Royal Bank of Aerion seeks to form cooperative network with other banks for Intercard

The Royal Bank of Aerion (http://ns.goobergunch.net/wiki/index.php/Royal_Central_Bank), the only main commercial bank of the Grand Kingdom of Aerion, seeks to establish an cooperative financial network called Intercard.
Intercard will be a network of banks, and merchants connected through a digital network. Any credit, or debit card branded with INTERCARD will be able to be used at any participating merchant in any connected nation.
The financial cooperative will be ran by a board of directors of the largest bank members, and then later by election.

The RCA (Rejuvian Credit Authority) is currently looking to establish a fixed way to transfer money.
Would these be fitted as standard with international recognised formats, such as rfid, magnet stripe, or chip and pin? Perhaps all three?
We would be most glad to sign up once we see more information.
Our central banking network (to which all of our subsidiary banks must be part of) regularly handles hundreds of billions of NS$ every day, would the "Intercard" be able to cope with the traffic of many nations with billions of citizens, as our citizens are supplied bank accounts at birth.
Intercard Information
The Intercard network will be compatible with rfid, magnet stripe, or chip and pin depending on how the financial institution (credit card or bank) wishes to issue it. It will be capable of handling billions of customers.

Our nation utilises RFID, Chip and Pin and Magnet Stripe to help secure user data, so any of the mixtures would be excellent.
Finally: Will the information on the users of the card be centrally stored, and if so what security measures are in place?
Regardless, Rejuvius is definitely interested in adopting the Intercard scheme and all bank managers have been instructed to help with anything you may need.

The Intercard is intendant to be a brand of cards that any bank or financial institution may brand their cards with after joining Intercard, and a network for merchants to participate in where Intercards can be used anywhere.
It would serve a different purpose than the Common Bank, and be less of a formal bond.
