Sex Education Act

1. Any sexual act that would normally be illegal shall be legal in a sex education class as long as there is an educational reason for the act. Subject to:
(a) consent of those directly involved in the act

2. For the purpose of this Act, a person of 12 years old or above is considered capable of giving free and willing consent - this is due to the educational nature of the sexual act

3. As part of a sex education class, a teacher may tell a pupil to participate in a sexual act. However, if the pupil refuses, the teacher may only encourage the pupil to participate in the sexual act but must not insist that the pupil does so

4. An adult or a child may be used for demonstration purposes (including sexual intercourse), so long as consent is provided.

5. Due to the educational nature of this Act, parental consent is not required and parental objections must be ignored.

This is going to those, who think this law inherently advantageous should consider that this law opposes the rights of parents in a manner which violates basic decency. While public education necessarily can not comply which every parent's wishes for the education of their children, this seems to be nothing but radical concerning the rights of the parents. For this reason, I would like to ask about the state of private education and homeschooling.

The Government of Kahanistan is curious as to why your leaders do not simply show pornographic videos to children and use anatomically correct silicone models in elementary school as we do for sex education. This would significantly reduce the risk of disease transmission.

This is not raping children. With the consent of the child (aged 12 or above), the things allowed by the above Act can only be done in an educational context. Because the reasons are educational (and this fact will be stressed), this type of teaching is unlikely to harm the children in the same way that it might had it not been for educational reasons.

For educational purposes, sometimes it is necessary for a parent's views to be ignored - for example, some parents may not want their children to be educated at all, which is unnacceptable. To answer your question: there is only one school system (leadership-run - leadership being similar to a government) in Multiland, and though homeschooling is legal, this hadn't been taken into account when the Act was made. The Leadership are rushing through a temporary ban on sex education in homeschooling whilst this is considered.

We prefer children to learn as much as possible. By a more hands-on experience, they learn a lot more about the body than by looking at some pictures which they may easily forget.

The reason for this is so that the children learn very thouroughly about the actual body and how it functions sexually, rather than about a condom or how a condom feels. There are, however, guidelines for teaching this seperately.

Thank you. The Act has been in place for a while, and despite the objections of parents, we think it's going well. Many children have reported enjoying their sex education classes, especially finding out what sexual intercourse feels like (including in classes where an adult was used for the demonstration). They have of course been reminded that this was only for educational purposes and they would not normally be allowed to have sexual intercourse with an adult. They seemed to accept this. A group of concerned parents have got together in a bid to launch a lawsuit against the Leadership of Multiland for enacting the Sex Education Act (Act 29) without ensuring that a minimum of two thirds of the population agree to it, contrary to section 1 of Act 17 (New Laws Act).

The Leadership is arguing that the implementation of Act 29 was absolutely necessary to stop serious danger, thus meeting the conditions of section 2(a) of Act 17. They claim the "serious danger" is that education is seriously important and to not be fully educated could leave the country in serious danger of being considered a country that does not properly educate people and thus was not worth estbalishing or maintaining trade with.

The parents' group rightly believe this is ridiculous and also believe that the Multiland Court of Justice has the authority to have the Leader of Multiland (and other members of the Leadership involved in enacting Act 29) arrested and imprisoned under section 3 of the Highest Court Act (Act 21), because he has comitted the crime of ignoring Act 17 and the crime is dangerous to the country. The Leadership argues that even if this was dangerous to the children involved in sex education, Act 21 refers to 'the country', which the Leadership argues means the whole country and so does not apply.

They have also declared a National Emergency, due to supposed new information being suddenly received about a terrorist threat to the country. It doesn't take a genius to guess they've done this to avoid prosecution as they can not be prosecuted during a state of National Emergency. The parents are also further outraged that the National Emergency status means that under section 1(c) of Act 1 (Illegal Sexual Act Act), a person of ANY age below 18 can be forcibly groped (vagina, penis, and testicles) AND have things forcibly inserted into their vagina or anus without consent and without parental presence, in order to conduct a thorough search, by a Sergeant or Airline Search Officer or certain Security Officers! The Leadership claims such people need to have "reasonable grounds for suspicion that Person B is concealing something related to a Serious Crime or potential Serious Crime", but Mary Mepleaz told us:

"My 10-year-old daughter was forcibly groped by a Security Officer [this was seen by a large group of people, as it happened on a public street] then was made to pull down the back of her pants so he could check she wasn't hiding anything - he then pushed some kind of probe into her anus and made her turn around and lower her trousers and put his finger up her vagina - all while she was struggling and begging him not to. I was outraged but he said he needed to check she wasn't hiding anything and that using his finger was the best way to check that. I told him that in any case he ndded reasonable grounds, and he told me he did have because it was a National Emergency and children are good at hiding things! What's worse, he said he "wanted to be certain" and repeated this procedure three times!"

When MIN contacted the Leadership, we were told that whatever the Security Officer did was necessary but if there was an illegal act comitted then Mary could have the officer arrested - but she'd already tried that and was told that the Security Officer was "just doing his job"!

Note: The reasons people did not assist the child was because the Security Officer claimed he was just doing a legal thorough search and specified the Act and section, as well as showing his ISAA EXCEPTION PERMISSION CARD.

Like many civilized people, we are outraged at the flippant disregard of human rights, especially that of children, by the leadership and the government of Multiland. We hope and we trust that Multiland's justice system would put an end to this madness.

I have to agree while this is slightly "bizarre" approach to sex ed. I would prefer such an education be done perhaps with a porno video and role playing and not hardcore sex. Very few if any children are emotionally stable enough to handle sex at 12. However I feel that the more detailed the education on any subject matter, the more likely it is to best prepare the child to deal with future situations.

Parent rights to raise a child should be secondary to the child's education in any civilized nation.

I, the original voted-in Multiland Leader, have just arrived back to CHAOS!

I had gone to visit other countries and left my Deputy in charge as temporary Leader. I come back to find she's drugged the staff so that she could lock most of them in a secure room so she could pass a law illegally, declared a State of Emergency and let officials run amoke, groping and searching anyone they feel like groping, and caused war to be declared on the country! Not only that, people want to sue the Leadership and she's caused really bad relations with other countries!

If it wasn't for a cunning citizen who managed to find a way to contact me (the temporary Leader was supposed to if war was declared but of course she didn't), I don't know what would have happened.

With immediate effect, I, the original Leader of Multiland:


Order the arrest and prosecution of all those who conducted searches in an illegal manner
Declare that nobody shall be entitled to the title 'Leader' at any time, even whilst in charge of the country, unless they are the official voted-in Leader - and I shall consult with the population with regards to making an Act related to this
Repeal the Sex Education Act


Unfortunately though, the New Laws Act does not provide a penalty so whilst my Deputy has been arrested for breaking the law, she can not be prosecuted at present, but I'm seeing what I can do.

Also, with the government's permission, I would like to send Mesotarian a Peace Basket (full of various items) to apologise for the threat that my Deputy caused you to feel.

I keep running into the same countries these days... huh. Anyway.
I'd like to thank Multiland, despite its repeal, for inspiration in its sex education policy. Although there are very few children here in Isle de Tortue, we'll ensure that they all grow up with a healthy... er, maybe more than healthy... knowledge of adult relations.
If teachers give the students approving marks on their report cards, maybe we can arrange for our wimmens to give said children discounts for certain services. Yknow.
