Official News Release -- Devras, The Dominion


The Non-Democratic Alliance is proud to announce that our dedication to the ideals of order, rule, and non-democratic systems has been both renewed and refined by our latest decision to eliminate entirely the confusion of multiple systems of rule, incorporating the entire alliance under one, united head.

As of today, the member nations of the NDA, after a secret meeting (http://forums.jolt.co.uk/showthread.php?t=522289) by the heads of state, have opted to come together under a rule of one, that being the Empire of the Dread Lady Nathicana. While individual names will be kept, and the leaders thereof will continue to oversee the day to day workings of each nation, all executive decisions, official statements, and policy dictations will be set by the Sovereign Augusta Nathicana D’Aquisto.

We believe that this bold step towards more fully embodying the ideals of non-democratic rule will serve as an example to the world that proper rule, cohesive leadership, and a singular purpose lacking the distractions and waste of democracy’s inherent foolishness is indeed the quintessential method of rule.

First on the agenda is to end the current conflict between the Iraqstani and Um-Lizaan people. Effective immediately, both cultures will be assimilated into the United Sovereignty of Iraqstan and Um-Lizaa. The integration will be overseen by the NDA Joint Forces, and a temporary state of martial law will be implemented until such time as the integration process has been successfully completed. Upon which time, Lidric Quil’raya and Ibrahim bin Fahid will jointly oversee the new Sovereignty under the Augusta’s watchful eye. Those who find difficulty in adapting will be given the opportunity to attend educational facilities that will be set up in various cities to help enlighten the citizenry as to the benefits of working together, and assist in adjusting to the new atmosphere of cooperation and cohabitation.

Second, the identification system already in place in the Dominion will be implemented across the NDA, so that we can better assist the citizenry in their needs, and in travel between the individual entities of it. All citizens will be required to report to processing centers as indicated by their local authorities to receive their cards and be registered in the system.

Thirdly, a universal monetary system will be introduced, that being the Gold Sovereign as exists currently in the Dominion.

And lastly, all military structures and systems will be integrated with the current Joint Forces, so that we may streamline our systems, standardize and upgrade our equipment, and assimilate the various forces into one strong, effective organization.

All ties, agreements, trade contracts, etc will continue to be honored. Should any clarification be required, or answers to questions desired, they may be directed to the offices of Evangelista Ravaneli, Minister of Public Relations, located in the Dominion, and from there will be relayed to the proper branch and/or person.

The new NDA sends its greetings to the world, in the hopes that this will be the start of a yet more bright and profitable future.

Dear Minister Ravaneli

Cordial salutations from the editing staff at the Alternative Iáthërn Journal of Foreign Constitutional Law.

I am writing to you with respect to the recent, quite remarkable metamorphosis of the Non-Democratic Alliance from that of a supranational league of (at least, theoretically) equal and sovereign nation states to what has been described in official Government media statements from Devras as a united Dominion empire under a central and supreme monarchical authority. One should have imagined that the sudden surrender of sovereign legitimacy by about a dozen former members of the international comity would have produced more attention from the world press, but it appears instead that little indeed is known of this affair.

My colleagues and I are interested in learning more regarding the specific constitutional arrangements of this new empire, and of the status of the (previously sovereign and possessing of international personality) vassal states of the Non-Democratic Alliance. We appreciate, of course, that your time is limited, and have endeavoured to be as concise as possible in the framing of our initial inquiries. They are summarised below.

Firstly, what restraints if any have been placed on ‘Sovereign Augusta’ Nathicana D’Aquisto’s governing powers? Government news releases specify that the Dread Lady will be responsible for all ‘executive decisions, official statements, and policy dictations’. Does the ambit of such executive power extend to affairs that might perhaps be confined wholly within one of the individual vassal states of the Dominion empire, or does it relate to matters only of empire-wide and international character? Are there any law making limits to the policy dictations that the sovereign may make, analogous to the division of powers between different levels of government to be found in federated structures? Will the Dread Lady possess the constitutional ability to fetter, control or interfere with the free exercise of governing power by her subordinate vassal state governments?

Secondly, what is the residual constitutional status of the governments of the former independent nation states of the Non-Democratic Alliance, from the perspective of the Dominion Government and following the surrender of their autonomy and international personality status? Are the subordinate regional governments of the Dominion empire sovereign with that of the regime of the Dread Lady, or may they theoretically be dissolved at a later date? Apparently the vassal states are to be responsible for the ‘day to day workings’ within their territorial borders. Is this to be a purely administrative function, or do the governments have some freedom to set policy as well? If the later, is there a clear delineation of the law-making and governing powers of these governments? What structures have been developed in case of a conflict between the imperial Dread Lady leadership and the governments of her vassal states? Will there be moves towards a unified system of law throughout the Dominion empire (and if so, in which spheres), or will the new vassal states preserve some of their legal peculiarities?

Of course, these questions have not yet even scratched the surface of our curiosity, and are merely preliminary inquiries. If, however, you should be able to shed some light on these matters, it would go a great way towards illuminating our understanding of these recent developments.

Now, for the answers:

There are no restraints on the Augusta’s governing powers, which is as it should be, and encompass all to whatever degree is necessary for the new Empire to prosper and thrive.

The rights granted to the individual nation states of the Empire will be at the whim of the Augusta. Currently it suits the needs of the Empire that what was previously Dominion Law to be standardized throughout our holdings, to be carried out by trained overseers who will in turn train others to pass down along the line. This being the case, any and all lawmaking will also need to be overseen and approved on an Empire-wide level. While each nation state retains its name and identity, it will be, as stated, a part of the Empire at large, and subject to the laws, mandates, and rulings of the Augusta. So long as the day-to-day workings of individual nation states carry on within the overall vision of the Empire, they will not be interfered with.

Order, standardization, organization, and mutual prosperity are our goals. We believe the citizenry of our Empire will be best served in keeping things streamlined and running smoothly, making sure no individual is overlooked in our effort to watch over and guide.
