, or Hadash. The Jewish population of Snefaldia is around 5-6%, and since the appointment of several radical Muslims to the Tuhran Bel in 2001 sentiment has been growing in the Jewish communities to push for stronger religious freedom laws. Hadash favors strong foreign alliances with free and civil nations.

The Chamber of Regents is also due to be formed next weekend, with hundreds of candidates putting themselves up in their constituent states. Current Lord Chancellor Anzapahhâdu Mugałlu has been campaigning across Sring Issa in Serasarda and Isaärdlang for a seat, while many current Bel members are also seeking seats in the Chamber. Unlike the Deputies, Regents are non-partisan and are prohibited by law from joining a political party a year before any prospective candidacy, and are enjoined from joining a party for five years after leaving the upper house.

With a week of campaigning left, there may be more surprises in store as the national parties step up their campaign for control of the Chamber of Deputies.

Ministry officials announce candidacy

SARGEDAIN- Several Ministry officials, in anticipation of a new wave of political appointments after the upcoming Parliamentary elections, announced their candidacies for a seat in the Chamber of Regents. First Minister of Agriculture Sás Ølm to represent Dayan, First Minister of War András Horૢânyi to represent Sring Issa, and Esânnë Thïng for Neer Dal, all filed the appropriate papers and began their campaigns early this morning.

Lord Chancellor Anzapahhâdu Mugałlu, who is expected to win a Regent's seat for Sring Issa and retain his title of Lord Chancellor, endorsed Minister Horânyi for one of the 15 seats available in the Chamber of Regents for Sring Issa. Of the hundred seats, 30 go to Dayan, 20 to Bae, 13 to Neer Dal, 12 to Allasha, 5 to the Sotahr Island colonies, 2 to the Autonomous Territory of the Shahd Plateau, and 3 to representatives of the Kawaiian Autonomous Territory in Maldawang, Sring Issa. Under the terms of the their treaties, both Autonomous Territories do not have to fill their seats, which would reduce the number of voting members of the Chamber to 95.

The popular Grand Librarian Andrew Holbrook of the Serasarda Library dispelled rumours that he would be seeking a Regency for the state of Sring Issa. "I'm busy enough as it is with my job and the duties of an Arsaþæ. A Regency would just make me busier- I'm not running for a Deputyship, nor am I going to be involved in the national Aatem Nal party. Serasarda is just about the most responsibility I need right now!"

Controversial Foreign Minister Ren Dirh also said he would not be seeking a seat in either Chamber, instead saying "I'm going to serve out this term as Wengætgymö, and if the next Lord Chancellor sees fit to reappoint me, I'll gladly serve my country as I have for the past two years." Interestingly, Minister Dirh's predecessor- the even more controversial Parepåresanna-vohu-manar- announced his bid for a Regency representing his home state of Allasha, which Mr. Dirh didn't comment on.

Election day: Over!

SARGEDAIN- The first democratic election in Snefaldia since 1960 finished up a mere few hours ago, marking a new chapter in the history of the mountain nation. Dual elections for the Chamber of Regents and Assembly of Deputies, the legislative branch of the government, have ended with a stunning 85% voter turnout across the country and beginning the political careers of hundreds.

In the Regency election, the individual seats were assigned to the respective countries, and filled by their candidates. As expected, Lord Chancellor Anza pahhâdu Mugałlu won his seat by a wide margin, and is expected to retain his title when the Parliament convenes Monday. Former Foreign Minister Parepåresanna-vohu-manar was also successful in his bid for a seat in Allasha, as were current Ministers Sás Ølm in Dayan, András Horૢânyi in Sring Issa, and Esânnë Thïng in Neer Dal.

The larger and more publicized election, though, was that for the Assembly of Deputies- the four hundred legislative seats in that assembly were divvied up among the various political parties according to proportional vote. The party winning the most seats was the National Party of Snefaldia with 98, with the Liberal Democrats coming in second with 84.

Not surprisingly, the party representing Aatem Nal won a large margin of seats, taking 48 and making them the third largest party, followed closely by the Neer Dal-based Progressive Party holding 38 seats. A surprising winner, however, was the Jewish Hadash party, which gained hughe support in the cities from progressive, younger voters.

Despite supposedly stronger support in Bae, the Bajeong Liberation Party won only 16 seats, roughly 4% of the vote, making it the second smallest party after the disorganized and unpopular Communist Party of Snefaldia. Other parties that failed to materialize greater support were the Fair Trade Coalition and the Snefaldian Agricultural Alliance, winning 17 and 22 seats respectively. The leadership of the two parties, however, have pledged to join together in the next election as a single party, in the meanwhile promising to form a voting bloc to support the policies of their parties.

Parties Unite: Leadership promised in Assembly of Deputies

ISAARDLANG- Just a few hours ago, the National Party of Snefaldia seemed poised to take control of the Assembly of Deputies and appoint the first Provost of Deputies. But now that inevitability has been challenged. In a joint announcement from campaign offices in Isaardlang, Sring Issa, Kuweená Ÿll, Chairwoman of the Liberal Democatic Party and Deputy of Parliament, and Astár Sárdavär, Chairman of the Progressive Party and also Deputy of Parliament, announced the intention of the two parties to form a coalition government to increase the effective number of seats both parties control.

PPS Chairman and Deputy Astár Sárdavär enjoying an Allashan cigar after hearing the results of the election yesterday. Mr. Sárdavär has promised to work with the Liberal Democrats in the new Parliament.

"The LDP and PPS share many of the same values, though we disagree on implementation." said Mr. Sárdavär. "By uniting for this first Parliament, we are making a promise to govern well and by our principles in the spirit of harmony and cooperation. By working together we will increase the benefits to the Snefaldian people, and by sharing our strength we make it easier for those benefits to happen."

The NPS, which holds a mere 14 seat margin over the LDP, will be put behind by a coalition of the 84 LDP seats and 38 PPS seats. NPS chief and Deputy Wálløm Toömœð refused to comment on the announcement, only saying that "The National Party is also working in the spirit of unity and cooperation, and we are in contact with the leadership of several other parties to see if we cannot also work together for the benefit of the Snefaldian people. The Liberal Democats and Progressives do not have a monopoly on such thoughts and beleifs."

Coalition government ready to go

SARGEDAIN- The Assembly of Deputies announced this morning in their first session that an agreement for a coalition government had been reached between the Liberal Democrats and Progressives, as well as the Fair Trade Coalition and Agricultural Alliance, giving them enough vote to take the position of Provost of Deputies. The Nationalists, who won the most seats in the Assembly, lost a bid to ally with other parties and keep their majority. A bid to ally with first Aatem Nal, which decided to remain neutral, and second the Imperialists, failed to be agreed on.

The Imperialists reportedly refused to compromise on some of the more liberal aspects of the Nationalist platform, with NPS Chairman Wálløm Toömœð saying "our views are not going to be undermined by the policies of Cheshaþan Manakhart." The Imperialist leadership, which may be a potent spoiler and vocal bloc of the Assemly, could not be reached for comment.

The PPS and LDP announced that their choice for Provost would be Astár Sárdavär, Chairman of the Progressive Party. He was confirmed easily, making a parallel with the Chamber of Regents where incumbent Lord Chancellor Anzapahhâdu Mugałlu was elected to serve in that same position as the first Lord Chancellor in the democratic Federated States. The Chancellor expressed his happiness with the choice of the Assembly, saying "I absolutely approve of Mr. Sárdavär's confirmation. I have worked with him in the civil administration in the past, and I'm looking forward to working with him in this new government."

Floods come early, cities prepared

SARGEDAIN- In a pageant that has been repeated for the umpteenth time in Snefaldian history, the Spring Floods that bring life to Snefaldia began for another year. This year, as in years past, the villages and communities of central Dayan were prepared for the rush of water that rises over the broad banks of the Saard river and covers the fields with layers of rich silt and soil. In the capital city of Sargedain, which straddles the east and west bank of the river, updates to the city's irrigation and flood control system proved as successful as their propagators said they would, diverting water through a system of pipes, tunnels, and treatment plants before feeding in out into the fields surrounding the raised mound of the metropolitan area, which sits some 40 feet above flood level.

"The new developments we put in last year are working exceptionally well." said Assistant Developer-General Tås Wtlö. "Using new technology, we installed several treatment plants after centralising and updating some of the piping, which will cleanse the water of soil and bacteria before pumping it into the fields. After the hoppers are full, we run the soil and silt through another purification system before sending it off to be used as fertilizer. It's an excellent system, one that in environmentally friendly and safe."

Using the new updates, the city can also generate power using the rushing floodwaters. One day of flooding can power the entire metropolitan area for three, and floods typically run for three to four days. The capital is providing the example for the rest of the country, Mr. Wtlö, by utlising new technologies that can be environmentally progressive while maintaining the traditional ways of rural Snefaldia.

In Tawsanggai, the city that sits near the mountain entrance of the Saard into Snefaldia, experts are predicting larger-than-average waterflow this year, owing to a particularly long and snowy winter. "The excess snow in the mountains and highlands, which has accumulated over this unusually long winter season, will mean that more water will be carried down for the spring floods." said Alaksanduš Dugdâmme, an expert in hydrology. "This could mean less silt and soil being carried to the fields, as the faster waters will carry it further downstream to the Shahd Plateau, and even to the Memdar Delta, more so than in previous years."

Dayan in particular is gearing for the planting season, being the breadbasket of the nation, almost 70% of grains, cereals, and other organic foods coming from the centralized region. This way of farming has had such a large impact on Snefaldian society that all Dayan villages are built on raised earthen platforms to protect them from the flooding.

Railway plans unveiled

TAXILHA- Representatives from the Ministry of Transportation and several corporations announced plans today for a high-speed maglev railway linking the Port City to the capital of Sargedain, as well as other lines connecting the capital to Pholimjung, Serasarda, and Tawsanggai, as well as rail running to Mavâtéisnaya and Korsahad.

"These plans will revolutionize travel, commerce, and living in Snefaldia." said new First Minister of Transportation Ƕán Yëb. "High-speed maglev rails will cut travel times in half, reduce energy expenditures, and make it easier to transport goods to the interior of the country."

Kømyë, the consortium currently building the Skyhook, is one of several businesses that will be helping construct the new rail lines. Their part, however, will be small. "We expect completion of all lines in two years." said Mr. Yëb. "Barring any problems with the Parliament, we will have safe, cheap, and environmentally-friendly mass transit in just two years."

Parliament shuts out Chancellery

SARGEDAIN- The Assembly of Deputies refused to support a plan by the Chancellery today to dispatch Snefaldian armed forces to assist the Yeldan Worker's Party in the struggle against the despotic government (http://z11.invisionfree.com/Antarctic_Oasis/index.php?showtopic=825) of Aad Píínć. Deputies from the FTC and SAA parties among others joined with the LibDem and Progressive government to vote down legislation proposed by Lord Chancellor Anzapahhâdu Mugałlu to dispatch several divisions to assist the YWP, which is lacking in ground forces.

Provost Astár Sardävár, in a speech before the vote, said that "the Chancellor's plan to involve the Federated States in a needless foreign conflict will find no support in this Assembly. The honorable deputies of Hadash, the Fair Trade Coalition, and the Agricultural Alliance have joined with us to oppose this unnecessary measure."

The plan, which passed by a mid-sized margin in the Chamber of Regents, was strongly supported by the conservative Imperialist Party, as well as some members of Aatem Nal and the Nationalists. The margin, with 110 in opposition and 96 in opposition, was slim enough to cause an outcry from the Nationalist Party leadership, accusing the Provost of dishonest scheduling of the vote: the queue was changed late Sunday night putting the item before the Assembly on a day which the NPS held a party congress. Only 20 Nationalist Deputies were in the Assembly, all opposed.

"This is dishonest. This is unfair. The 98 Deputies of the Nationalist Party and the citizens they represent should have had the right to vote." said Wálløm Toömœð, Deputy and Chairman of the NPS. "This sort of underhanded politicking is unacceptable for the coalition government, and unacceptable for our new democracy."

The Lord Chancellor, however, stated he would abide by the Assembly's decision not to send troops and would not attempt another initiative, though he did not rule out the possibility of an NPS-led intiative. "We can support the legitimate government of Yelda through other means. We won't leave our allies in the dust."

The fight over the troop involvement highlights the difficulties facing the fractured "First Parliament" of the Federated States.

Nationalists threatens leadership vote
SARGEDAIN- The Leadership of the National Party of Snefaldia threatened to move for a leadership vote in the Assembly of Deputies today, citing the "continuing unwillingness of the Progressive and Liberal leadership to work with the rest of the Deputies."

Under Snefaldian law, the Assembly may vote for a "Change in leadership" provided they have a majority of seats approving such a vote. The Lord Chancellor, who is also head of the Chamber of Regents, would have to approve the motion if the government has been in power for less than six months. If successful, a new leadership would be elected and the Lord Chancellor would have to replace all Deputies serving in Ministry positions with new officers.

Astár Sardávär, the current Provost of Deputies and nominal leader of the Assembly, dismissed concerns of a vote and said "we've been working with the Nationalists and the rest of the Assembly. I am also confident that the Lord Chancellor will refuse to support such a motion if indeed the Nationalists show they are not committed to cooperation."

Protests threaten coalition government

SARGEDAIN- Thousands of demonstrators thronged through central Sargedain this weekend, calling for new elections in the Assembly of Deputies amidst rampant social violence and fears of national destabilisation.

"The ineffectual leadership of the Liberal Democratic Party and their Progressive allies has weakened our nation, so that average citizens cannot walk the street without fear!" said Wálløm Toömœð, Nationalist Party chairman and Deputy from Yâigö, Sring Issa, during a speech on Saturday. "Provost Sárdavär and his supporters have enacted policies that threaten the very fabric of our society- it is time they realized this and resigned!"

The demonstrations, the largest of several in the past month, is a manifestation of discontent with the increasingly ineffectual parliament. The tenous majority of the ruling coalition in the Assembly was strengthened by the integration of the Agricultural Alliance and Fair Trade Coalition parties into the Progressive wing, raising the coalition's majority by a huge number. Their policies, largely at odds with the stated goals of Lord Chancellor Anzapahhâdu Mugałlu's government, have slashed defense and police budgets at the national level, leaving the anemic regional governments to pick up the slack.

The Deputies have been largely unopposed due to fractured debating in the Chamber of Regents, which is typically unattended and below quorum- making it difficult for the assembly to veto the laws.

Also a bone of contention were the taxes-rising for the first time in six months, on everything from food to public transportation.

"First we are robbed and the police can do nothing." said Arnuwanda Pintas, who came from Washukanni to protest. "Now, they raise the taxes, and we have nothing to show for it! With Aatem Nal, we had safety! We didn't mind the tax! These politicians are destroying Snefaldia!"

In front of a statue of famous revolutionary Dain-da-Hol, Grand Librarian Andrew Holbrook, representing Aatem Nal's party in government, spoke to a crowd of five thousand Sunday. "The world is watching Snefaldia. How will we respond to these threats from within? By showing our strength- the strength of the people! The Tuhran Bel believes in democracy- I believe in democracy! Let us have it!"

If the government is brought down, new elections could be on track as soon as October.

Wølmeý calls for Chamber reform

ISAÄRDLANG- Sringi politician Tahyë Wølmeý (Regent for Isaärdlang) issued a call for reform in the Chamber of Regents today, calling on the Chancellery to issue directives to who she called "delinquent public servants abusing the people's trust."

Referring to a large number of elected Regents who rarely show up to vote or debate on issues, often leaving the Chamber without a quorum to conduct business, the popular Regent chastised both the Chancellor's office and the regents themselves for not doing enough to ensure business would be done.

"It's unfair that you run for office, win, and refuse to do your duty." she said in an interview with SBC. "The Chancellor has refused pay increases for the Regents, and hasn't backed any serious proposals to require attendance at our sessions. We might as well let the Assembly do all the work- but we know how that's turned out."

Wølmeý referred to the increasing discontent with the Assembly's decisions, culminating in a huge demonstration over the weekend.

Ms. Wølmeý is a favorite in her constituency in western Sring Issa, where she is viewed as a firebrand reformer and a pioneer in women's rights. A Loremaster 9th Grade in Aatem Nal, she is often seen with representatives from the Tuhran Bel, but is quick to say that she cuts her own path, and doesn't take orders from Serasarda.

"Yes, I do speak to Andrew [Grand Librarian Andrew Holbrook] now and then. No, we don't talk about politics- we talk about our children." she said, laughing. "The Bel believes in democracy- if they didn't, would they have stepped aside? We need reform, the people know that. Snefaldia deserves better."

Water engineers to Sargedain: Upgrade, and soon

SARGEDAIN- The Guild of Water Engineers, Snefaldia's largest professional organization of hydrologists and water specialists have issued a report warning that unless the hydrology control systems of Sargedain are upgraded soon the ability of the city to manage the floodwaters of the Saard could be severely damaged.

"The aging machinery of the bilge systems, combined with a lack of maintenance over the past decade, make an overhaul of the city's an absolute necessity." said Fidren Abaht, Guild spokesman. "In the professional opinion of the Guild of Water Engineers, an immediate and complete upgrade is needed, or the city could face disastrous consequences."

Sargedain, which has been threatened by flooding since it's founding as a fishing village a thousand years ago, has struggled to deal with the rising waters in convenient ways- building distribution pipes, hydroelectric turbines, freshwater cisterns, and even artificially raising the elevation of the city in 1704. The modern system, which was constructed in 1905 by the newly-created Guild of Water Engineers, was the most recent upgrade of the system- the government has been concerned with maintenance for most of the 20th century.

"With the government cutting municipal budgets and interior projects, management has fallen to the city council." said Abaht in a press conference after the announcement. "We're looking at nearly three hundred years of flood control engineering failing in the next three years, and no money to fix it. If the Saard rises too high and too fast, the city could face the worst flood it's seen since 1705."

Government spokesmen refused to comment, citing the civil unrest in the capital as being the most pressing concern.

Allasha-Dayan water deal brokered

KAND- Representatives from the regional governments of Allasha and Dayan finalized a deal today which would divert water from the Saard watershed to the parched deserts of the west, a landmark in intraregional politics.

"We're quite pleased. We expect this to revitalize eastern Allasha and stop the desertification of the far boundaries of the Dayan basin." said Samar Khin, Mayor of Korsahad. "The easternmost cities of Allasha will be able to get their water from the east, which means the border towns and municipalities don't have to fight over the resources anymore."

The plan calls for the construction of three pipelines connected to the Saard, to port water to the eastern cities of Fahd and Gushabend, which will free up more centrally-located water resources to be distributed around the desert region.

"This arrangment is a boon for the river farmers" said Dayan representative Francec Marky. "Floodwater and excess resources can be pushed around the country, which will lessen the burden during flood time for every farm. We're happy to promote this sort of regional dialogue and agreeing- it's better for the nation."

Bureau officials ask questions about politician death

SARGEDAIN- Unnamed sources in the Ministry of Health's Bureau of Epidemiology suggested that the death of Arsathae and former Deputy Cheshathan Manakhart was more than an accident. According to employees in the Bureau who conducted legally required autopsies on the deceased Imperial Party chair, the cause of death was not, as reported, a brain aneurism but rather a form of poison.

According to the anonymous Bureau officials, the poison consisted of a mixture of proteisn: hemolytic stonustoxin, the neurotoxic trachynilysin and the cardioactive cardioleputin. Medical sources reference these as a component of stonefish poison, the same variety that caused the death of Bae's military Governor Thun She in 1975. Top Ministry officials, including the First Minister's office, have categorically denied the suggestions, saying "the official, medically tested report on the death of the Honored Arsathae has been published. These rumours are groundless."

Stonefish poison was the favored method of execution of the infamous Nuziid sect based at Ammuna Castle in northern Sring Issa. The Nuziids were scattered in 1767 by an order of the Grand Librarian, but reports of stonefish deaths have persisted since the cult disappeared.

- The Foreign Ministry reports that former War Minister Andrâs Horânyi has been appointed Ambassador to the Altan Steppes as of late yesterday, following the opening of official diplomatic relations with the Steppes. Altan President Alan Kasimira visited the country in weeks past, appearing with Chancellor Mugallu and promising greater relations between the two countries.

- In further diplomatic news, the Foreign Ministry has named two replacement ambassadors in the past two weeks, specifically to the Resurgent Dream and Federal Republic of Omigodtheykilledkenny. The previous ambassadors, named under the Kellerman Chancellery, both died within a week of each other of unspecified heart troubles. Harmalan Shandreth, former ambassador the United Nations, came out of retirement to head the embassy to the Confederated Peoples.

- The World Assembly office recieved a new addition this week; specifically the appointment of Niuhuru Abahai, the Duchess Giocangga, to the position of Chief Consul. Abahai, the wife of the Duke of Pehmbuok and a member of the powerful Niuhuru clan, is well-known in Bae for her support of economic development and foreign investment. According to the Foreign Ministry, her appointment is part of a larger move by the government to foster economic relations with other countries. The Duchess is well-known for her sometimes abrasive business style, which many have characterized as her "sore neck showing*."


* In Snefaldian slang, having a "sore neck" is akin to thinking one is better than another, or more simply, to so constantly turn one's nose up that one's neck becomes sore because of it.

States Court refuses to hear case

TAXILHA- The judges of the States Court of Taxilha, the high court of the Shahd Autonomous Territory, rejected a challenge to national immigration law brought in a civil suit against the Port City government by the Port Workers Labour Association, declaring the court of the region had no grounds to render decision on national law. The Association claimed that the law was unfair on the grounds that it harmed citizens by flooding the labor pool and driving down wages, a critical issue in Taxilha.

The 5-judge bench concurred that as the highest court in the Shahd Territory the court was only able to decide on the legality of territorial law, and that any challenges to law established by Parliament would have to be argued in the High Court of Regency in Sargedain.

Snefaldia's legal system is mostly a patchwork of differing traditions held together by various mechanisms, but efforts were made on the changeover to the States-Federation to unify and standardize a national system of courts and law. Though there exists no single Supreme Court that is the final voice on law, several different national court exist to hear differing cases- the High Court of Regency hears cases requiring decision on Parliamentary law, the Superior Court of Justice hears appeals in criminal cases, and the Law Court of the Chancellery exists to deliberate civil cases and issues of policy and law.

The Port City Labour Association intends to file suit with the Regency Court on Monday.

MYEDVEDEYA- Snefaldian foilist Wodash Faar and epeeist Birkâsh Hëm took top spots at the first World Cup (http://forums.jolt.co.uk/showthread.php?t=569585) of Fencing, hosted in Meydvedeya. Snefaldia's representative in Sabre, the Tunggiya clan's Gobulo Rala, took third place.

With the victories in foil and epee, both fencers top the world ratings at #1 in their respective weapon. Overall, the Snefaldian team ranks first in the world points list, beating out tournament host Myedvedeya by three points.

"I'm thrilled, just thrilled." said Faar, who last month took Snefaldia's top spot in foil, thus qualifying for the Cup. "We came to win, and we did."

Though falling short of a hoped-for sweep of all three weapons, the gold medals for two out of three fencers firmly cements Snefaldia's place in the international fencing world. Chancellor Ren Dirh congratulated the victorious fencers in a statement this morning, calling their efforts "fantastic."

"I am excited for what this means for Snefaldian fencing. It's going to take some work to ensure out #1 status, but I'm confident the fine sportsmen of the country will do it.

Second Minister of Justice Chang Xiaoyin appointed to prime position

December 8, 2008 - Andrew Piyashili, Sargedain

The Chancellery announced this morning the replacement of aging Justice Minister Imed Hattan, putting Second Minister Chang Xiaoyin at the head of the Ministry. Citing concerns with the effectiveness of Minister Hattan and his ability to continue to manage the Justice Ministry, First State Minister Tahyë Wølmeý said the Chancellor consulted with Hattan over the weekend.

The change had been long contemplated, said Wølmeý.

Minister Chang, who will assume the management of the Ministry immediately, said that she will "pursue a strong and robust policy for Justice in the nation, and look to unify the judicature and eliminate bottlenecks in law wherever they appear." She indicated that the Ministry would stop dragging it's feet on the issue of new grants for the city of Tawsanggai and push for the Assembly to do the same.

The city of Tawsanggai is an autonomous city in northern Snefaldia under the jurisdiction of the Tawsini ethnic group; they are linked to Snefaldia through legal documents, but not technically part of the nation.

Chang formerly served as General Adjudicator for the regional government of Bae from 1979-1983, before heading the Directory of Justice for the Bajeong court system until 1993. She sat as a Justice of the national Court of Special Appeals from 1994-2000 hearing cases appealed from the regional courts, until she was appointed to the Ministry of Justice in 2000 as Fourth Minister, part of the Tuhran Bel's new justice programme.

As General Adjudicator she was notorious for prosecuting Bajeong separatist and ultranationalist activists under a controversial anti-sedition law, and was castigated by the far-right for her Zhong heritage and leftist tendencies. While on the Special Appeals Court, she presided as bench chairman in the Question of Right for Determination (S.A.C 426-A527) case, which held that regional governments do not have the right to ignore directives from the central government.

Freak storms smash north, dozens feared dead

THIESTILM- One of the worst winter storms in decades has left the northeast regions of Sring Issa in a state of emergency, after freezing rain and high winds deposited a sheet of ice over the region. Thiestilm, at the base of the northern mountains, has been covered in a frozen layer locking vehicles and carriages in place, destroying trees and sinking boats on the Saard. Dozens are presumed dead, caught in the blizzards and ice storms.

Power in most of the cities and villages in the north has been cut, as ice snapped above-ground power lines. Many traditional villages, which are without power, can be seen at night from the skyscrapers in Thiestilm- the wood fires in each of the houses can be seen from miles around, a normally impossible feat because of the lights of the city.

"This is terrible. We have no power, and we're going to have to burn things to keep warm." said Adhyoya Purani, a Thiestilm resident. "My uncle lives in a village outside town- they have wood and heat in the village, we're going to try and get out there if the roads open up."

The city administration is calling on the national government to dispatch the army to help open up the frozen roads and restore electricity to the city, warning that if heat and services aren't restored soon people could die. The northeast area and the foothills of the mountains regularly see temperatures plunge below zero degrees centigrade.

The Ministry of the Interior is promising to do all it can for speedy restoration of operation to the city.

Demonstrators protest Urgenchi trade agreements

SERASARDA- Several hundred activists gathered outside of the Urgench consulate in Serasarda today to protest a new trade agreement between the States-Federation and the Empire, which will allow Urgenchi pharmaceutical companies, well-known for their mind-altering drugs and rumoured genetic experimentation, access to Snefaldia's markets.

The protesters, a mixture of hard-line Communists and Fair Trade supporters, called the Chancellery's agreement an "invitation to foreign exploitation" and "the introduction of foreign medical poison."

The demonstrators were largely peaceful, with some belligerent activists arrested on outstanding warrants. Chancellery officials said they offered apologies to the Urgenchi ambassador in Sargedain, and would work to ensure fairness and transparency prevailed in future trade talks.

More of the same, and less of the old: Dirh's Chancellery not up to snuff

The best thing that can be said about Ren Dirh right now is that he's managed to keep his famously wagging tongue under control during the few months since his election as Lord High Chancellor; although I'm sure most Snefaldians wish he was running his mouth as Foreign Minister instead of dictating economic and military policy.

Dirh promised to "continue the successes" of the Mugallu chancellery, a short list indeed even if you count the old Count's political maneuvering to break the deadlocked parliament. So far, he's pushed a constitutional referendum through that gives the Chancellery almost supreme power over the people's legislatures (the Chancellery has the power to appoint the leaders of both houses, as well as dissolve the Deputies), pushed for closer relations with Kelssek despite the incompatibility of their trade status, and dispatched armed forces to Lavinium for a scheme that sounds suspiciously similar to the Poivre Atoll incident over the summer.

The Chancellor hasn't shown himself to be any great politicker, either. The defeat of the IFTA trade bill, and the subsequent defeat of the AOEAA bill mere hours later, showed the Snefaldian people that despite his immense power in the government he still couldn't control the partisan deputies (even though he hand-picked the Provost).

What's more troubling is his continued support of the controversial "Citadel" agency, a secret intelligence branch of the War Ministry that the government refuses to give information about. When his campaign slogans included "freedom and liberty" failure to divulge just what our taxes are paying for smacks of hypocrisy.

Things can't be all bad, though. If you're a businessman in Taxilha or some other big city you can bet life is going well- the loosening of economic and trade regulations has meant the arrival of foreign corporations and the expansion of some of the more notorious corporate giants (like Komye and Linda), all at the expense of the regular citizen. Taxes have continued to climb and the Treasury tinkers with the system to see what works- meanwhile subsidies to education are flowing right into Aatem Nal's pockets. It won't matter much if the bill before the Deputies goes through and Serasarda ceases to be a part of Snefaldia; we'll be seeing a sovereign state of Aatem Nal in our presence and even though he promises to unify the country, Ren Dirh will have a lot of explaining to do.
