If you want it to be more technical, there's various groups of players who enjoy design concepts and all who you could look up for assistance. But seriously, when it all comes down to it, it's a game, and you're the one writing your nation and it's abilities, so whatever you think you can pull off, go for it.
You'll find there's just about every sort of nation concept known to man somewhere on one of these forums - it all comes down to how you decide to present your vision of it. Good luck, and hope you have fun playing!
