If you want to build a domestic league, you can go ahead. There's a thread called the "International Domestic Soccer Wires" or something like that where people post results, transfers from their own leagues.
You can enter domestic teams into a "scorinator" and have that work out results for you. I'd love to help furthur, but I'm pretty drunk at the moment, and slightly pushed for time. The NSWiki (which you can get to from my signature) will have some info on scorinators, though you may need to do some digging round.

The NS world cups actually happan right after each other, with some space added in for the BoF's (newbie championships). They are not annual.
