Klatch passes Controversial anti-Ilek-Vaad Legislation

Today The Klatchian Federation announced the passing of several controversial pieces of legislation. That were now coming into force across the Federation. For anyone looking into them it would be no secret that Dyelli Beybi had proposed all three acts.
Suppression of Vaadian Imperialism Act
Preamble:
Noting the growing militaristic attitude of Ilek-Vaad towards the Klatchian Federation, the following measures to be immediately put into place immediately in all states of the Federation;
1. That sanctions be immediately placed upon Ilek-Vaad, including an immediate cessation of all trade in oil and military goods.* Furthermore any ship containing such material or aeroplane containing such materials, destined for Ilek-Vaad, which stops in a Federation Port or moves through Federation territory, be immediately borded and all contraband material seized. This material to then be sold at auction in Port Olympus and funds to be added to the General Central Government Budget.
2. Furthermore that recognition of the sovereignty of the State of Ilek-Vaad be refused by any and all branches of Federal Government.
3. All citizens of Ilek-Vaad to be barred entry to Port Olympus. Any found to have entered that city to be immediately arrested subject to counter-terrorism laws.
4. Any person or persons within the Federation with a known connection by family or association, to any branch of the Government of Ilek-Vaad, to immediately be arrested subject to counter-terrorism laws.
5. Any person from Ilek-Vaad seeking entry to the Federation to searched upon arrival in a Federation airport for any material of a nature designed to harm the Federation through violence or propaganda.
6. Any citizen of the Federation seeking entry to be screened by Klatchian Marshalls. Responsibility lying with the Marshalls to detain any person thought to be travelling to Ilek-Vaad with the idea of association with elements hostile to the Federation subject to counter-terrorism laws.
7. That the entirety of the Squall Straight be declared territorial waters of the Federated Klatchian Coast.
* Military goods being defined as any goods which may be used to cause harm to Soldiers of the Federation, also any unprocessed materials which are deemed likely to be manufactured into goods used to cause harm to Soldiers of the Federation (see enclosed list). This list being subject to immediate change by Presidential Authority, although requiring Parliamentary approval within 7 days.

The Counter-Terrorism Act
Preamble:
In light of the dangerous world we live in, the following measures have been deemed appropriate in order to ensure the safety of all Klatchian citizens from Terrorist Elements
1. The Squall Straight Customs Department to be reformed as a subsidiary of the JDF and tasked with performing random searches of vessels using that waterway with the intent of locating and onfiscating contraband goods intended for uses against the civilian or military population of the Federated Klatchian Coast.
2. A special commitee, to be known as the "Klatchian Terrorism Council", to be formed with the intent of identifying potential terrorist threats to the Federated Klatchian Coast, naming such organisations and working in coordination with the Klatchian Marshall to facilitate the destructions of such anti-Klatchian institutions.
3. A register of Terrorist Organisations to be collected by the Klatchian Terrorism Council and published for the benefit of Parliament.
4. Special rights to be given to Klatchian Marshalls to allow them to detain suspected terrorists without trial for 90 days. Previous arrests under this legislation will not give any immunity from future arrests.
5. Those detained under this legislation do not have the right to a lawyer if applicable in the state in which they are detained.

The Biological Security Act
Preamble
The following measures have been proposed in order to combat the illegal traffic in human organs, as well as to prevent the import of illegal pharmaceutical products.
1. Any vessel or plane travelling to a Port within the Klatchian Continents and surrounding islands is subject to this legislation.
2. Vessels and Aircraft must immediately allow the inspection of all medical supplies (including but not restricted to pharmaceuticals, equipment imported for the purpose of the opperation of a hospital or other health clinic), human and/or animal tissue when requested by a Health Inspector.
3. Vessels are expected to allow resident Health Inspectors to board at any time and conduct routine health checks. Failure to comply may result in impounding of the vessel and fines of up to Kr 12,000,000.
4. Aircraft are expected to land at designated areas if requested to allow Health Inspectors to conuct routine health checks upon cargo. An appropriate sum to cover fuel costs and time lost in this procedure will be paid to the owners of the aircraft. Failure to comply may result in military action being taken against the offending aircraft and fines of up to Kr 108,000,000
5. Medical goods deemed unsanitary or illegal may be confiscated upon boarding. No proof of the unsanitary nature of these goods need be supplied by Health Inspectors.

"Yeah, I've talked to Bruce, He's still working on his fence but he'll get around to it after his finished." Bruce the Chief minister said in his usual cabinet meeting in a special room in their pub
"Next on the agenda.. The Klatchian federation acts..." added Bruce
"Well," said Bruce, the minister for External Relations "perhaps we've signed up to be apart of the federation a bit too early. I mean I don't think the documents haven't even gotten onto that plane yet, and already we're being asked to do weird stuff."
"What have the Vaadians done anyway? We don't even know what they have done to deserve this, Mate, It's a bit iffy."
"Well, we've signed so we gotta do the stuff there and so we will, we gave our word and we won't go back on it."
"Perhaps we gave our word too soon."
"Perhaps, but I'll get on the hooter and see what I can find out about this."
"Okay, well not much else to say there, move on?"
Sound of "yep", 'yeah" and a number of other variations were heard as everyone agreed.
... The meeting moved on and finished the business that it had, and as usual afterwards everyone sat at the bar in the pub chatting about a number of things including some items that attracted their attention during the meeting.
"Hey, Bruce." said the Chief Minister to the Barman "Can I use your phone?"
"Of course," he replied. "You pay for it." a chorus of laughter rang out as Bruce went and got he phone and gave it the Bruce the Chief Minister. It was one of those really old style rotary phones that pulsed the numbers they were ringing rather than toned. Getting onto someone appropriate from one of the other members of the Federation he asked.
"What exactly sort of funny business have the Vaadians been up to?"

The Federation officials were always ready to take phone calls, especially from the newest addition to the Federation. With a Dyellian President, there were also suddenly a lot of Dyellians in Key positions. The man who answered the phone had a soft, lilting Dyellian accent, one that most people would say sounded Irish, "What sort of funny business? Well to be sure I'm not certain this is something we should be discussing on the phone. If you can just hold the line a minute."
There was conversation in the background, then the voice returned, "The Secretary to the President, that's Mister Delgado, says it isn't something we can adequately discuss by phone. He asks when we can be expecting your esteemed prescence in Port Olympus as the President is most eager to meet with your Prime Minister, President, or whatever is the prefered title of the Head of your esteemed State."

Meanwhile 48 minutes later the plane that would take the Brucian delegate to Port Olympus, was on it's way and landed a suitable time later with no incidencts on the way.

The Brucian Ambassador had turned up at slightly the wrong place. He was met by a mediterranean looking individual with what seemed to be an Irish accent, "Well it's a great pleasure to be seeing you." he said.
The Brucian might notice an ashtray on the desk. It looked like it needed emptying, "But I'm afraid you'd be wanting the President of the Federation. You can find her up the top of the hill, you can't miss it, it's the big palace."
"You see." he explained politely, "The Federation is run by a Dyellian, but officially she isn't one of us if you get what I mean, she acts in persona federo, for the greater good and all that."
The top of the hill did indeed have a palace, with guards who were very picky when searching for weapons. After having been shown into a lounge with a rather attractive fresco of some battle or another on the wall and left to wait for a few minutes, a man in a suit appeared, "Ah you must be our esteemed colleauge from Sheilas and Bruces." he bowed, this one wasn't a Dyellian, although the Lord alone could guess which state he'd been picked up from, "The President can see you today, we apologise most humbly for any inconvenience that may have been caused by this rapid meeting, but regretfully her esteemed Ladyship says she may be embarking on a foreign trip on the morrow. Would it be acceptable to Sir to see her now? If so, what would Sir like to be introduced as?"

"Yes, now would be good thanks, I'm Bruce, the uh representative from Sheilas and Bruces" Bruce obviously struggled with finding a title for himself and then followed behind the receptionist, once instructed. Bruce was obvious unfamiliar with the formality of the setting and wasn't sure wether to follow the receptionist in or to wait. "O, stuff it" he thought and followed the receptionist in whether he was asked to or not.
Bruce nodded in acknowledgement and welcome towards the president, a warm smile on his face.

The office was tastefully decorated, dominated by a large mahogany desk. There was a woman behind the desk, somewhere in her mid twenties, blonde, blue eyed and very attractive. She looked somewhat startled to see someone in the office, but regained her composure smoothly, standing up and moving out from behind the desk, "You Must be Mr..."
"Bruce." the Secretary supplied, "First name."
"Ah." she beamed broadly, and offered her hand, "I am Caroline ab Ieuaf, it's asuch a pleasure to finally meet you."
"Please have a seat." she waved towards a plush looking arm chair in front of the desk, "Now Bruce, I am under the impression you are a man who appreciates honesty and straight answers."
She perched on the edge of her desk, crossing her legs. Apparently she had decided to throw formality out the window, gambling this would probably be appreciated by the newest members to the Federation, "So ask away and I'll give you the answers you need."
Was this really the President? Nobody had actually said so... although if Bruce had ever seen a photo he'd know it was.

"Thanks for the time, and yes we generally don't beat around the bush or pussyfoot around issues. What I want to know is what's the deal with the new legislation. What's been going on that such measures have been taken? I suppose I'm really asking what's the history behind all this. Since we're new here and as the Brucian representative I can't really do my job without understanding what's going."
Bruce obviously didn't mean to insinuate that the measures where crazy, or even over the top he only simply wanted to know the background and the history of these decisions.

"In principle." she began slowly, "There is nothing wrong with Ilek-Vaad, however they meddle too much. They have invaded a Federal State once before, threatened to invade another, and taken abitrary military action against Federal customs officials who they claimed were 'pirates'."
"Basically." she concluded, "They are dangerous warmongers who believe the whole Klatchian Federation, by virtue of proximity is an extension of their Empire. I am of course committed to peace, but I'd be a fool not to prepare for other eventualities."

I'm planning to hold a Barbecue in about a week or so, probably Friday night, and I was wondering if you would come. Give us a chance to know each other better, of course you can bring some people with you, the more the merrier. I'll also be inviting the other ambassadors."
Bruce said getting up, obviously preparing to leave but not quite yet.

Suppression of Vaadian Imperialism Act

It has been a long and torturous road that has led to such poor relations between the Free Republic and the Federation. It took nearly three years of Federation threats of war, Federation detaining of merchant vessels, Federation members kidnapping Vaadian officials, Federation terrorist activities in the Free Republic, for the Free Republic to finally sever all ties with the Federation Government of the Klatchian Coast. Despite the fact that the Federation sees fit to camp it's armed forces on our border we have offered a Draft Resolution for Federation-Republican alliance, I myself went to Port Olympus to deliver it to the Federation Parliament, Parliament refused to see it, even though it was drafted with the aid of Federation Officials.
Even after the Republican Council voted to issue a Military Mandate giving the Retaliatory Guard leave to deal with the Federation, a non aggression pact was offered and agreed to by the Federation negotiators, only they refused to sign it. Why? Because Federation negotiators believed that acts of terrorism and aiding armed insurgencies was not an 'aggressive' action or that such actions were not a threat to a state's sovereignty. The Federation wishes to make sure that it's covert agents can continue actions in the Free Republic, and not have it considered an act of war.
I also know that the Supreme Republican Commander has offered three times to personally negotiate the situation with the Federation President, only to be bluntly rebuked. I have spoken with the Supreme Republican Commander and have gained his permission to offer myself for personal negotiations with the President of the Federation.
I, again, offer to travel to Port Olympus and meet with the President of the Federation of the Klatchian Coast to offer comprehensive negotiations to end all of the problems that exist between our nations, with no pre-conditions.
If the President wants an easier route, I again offer to sign the Non-Aggression Pact negotiated in the UIK, but I will re-iterate again, covert activities, funding of insurgents and terrorists will be considered and aggressive action as stated in the treaty, such actions will be, as they should be, a clear act of aggression.
I would even go so far as to offer again the Draft Resolution for Alliance that I originally proposed two years ago, which was co-written by the Ministry of Foreign Affairs and the Office of the Outer Consul.
I offer the Federation three options to resolve these issues. It is up to the Federation to decide if it wants to continue the drumbeat of war against the Free Republic, or opt for a peaceful Klatch.
I will not make this offer again.

That is the most effective route, excepting in situations where the alleged threatened ( in this situation, The Klatch) has no possibility of victory, even in the short term. 'Decisive and Swift' are not terms associated with JDF military adventures.

Official Statement from the Offices of the President, Port Olympus
The Federation of Klatch wishes to let it be known, that whatever propaganda the Republic of Ilek-Vaad may see fit to spread, it was in truth the Federation diplomat who noted that the 'draft agreement' submitted by the Vaadian delegation did not include terrorism as an Act of aggression.
When asked to include a sub-clause stating that this was indeed an act of aggression it was the Vaadian delegation that stormed out of negotiations.
Klatch finds it surprising to say the least that Ilek-Vaad thinks it is in a position to spread such blatant untruths when we have a neutral party, namely the delegation from Macisikan to verify the validity of the Federations assertions and the falsehoods being spread by the Vaadian Government.
As all States well know, the JDF is positioned on the Vaadian border in order to prevent the possibility of further incursions by Ilek-Vaad into Federation territory. The Federation will no longer tollerate such blatant militancy on our border and is taking preventative meassures to ensure that Ilek-Vaad desists in it's warmongering.

Statement to the press, from the House of the Republic
Again Secretary Delgado shows that the Federation Government is more concerned about assigning blame than reaching a resolution.
The Free Republic asserts, again, that funding, supporting and backing terrorist activities, covert activities and insurgent activities is in itself an aggressive, hostile action and is amply covered by the terms of the non-aggression pact. The only reason one would require additional clauses to this fact would be parties that do not believe such activities are hostile.
The number and activities of covert Federation and Federation State agents that have attempted to take such actions inside the Free Republic is all the proof needed as to which party feels such actions are 'conventional' diplomatic action.
It would be more constructive if the Federation's President would actually talk to ANYONE in the Free Republic in an attempt to resolve these issues.This is yet another opportunity to do so.

We will also raise the question that if such an inclusion in the text is so self evident, why it matters so much to Ilek-Vaad that it is not included? Why would it cause such grave offence for these words to be added if Ilek-Vaad is not planning covert opperations against Klatch?

Once again Secretary I. Delgado offers a blanket statement of willingness to negotiate, one that completely ignores the First Republican's offer to travel to Port Olympus and negotiate directly with the President of the Federation. Saying that you are committed to open negotiations and actually accepting a time and place to negotiate are vastly different things.
Since the Federation does not wish to name a time a and date to hold or begin negotiations the First Republican will do so. The First Republican will set a seventy two hour time limit on an exact time and date and location to be set for negotiations with the President of the Federation. The First Republican has no preference for location or date and will make arrangements as necessary to meet with the President.

We do appreciate the messages from The Free Land of Shielas and Bruces and the Glorious Kingdom of Vrak for their offers of a venue. We also appreciate the offer of Federation Member States to meet with us as well. However, these avenues have been tried in the past. Alleged 'Neutral' venues have not proven to be so, and officials sent by various Federation Member States and sent by the Federation are never fully empowered to negotiate, we are told that any and all agreements must be approved by the President of the Federation.
This matter is not between the Free Republic and the Member States of the Federation, but with the Federation government itself.
The meeting will take place in Port Olympus or Great Lassic and the meeting will be directly between the First Republican and the Federation President.
There are now forty eight hours for the Federation to respond.

The Federal Government will be more than happy to host a conference in Port Olympus in 14 days time, however it seems that Ilek-Vaad has misunderstood essential information about Federal Politics. Diplomatic deals must be ratified by Parliament not the President of the Federation and as such the attendance of delegations from any and all member States are invited to attend. In order to find a lasting peace, an agreement must be reached which is agreeable to all member States (and thus will meet with Parliamentary approval).
No weapons may be taken onto the Parliament Hill in accordance with regulations, any person found to be carrying concealed weapons will be treated as an assassin. The Federation does not wish to appear to be attempting to intimidate, as this is certainly not our intention, and as such, no "countdown" will be initiated.

The First Republican has attempted in the past to meet with Parliament and has been told in no uncertain terms that treaties must be negotiated with the President or an empowered representative of the Federation and then presented to Parliament by the President for approval and formal ratification .
The First Republican will meet directly with and only with the Federation President unless Parliament sends an official request that he meet with Parliamentary delegates, and they further pass a resolution to back the results of any such meeting. Without this, the First Republican feels that he would be jeopardizing the entirety of the negotiations as according to the Federation Constitution, Parliament has no such role to attend to take up such negotiations.
IF Parliament insists on flouting Federation Constitutional law then the First Republican feels that Great Lassic would be a better venue for negotiations. I also must inform, you that the First Republican has been instructed to travel to the Federation with armed bodyguards, this includes Port Olympus and Parliament, since the attacks on Vaadian officials in Port Olympus still remain unsolved and are highly likely to re-occur.
These negotiations are a very serious matter and with the breakdown of previous talks the First Republican is convinced that additional, extraordinary and possibly unconstitutional intervention, such as the attendance to talks by members of the Federation Parliament, will only serve to derail these talks.

It would be the reccomendation that the governmoent of Ilek-Vaad actually read the Klatchian Constitution before declaring anything 'unconstitutional'. As is clearly Stated in Article II of the Constitution of the Federated Klatchian Coast "The President shall have power, by and with the advice and consent of Parliament, to make treaties, provided two thirds of the Keys present concur."
One will note the matter of the advice of Parliament. As such any State may invoke it's constitutional right to attend.
We will allow a Bodyguard prescence of no more than 5 persons within the Parliament precinct, however these persons will not be allowed into the prescense of the President and must either disarm or remain outside of the negotiation chamber.

The passage seems to indicate that treaties negotiated by the President would be enacted so long as two thirds of Parliament assented. Having looked back historically we do not see any case in which states were forced to negotiate with anyone but the President or a representative empowered by the President. The request you make not only seems illogical and against the Federation Constitution but also totally rounds on precedent.
Your current statements also seem to indicate that previous negotiations were in fact un-constitutional? If that is so then the previous negotiations were entered into with bad faith on part of the Federation. Your negotiator, Mr. Treen, did not indicate that he was capable on not only taking part in negotiations on behalf of the President but also capable of providing the advice and consent of Parliament as well?
These pointless wranglings are wholly unacceptable. You have our terms.

The Federation of Klatch does not appreciate attempts to weasel or dodge the point. We do not feel that negotiations carried out in secrecy are to the benefit of any parties considering the Vaadian tendencies towards telling a version of events that differs significantly from the truth at later dates. To illustrate this, we need look no further than Ilek-Vaad's earlier description of the negotiations in Macisikan.
Furthermore in order to secure the majority necessary for a deal tobe ratified by parliament, we feel participation from the States is essential. However we are reasonable people. We shall put this matter before Parliament and see whether the Klatchian States are willing to sit out of negotiations. You shall hear our reply when it has been debated.

When asked on talkback what she thought of the sanctions, she snapped "all this sort of thing does is ruffle feathers and disrupt good honest trading," before changing the subject. In regards to the legislation, we are aware that there are some vague corners. Judges involved in any appeals against the Customs Department will be asked to apply a purposive approach to the legislation, ensuring that there are no loopholes. Obviously religious relics will be excluded, unless it seems that these items are being moved in mass in order to bypass the legislation.
Personal effects are not generally regarded as an export commodity, however, were a person to attempt to move a case of gold bars and claim it to be personal effects, they would not be believed.
Manufactured petrochemical goods such as plastic toys or the like will generally not be seized, however we would advise that if a manufacturer is uncertain that they contact the Squall Straights Customs Department for advice.

It has become abundantly obvious that The Federation is not prepared for any meaningful talk. This is made obvious by the continued shifting of jurisdiction by the Federation. First it is the President that wishes to negotiate, then we are informed that the President may not negotiate without the involvement of Parliament, I expect that next we will be told that we will be required to parlay with one or more of The Federation Consul's and the entire process will be continued to be delayed, delayed, delayed, delayed and delayed with the Federation eventually blaming the Free Republic for not contacting the proper branch of Federation Government. It is the same game we have played with the Federation since it's inception, nothing has changed.
The Free Republic at this point will not be entertaining revisiting standing laws that classify the Federation as a 'non-governmental' entity. The Free Republic will not be entertaining any talks with the Federation and the Free Republic must assume that the Federation's stance will remain war like and hostile in regards to The Free Republic.
Unless the Federation makes some attempt to improve their standing and integrity, this will remain the status quo. It is regrettable that the Federation continues to play games with such serious matters.

Allow me to clear up some misconceptions.
First, closing of the Squall Straits to trade with The Free Republic, is mostly a symbolic gesture. A vast majority of trade flows into the Free Republic from East. Closing of the Squall Straits only affects Klatchian nations and western nations that wish to trade with the Free Republic.
Second, there are no hard times in the Free Republic, the budget surplus stands at over eight hundred billion DR, with a trade surplus of two hundred and fifty billion DR.
Third, The Free Republic's arm companies are more than capable of meeting the needs of the Free Republic and a dozen foreign markets at the same time.
If Allanean Arms wishes to operate in the Free Republic it will have to do several things.
As an arms company it would need to be vetted by the Ministry of Defence and would have to prove that it and it's nation of incorporation are not aggressive, imperial or expansionist nations and that said nation poses no threat to The Free Republic, or any of it's friends.
Given Allanea's record, the odds of the Ministry of Defence signing off on such a request would be minuscule. However, if they did Allanea Arms would then have to approved by the Ministry of Foreign Trade and assure that all it's operations meet with pay and environmental standards of the Free Republic and were fully non-government or company owned union shops.
Any arms manufacturer that meets these requirements may do business in the Free Republic.

The Free Republic does not require any of those services or products. Allied Industries, a Vaadian company has been producing ethanol and bio-diesel fuels for three decades. For two decades oil based fuels and products have been illegal.
Plastics and lubricating oils can only legally be produced from plant and citrus based oils that are bio-degradable. Allied Industries LTD, Tendarus Mountain LTD, Oaxacalla Fuels and Products LTD are simply the largest out of about a dozen companies that produce for the Vaadian market and for export.
As for power, the nuclear fusion generators produced by Avery Frost Aeronautics have a near monopoly, due to their ability to produce them in abundance and at a reasonable price.
Allanean arms is welcome to attempt to join this already crowded market, but since your company does produce arms, you must be approved by the Ministry of Defence. Your company and the nations in which it operates must be fully scrutinized before any steps can be taken.

The Retaliatory Guard are extending the Military Exclusion Zone from the 100 nautical miles from the coast of The Free Republic 3100 nautical miles from the coast of the Free Republic.
This exclusion zone applies only to non-Naval Guard vessels of war. It is a temporary measure to accommodate the possible deployment of Naval Guard forces, and it would be irresponsible to not warn off vessels of war that may be mistakenly targeted.
Civilian craft will be allowed through these zones, we consider proper registration to be clear markings that indicate a ships port of origin, vessel name and registration numbers. So long as the ships registration number and name match registration at the Port Authority of the port of origin than no action will need to be taken. Civilian vessels that do not have these markings or cannot be confirmed to be registered at their shown port of origin will be boarded and checked more thoroughly.
Civilian ships that do not pass the more thorough background check may be seized, but will in all probability simply be turned away.
The Naval Guard will not be actively 'hunting' any ships, this mainly applies to ships that come within the actual deployment area. The size of the exclusion zone is merely to reflect areas that may, or may not be included in a deployment zone. The exclusion is temporary and will be lifted as soon as is possible. Civilian vessels that are unsure about safe passage may contact Costa-Tula Port Authority or Coventry Port Authority and receive a registration check before hand and/or request a Coastal Guard escort.

Several months ago the Republic of Dyelli-Beybi declared war on the Free Republic when it attempted to engineer terrorist attacks in the Free Republic and Cheka assassins attempted to kill Vaadian citizens and kidnapped the Vaadian Ambassador to the Republic of Dyelli-Beybi.
Earlier today the Glorious Kingdom of Vrak has also now declared war on the Free Republic and has attacked and destroyed several Retaliatory Guard Satellites.
The actions by these nations have been wholly unprovoked and will be responded to in due time. With no Vaadian lives actually lost and with the dubious strategic value of the militaries of these two nations, the Retaliatory Guard is not inclined to respond .
The Dyellian and Vrakian forces within Karmanyaka are being monitored and are considered a threat. It is unfortunate the The Federation and it's member states not only refuse to take any diplomatic action, refuse to sign non-aggression pacts or treaties and continue to beat the drum of war against the Free Republic. These acts of aggression against the Free Republic have been noted, and will be responded to as appropriate.
Unlike our Imperial neighbors, the Free Republic weighs the decision to use military force very carefully and responsibly.
