Dear Nations.
Recently, a group of Developing nations realised that only by combining our recources and powers, can we truly survive in a world where so few have so much. And so the Federation of Developing NAtions was born.
One of the biggest problems facing our our new Federation, is the we have now inherited bilj.'s of debt from our member nations. This is owned to countries, privatebanks, and groups like the IMF and World Bank. These last two org.'s also force countries to make socio-economic decisions that is generally bad for these countries and their people.
Therefor we have decided to inform all nations that the FDN government, in both houses, the Federal Counsel, and the Meeting of Nations, will seriously look into this situation.
Currently we see the following options before us:
1, As a newly formed nation, we do not see ourseves bound by these loans, and we will write them of as non-existent, with out making any repayments on them.
2. We will repay all the loans imediatly, forcing us into a huge decefit, and start fresh and anew.
3. We will repay as much as we can, writing of the remaining amount.
4. We will immediatly freeze all repayments, only repaying at a future time when we feel we will beable to this without harming ourselves, our economy or our people.
The fact is that many of these so-called loans where more ways to buy the suppoert of poorer nations during the Cold War, and now it is keeping these nations in poverty. Also it is important to remember that most of these loans where taken out by dictators, and that the people never benefitted from this money. It is therefor greatly unfair to hold the people responsible for this money.
We are herby asking all our brother and sister nations out there to advise us, and give their ideas on the way forward in this important issue. We also promise to keep you all up to date on this debate in our Government, and let you know what we decide.

While I do not have in my possesion the exact amount of bills, if any, that you owe to the Imitoran government or private individuals of the nation of Imitora, I do understand your position on the repayment of monies that you may or may not owe to foriegn governments.
However, I must regretfully inform you that I have been instructed by Cara Rydell, First Speaker of Imitora, that the repayment of monies owed to the Imitoran government or private individuals within Imitora is not only appriciated, but expected. Failure to fufill these payments to the Imitoran government may result in action from the government. Further, Imitoran citizens and organizations which have loaned monies to your nation, and are not repayed, are authorized to take actions that they feel needed in order to secure their payments.
I hope that our nations can avoid conflict or terse relations, and therefore I recomend that you contact our Treasury Department director, John Doeer, in order to work out any payment plans. Please, feel free to contact myself if you have any questions.

Thank you for your quick reply.
These are exactly the kind of comments I was looking for. We are confident that this information will be handeld by all branches of government involved in this very vital decision.
Conflict with other nations is not our goal, and there for I am certain, if we talk about this futher, we will be able to reach an agreement.
Our goal is to stop this evil circle in wchich developing nations stand with an open hand waiting for hand outs. We only want the opertunity to solve our problems in our way, and compete fairly and equaly with other nations.

The Resurgent Dream appreciates the problematic position in which the Federation of Developing Nations finds itself. Likewise, we appreciate from our own experience the problems faced by an emerging federation, especially as regards continuity with the laws, treaties and debts of the formerly independent states which have come together in the formation of a general government. We cannot wholeheartedly endorse your current course of action. Unilaterally defaulting on extant debt serves as a deterrent to potential investors and potential future creditors. However, in light of the circumstances, we fully recognize the legitimacy of your action and shall neither make any official protest nor take any other action designed to enforce the terms of any debt owed by a member of the Federation to any public or private creditor in the Resurgent Dream. Moreover, we would be willing to establish closer relations with your government, including discussions of potential development aid and cooperation to be conducted at a time and place suiting your needs and wishes.

The Grand Eternal Imperium of Deatharon understands your Federation’s budget blight. The Immortal God Emperor Victor Von Antheron has personally decided to forgive all debt owed to our most Eternal Imperium by your various member states.
This act of generosity however does not extend to private individuals within the Grand Eternal Imperium. The various Imperial Trade Guilds will most likely demand that you pay your debts to them according to your latest agreements. If you fail to do so they may take it upon themselves to secure their interests by sending out their mercenary soldiers to occupy your nation until such time as your debt is fully repaid.

Open letter to those who have responded to our plight
WE thank you al for your openess and generosity in these matters. The Federal Cousle have made a decision, which has been send to the Meeting of NAtions for ratifcation. I give the decision as follows:
"Hereby the Federal Government of the Federation of Developing Nations declare that, for a time of five years, no repayments of debts to governments or International Org's will be made. The intrest on these debts will be promptly paid, but no down payments will be made. All Governments to whom any member REpublick of the Federation is indebted, will be contacted, and a suitable plan negotiated on individual basis.
After this Five year term is passed, the Government of the Federation will revisted this decision, and an extension could be decided on.
The above mentioned does not include individual people, private banks or private companies who have borrowed money to any member REpublic ofthe Federation. These will be paid in full."
As soon as the Meeting of Nations retify this, I will sign it.

While I in theory do agree with your attempts of self governance, and hope that it is a generally succesful endeavor, I must voice my disagreement with your final decsion, as well as offer you a chance to save yourself from possible future problems.
As stated in our previous corespondence, the Government of Imitora expects to be repaid the monies it lends other nations. Therefore, following this practice, we are hereby offering a final chance of compliance with issued demands. We are expecting a full and complete repayments of debts owed to our government. Failure to do so may warrant economic, political, and possibly military intervention.
It is the hope of the Imitoran government that we can avoid a confrontation, and that we can come to a beneficial arangement.
