Iansisle

The new government of the Gull Flag Republic had several goals and foremost among them was to win diplomatic recognition of the revolution. The regicide of King James (or Citizen Callahan, depending on the source) had destroyed the Republic's international credibility and it was only slowly that the new government was attempting to reassert itself as the true government of Iansisle.

Snefaldia's foreign office therefore received two official diplomatic communiques. One was from the Republic, in the name of President Ranalte and the National Assembly, which was filled with the usual diplomatic niceties, reminded Snefaldia's government that Iansisle operated in the strictest compliance with the Vienna Convention on Diplomatic Relations (http://en.wikipedia.org/wiki/Vienna_Convention_on_Diplomatic_Relations), and proposed to name H. Edward Billingsley as Iansisle's ambassador to the Centralized Mountain States.

The other was from what called itself the 'government-in-exile' -- those émigrés clustered in Rotterdam, Knootoss, who represented the ancien régime. They decried the human rights abuses of the Republic, chiefly the 'unjust' execution of the king, and urged Snefaldia to reject association with a "bloody, regicidal regime which has proven itself incapable of proper diplomatic relations."

President Kairis was not especially worried about her nation's international credibility but she was always interested in opening relations with new polities. She sent a letter to the Snefaldians containing all the usual niceties and expressing her sincere wish for cooperation between the Confederated Peoples and the Centralized Mountain States. She proposed to name as the Confederal ambassador Sir Gaibrial Cadogan, a distinguished veteran of the Danaan Civil War and of the Second Ambaran War. She reaffirmed the Confederal commitment to the Vienna Convention on Diplomatic Relations and towards good faith and diplomacy more generally.

"Iansisle? What's this "vienna" they're talking about? Haven't they heard of the UN resolution on diplomatic immunity? (http://ns.goobergunch.net/wiki/index.php/Diplomatic_Immunity)?" Second Minister Ren Dirh mumbled to himself. "And how do they expect us to choose which embassy to accept?"

Thinking quickly, he wrote up two telegrams- one to the royalists and one to the revolutionaries.

Official Diplomatic Memorandum – Minister of Cabinet for Foreign Affairs

Taurênd Ambârmènte Lavètte Nainänyenä! – To Last Ten Thousand Years!
To:

His Holiness Parepauresanna-vohu-manar
Minister of Foreign Affairs of the Centralized Mountain States of Snefaldia

From:

The Right Honourable the Countess Eléanor Sabëlinà of House Numêsalquó
Minister for Foreign Affairs of the Eternal Republic of Xirnium

Your Holiness,

With reference to your communiqué of the third of September last, I have the honour and pleasure to convey that the Government of the Eternal Republic desires the establishment of formalised diplomatic relations with Centralized Mountain States. It is my personal hope and earnest belief that such will provide a sound basis for the development of strong and cordial ties.

Naturally we are more than eager to commit to a diplomatic framework informed by mutual respect for the doctrine of extraterritoriality, both as defined in the customary international law and as enshrined in the various relevant treaties and instruments to which either of our nations are a party. The Eternal Republic has long conducted her foreign affairs under the strictest compliance with the established norms of the Law of Nations.

Should all of the above prove acceptable to your Government, the diplomatic service has nominated to present for accreditation, as ambassador extraordinary and plenipotentiary, his Excellency the Honourable Lord Viscount Félicien Vauldâbeth. A highly distinguished diplomat, the Lord Viscount has served as attaché in Central, secretary of legation successively at both Najaster and Swadlincote, was councillor of the embassy in Tarana, and until very recently consul general to Adrienople.

We await your reply with interest and look forward to a long and fruitful relationship. May it be marked by the closest friendship and esteem.

I have the honour to be, sir,

Your excellency;

We are more than pleased to begin formal relation with the Eternal Republic, and I have the honor to give your government the well-wishes of the Tuhran Bel and all the attendant blessings thereof.

His Excellency the Lord Viscount will be welcomed with open arms and afforded all privileges due to a person of his rank and status. We have prepared, in advance, a number of diplomatic offices and residences for the use of foreign powers, and upon his arrival in Sargedain the Lord Viscount will be able to choose for himself both his residence and the offices of his nation.

To duly reciprocate, we have chosen His Excellency Loremaster Na'am Ahl Ta'us, Senior Recordmaster of the Brelling Archives. He has served Aatem Nal with distinction for almost forty years, achieving the rank of Loremaster of Aatem Nal while serving as the honored Senior Recordmaster of the Archives in Brelling town, Dayan. We hope that he will provide for you the same cause to give honor and praise as he gave the Bel.

May the bonds between our nations strengthen in truth and justice;

OFFICIAL COMMUNIQUE of the LORD CHANCELLOR OF THE TUHRAN BEL

My Lords & Ladies;

It is with great pleasure that we begin the relations having been agreed upon by our nations, and I speak for the Bel when I give the blessings and hope for the future.

There are two issues which I bring before you, the specifics being elucidated upon in the attached missives, and that is economic development and religious harmony.

Snefaldia has now, for the first time in history, beung official relations with other nations. As a modernizing nation with a hungry economy, our people desire trade and advancement. The wealth of Snefaldia is yours as well, should you be willing to sign a trade pact ensuring free trade between our nations.

Secondly, and it is with great humility that I make this request, we ask permission to establish a religious mission in close proximity to our national embassy. To allay your fears, allow us to explain: the religion of Aatem Nal (our largest organized faith and native religion) has no doctrines of conversion, nor of defined gods & goddesses, but is in truth a religion based on knowledge and education. All Aatem Nal institutions are archives and libraries, and all are welcome to use the resources available or learn more about Aatem Nal itself. A tradition of the faith has been to take in the poor, the orphaned, and the homeless, to feed and care for them and educate them, but this will only occur on the accession of your government.

I beg your indulgence and tolerance of these requests, and think us not to impose our values upon you, but merely to provide the gifts of education and information that Aatem Nal has given our nation.

May the bonds of friendship between our nations grow and prosper!

Most humbly;

Your Holiness,

The Royal Government will provide land, or an building on Embassy Avenue in the Royal District of Astevane (http://ns.goobergunch.net/wiki/index.php/Astevane) for your diplomatic mission as well as land to build on or an residence for your ambassadorial residence. The Royal Government offers such land due to the prohibitive land costs of the Royal District. Unfortunately, the Royal Government does not provide land to foreign governments for purposes outside of the functions of diplomacy.

Therefore while you are free to establish an Aatem Nal religious mission in the Royal District, you will face the lack of available real estate, and the high costs of land in the Royal District. Real estate costs in some areas of the Royal District exceed A£6000 per square foot.

You may send a request to the Crown Prince Regent's personal foundation for support or perhaps locate the religious mission in an less expensive district of Astevane if you find the costs prohibitive.

Sincerely,
Danarth Kerson

Excellency;

We are most gratified by your understanding of the situation, and accept your explanation with happiness. Aatem Nal will establish an archive of their own volition, by their own means. We thank you for clarifying the situation.

The Bel will be purchasing, if possible, empty land on which to build a diplomatic residence in order to conform it to common Snefaldian life. We urge you not to see this as a slight, but merely a religious and functional necessity. Ambassador Kadry is a devout practitioner of Endiri, and as such requires a special sanctum for his devotions.

Greetings from the government and people of Kelssek. I was glad to receive your recent open communication inviting exchanges of ambassadors and it gives me great pleasure to respond accordingly.

We are indeed interested in an exchange of ambassadors. Mr. Terence Caswell has provisionally been named our ambassador to Snefaldia and I look forward to the great honour of welcoming your nation's representative in Neorvins shortly.

For your embassy location in our capital, kindly consult the enclosed guide (http://kelssek.tripod.com/mfa-mae/neorvinsguide.html) which is aimed at helping your foreign service select an appropriate site. Allow me to suggest the site at 877 rue Gagnon adjacent to Parc Elliot Trudeau, which will have ample space to facilitate the work of your religious mission.

I am very excited to accept the delegation of Mr. Caswell in Sargedain, we have already set aside a diplomatic residence and embassy for the use of your nation's mission.

In the spirit of reciprocation, we would like to dispatch a mission led by Master Jan Krzysztof Smyczek, Professor of the 1st Grade, to serve as Ambassador to Kelssek as well as head the Aatem Nal mission as Chief Librarian. Official Diplomatic Memorandum – Minister of Cabinet for Trade and Commerce

Taurênd Ambârmènte Lavètte Nainänyenä! – To Last Ten Thousand Years!
To:

His Holiness Anzapahhâdu Mugałlu
The Lord High Chancellor of the Tuhran Bel

From:

The Right Honourable Faústien Vilvârin, Member of Parliament
Minister for Trade and Commerce of the Eternal Republic of Xirnium

Your Holiness,

With reference to your predecessor’s epistle of the ninth of September, it is my pleasure to at last indicate the belated interest of the Government of the Eternal Republic regarding the question of entering a formalised free trade pact with the Centralized Mountain States. You will doubtless forgive any vacillation or undue waiting on our part, for this preliminary decision was reached only after careful review and examination, by select parliamentary committee, of all the associated costs and benefits expected to result of such liberalised global trade provisions.

I can express the opinion of my Government that free trade in the circumstances your predecessor described will likely deliver broad economic and commercial gains to the Eternal Republic, with the possibility of distinct advantages for specific market sectors. Additionally, it is expected by Cabinet that such a development will provide for a natural maturing of our amiable diplomatic relationship, which the Prime Minister in particular considers especially important, and suggest possibilities for greater international cooperation in the future.

With respect to your predecessor’s second proposal, and baring in mind our nation’s special friendship, it is my hope that I can be of help on an issue that is wont to be vexed. Enclosed in the attachments to this memorandum are important statutes with explanatory memoranda on the subject of the Eternal Republic’s state secularism legislation. They include laws prohibiting parochial education, regulations banning the wearing of overt religious symbology and attire in public places, though you would of course be well aware that under the doctrine of diplomatic immunity Snefaldian ambassadorial and embassy staff are naturally exempt, and policies restricting proselytising and antisocial or public order disrupting conduct. Whilst the principles of Xirniumite constitutionalism prohibit recognition of any religion, religious organisations by contrast are required to register with and declare their activities to the relevant governmental authorities, and face important taxation and internal management and financial disclosure requirements that are mandatory and that they should be made aware of.

I have included all of the relevant documentation, both information in easy to understand pamphlets and comprehensive booklets and the applicable registration forms, in further attachments to this memorandum, for your convenience. I have also taken the time to include additional documentation with respect to municipal planning, zoning and construction, in order to help simplify the process of establishing a religious mission in close proximity to your embassy. From preliminary inquiries made, I am confident that no serious difficulties will be encountered with respect to your Government’s intentions, although I must stress that such must not be construed as official or unofficial approval or a legal opinion of any kind.

May our close friendship only ever strengthen and deepen in mutual admiration and respect.

I have the honour to be, sir,
_______Your most obedient very humble servant,

From
His Holiness Anzapahhâdu Mugałlu

By the Motions;

Your letter is well recieved in my office, sir, and it is with happiness that I pen my response. I pass on to you my predecessor the Lord Chancellor Kellerman's good wishes, that you remain in good health.

In reference to the previously mentioned offers of the Chancellery in the previous Septembers, I am afraid the government has undergone a shift in policy that I must inform you of. The Centralized Mountain States enacted new economic policy requiring "fair trade" with foreign nations as part of our duty to ensure that the rights and freedoms of other people are enshrined, and to avoid indirectly supporting exploitation in the world at large. To that end, we withdrew from our previous Free Trade treaties to be able to establish trade rights based on a case-by-case basis.

However, I am hopeful, nay certain, that the Eternal Republic does fit the criteria for a trade partner. The Centralized Mountain States, as a United Nations member-state, adheres fully to the human rights and labour laws passed by that body, and our laws require that all goods and services produced in another country and available for sale and purchase in our own must be compensates with a living wage, safe and standard workplaces, and free of harmful elements. I am confident that the Eternal Republic, with your reputation as upstanding and righteous people, will fulfill these requirements. I must apologize for the unfortunate lack of publication regarding these changes, but such is the nature of foreign affairs.

Regarding the establishment of Aatem Nal institutions in foreign countries, you have inquired at exactly the right time. The Tuhran Bel, in the capacity as the head governance body of Aatem Nal, is very excited to establish a Library in the Eternal Republic. I must, however, inquire on the issue of your laws of religious. Since the main focus of Aatem Nal is, in fact, education (it being the cardinal virtue and endeavor of the faith since its inception) I am curious about your prohibition of parochial education. Since the "church" of Aatem Nal is essentially a large library and school, how would they be able to minister and teach those who came to be educated? The religious no longer believes in proselytization, but has an "open-door" policy for anyone wishing to learn. Indeed, proselytization has been replaced in my country by simple advertising and community outreach- education seminars and classes for scholastic purposes, regardless of faith.

I wonder too, at the religious clothing laws. The habits of dress in my country are very traditional and native, especially for members of Aatem Nal. Would the Librarians and Archivists be exempted from the laws regarding the wearing of overtly religious clothing? Arsaþæs traditionally wear very ornate and symbolic robes and shawls, which reflects the common style of clothing in my country. And clarification would be greatly appreciated.

I am very happy to improve the relationship between my country and your own, and my prosperity and peace ever shine upon the two.

Official Diplomatic Memorandum – Minister of Cabinet for Trade and Commerce

Taurênd Ambârmènte Lavètte Nainänyenä! – To Last Ten Thousand Years!
To:

His Holiness Anzapahhâdu Mugałlu
Yångnamülyømdæðab an Tuhran Bel

From:

The Right Honourable Faústien Vilvârin, Member of Parliament
Minister for Trade and Commerce of the Eternal Republic of Xirnium

Your Holiness,

It was with great pleasure that I received your swiftly returned letter in response to my own, and with equally profound pleasure that I reply. Pray convey to your predecessor His Lordship the Most Noble the Marquis of Ghend my sincerest thanks for his inquires and my dearest hope that this letter finds him equally well and in the best of health and spirits. There is, I like to think, a certain honourable international fraternity amongst those of our kind, politicians and statesmen alike, all good men and women in the service past or present of their country, and I feel it is important that we maintain and nurture such close ties and personal regard.

Moving however on to the subject of our written correspondence, and with respect to the first matter discussed in your epistle, I can inform you that both your certainty and your hopes were well founded. This Government has always felt that prosperity and productivity need never come at the expense of fairness, humanity and social justice. The change to a more discerning and discriminating trade policy in the Centralized Mountain States was thus warmly greeted by Parliament and the Eternal Republic.

Ours is a nation that has never considered social equity and social consensus mere costs to be externalised, and in the Eternal Republic it has long been recognised that the corporation, as a member of society, holds duties and responsibilities not only to its shareholders but also to its stakeholders, to the consumer and the employee, to the community and the government, to the creditor and the regulator, and to the environment. This Government boasts strengthened protections of workers’ rights that meet and in most cases exceed the provisions of the International Fair Trade Agreement, although for reasons that I will not burden this letter with listing the Eternal Republic has never ratified that treaty.

Please find attached further details regarding the minimum wage and worker compensation entitlements in the Eternal Republic, and information about the extensive welfare benefits provided by Xirnium’s social model. Please also find attached details with respect to the Eternal Republic’s monumentally successful thirty-five hour working week – responsible for the lowest unemployment rate in the Europe-Atlantic, a geopolitical region including liberal economic powers Knootoss and the Resurgent Dream - and legislation providing for a working environment that is safe, free of harassment and that does not tolerate discrimination. Finally, please find attached the codified regulations of the Xirniumite Standards Institute, applicable to all products made or imported into the Eternal Republic.

I more than trust that you will find the various particulars provided above fulfilling of even your most stringent requirements for a fair trade partner. In that regard I look forward to the dawn of a new era in Xirno-Snefaldian economic cooperation, and hope that the signing of a free trade pact will be possible and rapidly agreed to.

To the matter of the Aatem Nal Libraries, and I fear my carelessness on this sensitive topic may have caused undue concern or apprehension. My cursory raising of the various issues of state secularism in the Eternal Republic were not intended to flag possible problems that you may encounter in your dealings with Xirniumite officialdom but merely included by way of completeness. It is beyond the scope of my office to advise on such matters, all relevant applications and requests must be made of the relevant civil service authorities.

Laws prohibiting parochial education concern mainly the vital areas of primary and secondary schooling and the education of children in the context of the Eternal Republic’s compulsory school system, which so as to protect the fundamental right of all children to receive the highest quality of education does not allow for schooling outside the Ministry of Education’s prescribed curriculum, proscribing such phenomena as homeschooling and church schools. They do not rule out all other manifestations of education in a religious context. Please find attached, for example, contact details for the Catholic seminary of Angärthä, established in the late eighteenth century.

I appreciate that the relevant Xirniumite educational regulations and oversight mechanisms may limit certain activities traditionally undertaken by an Aatem Nal Library, and I should be remiss not to note here that it is illegal for any organisation to issue degrees in the Eternal Republic without legislative authorisation from Parliament, but it is nonetheless conceivable that there is much in a quasi-teaching and learning context that could be undertaken within the boundaries of the Eternal Republic’s onerous secular laws. Holding community-outreach discussion groups for adults, for instance, is not of itself prohibited, but see for example laws criminalising hate speech – included, I hasten to add, not because of topical relevance but for completeness.

Your anxiety with regard to our proscriptive religious attire laws is something I feel can be dealt with much more easily. They apply, at least insofar as the context does not involve issues of intimidation, nuisance, or antisocial conduct, to public institutions in particular and not to public outdoor areas in general. The attire of Aatam Nal librarians and archivists, doubtless rich in cultural legacy and tradition, would likely be perfectly permissible both in private and public, though not, I am afraid to say, within the premises of government institutions. The law of Xirnium, however, is not without discretion. Leaders of religious orders can often receive exemptions from the restriction on ostentatiously displayed symbols of faith when invited to public institutions in a representative or ambassadorial role.

I trust I have alleviated at least somewhat concerns arising from any casually-made references in my previous epistle. If any follow up inquiries exist hesitate not one instant to inform me. I look forward to your reply with the greatest interest.

I have the honour to be, sir,
_______Your most obedient very humble servant,

By the Motions;

I am equally pleased at the expediency of your own reply, and I concur wholeheartedly with the sentiments of fraternity and sorority expressed before. Whether we bear a title of nobility, the warrant of a sovereign, or the grant of the people, it is of the utmost importance for a feeling of friendship to be felt between those servants who work on the international scale. Your have, I fear, said it much more eloquently than myself!

In regards to the previously enumerated concerns, I find myself much more at leisure after reviewing both your explanation and the accompanying technical materiél. The Minister of Commerce His Holiness Nidåw Tushran has also seen the relevant missives and has found no issues either. As we are the middle of a renaissance of sorts in regards to our Commerce Ministry, I am afraid the information publicly available is a bit out of date- but upon completion Minister Tushran's office will make it available to your office. The approval of trade has been sent before the Tuhran Bel, and I see no reason for any opposition. In their capacity as the highest arbitration body of Aatem Nal, the Bel will also approve the creation of a foreign Institution and appoint a Librarian an interim staff.

On a more personal note, I would like to extend an invitation to be my guest in the coming spring at my home in the country, for yourself and your family. The spring marks the reawakening of the Snefaldian natural beauty from the cold grasp of Father Winter, heralded by blooming flowers and the sojounr of many Snefaldians from the city into the countryside. I would be honored if you would attend the traditional celebrations in Sring Ißa on April 2 for the Feast of the Flooding, when the waters of the Saard River rise for the first time of the year. I wish no man to say that a believer in international cooperation uses only empty words and flowery phrases, one should act on them!

Your Holiness,

I fear it is your humbleness and modesty that bear most responsibility for the flattering compliments I have been paid, much though I would that my clumsily inexpert scribblings could claim the honour. I thank you for your graciousness nonetheless.

With respect to the two business matters of our recent correspondence, I would like at this juncture to take the opportunity to thank you for your understanding and good faith during this the most preliminary and senior level of intergovernmental negotiations. I am indebted to you for helping further our progress towards the goal of greater and more intimate Xirno-Snefaldian cooperation, and I have nought but the highest hopes for its future. Henceforth I do imagine that Administration will deal with the particulars of our general agreement, but they could not have been set a better example by our conduct. In any case, always over the process to come there shall ever be our guiding hand.

On a less official but no less essential note, my wife and I were quite thrilled with your invitation, do now eagerly accept, and look forward to receiving your doubtless gracious hospitality in lovely Sring Ißa. The prospect of being allowed to act on principle is made even more palatable at the promise of indulging in festive delights and immersing fully in a culture my wife confides she finds fascinating and exotic in equal measure.

By order of the Chancellor;

It is our solemn duty in this States-Federation to inform all nations with which we have the pleasure of fine relations with of the recent events in this nation, specifically the events of this September (http://forums.jolt.co.uk/showthread.php?p=14039300&posted=1#post14039300).

It is with great happiness that I announce the state of Snefaldia is sound, and that the wishes of the people have been heard in this regard. Though for a time there was darkness on the horizon, the officials of government made the difficult choices and our people have, as a result, benefited. Thusly, the Parliament has been dissolved for new elections, and a constitutional referendum has been put to the people for ratification, so as we may prevent such crises from threatening the stability of the nations in the future.

My happiness is tempered with sadness, however, for I must needs report the resignation of His Excellency the Lord High Chancellor Anzapahhâdu Mugałlu. It is His Excellency's belief that his time in Sargedain has come to a close, and thusly he should step aside for younger and more vigorous Snefaldians to take up the mantle of governance.

It is the primary purpose of this letter, however, to assure your honorable governments of the continuing friendship and support of this government, and where necessary to strengthen or make anew such bonds. It will be upon the completion of the new election in the coming weeks our happy duty to inform you of the new leadership taking office in the States-Federation, with the blessed knowledge that the friendship between our nations can only become stronger.

It is my fervent hope that you are now,

It is with a great interest in the world that we formally request a trade of embassies. We have just recently taken steps into the international community from years of active isolation and, despite the inept bumbling of those who took the steps, we fully intend to rely upon diplomacy and trade for as much as we can. We understand that it is only through cooperation and understanding that true advancement of the world may be achieved.

We also apologize ahead of time if the sent representatives do not stand up to the normal polish you may be expecting. We are just now founding our diplomatic forces, and as such we currently do not have many who are experienced outside of our own culture. It is our hope that those sent out will learn rapidly, so that they may be called upon for a future revitalization of our diplomatic techniques.

We also understand that some may not like one aspect of our cultural practice, being the active system of slavery our system uses. Please understand that, under law, slaves have a large number of protections to prevent them from being abused. As such, if any diplomat is found to be, for example, using a whip on a slave, we wish to be notified so that said diplomat may be tried in a court of law for violation of the Articles of Imperialism. Thank you ahead of time for your consideration of this request.

The person sent will be Ketles Kwenles, along with his wife, two daughters, personal staff of four slaves, four interns, and eight guards.

Our own area for embassies is within the now-city of the Imperial Palace.

It is with great happiness I received your missive, and it is in the spirit of friendship that I respond accordingly.

The States-Federation seeks always friends on the international stage, and we are greatly pleased to begin formal diplomatic relations with your august Empire.

I must politely inform you, however, that the States-Federation is a member of the World Assembly (http://www.nationstates.net/20409/page=un), as was it a member of the preceding United Nations, and while the strictures of the UN are no longer binding in the international world we still hold true to the dictates of the resolutions on diplomatic immunity, until such time as the World Assembly passes law superseding it. Further, I must inform you our government and people view with strong distaste slavery in all its forms, and as such we cannot accept any embassy from a nation that sees fit to follow such reprehensible practices, regardless of the protections they are afforded under Forensathan law.

Therefore, we must at this time decline your embassy for an indefinite period. Please accept my apologies.

We understand and accept your position on slavery. We do not expect many to understand why we continue the practice. It is with regret that we will not have this exchange of embassies.

We are, currently, also open for trade. We have an overabundance of some resources and wish to acquire others that are not as common within our nation. We do not differentiate between citizen and slave when it comes to the jobs related to those resources, so we make no guarantees as to whether a citizen or a slave did the work. Slavery does not indicate likelihood of ability to do a job, after all.

We will also, hopefully, soon be joining the WA and may have a proposal which will peak your interest.

It is with further sadness, Madame, that I must again decline on behalf of the Government and People of the nation of Snefaldia your request for trade rights. We are a nation and people that adhere with great conviction to the principles of Fair Trade, for which purpose we must decline business with all nations that do not treat all workers as equal under the law, without exploitation and with great regard paid to sustainability and equity. It is again the Snefaldian people find fault with slavery in this regard.

It is with unmitigated condolence that our government refuses again relations with Your Imperial Highness's government, and it is with great hope for future relations with your august Empire that we wish for the speedy arrival of complete and total equity, freedom, and liberty before the law in the bounds of Your Highness's Empire. Attn: His Excellency Ren Dirh, First Minister of Foreign Affairs, States-Federation of Snefaldia

Dear First Minister Dirh,

The Republic of Ruccola has noted the lack of official ties with a nation as influential as Snefaldia, and thereby wishes to establish diplomatic relations with your government. Our country is a parliamentary democracy founded on the values of freedom, justice and human rights, and is currently led by the administration of Prime Minister Giustino Tuono. The latest international rankings give Ruccola an "excellent" rating on civil rights, a "frightening" economic rating and a "superb" rating on political freedoms.

Although we have had no previous contact with the States-Federation, our government has a positive view of your nation and sees it as a potential trading partner. As such, we wish to send Ambassador Riccardo Casagrande as our representative to the States-Federation of Snefaldia, along with fifteen diplomatic personnel and four Foreign Service Guards armed with four Beretta 92 Handguns. They will be accompanied by a total of three SAIC Cavalleria 800 vehicles imported from Ruccola.

In addition, the Republic of Ruccola is honoured by the pledge to reciprocate with an embassy of your own, and would like to draw your attention to a guide (http://forums.jolt.co.uk/showthread.php?t=556027) provided by the Ministry of Foreign Affairs for the purposes of selecting a location for your mission. We hope this heralds the beginning of a prosperous and fruitful friendship between our two countries.

By order of the Chancellor;

It is with great pleasure I receive the communique of the Republic of Ruccola. The Snefaldian people desire strong relations with all freedom-loving countries of the world, and so the Chancellery is elated at the chance to establish formal relations with your august Republic.

We are happy to recieve the representatives of the Ruccolan people, and look forward to the arrival of Ambassador Casagrande. However, we must inform you that the ownership of automobiles is highly restricted in Snefaldia, and their use in the capital of Sargedain illegal with the exception of, and I quote from statue, "services vital to the function of the government," which includes the post, emergency services, the constabulary, and military. We beg your understanding of the circumstances. Sargedain does, however, have the most intensive and state-of-the-art public transport system in Snefaldia, and likely in the Antarctic Oasis, which maintains seperate service for the diplomatic district, as well as private cars for foreign diplomat service.

In regards to the establishment of our own embassy, I thank you for your kind assistance in the selection of an embassy building in your nation. We have selected the space of 663 Ruccolo Road as the most suitable space for our legation, which will be headed by the able and educated Alásândŕ Åmrë-Veç, Count Wágsënelý, to serve as our ambassador to your Republic. He will oversee a nominal office staff of appropriate size.

It will be the Count Wágsënelý's duty upon his arrival to discuss trade arrangements and further alliances between our two countries. It is the wish of the Snefaldian people and their government that good relations exist between us, and their hope that our connexions will be harmonious and beneficial.

Pursuant to the meetings between our honorable President, Alana Kasimira, and your honorable Chancellor and Government, the Trilateral Federation would be most pleased to reaffirm and strengthen the historic ties of friendship between our nation and the States-Federation of Snefaldia. In that spirit, we would like to correct a grievous oversight on our part and finalize an exchange of ambassadors.

Our prospective ambassador is the honorable Anvar Halyk. Mr. Halyk has previously served as a deputy ambassador for our predecessor state of Altanar, and has also occupied a teaching position at the Royal University of Ael Khalas for several years. Mr. Halyk would be accompanied by 20 Federation Security and Intelligence officers and 25 embassy staff.

Please let us know at your earliest convenience if this is acceptable. We also highly encourage the States-Federation to send a delegation (http://forums.jolt.co.uk/showthread.php?t=562001) to our capital at Natascora.

We confess we're quite surprised we didn't have an official embassy with your august nation, especially considering the good friendship and military support we've shared over the years. The visit of Madame President Kasimira to Sargedain was a most excellent treat; I was very honored to meet her.

We are quite excited to welcome Ambassador Halyk; and we expect his scholarly bent will be more than satisfied by the libraries of Aatem Nal when not engaged in diplomatic pursuits. As to our own embassy, we have decided to name former War Minister Andrâs Horânyi, who has worked in government for almost forty years, twenty of which was as First Minister of War. From the office of Tamerlane Khan of Samarkand and Bhukhara, Grand Chancellor of the Confederated Sublime Khanate of Urgench, for the attention of his Excellency Jan Smyzeck First Minister for Foreign Affairs of Snefaldia

His Divine Majesty, direct in descent from the incomparable Tengri Khaghan, the Emperor of Urgench, and his Government wish to request full diplomatic relations with the justly famed nation of Snefaldia. Our hope is that where tentative relations have existed through our ally Zanjan, in future the relationship between Snefaldia and Urgench will produce lasting and mutually beneficial concord.

To this end should Snefaldia choose to accept our offer of exchange of Ambassador's, his Divine Majesty wishes to recommend her Imperial Highness Princess Airgiarn Arghunib as our putative Ambassador.

Her Imperial Highness is a niece of the Emperor and the Crown Princess of the principality of Koko Nor. H.I.H. received a B.a in European history from the University of the Empire at Khodzhent where she went on to achieve a masters in the study of ancient civilisations of the Mediterranean Basin.

H.I.H. is unmarried and 102 years old and is therefore the youngest person in 800 years to be given the responsibilities of an Urgenchi Ambassador . His Divine Majesty's confidence in his energetic and youthful niece's abilities is complete and we have no doubt that her personal enthusiasm and drive will make her an excellent conduit for communication between our states.

Airgiarn is a champion Horse rider and marks-person. She speaks 8 languages and is a highly regarded sculptor and painter.

Our best wishes toward Snefaldia are assured, and we earnestly hope that the horde of Snefaldia may ride swift across the plain and always to its banner for all time

Yours, Tamerlane, Khan of Samarkand and Bhukhara, Grand Chancellor of the Empire and Chamberlain of the Imperial Household.

First Minister of Foreign Affairs

By order of the Chancellor;

His Excellency the Lord Chancellor is thrilled, as am I, with the prospect of diplomatic relations with the illustrious Empire of Urgench, and it is with great pleasure I make the necessary arrangements to begin both an Urgenchi embassy, and attending consulates, in Snefaldia proper and a Snefaldian embassy in the Empire.

We are further joyful to receive Her Imperial Highness as ambassador to Snefaldia, though we must wonder at her age- does Urgench use the modern Gregorian calendar and solar year to calculate age, or perhaps some form of the Chinese lunar calendar? We ask out of concern for her age and health.

From our own Ministry, we will dispatch the respected Bajeong administrator and educator Yehenara, Mengge Šingedaruhan, as Snefaldian ambassador to Urgench. The Ambassador was formerly mayor of Pholimjung, and holds the allodial title of the Duke of Kimunggo. Unmarried, he is related on the distaff to Niuhuru, Ambalinggū Sibeoci, the Imperial Prince of Namubae and pretender to the vacant throne of Bae, by his grandmother, who was Prince Niuhuru's cousin.

Šingedaruhan holds a Ph.D in political philosophy from Dai Tian University in Bae, and after his tenure as mayor of Pholimjung from 1990-1995 has been Dean of the Public Policy school at Namubae University. We are quite sure he will fit in.

It is our fervent hope that the bonds of friendship and harmony continue to grow and strengthen between our two nations, and prosperity continues to smile upon us.

All blessings to you and yours;

F.A.O. His Excellency the First Minister of Foreign Affairs of Snefaldia- From the Office of his Excellency Tamerlane Khan of Samarkand and Bhukhara, G.C. of T.C.S.K.o.U.

We are honoured and suffuse with pleasure at the prospect of welcoming his Grace the Duke of Kimunggo to the Empire. We are able to offer him residence at the Palace of the Maharajahs of Bhatnair which dynasty being extinct have bequeathed to the summer capital Tabriz one of the most gracious dwellings ever built for the habitation of man. Known colloquially as "the Rang Mahal" or "palace of colours" it is adjacent to the Malachite Palace In which her August Majesty the Dowager Empress Sorghakhtani keeps her household.

Should Snefaldia wish properties or land for building can be made available for your embassy's Chancery on request and with no pecuniary penalty.

As to our peoples marking of time we in fact use a calender developed from the old Tocharian lunar system for official purposes. Other calenders are used within the empire in its autonomous states and regions.

Princess Airgiarn is a young adult by Urgenchi reckoning since Urgenchis live long lives by the standards of our ancestors due to advancements in medicine and excellent living standards.

It is incumbent on me as Grand Chancellor to point out that under normal circumstances his Excellency Nogai, Khan of Tabagatai our minister for foreign affairs would be conducting these exchanges. However the noble Khan is currently indisposed and is taking the waters and air at Uzgen in Ferghana. We hope to receive him back to the bosom of government soon and normal relations may be resumed.

May the horde of Snefaldia ride swift across the plain for all time and ever to its banner.

Yours , Tamerlane, Khan of S + B, G.C. of T.C.S.K.o.U.

We have heard of your nation's recent distress at having its parliamentary chamber attacked by arsonists and wish to offer our condolences to the people of Snefaldia. We would also like to offer the assistance of our crafts persons, trades persons and suppliers of high quality materials for building should you wish to avail of them.

FAO: First Minister of Foreign Affairs Janz Smyczek,

Your excellency,

I write on behalf of President James Dwight, even though he is being a total dick to me at the moment, Prime Minister Erica Ornan, even though I secretly make up jokes mocking her deafness tee hee, the Quintessential Congress - don't get me started on that viper's nest - and all the people of Quintessence of Dust, EXCEPT Mrs Hilda Scroggins of 43, Ironside Close, New Cleethorpes, WS.

Though our two nations have many times enjoyed correspondence within the halls of the World Assembly, and we have permanent diplomatic relations with your region of Antarctic Oasis through our envoy His Excellency Coriolanus Digweed, we have been remiss in establishing individual diplomatic relations, an oversight I now suggest be redressed post haste.

As such, I extend on behalf of the above named cast of wastrels, losers and junkies our warmest greetings and open an invitation to an exchange of embassies. Our two nations have many things in common, and in those areas we diverge much scope to learn from one another. We would expect all diplomatic relations to be conducted in accordance with the general rule of international law, including mutual recognition of diplomatic immunity in accordance with the World Assembly Resolution, "Diplomat Protection Act".

Subject to Senate confirmation, which can probably be speeded along by tossing them a couple of highway bills and maybe naming a medical research centre after the Majority Whip, we would expect to name Admiral Winter Clarkson as our Ambassador to Snefaldia. Admiral Clarkson finished a distinguished military career last year, culminating in an 8 year term as Chairman of the Joint Chiefs of Staff, the most senior military position in the nation. He has a particular concern for global health issues.

We have a range of diplomatic residences available in Highmark City to suit your delegation.

In order to "grease the skids", as we say in Quintessence of Dust (though no one has the foggiest what this actually means), I enclose our standard diplomatic gift selection:
- free pencil
- 500 piece jigsaw of a hawk, our national bird
- selection of cured meats (personal tip, steer clear of the hákarl) and cheeses
- bottle of 1992 Chateau Quafite
- CD by popular 'sockgaze' band Centaurus A
- voucher for half-price meal at Risotto Hut.

By order of the Chancellor;

In the words of Shakespeare, whose works I have never read, a "rose is a rose is a rose" or some such thing. What, specifically, this has to do with international diplomacy I am unsure, but I did tell my aide to find an appropriate quote on Wikipedia to open with and he did just that. I can't be bothered to interpret that rot.

I confessed surprise upon hearing that we did not have an official Quintessential embassy here, the Chancellor confessed surprise as well. Come think of it, the Lord Provost and the Minister of State also confessed their surprise; so much confession of surprise I confess I was surprised there wasn't a Catholic priest giving absolution. The bottom line would be that we were all confessedly surprised.

We're also happy to have a permanent ambassador come to Sargedain, as our official channels went through Ambassador Digweed, and frankly the man is a drip. The Minister of Agriculture chalks it up to too many penguin steaks, but he's a hippy and smells so we don't pay much attention to him during cabinet meetings. It's always "Mother Earth" this and "expanded consciousness" that, and "we should just stop killing animals, man, and grow our food."

I'm digressing. Also digesting, but in all honesty the Chorizo was so good I don't mind the gastronomic distress.

Dr. Oh Dae-su will serve as our ambassador to the Quintessential peoples; Dr. Oh is a respect practitioner of ancient Chinese medicine, certified witchdoctor and alleged charlatan who has contributed large sums of money to the Nationalist Party, funds derived from his very successful company selling "Honest Oh's Genuine Pulverized Ox Penis"-- an aphrodisiac, treatment for diabetes, rheumatism and radiation sickness, and apparently delicious when sprinkled on Coq au Vin.

All blessings to you and yours;
